Trailers (Clerical Support Unit, Communications Trailer, GIS Unit, and Helicopter Operations Support Trailer) - all trailers were moved from Local and Regional to a National solicitation in 2014, and now done by ISB. Generic Template is also supported in VIPR as a Local solicitation template. The Generic template can be used to acquire other resources as identified on the Equipment and Method of Hire National Standards Chart, Exhibit 23 in the Interagency Incident Business Management Handbook. National Solicitation Plan for I-BPAs Exhibit A Following are equipment, services, and supplies that were discussed as candidates for solicitation on a national or regional basis, but deemed more appropriate for procurement on the local level. Most items are either readily available commercially, available from the cache, or not used often enough to warrant a formal competition. The gamut of procurement tools are available to buy or rent necessary items: credit cards, BPAs, EERAs (Incident-only), etc. The recommended method of procurement is stated below. Competition in compliance with the FAR is not precluded if a unit so chooses. If your Geographic Area uses large quantities of these items, it may be beneficial to solicit for them. If doing preseason, use template in VIPR. If a national solicitation template with national specifications is available it must be used regardless of the procurement method. The Method of Hire (MOH) must be followed in all cases, per IIBMH Chapter 20. The need may be for commercial internet service or due to location the need may require satellite internet. Another option that may be available is an incident-only EERA with a trailer (GIS, Helicopter Operations Support, or Communications) vendor if they have the ability to provide that level of service. 1 These are commercially available. MOH must be followed for all. *Units are strongly encouraged to work with the Contracting Officer for the National Mobile Food Services contract for their CWN needs; at a minimum the national specifications should be used. All-risk incidents: The national contract was written for the wildland firefighter (i.e., high calorie meals for adults performing arduous duties) and meals may be excessive for all-risk incidents. If this is the case, the national contract could be modified on a case-by-case basis for those situations requiring a lower calorie meal. Incident Management Team personnel must do this in coordination with the CO for the national contract.
