The session will cover the structure, theory, history and realities of a system designed with a Master Plan in mind, but which has also proven to be quite vulnerable to the influences of economics, politics and culture over the years. David will focus on the larger themes and trends in the system today that impact the operational challenges faced, not just by HR directors and personnel, but by all administrators on a daily basis.
