Local I-BPAs are optional & solicited at the discretion of each region; therefore, not counted or recognized as a part of the national workload.
Trailers (Clerical Support Unit, Communications Trailer, GIS Unit, and Helicopter Operations Support Trailer) - all trailers were moved from Local and Regional
to a National solicitation in 2014, and now done by ISB.
Generic Template is also supported in VIPR as a Local solicitation template. The Generic template can be used to acquire other resources as identified on the
Equipment and Method of Hire National Standards Chart, Exhibit 23 in the Interagency Incident Business Management Handbook.

Following are equipment, services, and supplies that were discussed as candidates for solicitation on a national or regional basis, but deemed more
appropriate for procurement on the local level. Most items are either readily available commercially, available from the cache, or not used often enough to
warrant a formal competition. The gamut of procurement tools are available to buy or rent necessary items: credit cards, BPAs, EERAs (Incident-only), etc.
The recommended method of procurement is stated below. Competition in compliance with the FAR is not precluded if a unit so chooses. If your
Geographic Area uses large quantities of these items, it may be beneficial to solicit for them. If doing preseason, use template in VIPR. If a national
solicitation template with national specifications is available it must be used regardless of the procurement method. The Method of Hire (MOH) must be
followed in all cases, per IIBMH Chapter 20.

Use the Purchase Card when not ordered as an optional item in the Tents/Canopies solicitation.
Use the Incident-only EERA when not obtained through cooperative agreements with county or
rural VFDs.

are mainly used for one way transportation and not needed to stay with crews. Commercial
rates are available. If doing preseason, use the Generic template in VIPR and follow the
MOH.

For all federal incidents where less than 150 people per meal will be fed, an incident-only EERA
may be used.*

beginning in 2013). Short Term solution for 2012: Establish a BPA using the SF-1449, obtain
commercial price lists from local and/or known vendors; once an incident occurs and a resource
order is placed, a procurement official may order the computer/resources commercially and pay
with a purchase card.

Job Corps students and Tribal crews are utilized as camp crews whenever possible. Otherwise,
local people are hired as an AD.

There are several factors to consider when acquiring internet services. The need may be for
commercial internet service or due to location the need may require satellite internet. Options:
Rent through commercial provider servicing local area, use Local or Regional BPA, or acquire
an internet service data package for government-owned equipment. Another option that may be
available is an incident-only EERA with a trailer (GIS, Helicopter Operations Support, or
Communications) vendor if they have the ability to provide that level of service.

All items highlighted above in yellow are available as a Local I-BPAs in VIPR. All equipment categories highlighted will have a template with standard specifications; all
other equipment will use a Generic I-BPA template. MOH must be followed for all.
*Units are strongly encouraged to work with the Contracting Officer for the National Mobile Food Services contract for their CWN needs; at a minimum the national
specifications should be used. All-risk incidents: The national contract was written for the wildland firefighter (i.e., high calorie meals for adults performing arduous duties)
and meals may be excessive for all-risk incidents. If this is the case, the national contract could be modified on a case-by-case basis for those situations requiring a lower
calorie meal. Incident Management Team personnel must do this in coordination with the CO for the national contract.
