ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the Boundary changes; and e) A communication plan. RECOMMENDATION 1. THAT memo PLN: 13‐31 entitled “New Rockwood Elementary School Boundary Review – Report #2” be received. RATIONALE See the attached report “New Rockwood Elementary School Boundary Review – Report #2”. NEW ROCKWOOD ELEMENTARY SCHOOL BOUNDARY REVIEW REPORT #2 Presented to the Business Operations Committee Upper Grand District School Board November 12, 2013 New Rockwood School Boundary Review – Report #2 INTRODUCTION 1.0 The Board approved the initiation of the New Rockwood Elementary School Boundary Review on September 24, 2013. The Staff Committee has considered the goals, objectives and constraints of the review which were contained in Report #1 and discussed possible school boundary scenarios. The Staff Committee has also made a link available on the Board’s website to receive correspondence from the public. The Goals, Objectives and Constraints for this review are: Goals 1. Create a viable JK‐6 or JK‐8 boundary for the new Rockwood elementary school. 2. Assuming confirmation of a viable French Immersion (FI) start‐up program in Rockwood, establish the school location and FI boundary. Objectives 1. Develop an attendance area for the new Rockwood elementary school that establishes a viable and sustainable JK‐6 or JK‐8 program. 2. Alleviate the overcapacity pressure at Rockwood Centennial PS and develop viable and sustainable attendance areas for Rockwood Centennial PS and Eramosa PS. 3. Should early registration support establishing an FI program, identify a school(s) to accommodate the program and develop a viable and sustainable attendance area(s). 4. Should registration support establishing an FI program in Rockwood, establish a new FI attendance area for Brisbane PS, Erin PS and Erin DHS. 5. Maximize the number of students within walking distance to school. 6. Minimize the impact on students where transitions are proposed. Constraints 1. Confirmation of a viable start‐up FI program in Rockwood is necessary. FI registration will take place in early October. Registration levels will determine whether the enrolment will support an FI program and if so, whether it will start as JK/SK program or JK/SK/Gr 1 program. 2. The attendance areas needs to be established in time to allow communication of the boundary changes to families prior to Regular Track (RT) Kindergarten registration in February 2014 and to allow for the staffing process to incorporate these changes beginning in February 2014. 1 New Rockw wood School B Boundary Revie ew – Report #2 2 2.0 EN NROLMENT B BACKGROUND ntennial PS Rockwood Cen The current On the Gro ound (OTG) ccapacity of Ro ockwood Centtennial PS (RC CPS) is 446 pu upil places. The Full D Day Kindergarrten (FDK) ren novation plan nned at RCPS will convert ttwo existing cclassrooms into a purpose b built Kindergaarten room an nd a seminar room. A furtther two classsrooms are to o be expandeed to become K Kindergarten rooms. The sschool will offfer FDK in Sepptember 20144 and at that time will havve an OTG capacity of 432 pu upil places. Due to en nrolment presssure currently experience ed at RCPS, thhe school has 7 portables ((including thee eco‐ portable) in use on the e site. There is also 1 portaable on site t hat is decommissioned. The enrolment at RCPSS at the begin nning of Septe ember was 5669 FTE studen nts (Kindergarten studentss still counted aas half time). Chart 1 indicaates both the e historical annd projected SStatus Quo en nrolment gro owth at RCPS. The e chart also reflects the ch hange in the sschool’s capa city as a result of the prop posed renovations to accommo odate FDK. Beyond 2014 4 the enrolmeent is Enrolmen projected to remain re elatively stable with some moderate inccreases due to new residential construcction in Rockwood d. Beyond 20 018, enrolmen nt is projected to decline sslightly but reemain well ab bove the OTG capacity. This decline can mainly be e attributed tto larger num mbers of studeents graduating Grade 8 th han entering sschool at Kind dergarten . 