HyTASP Program Committee Meeting Minutes 48th AIAA/ASME/SAE/ASEE Joint Propulsion Conference and Exhibit Hyatt Regency Atlanta – Courtland Time 1900-2200 Wednesday, August 1, 2012 Atlanta, GA Attendees: Luca Maddalena (UT-Arlington), Kristen Roberts (Lockheed Martin), Tim O’Brien (Aerojet), Leslie Smith (Univ of Kansas), Nathan Tichenor (PM +AM Research), Markus Gauer (DLR), Vic Giuliano (Pratt & Whitney Rocketdyne), Lancert Foster (NASA Glenn), Walter O’Brien (Virginia Tech). Tim O’Brien called the meeting to order at 1906 Mark Melanson (Lockheed Martin Aeronautics) from TAC stopped by to discuss the New Event Model. His role is Program Committee Coordinator – here to support the 12-13 program committees. Here to help with execution, organization of PCs. Money is available in TAC funds. Can be used for special project or activity. Tim O’Brien brought up the topic of the HyTASP logo as a potential for use of these funds. FY is through end of Sept. NEM is a lot of change – reduce 26 conferences into 5 events. Really big change for an institute that doesn’t change much. There are a variety of reasons why we are changing to this model; the decision is official. HyTASP can fit into this new event schedule like they have in the past; since this is a technical committee not much should change for HyTASP as ASM and JPC will continue, just under different names. Leadership in DoD and NASA are coming in to discuss what’s going on already at ASM and JPC – the desire is to bring this to all 5 new events. Planning for technical content will not be that different. Currently the event schedule is “technically silo-ed” – this makes it difficult for integration and design of interplay of systems. Desire is to have the new forums raise the bar to help with this. Will be long slow process, as change is difficult, but evolution is necessary here. Nathan Tichenor asked what the new organization of events will look like. How will each event be structured? Mark said that has been a source of significant discussion this week. TCs and PCs are primary driver of schedule items, with public policy and other smaller components thrown in. Want to make these smaller pieces a bigger role in NEM. Duration/lengths/etc have to be done at a top level; this was discussed this week. Need to get leadership chosen and start planning details; will have to be done at a detail level as far as how many sessions, etc. will be at each event. Potentially can do a wave-type conference schedule. Tim O’Brien brought up JPC 2014 planning; Chris Pestak is not sure how to go about planning this event overall. Wants to know about overall strategy/desire of TAC, what should it be? In place of it being just a bigger version of current conferences. Mark said problem is we don’t have people with direct knowledge of how to make this happen. Thinks the changes will be more incremental; changes in ASM 2013 vs 2014 won’t be that different. Plan is to incrementally change over time. Tim O’Brien brought up HyTASP conference. Fear is will be absorbed and eliminated when in US once it’s part of a joint conference name. Mark said goal is to consolidate with the “village” principle; keep meetings on same topics in same areas have common meeting areas so will know where the people that would’ve been at HyTASP will be, etc. Mark brought up the fact that the government’s fear of GSA scandal being repeated is something we have to consider in making these large events. Will need to balance this. Nathan Tichenor asked, why do we care if HyTASP conference gets lost? Tim O’Brien said fear of content getting lost; much content is only seen at HyTASP. Mark pointed out that having multiple conferences at one event gives the big picture of what’s going on in the key areas. Walter O’Brien motioned to approve minutes from ASM; Nathan Tichenor seconded. Approved. No additions or modifications to the agenda. Open action items o Dan Marren tasked to revisit membership charter by this meeting. Peter Montgomery and Dan Marren have been discussing this. There are many members who are not currently active. Caused a problem when Hypersonic Systems Award nominations were considered because several that would have been considered were still members of committee so were ineligible. Send ideas to Dan Marren for how to handle this topic. – OPEN o Public Policy Subcommittee – X-51 White Paper. Unsure of status. OPEN o HyTASP Logo – ASM 2011 approved, next step was to be cleaned up by professional artist but unsure of current status. Peter Montgomery is POC. OPEN o Targets of opportunity that are not currently represented on HyTASP – please let Dan Marren, Peter Montgomery, or Tim O’Brien know of international people who are interested in committee. OPEN o Consider whether to restart HyTASP newsletter. Tim O’Brien had suggested we team with HSABP TC newsletter. Not sure of status; need to resolve at next meeting. OPEN o Need material to “brag” about ourselves. Increases visibility for PC. Forward to Tim O’Brien or Peter Montgomery for newsletter or YIR article. Example – Luca Maddalena should send Tim the latest article about UTA work. OPEN o Hypersonic