Action 1.1.1. ITS Terminology: Foreign and Turkish literature has been analyzed.
Words, terms and abbreviations have been find out and translated (TR-ENG, ENGTR). They are being emendated.

Action 1.1.2. National ITS Architecture: ITS frame architecture and its components, User
services, Data flow charts of the logical architecture, Physical architecture, sub systems,
equipmant packages, terminator groups and physical diagrams, draft implementation
packages, the software of ITS Architecture «Architecture Design Tool»have been
designated.

Action 1.2.1. ITS Turkey: The legal regulation draft has been prepared for ITS Turkey.
The draft document have been sahared with the delegates of all relevant parties in a
meeting. Some experiences and comments have been shared and the draft
document has been revised at the end of these comments. ITS Turkey will be a NGO
which bring all the relevant parties together in order to develop and deploy ITS for
safer, fast, comfortable, environment-friend and economical transport system.
Progress of Actions
Action 1.3.1. Regulation needs: For identifying all of the existing regulations that
directly or indirectly effect the integration of ITS, and determining needs for new
regulations; the relevant legal regulations asked to all parties work on ITS; a meeting
for sharing the evaluation report is being planned.
Action 1.3.2. Urban transportation data: For preparing the necessary regulations to
open the urban transportation data to institutions and ventures that carry out R&D
studies and projects about ITS; a meeting was arranged by the Ministry of Interior
with cooperative bodies. Making a legal regulation and announcing this regulation to
the municipalities were determined in the meeting.

Action 1.3.3. ITS Statistics: To determine procedures and principles for composing,
sharing and releasing statistical data pertaining to ITS works and plans; a draft
directive which defines an advisory council who will designate the frame of the
statistics was prepared.

Action 1.3.4. Automotive Industry Regulations: For reforming regulations about
motorized road vehicles to be compatible with international regulations and to
support the utilization of ITS;
 In the frame of EU regulations 270 technical regulations regarding automotive
ındustry were brought into force until now by the Ministry of Science, Industry
and Technology.
 24 regulations in 2014, 17 regulations in 2015 were published by the Ministry.
These regulations include «Advanced emergency braking systems(AB/347/2012) »
regulation and «Lane Departure Warning System (AB/351/2012) » regulation.
 In EU e-CALL regulation was published (EU/2015/758) . This regulation will be
mandatory after the date of 1/4/2018. In Turkey harmonization studies will begin.
The translations were started and the mettings for sharing ideas will begin.

Action 1.3.5. ITS Standarts: For determining
the common standards for ITS products via
working groups that include all related parties
Turkish Standarts Instıtute is attending to scan
the standarts regarding ITS.

Metropolitan
Municipalities Master Plan: For making
mandatory the inclusion of an ITS section in
every metropolitan municipality's Transport
Main Plan; a meeting was arranged by the
Ministry of Interior with cooperative bodies.
Making a legal regulation and announcing
this regulation to the municipalities were
determined in the meeting.

Action 1.3.8. Communication Infrastructure for ITS: For facilitating extensive
installation of new technological infrastructures like 4G for effective operation of ITS
infrastructure (right of way, co-location, areas for building facilities, etc.)
The regulation for passage of all kinds of cables and similar equipment from
immovables has been reassessed to clear any vagueness and uncertainty.
Draft regulation for installing all sorts of equipment and facilities used by land or
mobile communication infrastructure or networks has been completed and is
currently under assessment.
Information and Communication Technologies Authority went out to tender for new
generation mobile broadband technologies (LTE, LTE-Advanced etc.), in accordance
with the policy and strategy laid down by the Ministry.
Progress of Actions
Works for tender on the Electronic Communication Infrastructure Information
System (EHABS) Project, which will be a database to contain information on all
infrastructure in Turkey, is underway.
Regulations have been made to clarify the implementation of facility sharing and
right of way between infrastructure owners and new infrastructure installers,
including contract conditions and ground studies, so as to facilitate installation of
fiber-optic infrastructure.

Action 2.2.1. Project programmes for qualified ITS personel: To develop programs for
projects to be carried out via cooperation of public institutions, research centers and
industry ventures for speeding up the training of qualified ITS personel, and
promoting scientific outputs based on these works (reports, publications, articles,
patents etc.) TÜBİTAK has been supporting universities under the «1003
programme» and industry under the «1511 programme».
Under the 1511 Programme 2 project calls (« Antenna Technologies and RF end
units in Mobile Communication» and «V2V, V2I communication systems») which
include ITS were announced. In the context of these 2 Project calls; 12 projects have
been supported. (33 Billion TL)
Under the 1501,1507,1509, 1505 programmes 40 industry R&D projects regarding
ITS (5 of these projects are international) have been supported between 2014-2015.
(46 Billion TL)
In the context of 1003 programme Call for «Infrastructure Technologies for Electric
Vehicles», 6 Projects have been supported in 2014.

