Update on NCB Processes: Report on the following but not limited to:

 key decisions made in NCB meetings and NCB decisions that contribute directly to implementation of NSAP (its involvement in other coastal zone activities);

6 th NCB meeting (6 th March, 2012)

 The NCB showed its satisfaction on the performance of SGF projects and

mechanism adopted for the implementation of SGF programme.

It was decided to apply to the MFF Secretariat for the next cycle of SGF.

 The NCB decided to undertake the revision of NSAP for Pakistan and as a first step

the draft shall be shared with all NCB members for their inputs.

 The ICM handbook resource would be shared with the relevant stakeholders for their

input before its finalization.

 The MFF- Pakistan Secretariat to be advised to contact SCDA for available

information on Coastal Zone for possible inclusion in the draft handbook.

 The NCB decided that RSC-9 shall be organized in Karachi during November 2012.

The dates of the meeting will be finalized in consultation with MFF secretariat.

 The offer by Secretary Forest, Government of Sindh to host a dinner was

appreciated and accepted.

A Task Force comprising of the following members was formed:

3. Representative of Sindh Forest Department.

4. Representative of Sindh Fisheries Department.

5. Representative of National Institute of Oceanography.

 The NCB appreciated the development and endorsed its full support for the implementation of these regional initiatives (MFF-Funded regional initiatives by FAO

and UNEP).

 The house unanimously approved the inclusion of PPAF and HEJ as new members

in the NCB.

The NCB- Chair inaugurated the Photographic exhibition organised by SGF grantee M/s Cactus Digital.

This exhibition was attended by majority of NCB- members. More information in SGF- report.

Annex minutes of the meetings

 partnerships made between NCB and provincial/local stakeholders;

A clear example of such partnership is the whole hearted participation and support of number of NCB members in SGF lead activity of National Conference on Mangroves; this activity was supported by Pakistan Navy, Sindh Forest Department, WWF-

Pakistan and Port Qasim Authority. The active participation of these NCB members were tremendously contributed to add value to it and help the effective gain in the visibility of MFF programme on larger grounds.

Changes to composition;

Two civil society organisations have added to the NCB list, one is from Islamabad and is Pakistan Poverty Alleviation Fund mainly focused on poverty alleviation, where as the other organisation is HEJ (Hussain Ebrahim Jamal) Institute of Chemistry a research based organisation focused on research based activities including climate change.

Private sector engagement;

As a follow up of the National Conference on Mangroves, our Business unit were reactivated by facilitating two meetings, first with PIBT (Pakistan International Bulk

Terminal) and Barclays Bank. They were shared the idea of participating in SGF co funding mechanisms.

Leveraging of additional funds

3. Significant initiatives/activities/outputs addressing the cross cutting themes

(poverty, climate change, gender equality)

The climate change has been taken up this year as a serious business; in this context endorsement of the MFF- Funded regional initiatives addressing climate change by the

NCB in its 6 th meeting is a significant move; besides endorsing another initiative of similar nature touching upon the poverty aspect of the coastal areas.

Addressing the gender related works MFF- Pakistan celebrated World Water Day 2012 at,

Karachi University. The slogan for the year was “Water and Food Security” . The event was attended by more than 125 students and faculty of the Botany Department majority of them were women. The event was concluded in signing of the participants to affirm their support for the cause. The event was facilitated by MFF-Pakistan.

It is to be mentioned here that there seems a gap in the level of understanding about MFF

Operations at senior management level in the country programme, this greatly influence programme delivery; The secretariat often lands in a confused situation where they are unable to identify their priorities. There are number of NCB members, shared their discomfort about such situations.

The were no major deviation; all available resources were appropriately consumed during the reporting period, however, there seems some inflated bookings in the head of other staff charges (44%) which are not as expected and not known to us, we requested for the details to be shared with us, Further to this there are some omissions or perhaps account waiting for booking as soon as relevant invoices would be received; like the budget head of International travel of NC to attend meeting has been consumed which has been shown unspent in the statement attached. b. co-financing received ;

MINUTES OF THE SIXTH MEETING OF THE NATIONAL COORDINATING BODY (NCB)

OF MANGROVES FOR THE FUTURE (MFF- PAKISTAN) HELD ON MARCH 6

TH

2012 AT

KARACHI

The Sixth Meeting of the National Coordinating Body (NCB) of Mangroves for the Future (MFF) held on March 6, 2012 at Pearl Continental Hotel, Karachi. Mr. Muhammad Javed Malik, Secretary,

Ministry of National Disaster Management, Government of Pakistan chaired the meeting. List of the participants is attached . The meeting commenced with recitation from the Holy Quran followed by introduction of the participants. Mr. Shah Murad Aliani, Country Representative, IUCN Pakistan welcomed all the participants and thanked them for their keen interest in the MFF programme.

