Trustees received Report #2 on November 12, 2013. The Board hosted a Public Information Session on November 21, 2013. Additional feedback was received via the Board’s website. ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #3 is to provide: a) A summary of information contained in the First and Second Boundary Review Reports; b) A summary of input received from the public; c) Final staff recommendation(s) and justification for the recommended boundary change(s); d) A critical path resolution [implementation plan]of the identified accommodation issue; and e) A communication plan. RECOMMENDATION 1. THAT memo PLN: 13‐35 entitled “New Rockwood Elementary School Boundary Review – Report #3” be received. 2. THAT the Board approves Scenario 2 which will establish the new Rockwood elementary school as a JK‐5 Dual Track school (both Regular Track and French Immersion programs) and Rockwood Centennial PS as a JK‐8 RT and Grade 6‐8 FI school as described in Section 5.1 in the report attached to memo PLN: 13‐35. 3. a) THAT the RT boundaries for the new Rockwood elementary school and Rockwood Centennial PS as outlined in Maps 1,3,4 & 5 of Appendix A, attached to memo PLN:13‐35 “New Rockwood Elementary School Boundary Review – Report #3”, effective September 2014 be approved; and b) THAT the FI boundaries for the new Rockwood elementary school, Rockwood Centennial PS, Brisbane PS, Erin PS, Erin DHS and John F. Ross CVI as outlined in Maps 2 & 6‐10 of Appendix A, attached to memo PLN:13‐35 “New Rockwood Elementary School Boundary Review – Report #3”, effective September 2014 be approved. 4. 5. THAT effective June 2022 when the first class of FI students graduates to Grade 9, students in the Rockwood FI program will attend John F. Ross CVI. This secondary school assignment is subject to change by any Board process that occurs prior to this date which may alter secondary school attendance areas. THAT effective September 2014, the RT program implementation timelines applicable to Scenario 2 be approved as follows: a) Rockwood Centennial PS JK‐4 RT students who reside within the new Rockwood elementary school boundary will attend the new Rockwood elementary school. b) Rockwood Centennial PS Grade 5 RT students who reside within the new Rockwood elementary school boundary will be grandparented at Rockwood Centennial PS. c) As of September 2015, Grade 5 RT students who reside within the new Rockwood elementary school boundary will attend the new Rockwood elementary school. 6. a) THAT for the 2019/20 school year, Grade 6 FI students will remain at the new Rockwood elementary school for one year only. b) THAT for the 2020/21 school year, Grade 6 and 7 FI students will move together to Rockwood Centennial PS. RATIONALE See the attached report “New Rockwood Elementary School Boundary Review – Report #3”. NEW ROCKWOOD ELEMENTARY SCHOOL BOUNDARY REVIEW REPORT #3 Presented to the Business Operations Committee Upper Grand District School Board January 14, 2014 New Rockwood Elementary School Boundary Review – Report #3 1.0 INTRODUCTION 1.1 Background Report #1 outlined the Goals, Objectives and Constraints of this boundary review which shaped the Boundary Review Committees’ discussions on possible boundary scenarios. The Goals, Objectives and Constraints for this review are: Goals 1. Create a viable JK‐6 or JK‐8 boundary for the new Rockwood elementary school. 2. Assuming confirmation of a viable French Immersion (FI) start‐up program in Rockwood, establish the school location and FI boundary. Objectives 1. Develop an attendance area for the new Rockwood elementary school that establishes a viable and sustainable JK‐6 or JK‐8 program. 2. Alleviate the overcapacity pressure at Rockwood Centennial PS and develop viable and sustainable attendance areas for Rockwood Centennial PS and Eramosa PS. 3. Should early registration support establishing an FI program, identify a school(s) to accommodate the program and develop a viable and sustainable attendance area(s). 4. Should registration support establishing an FI program in Rockwood, establish a new FI attendance area for Brisbane PS, Erin PS and Erin DHS. 5. Maximize the number of students within walking distance to school. 6. Minimize the impact on students where transitions are proposed. Constraints 1. Confirmation of a viable start‐up FI program in Rockwood is necessary. FI registration will take place in early October. Registration levels will determine whether the enrolment will support an FI program and if so, whether it will start as JK/SK program or JK/SK/Gr 1 program. 2. The Full D Day Kindergarrten (FDK) ren novation plan nned at RCPS will convert ttwo existing cclassrooms into a purpose b built Kindergaarten room an nd a seminar room. A furtther two classsrooms are to o be expandeed to become K Kindergarten rooms. The sschool will offfer FDK in Sepptember 20144 and at that time will havve an OTG capacity of 432 pu upil places. Due to en nrolment presssure currently experience ed at RCPS, thhe school has 7 portables ((including thee eco‐ portable) in use on the e site. There is also 1 portaable on site t hat is decommissioned. The enrolment at RCPSS at the begin nning of Septe ember was 5669 FTE studen nts (Kindergarten studentss still counted aas half time). Chart 1 indicaates both the e historical annd projected SStatus Quo en nrolment gro owth at RCPS. The e chart also reflects the ch hange in the sschool’s capa city as a result of the prop posed renovations to accommo odate FDK. Te emporary acccommodation n (ie. portablees) is shown aas a separate line from thee OTG capacity o on the chart. Chart 1 ‐ Ro ockwood Centen nnial PS Historical and Projected d Status Quo Ennrolment Enrolmen nt at RCPS is p projected to in ncrease with FDK in Septe mber 2014. Beyond 2014 4 the enrolmeent is projected to remain re elatively stable with some moderate inccreases due to new residential construcction in Rockwood d. Beyond 20 018, enrolmen nt is projected to decline sslightly but reemain well ab bove the OTG capacity. This decline can mainly be e attributed tto larger num mbers of studeents graduating Grade 8 th han entering sschool at Kind dergarten. 