2.2 Erramosa PS The current OTG capaccity of Eramosa PS is 161 p pupil places. With the exception n of an increase due to FDK K, the decline e is projected to continue. This decline is mainly attrributed to larger n numbers of sttudents gradu uating Grade 6 than enterring school at Kindergarten n. Further, th here is little resid dential constrruction occurrring within th he attendancee area. 2.3 Brisbane PS Brisbane PS received FFDK in the 201 12/13 school year. The schhool’s previous OTG capaccity before internal renovatio ons were completed for FD DK was 429 pu upil places. Thhe current OTTG capacity o of Brisbane PSS is 446 pupil placces. Brisbane PS offers a JK K‐6 Dual Trackk program (bo oth RT and FI)). The Dual Trrack (DT) natu ure of the sch hool often resu ults in inefficient loading o of classroom sspace. Basedd on past work by Planningg Departmentt staff, a DT school typically re esults in the b building’s cap pacity being reeduced by three pupils per classroom. Therefore e, the currentt Effective Cap pacity of Brisb bane PS is 38 9 pupil places. The school currently haas 1 decommisssioned portaable on site. The projection n also include es JK, SK and G Grade 1 FI stu udents from tthe Rockwood d area who are currently attendingg Brisbane PS.. 3.0 FR RENCH IMMEERSION PROG GRAM IN ROC CKWOOD Recomme endations from the Edward d Johnson PS FI Boundary Review (Janu uary 24, 2012 2) included a cchange to the desstination scho ool for JK‐8 FI students ressiding east of Jones Baselin ne (referred tto as East Wellingto on). FI studen nts residing in n East Wellinggton who werre formerly acccommodated in Guelph w were assigned tto the attendance areas off Brisbane PS (JK‐6), Erin PPS (Gr 7/8) an nd Erin DHS (9 9‐12). A furth her motion diirected staff tto conduct an n FI feasibility study to deteermine the potential for aa start‐up FI p program in Rockwo ood. n June 2012. Based on this study, Trusttees approved that The FI feaasibility study was completted by Staff in an early FFI registration would take p place in Rockw wood in Octoober 2013. FI registraation occurred d at RCPS on October 1st and 2nd. As off October 7th, FI registratio on yielded thee following new FI stude ent enrolmentts: JK K= 17 SK K = 7 Grade 1 = 15 4 New Rockwood School Boundary Review – Report #2 In addition to the new FI registrants for September 2014, there are FI students from East Wellington in JK or SK attending either King George PS or Brisbane PS. Added to the new registrants, the total enrolment of potential Rockwood FI students for 2014/15 are: JK= 17 SK = 12 Grade 1 = 27 Using these FI enrolments, projections indicate that by 2022 there is the potential for 225‐275 JK‐8 FI students in the Rockwood area. The FI enrolment is dependent upon several factors such as where the FI program is accommodated in Rockwood, FI participation in the future and the pace of future residential construction. 4.0 BOUNDARY SCENARIOS 4.1 Scenario 1 Since the presentation of Report #1 (PLN: 13‐24) on September 10, 2013, the Boundary Review Committee has met on four occasions and has been engaged in scenario development. The committee discussions have considered 6 different scenarios. Initially, the Committee considered a scenario that would accommodate the entire JK‐8 FI program at RCPS and the new school would accommodate JK‐6 RT only. As the larger of the two schools in Rockwood, RCPS was considered as the location for FI program given its projected size (200+ students). FI programs tend to rely more heavily on busing as students are typically drawn from much larger catchment areas which is similar to the current RCPS boundary. The RCPS site currently manages a number of school buses. It is evident in the enrolment projections for Scenario 1 that accommodating the entire JK‐8 FI program at one school is not a viable option. At the new school, despite having selected a sizeable RT boundary, the enrolment is not sustained in the long term which causes the new school to be underutilized by 2018. Further, the enrolment projections for RCPS indicate that the enrolments will increase well beyond the Effective Capacity of the school by 2018. It was not possible to create a balance in the DT program at RCPS. Coupled with a significant portion of the RCPS RT boundary being reassigned to the new school, an increase in FI participation from within the remaining RCPS boundary is projected. An increase in FI participation has been experienced in other school boundaries within the jurisdiction where FI programs have been introduced. The enrolment projections for Brisbane PS indicate that although the enrolment is projected to remain higher