He specially welcomed Dr. Steen Christensen, MFF Coordinator for his presence in the NCB meeting.

Confirmation of the Minutes of the 5th NCB- Meeting

2. Syed Mahmood Nasir, IGF/the Secretary of the NCB-Pakistan, read out the minutes along with the progress of the 5th Meeting of the National Coordinating Body (NCB) of Mangroves for the Future

(MFF) held on October 17, 2011 at Karachi.

Decision :

After review, the NCB members unanimously approved the minutes of the 5 th

NCB meeting.

Implementation Status of Small Grants Facility under MFF

3. Mr. Abdul Munaf Qaimkhani, DIG Forests, presented the implementation status of the Small

Grants Facility. He summarized the procedure adopted to implement SGF and also presented progress made by the grantees, he shared the visual records of the activities carried out under SGF. Members of the NCB were asked to visit the projects wherever possible. Mr. Qaimkhani while giving highlights of the approved projects informed that, the Human Resource Development Network (HRDN) has planned a

National Conference on Mangroves including a field visit and ceremonial planting. While Cactus

Digital has organized a Photo Exhibition, which would be inaugurated by the NCB Chair.

4. Mr. Qaimkhani informed that in the Regional Steering Committee meeting (RSC-8) held during

October 2011 in Maldives, it was informed that if MFF-Pakistan spends its allocation judiciously; it will become eligible for additional grant of US$ 50,000 for the next cycle.

Decisions : i) The NCB showed its satisfaction on the performance of SGF projects and mechanism adopted for the implementation of SGF programme. ii) It was decided to apply to the MFF Secretariat for the next cycle of SGF.

Way Forward for National Strategy and Action Plan (NSAP) Revision under RSC-8

Decisions and Aspects/PoWs to be added or subtracted.

5. Mr. Rafiul-Haq, National Coordinator MFF briefed that the current National Strategy and Action

Plan (NSAP) was prepared in 2010 and highlighted the need to updated the same after gaining experience of the present phase.

6. IGF shared the difficulties faced while preparing national reports for various international treaties in particular for issues related to oceans and coastal areas.He recommended that since no specific programme for these activities, is available, therefore, NSAP could be very useful to cover the information gaps. Mr. Saleem Ullah of UNDP recommended that private sector should be encouraged to play their due role in the implementation of MFF programme in Pakistan. Mr. S. Nayyer Iqbal of Engro

Polymer Limited proposed the MFF Small Grants programme to look into the possibility of inclusion of

apiculture development in mangrove forests. The Chair was of the view that this proposition may be looked into by the concerned agencies.

Decision :

The NCB decided to undertake the revision of NSAP for Pakistan and as a first step the draft shall be shared with all NCB members for their inputs.

Update on Integrated Coastal Management (ICM)- Handbook

7. Dr. Shaukat Hayat Khan of National Institute of Oceanography (NIO) briefed about the development of Integrated Coastal Management (ICM) handbook. He discussed the background and its importance. He pointed out that this handbook will bring uniformity in the decisions and practices of the coastal managers and fulfills the knowledge gap on the subject for the common persons, researchers as well as the administrators. Mr. Shams-ul-Haq Memon of Sindh Coastal Development Authority

(SCDA) proposed that instead of ICM this handbook can be called a handbook on the coastal development. Dr. Shaukat Hayat clarified that the idea was to put together general or uniform basic information about the coastline of the country. He further informed that five chapters of the handbook have been compiled and he would appreciate further information from Sindh Coastal Development

Authority for augmentation of the handbook.

Decisions : i) The ICM handbook resource would be shared with the relevant stakeholders for their input before its finalization. ii) The MFF- Pakistan Secretariat to be advised to contact SCDA for available information on Coastal

Zone for possible inclusion in the draft handbook.