Action 2.3.1. Galileo/EGNOS : Completing
the requirements and structuring to join the
Galileo/EGNOS project
 EGNOS RIMS station is established in 2003
and it is operated continously.Regulatory
and preventive procedures have been
doing.
 A feasibility study was made for
establishing a second station in Erzurum or
Erzincan with ESSP.
 The decision of ESSP is being expected.
 With the Copperation of Undersecretariat
of Defense Industry and EU Commisssion ;
a teleconference was realized. At the end of
the meeting a demands regarding for
GALİLEO/EGNOS programs have been
forwarded to EU Commission. The response
of the EU Commission is being expected.

Action 2.4.1. Technical expertise in ITS: For planning interdisciplinary
graduate education programs so as to provide technical expertise in the
field of transportation planning supported by ITS, the cooperation meetings have
been arranged with the academicians in 8 different region by Higher Education
Council. The conclusions of these meetings will be reported to the univeristies,
institutes and acedemic staff who could study on ITS in the upcoming process.
Action 2.4.2. Preparing National Job Standarts for ITS Industry:
It has been decided that ITS job standarts may be in the context of informatics,
electric-electronic and transport sectors. The respective standarts are being
prepared to the sectoral instutions by Professional Competence Authority.

Action 3.1.1. Correction of lane lines : For correction of lane lines and traffic plates
on urban and intercity roads according to international standards GDH and
metropolitan municipalities are working continously Before lane departure warning
systems become mandatory, which is due 2014, lane lines will be standardized.
Action 3.1.2. Fiber-optic and other broadband networks infrastructure For
completion and optimization of fiber-optic and other broadband networks
infrastructure to sufficiently support ITS all along the highways infrastructure
GDH has prepared a technical specification regarding fiberoptic cable
communication. It has been trying to clarify in what circumstances can build an
electronic communication infrastructure with the regarding authority.

Action 3.2.1. Traffic Management Centers: In the context of establishing Traffic
Management Centers in the regional offices of General Directorate of Highways and
a Main Traffic Management Center in the General Directorate of Highways, as part of
extensive deployment of ITS in the highway network,
• The first Traffic management center is completed in the 13th region (Antalya)
• The projects for 3 TMC were prepared.
• Positioning and Project studies for other TMC’s is continouning.
• The technical specifications of the systems are being prepared in the context of
the Architecture Consultancy Tender.

Action 3.2.2. Regulating traffic lights and signs: For Regulating Traffic lights and signs
so as to enhance Traffic flow efficiency the municipalities have been implementing
green line systems and coordinated adaptive traffic systems in the city centres.
(Ankara, İstanbul, Aydın, Balıkesir, Mersin, Muğla)
Action 3.2.3. Traffic Management Centers In Metropolitan Municipalities: In the
context of Establishing Traffic Management Centers in metropolitan municipalities in
accordance with the determined standards Aydın, Mersin, Bursa, Manisa, Konya
Metropolitan Municipalites are working.

Action 3.3.1. Developing an e-payment system capable of use in all transport
services and vehicles throughout the country: A feasibility report which was prepred
by Ministry of MoTMAC has been sent to Minsitry of Development. E-payment card
standarts which have been acceptable by the Ministry of Development announced
to the local authorities by Ministry of Interior.
Action 3.4.1. Smart stops: For converting public transport stops in metropolitan
municipalities‘ central districts; İn İstanbul 1100 of 12500 stops, İn Ankara 125 stops,
İn Bursa 30 stops, in İzmir 24 stops, İn Kahramanmaraş 15 stops have been converted
to smart stops. Aydın, Mersin, Muğla, Manisa, Konya Metropolitan Municipalities
have been trying to convert the stops.

Action 3.5.1. National Transport Portal: For improving the services given via the
National Transport Portal navigation system will be improved. Door to door travel
information will include public transport information about road and Traffic
conditions will be increased.
Action 3.5.2. Local Mobile Information Systems: In the context of developing local
mobile passenger information System applications; İstanbul
Metropolitan
Municipality ( ‘Mobiett’ ve ‘Oraya Nasıl Giderim? uygulamaları 1 milyonun üzerinde
aktif kullanıcıya ulaşmıştır.)Ankara Metropolitan Municipality (Toplam 1.300.000 kişi
tarafından indirilen EGO CEP’TE’nin SMS ve SESLİ ARAMA projesi yayınlanmıştır)
Bursa Metropolitan Municipality, Konya and Erzurum Metropolitan municipalities
have some local mobile passenger information systems. Aydın and Manisa
Metropolitan Municipalities have been working on the action.