than the Effective Capacity, the school will have less pressure than Status Quo due to the assignment of the Rockwood area FI students to a Rockwood school. The enrolment at Eramosa PS has been gradually declining since 2008, which is a trend that is expected to continue. As a result of introducing FI, there is a slightly more noticeable decline projected than in the Status Quo. All scenarios reflect the same projections for Brisbane PS and Eramosa PS. 5 New Rockwood School Boundary Review – Report #2 It is Staff’s opinion that Scenario 1 is not viable for the following reasons: it creates an imbalance between the RT and FI program sizes at RCPS, overcapacity concerns at RCPS schools by 2018 and underutilization at the new school by 2018. For these reasons, this scenario was discarded. The remainder of the scenarios considered by the Committee split the FI program between the two Rockwood schools. The highlighted enrolments in Table 1 identify the areas of concern that result from this scenario. Enrolment projections have been rounded to the nearest 5. 4.2 Shortlisted Scenarios The Committee concluded that there were two viable scenarios to be included in Report #2 and presented to the public. Scenario 2 ‐ Staff’s Preferred Scenario proposes that the new school would be JK‐5 DT (both RT and FI), and RCPS would accommodate JK‐8 RT and Grades 6‐8 FI. Students from the new school would graduate to RCPS for Grades 6‐8 in both the RT and FI programs. Scenario 3 proposes that the new school would accommodate JK‐6 RT and JK‐3 FI. RCPS would accommodate JK‐8 RT and Grades 4‐8 FI. Students from the new school would graduate to RCPS for Grades 7/8 in RT and Grades 4‐8 in FI. The shortlisted scenarios have the same impact on Eramosa PS and Brisbane PS as in Scenario 1 and therefore the enrolment projections are consistent. A goal identified at the onset of this review was to create a JK‐6 or JK‐8 boundary for the new school. Enrolment projections for the RT 7/8 program in the future indicate that the enrolment will not be large enough to support two separate 7/8 programs. Therefore, both shortlisted scenarios have the 7/8 program at RCPS. 6 New Rockwood School Boundary Review – Report #2 4.3 Scenario 2 ‐ Staff’s Preferred Scenario In Scenario 2, the new school would offer JK‐5 DT. The boundary for the RT program generally includes an area south of Harris Street on either side of Highway 7 (Main Street) at the south end of the Village of Rockwood. The boundary for the FI program includes the Village of Rockwood as well as a larger rural area in the Township of Guelph Eramosa. Scenario 2 enrolment projections are shown in Table 2. The maps for Scenario 2 are located in Appendix A, Maps 1‐6. A comparison between the enrolment projections and Effective Capacity of the new Rockwood school suggests that temporary accommodation may be necessary. Scenario 2 was selected as Staff’s preferred scenario given that RCPS is projected to be utilized efficiently to 2018. There is also a balance achieved between the size of the RT and FI programs at the new school. Further, the establishment of a JK‐5 DT at the new school increases opportunities for cohesion between the two programs, given that the Grade 5 students graduate to RCPS together. 4.4 Scenario 3 In Scenario 3, the new Rockwood school would offer JK‐6 RT and JK‐3 FI. The boundaries for both the RT and FI program are the same as Scenario 2. The difference between Scenario 3 and Scenario 2 is the grades that are offered in the RT and FI programs at the new school and RCPS. The Scenario 3 enrolment projection is shown in Table 3. The maps for Scenario 2 are located in Appendix A, Maps 7‐11. 7 New Rockwood School Boundary Review – Report #2 The move of Grade 3 FI students for Grades 4‐8 is consistent with recent decisions by Trustees in other areas of the jurisdiction. In comparison to Scenario 2, the utilization of RCPS is not as efficient out to 2018. Relative balance in the projected size of the RT and FI programs is achieved at the new school, keeping in mind the difference in grades offered in each program. A comparison between the enrolment projections and the Effective Capacity of the new school indicates that it will experience more enrolment pressure than in Scenario 2, requiring the use of temporary accommodation. 