2 New Rockw wood Elementary School Bou undary Review w – Report #3 2.2 Erramosa PS The current OTG capaccity of Eramosa PS is 161 p pupil places. TThe FDK reno ovation appro oved for Eram mosa PS will replacce one existin ng classroom and part of th he staff room m to create a p purpose builtt Kindergarten n room. Eramosa P PS will have FFDK in Septem mber 2014 and at that timee will have an n OTG capacitty of 164 pup pil places. Th here are no po ortables on siite at Eramossa PS. The 2013//2014 enrolm ment at Eramo osa PS at the beginning of September w was 126 FTE sstudents . Chart 2 indicates both the historical and pro ojected Statu us Quo enrolm ment at Eramosa PS. The cchart also sho ows the change in the school’s capacity as aa result of the e proposed reenovations to accommodate FDK. Chart 2 – Erramosa PS Histo orical and Projeccted Status Quo Enrolment nt projections for Eramosa PS indicate that the enrollment has beeen gradually declining. With the Enrolmen exception n of an increase due to FDK K, the decline e is projected to continue. This decline is mainly attrributed to larger n numbers of sttudents gradu uating Grade 6 than enterring school at Kindergarten n. Further, th here is little resid dential constrruction occurrring within th he attendancee area. 2.3 Brisbane PS Brisbane PS received FFDK in the 201 12/13 school year. The schhool’s previous OTG capaccity before internal renovatio ons were completed for FD DK was 429 pu upil places. Thhe current OTTG capacity o of Brisbane PSS is 446 pupil placces. Brisbane PS offers a JK K‐6 Dual Trackk program (bo oth RT and FI)). The Dual Trrack (DT) natu ure of the sch hool often resu ults in inefficient loading o of classroom sspace. Basedd on past work by Planningg Departmentt staff, a DT school typically re esults in the b building’s cap pacity being reeduced by three pupils per classroom. Therefore e, the currentt Effective Cap pacity of Brisb bane PS is 38 9 pupil places. The school currently haas 1 decommisssioned portaable on site. The 2013//14 enrolmen nt at Brisbane e PS at the be eginning of Seeptember wass 409 studentts. Chart 3 ind dicates both the h historical and d projected Sttatus Quo enrrolment foreccast at Brisbane PS. The chart also shows the change in the school’s OTG capacityy as a result o of the compleeted facility ch hanges to acccommodate FFDK. 3 New Rockwood Elementary School Boundary Review – Report #3 The effective capacity of the school is also noted on the chart. Enrolment projections for Brisbane PS indicate that the school’s enrolment is relatively stable with some moderate growth. Enrolment growth is projected in the FI program while the RT program remains stable. The Status Quo projection in Chart 3 has been modified since being presented in Report #2 to reflect a decision of the Board on November 26, 2013 to extend the grandparenting to those East Wellington FI students who attended Grades JK‐4 at Edward Johnson PS in 2011/12 and who were grandparented for two years at King George PS (currently in Grades 1‐6). These students are allowed to continue attending King George PS until Grade 8 and therefore have been removed from the Brisbane FI Status Quo enrolment. The projection does include JK, SK and Grade 1 FI students from the Rockwood area who are currently attending Brisbane PS. Chart 3 ‐ Brisbane PS Historical and Projected Status Quo Enrolment Brisbane PS Enrolment 600 FDK Year 500 400 RT 300 FI 200 OTG Capacity 100 Effective Capacity 0 3.0 FRENCH IMMERSION FOR ROCKWOOD AREA STUDENTS 3.1 Elementary FI Program Recommendations from the Edward Johnson PS FI Boundary Review (January 24, 2012) included a change to the destination school for JK‐8 FI students in East Wellington (Rockwood area). FI students who were previously accommodated in Guelph were assigned to the attendance areas of Brisbane PS (JK‐6), Erin PS (Gr 7/8) and Erin DHS (9‐12). East Wellington FI students who attended Grades JK‐4 at Edward Johnson PS in 2011/12 (along with younger siblings) were permitted to attend King George PS on an out of area basis until June 2014. New FI students who had not previously been at Edward Johnson PS were directed to Brisbane PS and Erin PS. On November 26, 2013, Trustees approved the extension of grandparenting to those same East Wellington FI students (currently in Grades 1‐6) who attended Edward Johnson PS allowing them to continue at King George PS until Grade 8 and graduate into John F. Ross CVI for Grades 9‐12. 4 New Rockwood Elementary School Boundary Review – Report #3 An FI Feasibility Study was completed by Staff in June 2012, and subsequently an FI registration held in October 2013. On November 26, 2013, Trustees approved the start of a JK‐ Grade 1 FI program in Rockwood effective September 2014 that would increase by a grade a year. 3.2 Secondary FI Program Both of the shortlisted scenarios in Report 2 considered the Rockwood FI program to start in 2014 with JK, SK and Grade 1 and grow by a grade each year until the program becomes JK‐8. A remaining consideration for the new Rockwood JK‐8 FI program is where FI students will attend secondary school. A survey was sent to the families currently attending JK or SK at King George PS and Brisbane PS and to those who had registered in October 2013 for the Rockwood FI program, to gauge their opinion on a preferred secondary FI program location. A copy of the survey is attached in Appendix B. The survey was distributed on December 6, 2013 by direct mail with responses requested by December 18, 2013. There were 10 responses returned by this date. Of the responses received, 9 or 90% indicated a preference for the Rockwood area FI students to attend John F. Ross CVI for secondary. Given these results, the new Rockwood FI area has been identified as Transition Area within the secondary boundary for John F. Ross CVI. This indicates a secondary path for the Rockwood area JK, SK and Grade 1 FI students who will attend FI in Rockwood in 2014. The first class of students to graduate from the new Rockwood FI program into Grade 9 will occur in June 2022. It is possible that secondary accommodation will need to be reviewed prior to this boundary coming into effect and therefore this secondary school assignment is preliminary and not binding on the Board. 