As I stated in my previous President’s message I am committed to leaving the CNY Region of the ASPRS in better shape than it was when I began. My overall charter was to increase the value of our offerings to our members and others throughout the geospatial community. As such we have many events materializing in the coming months that will hopefully serve the membership of our region and the at-large geospatial community. Additional nominations may be made by a written petition signed by five (5) members in good standing forwarded to the Secretary-Treasurer by March 1. Nominees will be asked to submit short statements explaining their background and why they wish to serve. Please consider it! Serving the region brings great networking opportunities all the way through to the national level. It provides technical enlightenment and is a service to the industry. It also looks great on your resume, and can be used to obtain credit for renewing various professional certifications. Region Council Vice President: Are you a member of Academia? WANT TO MAKE A DIFFERENCE? The CNY ASPRS Region Council is comprised of a President, VicePresident, Past-President, Secretary-Treasurer, and National Director. In addition, there are several board members on the Council. The CNY Region of the ASPRS is looking to infuse our Council with membership perspectives from geographic locales throughout the region. If you have an interest in making a direct impact on the Region (or perhaps prepare for a future presidential run) as a member of the Council please contact Trevis or Karen directly. We are currently open to adding Professional community members as well as a student representative from one of our fine educational institutions. The commitment includes participation in video and/or telephone conferences and you must be a member of ASPRS in good standing prior to involvement. If you have an interest in serving on the Region Council, now or down the road, contact any current Council member. We are always eager to get new people engaged in the society. Getting involved with the Region Council is a great way to become actively involved in ASPRS and help shape the direction of this organization. The next Vice-President, (position starting May 2014) is a representative from academia. You would serve as Vice-President for one year and then move to President in year two. Your key responsibilities as Vice-President are to strengthen our membership, oversee the Region’s annual Student of the Year Awards, and act on behalf of the President in that person’s absence. Secretary/Treasurer: The Secretary/Treasurer serves for one year and there is no requirement that this person be drawn from any particular sector. The primary duty of the Secretary/Treasurer is to maintain records for the Region, including minutes of meetings and financial records. This person receives and disburses Region funds, supervises fiscal activities, submits interim and annual fiscal reports to the Region and coordinates the submittal of an annual Region Report to National ASPRS. If you would like to make an impact in our region and ASPRS, please email Past President Karen Kwasnowski at kkwasnowski@ground pointllc.com or call 315-459-1515. 2 National Director Candidate Statement Dr. Jason Stephen Smith Why I want to be National Director… Though I am only in my second year as an ASPRS member, I have known about and respected the work of the organization for a long time. Many of my colleagues at Exelis are active members and I have learned from them how important the work of the ASPRS community is to our profession. I would very much like the opportunity to volunteer my time and talents as your National Director for the Central New York Region. I feel that I can give voice to the needs of our region while collaborating with other regional directors to expand our profession across regional boundaries. Aside from this general interest, I also have some specific reasons for seeking the National Director position: furthering development of the LAS format specification in order to promote broader acceptance and interoperability, seeking ways to increase diversity in our membership so that we can give better voice to the geospatial information needs of our unique regional community, and promoting educational outreach to encourage our region’s youth to investigate future career paths in remote sensing, GIS, and photogrammetric sciences. I was born, raised and educated right here in the CNY Region, and now I have the privilege of practicing my career here and raising my family here (along with the considerable help of my wife!). I respectfully ask that you consider my nomination for the CNY Region’s position of National Director. Jason S. Smith is a Senior Image Scientist in the Geospatial Systems division of Exelis Corporation, based in Rochester, NY, where he has worked for the last 16 years. He received his B.S. in Electrical Engineering from Alfred University, his M.S. in Electrical Engineering (Biomedical Ultrasound) from the University of Rochester, and his Ph.D. in Imaging Science (Remote Sensing) from the Rochester Institute of Technology. During his career he has supported the development of government standards for softcopy image processing, display technologies, and visualization environments. He has subject matter expertise in digital compression (e.g., JPEG 2000, MPEG-2, H.264, etc.), standards for still imagery and motion imagery data formats, and multi-aperture imaging systems. He has also supported negotiations conducted by the U.S. delegation to the Open Skies Consultative Commission as a technical expert relating to the use of digital mapping cameras and digital data formats under the Treaty on Open Skies. In addition to this work, Jason acts as an Exelis representative to the National Imagery Transmission