5.0 Transportation Considerations The transportation implications for the RT are the same between the two scenarios. There may be less busing required for RT students in the younger grades who reside in the south end of Rockwood as the new school is located closer to those neighbourhoods. In FI, despite the difference in grades offered at the new school between Scenarios 2 and 3, there may be little difference in the amount of busing required. Generally, as the FI program expands to include more grades, there will also be a corresponding reduction in transportation for the students who reside in Rockwood who would have been transported to Brisbane and Erin PS for FI. Once a scenario is confirmed by the Board, Service de transport de Wellington‐Dufferin Student Transportation Services (STWDSTS) will determine transportation eligibility. The www.findmyschool.ca website will be updated in April 2014 to include transportation eligibility information for the new boundaries and recommended walking routes. 8 New Rockwood School Boundary Review – Report #2 6.0 Implementation Timelines To avoid RT students being moved to the new school and returning to RCPS a year later, it is proposed that the following phase in of grades occur: Scenario 2 (students entering Grade 5 in 2014 would be grandparented at RCPS): 2014/15 – New School opens JK‐4 RT 2015/16 – New School has JK‐5 RT Scenario 3 (students entering Grade 6 in 2014 would be grandparented at RCPS): 2014/15 – New School opens JK‐5 RT 2015/16 – New School has JK‐6 RT Based on the enrolment projections for both Scenarios, it is anticipated that RCPS could accommodate grandparented students for one year through the use of existing portables on site, if necessary. For the FI program, it is proposed that in both shortlisted scenarios the first grade of FI students graduating to RCPS remain at the new school for an additional year. The following year this cohort of FI students would graduate to RCPS with the students in the grade below. This would occur only once to avoid the move of a small cohort of FI students into RCPS. It may be necessary to utilize temporary accommodation at the new school to hold an additional grade of FI students for one year. 7.0 Communication Plan This Communication Plan focuses on giving the public an opportunity to be fully informed of the scenarios, and to continue to provide input to the Staff Committee. Report #2 was posted on the Board’s website on November 8, 2013 Report #2 will be presented to the Business Operations Committee on November 12, 2013. A Public Information Session will be held in the gymnasium at RCPS on November 21, 2013 from 7:00‐9:00pm. A letter will be sent home to parents and guardians of RCPS, Eramosa PS and Brisbane PS students, informing them of the release of Report #2 and to solicit attendance at the Public Information Session. Newspaper ads for the Public Information Session scheduled for November 21, 2013 will be developed and booked. A media release will be sent to local newspapers, radio and TV stations. Web pages in the Planning Department section of the Board website will be updated and will include links to the report, letters and other documents as required. Information on delegation opportunities will be included with a link to the web page containing delegation requirements. 9 New Rockwood School Boundary Review – Report #2 The Boundary Review web page is promoted on the home page of the Board’s website, and the home pages of RCPS, Eramosa PS and Brisbane PS with links to the Planning Department web pages. The Planning Department web page includes a form that gives community members the opportunity to sign up and receive email alerts when significant new content is added to the site. The submission form for receiving community input is included on the website with the response deadline (December 18, 2013). o This feedback will be shared on the website without attribution. Due to time constraints and staff resources, individual responses cannot be provided. This information will be posted with the form. A PDF version of the comment form, which can be printed and dropped off at RCPS, Eramosa PS, Brisbane PS or the Board office will be available. The Public Information Session will provide another vehicle for communication to the community, and an opportunity for the public to provide comments (comment sheets), and discuss the scenarios with staff and the local trustee.
