Jordan Lake Regional Water Supply Partnership Technical Review Team Meeting Planning for a sustainable and secure regional water supply TJCOG offices, Durham January 17th, 2014 Meeting Summary Action Items Triangle J will reach out to DWR to discuss the following: o Whether costs need to be reported in NPV o Whether, instead of providing a max day IBT value, applicants can provide a relative/comparative assessment to indicate if IBT for one alternative were less than, the same as, or greater than the preferred alternative o Whether the date for submittal of draft applications can be postponed until May 1, 2014 to ensure enough time to complete modeling work letter from Don Greeley to DWR requesting application guidance and pushing the due date for draft allocation applications to May: (letter drafted, Durham is sending out) Administrative Don Greeley welcomed all partners Warren Miller briefed partners on his conversation with Ted Voorhees and relayed Fayetteville’s interest in getting involved with the Jordan Lake Partnership in order to build relationships with partners and participate in basin-wide efforts. Warren then led a facilitated discussion to determine what JLP partners would like to see from Fayetteville if they were to join the partnership. JLP partners would like the following: o Representatives from Fayetteville attend meetings to demonstrate inclusiveness o Fayetteville contributes dues o Fayetteville becomes a member of JLP but will not participate in the Regional Water Supply Plan o Partners would like to understand Fayetteville’s position regarding their desire to join JLP as a full member o Clear communications between partners o Fayetteville joins after draft applications are submitted Ed Holland provided a Western Intake update from the four partners involved: Durham, Pittsboro, OWASA, and Chatham. They have started to get usable information for allocation process. Intake will be on western side of lake with treatment plant on OWASA property, and would transmit water to the four partners. Currently working out costs and plan to have deliverable outputs by the end of January. Ed Holland raised the question of how to calculate and present costs for different water supply options and asked whether it would be useful to have a workshop for interested partners and a rep from DWR to make sure everyone is using the same methodology. Partners discussed and determined that Triangle J will reach out to DWR to discuss how to report costs and partners will wait to consider idea of a workshop until Triangle J reports back. Syd Miller raised the question of how partners should handle the rule change regarding IBT. After discussion, partners determined that Triangle J will reach out to DWR to see whether, instead of providing a max day IBT value, applicants can provide a relative/comparative assessment to indicate if IBT for one alternative were less than, the same as, or greater than the preferred alternative. Upcoming Meeting Schedule February 7th or 14th – TBD -- JLP Technical Team meeting. January 28th managers’ presentation discussion Partners provided edits to the draft Jan 28th presentation of the preferred regional alternative (a copy of the presentation is included in this email and will be posted on the Partners page of the Jordan Lake Partnership website.) Partner Forum Durham: Nothing to report. Orange County: Nothing new to report but can update on ongoing projects. Have a project that will run 16” water line to undeveloped area. Japanese candy company will be locating its manufacturing in Orange County but Mebane will supply water for it as well as sewer services. Raleigh: No change in projections. Wake County: Nothing to report. Hillsborough: Will be asking for bids for elevated tank soon. Cary: Reorganization means Cary now has a Water Resources Department with Steve Brown as Director. Got FONSI for Jordan Lake mixing system and that project is scheduled. Hopeful that design begins this summer and construction in the fall. Expect to advertise soon for Phase III of water treatment plant expansion, which is supposed to come online by 2016. Still working on modification of IBT certificate—project schedule is that EMC will be finalizing decision by spring of 2015, hopefully. OWASA: Initiating update of long-range water supply plan. Will try to look at potential implications of climate change impacts on yield and demands in more detail than they have before. Chatham: David Hughes is taking job at Apex and will be starting March 3rd. Holly Springs: Stephanie is working on application. Pittsboro: No big movement on Chatham Park to report. Are hiring a planning firm to help look at master plan that was submitted and compare with plan development district ordinance. Manager wants planner’s recommendation by end of February—stay tuned. Working on conservation plan for Chatham Park but won’t change application. Going to ask for .5mgd from Haw River to Robeson Creek so they can expand wastewater treatment plant. TJCOG Update on Regional Water Supply Plan work (Mike and Lars) Have contracted with Hydrologics to have them run model. To prepare for Regional Managers meeting, are prioritizing 2060 model run. If it works, then all set. If not, then run with conservation plans and step back to earlier years. Hydrologics says they can get it done in 2 weeks. Review of timelines/deadline o Triangle J has checked with DWR to see whether the date for submittal of draft applications can be postponed to May 1, 2014. DWR has indicated they support this.