Highlights of RSC-8 and Preparations for Organizing RSC-9 in Pakistan

8. Mr. Rafiul-Haq informed that during the 8 th

Regional Steering Committee (RSC) meeting it was proposed that the 9 th

RSC meeting will be organized in Pakistan during November 2012. The matter was discussed in NCB sub-committee meeting on 9 th

February 2012. The Sub-Committee recommended

Karachi as priority venue with Gwadar as an alternate location. He also proposed that the meeting will be a 3-Day event coupled with one day field trip. Mr. Rafi proposed organizing social dinners on three nights for all the participants that are estimated to be around 50. Mr. Mushtaq Ali Memon, Secretary

Sindh Forest & Wildlife Department offered for hosting one of the dinners on behalf of Sindh Forest

Department. Other aspects of the regional event including forming of task force were also discussed in detail. The task force would be responsible to liaise with MFF-Pakistan and MFF Secretariat.

Decisions : i) The NCB decided that RSC-9 shall be organized in Karachi during November 2012. 9. Mr. Rafi updated the NCB that due to active participation of Pakistani delegation during 8 th

RSC meeting in Maldives; Pakistan has been included in two of the regional projects. He informed about two regional initiatives that have invited Pakistan to participate, first is the FAO initiative on “Income for

Coastal Communities for Mangroves Protection Project” (Pakistan, Sri Lanka and Viet Nam). The second is the UNEP project on Coastal Erosion. The second project would be implemented in Pakistan and Thailand jointly. These regional initiatives require commitments from concerned NCB’s and their endorsement.

Decision:

The NCB appreciated the development and endorsed its full support for the implementation of these regional initiatives.

Reflections from MFF- Secretariat

10. Dr. Steen Christensen, MFF Coordinator thanked the NCB and briefed about the progress of MFF since its commencement. While outlining the objectives of the Mangroves for the Future Programme he mentioned that the main objectives of the MFF were improving, sharing and applying the knowledge; strengthening the Integrated Coastal Management (ICM) institutions and empowering the civil society; and enhancing the coastal governance at all levels. He mentioned that MFF will be focusing on resilience in the near future. He also touched upon the cross-cutting themes i.e. Climate Change,

Disaster Risk Reduction, Knowledge Management and Communications and Gender Equality. He further said that Pakistan is a disaster prone country therefore MFF can play an important role in reducing the risks. He informed that the MFF Secretariat is developing a new proposal for Danish

Development Organization on how mangroves can assist in mitigating the effects of climate change. He highlighted the importance of the private sector and its engagement in sustainable livelihood.

Any other Business :

11. Mr. Paul Fanning, CTA of FAO deliberated on the related work of FAO in Pakistan. He briefed about the activities planned for the coming year. The Project under the FAO and the Fisheries

Department was tasked to update assessments of marine fish stocks in Pakistan. He further explained that the project aims to make the activities as extensive as possible, and to build a network of interested researchers. He extended invitation to all the NCB members to visit the project site.

12. Mr. Roland D’Suza referred to point 2 of the Minutes of the 5 th

NCB meeting regarding cutting of mangroves near Mai Kolachi and Sands Pit. He requested update from the secretariat on this point. Mr.

Shah Murad Aliani clarified that a dozier prepared by the NGO Shehri was forwarded to the Ministry of

Environment (defunct). Mr. Qaimkhani requested the Sindh Forest Department representative to provide the update since no such document was received. Mr. Mushtaq Ali Memon, Secretary Sindh Forest

Department recommended that this issue be deferred for the 7 th

NCB meeting as the concerned official was transferred.

13. Mr. Rafiul-Haq presented a case for inclusion of two new members who were present as observers in the meeting i.e. representatives of Pakistan Poverty Alleviation Fund (PPAF) and Hussain

Ebrahim Jamal (HEJ) Institute of Chemistry and requested the NCB for their full membership in the

NCB so that the forum could be further strengthened.

Decision:

The house unanimously approved the inclusion of PPAF and HEJ as new members in the NCB.

14. The Chair in his closing remarks appreciated the contribution of MFF Programme in Pakistan and thanked Dr. Steen Christensen for his keen interest in Pakistan’s NCB activities. He attributed the success of this programme to the combined efforts of the NCB, the MFF-Secretariat and all the stakeholders. The meeting was concluded with a vote of thanks to and from the Chair.