3.3 Rockwood/Eramosa FI Transition Area As a result of the different accommodation situations for elementary FI students in the Rockwood area, the Rockwood FI boundary has been identified as the Rockwood/Eramosa FI Transition Area on the attendance area maps for Brisbane PS, Erin PS, Erin DHS and John F. Ross CVI. This label reflects the interim accommodation of elementary and secondary FI students in this area depending upon their current grade as follows: East Wellington FI students who attended Grades JK‐4 at Edward Johnson PS in 2011/12 and who were grandparented for two years at King George PS (students currently in Gr 1‐6) will be allowed to continue attending King George PS until Grade 8 and then attend John F. Ross CVI for Grades 9‐ 12 (Board decision on November 26, 2013). East Wellington FI students in Grades 2‐12 in the 2014/15 school year who attended Brisbane PS, Erin PS or Erin DHS in the 2012/13 or 2013/14 school year continue to attend Brisbane PS, Erin PS and Erin DHS. JK, SK and Grade 1 FI students who attend the new Rockwood FI program and reside within the New Rockwood Elementary School attendance area will attend John F. Ross CVI, subject to the possible review of secondary accommodation prior to June 2022. New FI students moving into the Rockwood/Eramosa Transition Area as of September 2014 will attend either the Rockwood FI program or the Brisbane/Erin FI program according to where the program is available by grade. 5 New Rockwood Elementary School Boundary Review – Report #3 4.0 INPUT RECEIVED 4.1 Summary of Input A Public Information Session was held on November 21, 2013 at RCPS from 7‐9pm. Approximately 40 people were in attendance representing students from RCPS, Eramosa PS, Brisbane PS, King George PS and John McCrae PS. Planning staff presented information from Reports 1 and 2 on behalf of the Boundary Review Committee and staff participated in a follow‐up Question and Answer session. In addition to the feedback received at the public meeting, input was received through the Boundary Review website. The questions and concerns expressed at the public meeting generally pertained to matters such as the implementation of the boundary changes, timing of the opening of the new school, enrolment projection methods and concerns about the need for portables. There were also questions about what resources and supports will be available at the new school. Staff responded to the questions and following the public meeting developed a Frequently Asked Questions (FAQ) document which was posted on the New Rockwood Elementary School Boundary Review web page. There was feedback received from some families who reside in Everton who currently have JK or SK FI students attending Brisbane PS. These Everton families have indicated a preference to remain at Brisbane PS instead of being redirected to the FI program starting in Rockwood in September 2014. The Boundary Review Staff Committee discussed the possibility of excluding the Everton area from the Rockwood FI boundary but determined that the individual interests of these families should be considered within the Out of Area Policy application process rather than through a boundary change. Some families who have FI students currently at Brisbane PS in JK or SK have expressed concern about their students changing schools. There is also a concern that students entering Grade 1 in September 2014 with two years of FI instruction will be placed in the same class with students with no previous FI experience. Staff acknowledges that a similar situation occurred in Orangeville with the introduction of FI in that community and that there were no significant issues with merging these two groups of students. A copy of the FAQ and the feedback are contained in Appendix B. 4.2 Additional Scenarios Two additional boundary scenarios were received after the public meeting. The first scenario looked to accommodate the full JK‐8 FI program at the new school. The second scenario considered the accommodation of all the JK‐5 RT students from Rockwood at the new school while RCPS would accommodate all of the Grade 6‐8 RT students and JK‐8 FI students. Enrolment projections were prepared for both scenarios and provided to the Boundary Review Committee. Following a lengthy discussion, the Committee determined that neither scenario met the goals and objectives of the review. The first scenario was very similar to the premise behind Scenario 1 which was outlined in Report 2. It was determined through the analysis of Scenario 1 that by accommodating the entire JK‐8 FI program at one school, it was not possible to maintain a program balance and two well utilized schools. The second scenario was problematic for the Committee. A program imbalance would exist at RCPS for several years. There would also be an unconventional program configuration at Rockwood Centennial PS consisting of a primary FI program (JK‐1 to start) being accommodated with mainly intermediate RT students (Grades 6‐8). The school would be weighted heavily towards the intermediate program for 6 New Rockwood Elementary School Boundary Review – Report #3 several years. This scenario would also result in an inefficient use of the school facilities. For the first couple of years, the new Rockwood elementary school may require up to 4 portables on the site, alternately RCPS would have excess capacity. Accommodating the entire JK‐5 RT population of Rockwood at the new school would not meet the objective of maximizing the number of students that can walk to school. 