Format Standard Technical Board (NTB), the Motion Imagery Standards Board (MISB), the Open Geospatial Consortium (OGC), and to various NATO Standardization Agreement (STANAG) Custodial Support Teams (CST). He also serves as an invited subject matter expert to the Defense Geospatial Information Working Group (DGIWG). ASPRS Memorial Lecture 2014 – Paul F. Hopkins A long-standing tradition of the ASPRS Annual Conference is the presentation of the Memorial Lecture. Knowledge of the historical development of photogrammetry, remote sensing, geographic information systems and other mapping science technologies is important to fully understand the scope and significance of those sciences and to provide a basis for forecasting future trends. A key means for capturing that history is to record the past activities and accomplishments of pioneers and leaders in the field; the Memorial Lecture is one mechanism used to accomplish The Memorial Lecture will be given by one of Paul’s former graduate students, Lindi Quackenbush. Presented by: Karen Kwasnowski GroundPoint, LLC Duration: 45 minutes Date: 05 February 2014 @ 10:00am Unlocking LiDAR Data for Use In Public Work Projects This webinar will present a LiDAR processing workflow developed to aid the efficient and effective use of the data by consultants. The toolbox, with an array of different geoprocessing tools, is architected in ArcGIS and was created to use the full five-foot per pixel LiDAR elevation model and follow guidelines required by different survey consultants. The result is that base studies, which used to take days or weeks, now take under an hour, and at a sizable cost savings. In addition, having good base elevation data allows survey teams to focus on trouble areas inherent in the LiDAR data, such as tree cover, or at the bottom of stream channels. Presented by: Justin D. Test sites will work with the FAA to develop standards for the safe integration of UAS into the nation’s airspace. The emerging UAS industry will offer increased efficiency, enhanced safety and cost savings in many fields. Civil and commercial uses of UAS include agriculture, disaster relief, environmental research and pipeline monitoring. "UAS platforms offer huge opportunities to collect imagery and image-based information for a host of applications,” said Dr. David Messinger, Director of Digital Imaging and Remote Sensing Laboratory at the Chester F. Carlson Center for Imaging Science at Rochester Institute of Technology (RIT). “Researchers at the Chester F. Carlson Center for Imaging Science at RIT are very excited at the prospect of having convenient access to a UAS test site. From developing new sensor technology to innovating new ways of processing image data, our scientists and students will help lead the way in helping to realize the potential of UAS-based imaging. We look forward to working with our NUAIR teammates in this exciting enterprise." Griffiss International Airport, operated by Oneida County, will direct UAS test site operations in New York and Massachusetts. Griffiss International Airport has partnered with the Northeast UAS Airspace Integration Research Alliance (NUAIR), a consortium of public entities, private industry and academic institutions in both states, to conduct UAS testing, research and development. “Today’s announcement from the FAA is great news for the County and the region. Congratulations to all those involved in working to make this a reality,” said Oneida County Executive Anthony Picente. “Oneida County and the entire Mohawk Valley is becoming a key technology industry hub and today was a big step forward. In New York State alone this site will create estimated 470 jobs and have a statewide economic impact of $145 million. This announcement today positions Oneida County on the cutting edge of the research, development and implementation of this new and exciting technology.” “We are very proud to be part of this initiative, and pleased that New York state is taking the lead and ensuring the integrity and quality of research that is so sensitive and critical to our country's future," said Ryne Raffaelle, Vice President of Research and Associate Provost at RIT. Unmanned aircraft systems are a technology with many useful applications, everything from assisting defense and surveillance to monitoring land management, aiding with disaster and recover efforts, even forecasting weather." As a test site operator, the Griffiss International Airport-NUAIR team will coordinate UAS test flights and collect and analyze data to develop safety, performance and certification standards for integrating unmanned systems into national airspace and for civilian use. The Griffiss International AirportNUAIR team was chosen from 25 applicants around the U.S. to operate one of six test sites. New York and Massachusetts offer premier locations for UAS testing due to the availability of airspace, weather and landscape diversity and concentration of industry and academic expertise. Both states combined have access to more than 7,000 square miles of restricted and special use airspace for a wide range of UAS testing operations. Testing facilities will be anchored at Griffiss International Airport in Rome, New York and Joint Base Cape Cod in Massachusetts. Test sites could bring more than 2,600 new jobs and nearly $700 million in economic impact to New York and Massachusetts by 2017, according to data prepared by Hickey and Associates, LLC. Nationwide, the unmanned aircraft systems (UAS) industry is projected to create an estimated 70,000 new jobs by 2017 and more than 100,000 by 2025, according to an economic impact report published by the Association for Unmanned Vehicle Systems International (AUVSI). According to the report, the total economic impact of UAS industry in the U.S. could reach $82 billion by 2025.
