Establishment of a Risk Management Department RFP Questions and Answers Round 1 Issued June 12, 2015 PROGRAM DESCRIPTION Question #1: In Phase II, page 4 and 5, when referring to risk management tools and dashboards, are these supposed to be parts of the tool kit developed by the consultant or embedded in risk management software (already existing or to be purchased by MFW)? Response #1: The firm is to design and develop the RMD including all related tools and systems. These would fall under tools and systems developed by the firm. INSTRUCTIONS TO OFFERORS Question #2: In section 3.7, “Proposal Contents,” it notes that technical proposals should not exceed 20 pages. However, under Part A, Section 3 (Technical Approach), it notes that the technical approach should be no more than 20 pages. Please clarify whether only the technical approach must not exceed 20 pages, or whether the entire technical proposal should not exceed 20 pages. Response #2: The Technical Proposal (excluding attachments) should not exceed 20 pages. There is no limit for the approach, as long as it fits within the 20-page max of the Technical Proposal. This has been clarified in Modification 1 to the RFP. TECHNICAL PROPOSAL Question #3: The “Capability Statement/Past Performance References” paragraph states that we must “describe how the profiled projects demonstrate past performance related to the Learning Academy project.” Is this correct, or should we rather demonstrate past performance as related to the Risk Management Department project? Response #3: That is a typo. The statement should be read, “describe how the profiled projects demonstrate past performance related to the Risk Management Department project.” It has been corrected in Modification 1 to the RFP. Question #4: Part A, Section 4 refers to the inclusion of references for each of the proposed staff. Are these personal references or professional references? Response #4: Professional references. Question #5: Please confirm if there is a page limit for the Employee Biodata sheets. Response #5: No, the Biodata sheets are included as annexes and have no page limits. 1 Question #6: Would it be sufficient to submit electronic copies of the Biodata forms without signature? Response #6: No, Biodata forms should be signed. If you are unable to send signed copies, please include an explanation. Question #7: The information which is required on the Employee Biodata sheet regarding salary and fees is both confidential and private information. We would like to disclose these forms separately, so please confirm if this would be possible and how we may submit further. Response #7: The requested information is part of the proposal and must be submitted. We will keep sensitive information confidential. Question #8: Are CVs and Biodata forms required for all proposed staff or key personnel (Project Manager and Technical Team Lead) only? Response #8: All proposed staff should have a 2-3 sentence bio (including information on relevant experience), but CVs are only required for key personnel (Project Manager and Technical Team Lead). Biodata forms are required for all proposed staff. Question #8: Is there a limit to how many CVs we may include? Response #8: There is no limit to the number of CVs, however, CVs are included as part of the Technical Proposal, which has a limit of 20 pages. Question #8: Can the CVs and Biodata sheets be included as annexes? Response #8: CVs are part of the Technical Proposal and may not be included as annexes. Biodata sheets should be included as annexes. ATTACHMENTS Question #9: Paragraph 2 states that a registration certificate for the organization is required. Besides a signed Vendor Certification Form, what other registration form is required and where can we find further details? Response #9: Any proof that the organization is incorporated or legally registered – this could be incorporation papers, certificate of registration, or for US-based firms, a current IRS registered form, besides the signed certificate (Annex E). 2