5.0 NEW ROCKWOOD ELEMENTARY SCHOOL BOUNDARY SCENARIO 5.1 New Boundary After consideration of the all public input as well as the two alternate scenarios received, the Boundary Review Committee concluded that Scenario 2 as presented in Report #2 is Staff’s recommended scenario. The new Rockwood elementary school will offer JK‐5 RT and FI. The RT boundary for the new school generally includes an area south of Harris St. on either side of Highway 7 (Main St) at the south end of Rockwood. The boundary for the JK‐5 FI program at the new school includes Rockwood as well as a larger rural area in the Township of Guelph Eramosa. The new JK‐5 RT boundary for RCPS includes the area north of and including Harris St. on either side of Highway 7 (Main St) to the limit of the village of Rockwood. It also includes a rural area west to Jones Baseline, south to the Eramosa Milton Townline and to just north of Highway 7. The boundary also extends eastward from Rockwood to roughly Wellington Rd 26 and extends south to Highway 7 and north to just below Wellington Rd 50. The JK‐6 RT boundary is the same but also includes the RT boundary for the new school. The Grade 6‐8 FI boundary for RCPS includes Rockwood as well as a larger rural area in the Township of Guelph Eramosa. The FI boundaries for Brisbane PS, Erin PS and Erin DHS have also been revised to reflect the changes as described above. The maps for Scenario 2 are in Appendix A, Maps 1‐10. 5.2 Implementation Plan Regular Track Students To avoid RT students being moved to the new Rockwood elementary school and returning to RCPS a year later, it is proposed that the following phase in of grades occur: 2014/15: new Rockwood elementary school opens JK‐4 RT. Students affected by the boundary change and entering Grade 5 are grandparented at RCPS 2015/16: new Rockwood elementary school has JK‐5 RT In Report #2 it was identified that if necessary, RCPS could accommodate grandparented students for one year through the use of existing portables on site. French Immersion Students It is proposed that the first grade of FI students graduating to RCPS for Grade 6 remain at the new Rockwood elementary school for an additional year to avoid the move of a small cohort of FI students to 7 New Rockwood Elementary School Boundary Review – Report #3 RCPS. The following year, Grade 6 and 7 FI students would move together to RCPS. As acknowledged previously in Report #2, it may be necessary to utilize temporary accommodation at the new Rockwood elementary school to hold this grade of FI students for one year. As a result, it is proposed that the following phasing of grades occur: 2019/20: Grade 6 FI students remain at the new Rockwood elementary school for one year only 2020/21: Grade 6 & 7 FI students move to RCPS 5.3 Scenario 2 Enrolments The enrolment projections for Scenario 2 have been modified to reflect the grandparenting of the Rockwood area FI students at King George PS. These students are currently in Grades 1‐6 and have been removed from the Brisbane FI enrolments outlined in the table and charts which follow in Table 1 and Chart 4. The enrolment projections for the new Rockwood elementary school and RCPS in both Table 1 and in Charts 6 and 7 do not reflect the proposed implementation to grandparent the Grade 5 RT students at RCPS in 2014 or to hold back the Grade 6 FI students at the new Rockwood elementary school for one year in 2019. Scenario 2 will: Establish a viable and sustainable boundary for the new Rockwood elementary school Alleviate the overcapacity pressure at RCPS Establish the school(s) to accommodate the FI program and a viable and sustainable FI attendance area Create new FI attendance areas for Brisbane PS, Erin PS and Erin DHS 10 New Rockwood Elementary School Boundary Review – Report #3 Maximize the number of students that can walk to school Minimize the impact on students by grandparenting RT students at RCPS who would otherwise be moving for one year to the new Rockwood elementary school and then be moving back to RCPS Further, Scenario 2 creates a well‐balanced DT program at the new school. Both RCPS and the new Rockwood elementary school will be well utilized to 2018. 6.0 TRANSPORTATION CONSIDERATIONS Walking limit maps for both the new Rockwood elementary school and Rockwood Centennial PS are provided in Appendix A, Maps 11 & 12. Compared with the Status Quo, less busing may be necessary in Scenario 2 for RT students in the younger grades who reside in the south end of Rockwood as the new school is located closer to those neighbourhoods. With the introduction of the FI program in Rockwood, many FI students residing in Rockwood will be able to walk to school. This may result in reduced busing costs. As the FI program grows by a grade each year, there should also be a corresponding reduction in transportation costs as more FI students will be able to walk to their local school rather than bused outside the community for the FI program. Once a scenario is approved by the Board, Service de transport de Wellington‐Dufferin Student Transportation Services (STWDSTS) will determine transportation eligibility. The www.findmyschool.ca website will be updated in April 2014 to include transportation eligibility information for the new boundaries and recommended walking routes. 7.0 COMMUNICATION PLAN Written comments received by the Boundary Review Committee up to and including December 18, 2013 have been posted on the New Rockwood Elementary School Boundary Review webpage and are included in Appendix B. Community members have continued to be able to subscribe to and receive email alerts for updates to the Boundary Review web page. Any written comments received after December 18, 2013 through communication to Board staff, Trustees or presentations made by delegations are also posted on the New Rockwood Elementary School Boundary Review web page, but are not reflected in Report #3. Frequently Asked Questions – December 6, 2013 1. Why do the enrolment projections only consider a 10 year horizon? The Board’s Planning Department does prepare longer term enrolment projections. For Boundary Review processes, a 10 year timeframe is the most useful. There are several variables to be considered in the enrolment projections for example: the pace of residential development in the area which can be impacted by the local economy, birth rate fluctuations, changes in participation (public, separate) and French Immersion participation. In addition, new Ministry initiatives may change the way education is delivered and students accommodated (i.e. Full Day Kindergarten). 