Dr. David Clough, University of Colorado, Boulder (Pac-12
Conference).

Faculty athletics representative and professor of Chemical and
Biological Engineering and former president of the Faculty
Athletics Representatives Association (FARA).

Established a reputation for his expertise in the NCAA
Division I Academic Performance Program and that program’s
statistics that track the progress of student-athletes, the
Academic Progress Rate and the Graduation Success Rate.

Developed tracking and predictive tools that have been shared
with over 100 NCAA institutions.


Faculty athletics representative.

Associate Vice Provost for Undergraduate Education and
professor of Public and Environmental Affairs.

Purpose, Key Points and Launch
The IPP Data Management System Purpose

To provide institutional leaders with vital and
significant data to assist with planning, performance
and oversight of their intercollegiate athletics
program.

Primary audience is the chancellor/president and
other institutional leaders.

Committee recognizes others will use the data management
system.

Broad-based review of the data is encouraged.


Consolidates data currently being submitted by
institutions into a more user-friendly program.

Areas of focus: academics, students, leadership and
financial.

Stresses support for institutions rather than
compliance with guidelines.

Facilitates informed decision-making and strategic
planning.

Permits comparison with other institutions.

Existing peer groups (e.g., conference, subdivision, all of
Division I).

Aspirational peers.

Creation of peer groups specific to each user.


Launch date June 1, 2015.

Electronic notification regarding initial access will be sent to
chancellors/presidents in May. Copies will be sent to:


Directors of athletics;

Faculty athletics representatives;

Senior compliance officers;

Senior woman administrators;

Conference commissioners; and

Single-Source Sign-On (SSO) administrators.

Student-Athlete Experience

Two potential components for future inclusion into
IPP:

Health and safety survey.

Student-athlete experience survey.
Student-Athlete Experience

Health and Safety Survey:

Almost half of all Division I athletic trainers completed
pilot survey.

Data collected in this survey cannot be found
elsewhere in the medical community.

Has the potential to be extremely helpful to health care
practitioners and institutional leaders.
Student-Athlete Experience

Student-Athlete Experience Survey:

Over 30 institutions agreed to participate in the
voluntary student-athlete experience survey.

Over 3,000 Division I student-athletes completed the
pilot survey.

NCAA research staff is compiling results.
Rules Compliance Evaluation

The Committee on Institutional Performance discussed
the possibility of including a once-in-four-years rules
compliance review as a best practice within IPP.

Committee is engaged with the National Association for
Athletics Compliance and the Collegiate Commissioners
Association Compliance Administrators groups to
develop this best practice.

Will be provided to membership after the committee’s
July 2015 meeting.
Academic Support Services Evaluation

Academics Subcommittee recommended receiving
feedback from the following groups regarding whether an
academic support services review should be a required
element of IPP:

Committee on Academics;

NCAA Division I Council;

FARA; and

National Association of Academic Advisors for Athletics.
Inclusion Review

Review of data included within the Students and
Leadership categories should not serve as a Title IX
review for Division I institutions.

Data should be used to provide insight into gender
equity, recognizing that additional questions and
information is needed.

Once-in-four-years inclusion review as best practice.
Call to Action

Inform campus leaders IPP will launch June 1st.

Organize broad-based group to review data.

Identify point person on campus.

Manage SSO administrator accounts on campus.