Systems Award. Winner is Dr. John D. Anderson Jr from University of Maryland. Accepted invitation for HyTASP conference in France to accept award. Co Chairs – Dora Musielak and Tim O’Brien. Evaluators: Madhan Bala, Claudio Bruno, Gillian Bussey, Marc Kniskern, Dan Marren, George Orton, Roy Schulz. Extremely close vote; many outstanding candidates (5). Followed guidelines. Grading criteria emphasizes publications, involvement in AIAA. Desire to change grading wording in package so we can evaluate more from a system level – overall impact to hypersonics community. Tim O’Brien asked for comments. Walter O’Brien suggested they bring modified package to HyTASP for approval. Tim O’Brien recommended it be brought up again at next conference; then at ASM we can bring up details for what to change. Vic Giuliano recommended we look over the range of candidates to see if the there was a broad selection of candidates who fit the intent of the award. Vic suggested possibility of splitting award into multiple categories to address this. Tim suggested we discuss at next 1-2 meetings and then come up with something. o AIAA and TAC have mandated that all awards have both a committee to select and a committee to nominate – without crossover. We have been tasked to form a nominating committee to suggest names, get a champion for each, and then move forward with preparing package for each. At ASM or by ASM, need name of head of committee. Subcommittee activities o Steering committee attended by Tim O’Brien and Walter O’Brien. Discussed systems emphasis need for NEM. Send ideas to Peter Montgomery or Tim for how to make this happen. We have been told which 1 of 5 conferences in the NEM we will support. Typically we meet at JPC and ASM; that will continue. But which should HyTASP be at? Idea 1: every 2 years meet internationally (never in US); idea 2: meet every 18 months, alternating between JPC and ASM when in US. Vote to decide at September conference in France. Klaus Hannemann would like to swap session at this conference; Tim O’Brien will handle coordination of this. Status reports All in attendance provided update reports on the activities of their organizations related to hypersonics and high speed airbreathing propulsion. Below is a summary of the information shared with the PC: Luca Maddalena (UTA) – Awarded with NASA NRA in hypersonic propulsion from NASA Langley. Specifically in area of injectors and mixing. Thermal protection system program still in progress. Finished numerical work, working to test variable transpiration cooling on C/C-SiC based materials. Other work at UTA is on PDEs, micro vortex generators. Hypersonic (detonation driven) tunnel up and running. Kristen Roberts (Lockheed Martin). Did scramjet research for Master’s degree; still very interested in this area. Walter O’Brien (Virginia Tech). Work is currently in heat flux sensors and skin friction gauges in high speed flows. Mixing, ignition, and flameholding – desire for this to come back again; need funding. Would like to increase work in these areas. Lancert Foster (NASA Glenn) – Just finished testing of TBCC inlet. Hungry for funds to do closed loop mode transition testing with turbine engine. Spending rest of year analyzing data from previous tests and building presentations. Vic Giuliano (Pratt & Whitney Rocketdyne) - Spending time getting ready for X-51 flight, High Speed Strike Weapon, getting ready for flight research early vehicle research. Finishing up on robust scramjet activities. Enhanced operability scramjet tech from AFRL – follow-up to robust scramjet. Markus Gauer (DLR). Here for Klaus Hannemann. Satellite thruster plume investigations. Opened new chamber for electric propulsion thrusters last year. High enthalpy shock tunnel, testing reentry flows. Have numerical simulations as well. Klaus Hannemann sent following report: o Successful Shefex test. Flapka 2 also going on. Performing CFD sims for tests. Also testing Atlas 2 – investigating aero optimization and materials for vehicles. Precise – starting micro chemical propulsion system new program. Nathan Tichenor (PM + AM Research) – Went to Texas A&M; graduated under Bowersox. Helped build hypersonic wind tunnel at A&M. Working at small company now; new contract with AFRL. Active flow control, scramjet demo. Low speed, supersonic flow control, etc. Working to grow company and use interest in hypersonics in helping to do that. Leslie Smith (Univ of Kansas) - Phd student at Univ of Kansas. Working on parallel pulsed injection. Tim O’Brien (Aerojet) – Triple target terminator (T3) variable flow ducted rocket program on-going. Robust Scramjet CDR early fall. EOST proposal in work. EOST is main funding vehicle for testing 10X scramjet designed under the Robust Scramjet program. Several smaller contracts in work as well. Walter O’Brien moved to adjourn. Luca Maddalena seconded. Peter Montgomery approved bringing the winning HyTASP logo to a professional artist to touch up. Will provide status at HyTASP conference in France. Dan Marren will try to boil down targets of opportunity for countries that are currently not represented on HyTASP.