2. Why do both of the shortlisted scenarios have the new school over capacity and requiring portables? The shortlisted scenarios presented in Report 2 acknowledge that 1-2 portables may be necessary on the new school site. The new school will be built for 308 pupil places, per the Ministry approval. The Board has considered the potential for growth in Rockwood. The new school has been designed to receive an addition in the future if necessary (gym and washrooms have been sized for a larger population). In the shortlisted scenarios, Staff looked to achieve a balance between the two Rockwood schools and create local walkable school communities. As a result, it is not always possible to create a boundary that fits perfectly into the size of the school. There are several variables that impact on a school’s enrolment. Cohort sizes change year over year and will impact the number of classrooms required. The use of portables on a school site is often necessary to allow for enrolment fluctuations. 3. When is the new Rockwood school building scheduled to open? December 2014 is the projected opening of the new school building. Timing of the opening of the school building will depend on weather conditions this winter. We are working with the construction company to try to open the building closer to September. 4. If the new Rockwood school building doesn’t open in September 2014, what is the plan for accommodating students and when will we know the plan? Board staff is in the process of developing a contingency plan for where to house students if the new school building is not ready in September 2014. A plan is being prepared to accommodate the Rockwood Centennial PS and the new school’s students until the new school is ready. Contingency plan details will be communicated to affected families closer to the spring. 5. Is there a process for attending a school other than the school we are assigned to? An Out of Area request is required when parents wish to send their children to a school outside of their home school boundary. Parents are responsible for submitting an Out of Area application annually to their home school, which is reviewed and discussed by Principals and the Superintendent of Education according to the criteria in the policy. For elementary schools, decisions are communicated before the end of the current school year for most requests received by May 15. See the web page Information for Parents on Out of Area Attendance – Policy #501 for more details. 6. When will we know whether the new school will offer an Extended Day program? During Kindergarten registration in February 2014, parents/guardians of JK/SK/Gr 1 students will be surveyed to solicit interest in Extended Day programs. For the Rockwood area FI families who registered in October for the new FI program, a survey will also be sent to these parents to solicit their interest in Extended Day for September 2014. An indicator of viability for an extended day program is 20 JK/SK students. Should there be enough families indicating they are interested, the Board will go through a Request for Proposal process seeking interest from daycare operators. Extended day programs are run by third-party child care providers. Information on Extended Day program availability is generally communicated by April. This same process is being followed at each of our schools as Full Day Kindergarten is rolled out throughout the jurisdiction. 7. Will the same resources and supports be available at the new school as are available at Rockwood Centennial PS? Similar resources will be available at the new Rockwood school. Special Education (Resource) support is available at all schools in the Upper Grand District School Board. Self-contained Special Education classes are available at a limited number of schools. The location of these classes is determined by the Program Department. However, at this time, the Special Education classes that are currently at Rockwood Centennial are expected to remain there. Students in Rockwood will continue to have access to these classes regardless of their home school. 8. Will FDK be delayed in Rockwood if the new school isn’t ready in September 2014? The Board does not have the ability to delay FDK; the 5-year implementation was prescribed by the Ministry. 9. Will the FI program be delayed in Rockwood if the new school isn’t ready in September 2014? No, the FI program will start JK-Gr 1 in September 2014 in Rockwood. 10. Is it possible to have both Rockwood schools accommodate a JK-8 RT program? Staff considered the possibility of two separate JK-8 RT programs in Rockwood but determined that given that the enrolment of the 7 & 8 RT program is projected to decline, it is not beneficial to have those grades split between two schools. October 1, 2013 The main request of this comment is to see if there is a possibility to grandfather my TWO children who are currently attending KG for French Immersion (we live in Rockwood). I have a daughter in grade 2 who started at Edward Johnson. To avoid switching schools 3 times once 2014 would roll around, we enrolled her at the french school l'Odysee last year. The transition was extremely difficult (an understatement), and we decided to pull her out and put her at King George with some of her peers, where she has excelled. Her younger sister is now in JK at King George and is also extremely happy. PLEASE allow them BOTH the opportunity to stay together and finish their French education together, with busing, at King George. This group of kids seems to be getting lost in the shuffle of all the boundary reviews. I would love for my youngest to attend an FI program in Rockwood, but not at the expense of splitting up my daughters. We also need busing as there are two working parents in our household. I understand changes to the boundaries are necessary, but please implement them for NEW enrollments only. Not these