Notes of the South West Technology Enhanced Learning Forum held at South West House, Taunton on 9 October 2014 Present: Tricia Ellis (Chair), Nick Jupp (Notes), Amanda Gunning, Ashley Parker, Clive Gage, Ed Iles, Nichola Pallett, Paul Grimes, Paul Norrish, Paula Spokes, Pip Bedingfield, Ryan Swallow, Steve Downs, Tenzin Wangdi, Will Tempest. Welcome and Apologies 1.1 Tricia Ellis welcomed everyone to the meeting. 1.2 Apologies were noted. 2. National eLearning Update 2.1 Work will start shortly with the updating of the eLearning commissioning guidelines to included mobile learning. This will be discussed at the next LETB Leads meeting in December. 2.2 A discussion took place on how non ESR people get access to eLearning. eLearning for Healthcare are procuring a new learning management system. The LMS will be able to host all ESR eLearning content as well as the existing e-LfH courses. Action: Nick Jupp to find out if the new eLfH platform will enable interoperable links. 2.3 DH are pressing HEE to create a digital roadmap covering web sites, LMS etc. HEE have setup a series of technology enhanced learning (TEL) projects which are joined up with other workstreams such as library & knowledge services, human factors etc. The TEL Hub will be part of this initiative. 2.4 Junior doctors e-induction from HE East of England will be presented at the HEE Postgraduate Deans meeting with the aim of creating a national HEE junior doctors induction programme with the same outcomes. RUH Bath are using a programme developed by Dynamic. 2.5 The e-Dementia courses will be reviewed by Bradford University but the contract still to be signed. It is expected that the review and refresh will be completed by the end of the year. Changes to the existing course to meet the Alzheimer's Society requirements will take a few weeks. The Alastair Burns video will be available shortly via the e-LfH website. Many organisations classify dementia training as mandatory; some as one-off training others have a refresher process. 2.6 The Skills for Health Core Learning Unit eLearning courses that have been updated are: 1 2.7 The following courses are undergoing review: 2.8 Moving and handling - for non clinical staff Patient moving and handling Conflict resolution Fire Safety Health, Safety & Welfare Immunisation & Vaccination Equality, Diversity & Human Rights Infection prevention and control for both clinical and non clinical staff and linked to Framework New courses in development: Dementia Stand by Me course being developed by Skills for Health based on videos covering patient centred care. Personal health budgets, which will be available by end of October. 3. OLM eLearning Update 3.1 Enhancement: IAT Competence Transfer: R24 (28-Sep-14) included some changes to the Competence Profile. The following new fields were added: Date Last Awarded Awarded By (i.e. Learning Path, Certification, Course) Title (of the above field) Last Updated By (username of last update). These fields have also been included on the Notifications and enable the administrator to identify when competence was last achieved and by which method. This is to help administrators decide if training should be repeated or not during induction. This will be further enhanced in R25 to make the IAT competence notification interactive so the Stat & Mand role holder (and the addition of a local role holder) receiving the notifications can easily adopt the competence required where different competence types or timeframes were in use by the previous employing authority. 3.2 Enhancement: Waitlisting: In R25 the existing waitlisting function will be enhanced to enable: Removal of waitlist function at either Trust, Course or Offering level – preventing classes from being displayed to learners once class capacity is reached. Option to specify maximum wait list occupancy - preventing classes from being displayed to learners once class and waitlisting capacity is reached. Amendment to wait listing notification – to include details of other classes available. 2 This is in addition to the previous enhancement (R23.2 01-Aug-14) to run the automatic waitlist process 168 hours (7 days) prior to the start date of the class. 3.3 Enhancement: Devolved Learning Admin URP The new URP will provide access to schedule classes and administer enrolments (add/update/delete) against subjects to which the user has been given access. The existing Learning Administration URP will retain rights to set up courses and offerings. Organisations will decide locally how access will be restricted using the ‘Groups’ function in Local Systems and User Administration URP. There will also be a setting on a new Extra Information Type (EIT) form on the individual’s personal HR record to link them to the ‘Group’. Learning Administrators can then highlight specific courses that the employee will be able to update and amend. 3.4 Development: Auto Expand Outline Bar Also, not included in the Development Schedule, is the change to automatically expand the outline bar which is still subject to successful testing but planned for R25 (UN1962 Fri 2nd Jan). 3.5 New Content: As per UN1963, new OLM eLearning has been added to the catalogue as follows: 000 ESR: OLM - Certifications 000 ESR: OLM - Creating Local Competencies 000 ESR: OLM - Customers 000 ESR: OLM - Evaluations 000 ESR: OLM - Learner Access 000 ESR: OLM - Learning Paths 000 ESR: OLM - Searching for Classes 000 ESR: OLM - Creating Local e-Learning Content 000 ESR: OLM - Using the Learner Tab 000 ESR: OLM - Tests 000 ESR: OLM - Qualifications 000 ESR: OLM - Learner Groups Changes have also been made to the 000 Using e-Learning in ESR course. 3.6 National CLU Courses have also been updated to include a new offering for their revised courses. ITN concluded end of summer. Preferred bidder will be selected following DH evaluation. 3.10 IAT Statistics (May 2014): 171 IAT requests completed 10 were not automatic but 7 of those could have been 71 IATs were within the SW region. 3.11 ESR News (Spring 2014): Future development of ESR Improving Compliance Using ESR 3.12 ESR Development Website: Search function searches own website along with KBase, MIP and user guide Facility to ‘star’ BJFs. Available on i-devices 3.13 Use of JRE: The JSP testing was successful but not compatible with national content servers and not widely used. PHP is now being tested by McKesson before testing with national content servers. The outcome will be that JRE will not be required to play the eLearning and access will also be available to Apple devices. 4. eLearning Open Forum 4.1 The group agreed to be know from now as the technology enhanced learning (TEL) Forum as the scope of work includes mobile learning and video as well as eLearning. 4.2 The draft eLearning manifesto was discussed. The group agreed to adopt the manifesto but with a reduced number of headings. Action: Nick Jupp to revise the manifesto document. 4 4.3 Tricia Ellis thanked those who had volunteered to take up a place on the eQUAL training which will take place in January and February 2015. There will be an opportunity to have a 2nd cohort to extend the reach of the network and ensure a good geographic spread across the south west. To support this initiative it will be important to produce a case study following the course completion with an evaluation of the training and to identify benefits to people and to the region. 4.4 The revised terms of reference were discussed and agreed. 4.5 Tricia Ellis made the offer to fund the provision of an open internet facing learning management system (LMS) to provide a regional solution for delivering eLearning to non-NHS people such as contractors, private sector, GPs etc. Action: ALL to submit a costed proposal to provide an external LMS with support. 4.6 Feedback was given on the recent Tin Can webinar. The group agreed that it is a good concept as it tracks all aspects of learning and can record the access and reading of documents etc. The downside is that it produces masses of user data which is labour intensive to analyse and report. Tin Can would be more beneficial to HEI students logging access to literature and web sites but it was uncertain that there would be as many benefits to the NHS. The webinar was unclear how the technology can be implemented. 4.7 Other topics discussed were; evaluation, pre-assessment for stat/mand. training, the transfer of stat/mand training, SCORM 2004 versus SCORM 1.2. 5. Any Other Business 5.1 There was no other business. 6. Workshop and presentations 6.1 Discussions took place on visual design, technical issues with LMS’, assessment methods, making eLearning more engaging and making better use of technology to reduce the amount of face to face training. 7.
