2016 PPI State Association Scholarship Application
Applications must be received by: April 20, 2016
NASP is aware that some state school psychology associations do not have the funds needed
to sponsor a participant for the PPI. As a result, a limited number of scholarships will be
available to support state associations in covering the registration fees of a sponsored
participant. The maximum amount available is the cost of reimbursement of the registration
fee for one state designee to participate in the 3-day basic training. Awards will be made as
reimbursement of the registration fee only. This application must be signed and submitted
(by email or mail) by your school psychology state association’s current president. Criteria
for selection will be based upon the following:

The state association has a clear interest in influencing public policy but has not yet
developed the infrastructure to support this effort.
The state has key members of Congress in their delegation and the state association has
a plan for influencing these members to advance NASP’s goals and mission.
The state has a clear need to influence public policy because one of the following
priorities is currently impacting school psychologists: (mark all that apply)
 Achieving NCSP parity (salary stipends for NCSP)
 Recognizing the NCSP, NASP standards or NASP Practice Model in state
credentialing or professional practice statutes and/or regulations
 Protecting the title “school psychologist”
 Ensuring appropriate personnel evaluations for school psychologists
 Protecting funding for school psychological services and personnel
 Protecting school psychologist eligibility for Medicaid reimbursement
 Preventing statutory restriction of mental health screenings in schools
 Promoting NCLB/ESEA priorities that would expand school based mental health
services, prevention, early intervening, and intervention services

The state association demonstrates a financial need and has not received a PPI
scholarship in the past 5 years.
Scholarship award recipients will be selected by the NASP GPR committee and notified by
email on or before May 6, 2016. These scholarships have no real monetary value, may not be
transferred to other associations, and are awarded in the form of tuition reimbursement at
the value of the early bird registration member price. Reimbursement of registration is
awarded only to the approved designee of the state association receiving the scholarship.

IV. Terms of Agreement
The awarding of a scholarship represents NASP’s faith in your state association to pursue the
above mentioned advocacy efforts and to use the skills obtained by your state PPI scholarship
designee to further advance advocacy activities benefiting school psychologists in your state.
The goal of NASP in supporting your designee’s participation is to promote increased outreach
and communication to your state public officials and to increase awareness in school
psychologists that advocacy is a professional obligation.
In addition to sharing the benefits of this training with others, we are asking as a condition of
your acceptance of any scholarship, that your association commit to at least two of the
following activities (mark all that apply):






Setting up an Advocacy Action Center site (using the NASP website) at your state
conference
Enlisting a group of state association representatives to visit at least one of your
Congressional Representatives or US Senators in their local office in the next year
Writing an advocacy related article for your state association newsletter or the NASP
Communiqué
Having your state association designee volunteer for a two hour shift at the GPR
Convention booth at the 2017 NASP Convention (and/or future conventions)
Encouraging your state leaders to apply for technical assistance and/or a GPR State
Advocacy Training, and have your state designee to PPI co-facilitate this training with
another NASP GPR Committee Member
Developing and implementing an annual legislative advocacy plan


In submitting this application, you are affirming that you understand and accept these
conditions and your state’s responsibility for promoting advocacy activities including, but not
limited to, the activities outlined in this document and your state advocacy plan detailed above.
Further, you understand that if granted a scholarship award that this award will be in the form
of a “reimbursement of registration fees” only. And if you are notified of a receipt of this
scholarship, you recognize that it is the responsibility of your state’s designee to complete the
online registration, pay in full, and submit their receipt for reimbursement. Note: It is important
to register early as space is limited and receipt of this scholarship does not guarantee that a
space will be available.