poor kids who have been shuffled around for the last 3 years. Because my eldest is doing so well academically, I also worry that I will have to change schools for 2014, and if she passes the exams in grade 3 and gets accepted to the gifted program - she will have to change schools again in 2015 to attend Waverly. If I knew the girls could both stay at KG for the 2014 school year, then I could at least make a knowledgeable decision once the time comes. Please consider this group of children who are truly getting shuffled around like inventory rather than real little people with busy lives, real worries and big hearts. The intent or message has not been changed. November 12, 2013 We moved to Rockwood so that our kids would go to Guelph for school. We were very disappointed when the boundary review two years ago changed it to Brisbane. The 10 Rockwood students were warmly embraced at Brisbane and have spent the last two years making friends and relationships with the school and are now being forced to go to Rockwood. Not to mention that the ten of them have spent the last two years speaking French....next year they will start in French Immersion at Rockwood with 15 children that DO NOT SPEAK FRENCH AT ALL.....More then half the class will not be at the same level of French understanding that they have. I know the Board doesn't care about friends and relationships and that to them each child is just a number that they have to place somewhere while they try to make more cuts to schools and busing....but the parents do care. I care that my child who doesn't do well with her teacher being sick for a week is now going to have to switch schools completely. AND I do understand that EQAO results are not the be all and the end all of a school and that a FI program would probably help the school out but Rockwood Centennials results do not make me want to send any child there. November 18, 2013 We live at the west end of Rockwood so my children will e staying at Rockwood Centennial. Since my children are not eligable for the new french immersion I want reassurance that their education won't suffer as the school becomes a french immersion school. November 18, 2013 Because we live beside the new school, ultimately we would prefer both tracks to grade 8 or even regular track to grade 8 at the new school. This would be ideal so we don't have kids in 2 different schools until they go to high school. When we decided to raise our family in the Village of Rockwood it was to raise our children with a sense of community and help them develop strong social connections from a very young age. Doing so has made our children's transition to school easier and makes their day‐to‐day school life much more pleasurable. The proposed boundaries which splits the community will have a huge negative impact on a large number of children. Is there any consideration being given to making one of the Rockwood schools a primary school (ie. K‐5) and the other a junior (6‐8 and FI). This would keep kids with their peers throughout their school years and give senior students some space as I know this has been a concern with the older grades in recent years. Our concern is also socioeconomic in nature. The more costly neighbourhoods in Rockwood are currently slated to be in the territory of the new school and a higher percentage of lower income housing is in the district of the current school. We are concerned that this will become a "right‐side of the tracks, wrong‐side of the tracks" situation. We understand that there are many scenarios yet we wanted our concerns to be noted. I have sent an email although thought I would mention or ask in this format also…has there been any thought to having 1 school be K‐5 and the other 6‐8 and FI. My thinking behind this is that this is a small community and when choosing to raise a family here we hoped that the relationships our children made in their early years could continue which would make for happier children going to school and make other transitions either to middle school or high school easier as they would have a larger peer group making the same transitions. I believe this would help with keeping Rockwood feeling more like the small community we chose to live in. November 21, 2013 I think there should be further info provided here when asking these questions. I have a child at Ross & it is “busting” at the seams. I am not sure what the situation is @ Erin but could be helpful to provide to parents a snapshot of enrolment at both schools vs capacitys. Splitting an FI program across 2 schools was very unexpected & from the #’s there is a significant loss in pupil places as a result, a concern since space will still be a premium in this community. If the first cohort of FI students remain @ the new school – there is no Gr. 6 FI program there. How will that be handled? There will then be a Gr. 6 FI program at that school for 1 year & then implemented the next @ RCPS? Splitting an FI program across 2 schools is quite a duplication of expenses that will be ongoing – I assume you will need both French & English office staff, administration etc – as well the duplication of info going November 9 to November 26, 2013 out to the school community ( ie forms, letters etc) needed in both languages will be a significant expense. All things aside though, as a parent who was here through the last boundary review & an active participant in many efforts to solicit for a new school in this community, I am really pleased that further facilities are being provided for this community and that it is NOT an Early Learning Centre. I made my comment at the end of the question and answer period that I was thrilled with the opportunity to have my son in FI in Rockwood. Thank you again. Regarding the question of preference for high school, I would prefer J.F. Ross. I currently have my oldest son at J.F. Ross and am experiencing the benefits of having a child at a school in Guelph. Living in Rockwood, in my opinion, gives my children the best of both worlds throughout their childhood. They grow up in a small community, in a village where they can walk to school safely, play with their friends at the Conservation area, ride their bikes in the street and just be kids. Then when needs change as teens, they are able to reap the benefits that a city can give them. Going to school in Guelph offers my kids after school job opportunities, the ability to attend extracurricular activities, and the ever important social opportunities. Currently, when my 16 year old stays after school for clubs and events, it is easy for me to get him from school or arrange for my parents to. He also is able to take public transit to his part time job after school. On weekends, he will come into town with me when I do my grocery shopping and meet his friends while a shop. I know this may sound trivial to our adult minds but to a teenager this is their life. He already has restrictions due to living outside of the city but we are able to make accommodations since our lives include Guelph. If my youngest were to go to Erin, his opportunities would be even more restricted. Eight years from now I will not feel comfortable asking my parents to drive down a rural highway to get my son after a club event or sports practice. Although, Erin has grown over the years, I’m not convinced that there will be as many part‐time employment opportunities for November 9 to November 26, 2013 him. November 24, 2013 Having attended the information meeting on Nov 21 I am quite perplexed and alarmed that it appears little common sense or logic has been applied to the opening of the new Rockwood School. As a resident who can walk over to see the progress of the construction on the new school, it is quite obvious that this school will NOT be ready for occupancy in Sept. 2014. Based on the comments by the committee member, they too are aware of this ‐ given they indicated that they hoped the new school would be ready in Dec. 2014 ‐ but if we have a favourable winter that date may be brought forward. With this in mind the committee members also stated that no contingency plan was in place for the students affected by all of this. This is very disconcerting as a parent with a child involved. Initially the plan for the new school was that it be a JK ‐ 8 school, which would mean my son would transition to the new school for grade 4 and remain there until HS. Now the plan has changed to a JK ‐ 5 ( or 6 depending on which scenario is chosen) means my son, who has attended RCPS since grade 1 has to transfer to the new school ( at a time yet to be determined ) only to have to return to RCPS for grades 6‐8 ( or 7‐8). Basically you are asking a very young person, who has developed friendships and routines, to accept an upheaval in these things causing them and those around them undue stress. Now, just to add insult to injury, you can't even say where he may go to school ( or with whom ) should the new school not open in Sept 2014 ‐ which is most assuredly will not! The timeline and configuration of the new school and RCPS along with the other area schools affected by these decisions should have been looked at a long time ago. Based on November 9 to November 26, 2013 your own charts of population levels it seems to me that the best possible solution for all of this is quite obvious: 1. Delay the opening of the new school until Sept 2015 2. Make the new school the local area JK ‐ Gr 8 FI school and make RCPS the local area JK ‐ Gr 8 RT school. I do acknowledge that initially the new school will be under utilized however it will also alleviate the pressure on RCPS and should an imbalance be recognized, have the older students ‐ grade 7 and 8 ‐ be the ones in a state of flux. The older students are better equipped to handle the additional stress. This scenario represents the best utilization of the both the schools in Rockwood over the time period discussed at the meeting ‐ up 2022. In conclusion, let me say that it seems that the members of this board have forgotten the MOST IMPORTANT aspect of this process ‐ HOW DOES IT AFFECT THE CHILDREN INVOLVED AND THEIR WELL‐ BEING! Given all the uncertainty surrounding this new school the opening should be delayed which would allow a more prudent decision making process to take place. Melissa Frost gave a presentation on behalf of her family and mine last night at the board meeting. I share the same concerns and would also like to see our children grandfathered in so that they will be allowed to stay at Brisbane. December 8, 2013 My children (JK & SK) are enrolled in FI at Brisbane. They are well‐settled and doing well there. It is indisputably in my children's best interest to have the option of staying in Brisbane until the FI program in Rockwood is **fully operational**. In other words, I do not believe that they should have to go through two transitions ‐‐ first to a temporary setup in Rockwood and then to the new Rockwood school when the latter is in operation. At this stage, with sufficient doubt on when the Rockwood FI will be in operation, but near certainty that is will be delayed past September 2014, it is necessary for us to be granted this option a priori. (We were told at the consultation meeting ‐‐ in response to a question by a well informed parent ‐‐ that a September 2014 start for the new Rockwood school would be predicated upon a suitably mild winter!) In conversations with other parents in the same situation as ourselves, we have found many in agreement with our thinking. December 10, 2013 My daughter, Alexandra, currently attends Brisbane Public School and will be entering grade one in the fall of 2014. I am very unhappy that the SK students from Brisbane are being mandated to attend Rockwood, and ask that this be reconsidered. The move from the play based curriculum of kindergarten to a more traditional classroom in grade one is in itself a major transition, and to combine this with a change of school and the loss of her existing peer group for friendship and support makes it a overwhelming and negative experience for the students affected by the recommendation. I ask that the board reconsider the parameters of who will attend school in Rockwood accordingly. Secondly, the students entering grade one in the fall of 2014 will be entering their third year of french language instruction. These students are now able to conduct simple conversations in french, sing songs, and have french language literacy and numeracy skills to build on. To place these students in a classroom where fifty percent of the pupils have zero french language experience will prevent them from advancing at the same rate as their peers who continued in the french immersion program at Brisbane. The board made the decision to delay the implementation of french immersion in Rockwood and placed the Rockwood students at Brisbane. I simply ask that the the Senior Kindergarten students (the grade one students of 2014/2015) be at least given the choice to remain at the school in which they have spent the past two November 27th, 2013 – December 18th, 2013 years, and not disrupt their learning, social group, and the community we parents have all built there. December 15, 2013 Hi, My daughter is in grade 2 at King George, and my son will start JK in French Immersion in September 2014 (in Rockwood, in the new program). In terms of the Scenarios presented for the new school and FI in Rockwood, I strongly prefer Scenario 2 where both FI and regular track kids from the designated area stay together at the "new school" until the end of grade 6 and then all go to RCPS for grade 7 & 8 together. I think it is best to keep peer groups together, and neighbouring kids, though one may be in FI and the other in regular (English) track, are peers and should not be split apart in grade 3 just because they are in different programs. That is a tough age to move kids‐ I think the most stability for the most kids is better, and move both tracks together when the move happens. I also think that High School in Guelph is best, again to keep peer groups together. It is fabulous that Ross HS is dual track and both regular track and FI students can be there together. Again this keeps neighbours together, and helps kids build strong relationships with each other. Thank you for taking our input into consideration. Jen MacLeod 519‐856‐9709 December 16, 2013 Having been part of the EJ boundary review, and having children moved in the grades of 1,3,& 6 ‐ I would recommend the board opt for Scenario 2, and keep the same ages together as long as possible and move as a group for grades 7&8. My daughter moved to JM for 7 & 8 and it was a smoother transition as she was old enough and mature enough to handle the transition. It was much harder on my younger children to make the school transition even though sevral classmtes made it as well. I would like to see the high school for Rockwood children continue to be Ross. It keeps kids and their friend groups together. Rockwood families are genrally involved in sports, and extra cirricular activities in Guelph. This keeps those kids all together through hich school. December 16, 2013 I would like to comment on the high school destination for kids that are going through French Immersion in Rockwood. After talking with many parents in Rockwood, it has become clear that the preferred choice for students to attend high school is in Guelph. I think it is also important to keep the high school destination consistent for FI and regular track. If you assign students Erin for FI and Ross for English, I guarantee that students will drop out of FI after grade 8. This is not 6 of one and half dozen of the other whether students go to Guelph or Erin‐ that is the message that I've heard loud and clear from residents of Rockwood. December 18, 2013 My wife and I signed our 2 girls up for the new FI program in Rockwood. We are very happy that enough support means the program will be implemented. We support the staff's preferred scenario (Scenario 2). Furthermore, we would like the FI students attending school in Rockwood to be directed to John F. Ross CVI for secondary school. December 18, 2013 I wanted to suggest that the new french immersion program be located at the new school located at the end of MacLennan street Lisa Clarke Boundary Review Concerns Background Information We live in Rockwood and are looking to move to Erin in the next 6‐12 months Ella is currently in SK at Brisbane and will be entering Grade 1 in Sept 2014 Cullen will be entering JK in September 2014 Concerns Education ‐ the 15 children from Rockwood Centennial will speak minimal to no French in Sept 2014 ‐ instead of learning new things our kids will be re‐ learning what they have for the last two years and already have established ‐ RC kids will be transitioning from every other day school to full day school as well as learning French ‐ it would be more beneficial to the FI program starting in Rockwood for the GR1 to learn French without the distraction of the Brisbane students. 1. 2. No Physical School a Great Concern ‐ the proposed date for completion is Dec 2014 ‐ “hopes” that, pending the weather, it will be completed for Sept 2014 ‐ our kids will not only be pulled from the school that they know and love but be put in limbo while the school is completed and then moved again to the new school 3. Sense of Community ‐ Ella has spent the last two years building friendships and ties to Erin ‐ we have gone to birthday parties and play dates of friends from school ‐ it will very much be starting over for these children socially as all of their connections are with the kids they spend 5 days a week with ‐ I am on parent council ‐ we are all very much a part of the Erin community now 4. Transportation ‐ Bussing is available ‐ there are 5 children for the 2014/15 school year that are currently bussed to Brisbane PS in grades SK – 12 (SK is a sibling of grade 2 student) ‐ King George students who are allowed to go to KG with their own transportation for 2014/15, many of these families will not be able to do that and their kids will go to Brisbane to continue their FI education Our Request My family would like to request that the School Board grandfather our son and daughter into the current FI program at Brisbane PS.