Action 3.6.1. Fleet Management Systems:: For using fleet management
and vehicle tracking systems in all urban public transport vehicles
 İstanbul MM has taken a decision for vehicle tracking system to install until the
end of 2015. There has been feasibility studies regarding this.On the other hand
for the inspection of the cabs there has been made a tender and test studies have
begun. All İEET fleet can be monitored with vehicle tracking ssytem. In the coming
days minibusses will be integrated to the system.
 Ankara MM has vehicle traking system for all fleet. The Monitoring is made by
EGO.
 Aydın MM has been working for e-payment and vehicle tracking system.
 Muğla MM has finalized the tender process for the management of vehicle
tracking system. The system is being installed to the existing fleet. In the coming
period shuttles will be integrated to the system.
 Erzurum MM and Bursa MM is using a vehicle tracking system.
 Manisa MM can monitor the public transport vehicles in central towns.
 Konya MM is monitoring all the vehicles by GPS signals

Action 3.7.1. Assigning frequencies as required for the integration of on-board
electronic systems to vehicle-to-vehicle and vehicle-to-infrastructure Communication
systems.
There have been studies through European in order to determine harmonized bands
under the CEPT/ECC. The ferquencies which ITS can use have already been
determined with the «Short distance accessed wireless vehicles» Directive and «
Special Wireless Systems» Directive. For example; in speed pass system which is
being operated by PTT, a wireless system which is defined in Special wireless systems
directive.
If any system which is not in the context of these 2 directive, the frequency band
demands for the systems will be evaluated by Information Technology and
Communication Instutition.

Action 3.7.2. Installing ITS-supported (prior notice) axle weigher systems to
roadside inspection stations and integrating them to the inspection center
Temporary acceptance of the systems have been in progress.
Updating of the software, standardization of VMS’s have been planned.
Progress of Actions
Action 3.8.2. Installing electronic control systems on the highway network and
integrating the existing ECS/"MOBESE« systems to the ITS architecture along with
the new systems. The systems are supposed to facilitate response to emergencies as
well as detecting Traffic violations and initiating due procedures
In the context of Highways Traffic Law (2918) traffic electronic control systems
(TEDES) installing Works have been doing by General Directorate of Security.
TEDES was established in 2014 to İstanbul and in 2015 to Konya and TekirdağMalkaraIn 2014 İstanbul,17 city centre and 6 town

Action 3.8.3. Composing research groups and carrying out studies and works for fast
and detailed digitalization of accident data
In the context of the action the works are continuing with the responsible bodies.
After getting the comments from the stakeholders, an evaluation will be made and
next phase will be planned.
Action 3.9.1. E-call: Implementing e-Call system in compliance with EU
In the context of HeERO2 ( Harmonised eCall European Pilot), a pilot Project has
been completed. E-call test calls were responded successfully by a call receiver
system established by Turkcell(a GSM operatör) in Antalya 112 emergency call
center.
Action 4.1.1. Seeing Eye&Smart stop: For extending the implementation of the
"Seeing Eye« project throughout the country and ensuring the communication of the
"Seeing Eye" with public transport smart stops there are pilot projects and feasibility
studies which are being performed by İstanbul and Ankara Metropolitan
Municipalities.
Progress of Actions
Action 4.2.1. Accessibility in Public Transport Fleets: Designing and implementing
accessibility solutions for public transport vehicles and planning the transformation
of the existing fleets.
The all fleet of İETT (İMM) has low floor busses and has disabled access ramps.
940 busses of Ankara MM bus fleet have disabled access ramps. 68 private public
bus have also disabled access ramps.
Aydın MM have been working to convert its fleet to make more accessible for
disabled people.
Balıkesir MM have been working in different towns for having more accessible fleet
for disabled.
Mersin MM have been working on its fleet to have more accessibility standarts.
Muğla MM has taken a Municipal Council Decision in 2015 for designating the public
transport vehicles serve more comfortable.
Bursa MM has been promoting the operators in the context of the regarding
legislation
Konya MM has low floor and disabled access ramps for %80 of its fleet (330/413)

Action 5.1.1. Energy efficiency: Using energy-efficient and environmentally friendly
Technologies in variable message signs, traffic lights, sensors and other components
of traffic management
GDH has begun workings on this issue, it has been working on draft technical
specifications.
Ankara MM has been using led signal transmitter for the signalized intersections. It
has been using solar panels at the entrances of the interchanges. It has been using
led technology in the tunnel lightening and converting progress has begun.
Muğla MM has converted the signal units in signalization systems to led signal units.
Konya MM has been using led technology in signalization units
İzmir MM has converted the signal units in signalization systems to led signal units.
Progress of Actions
Action 5.2.1. Traffic demand management: Setting up systems to distribute the
traffic volume on heavy-traffic corridors to alternative routes via traffic demand
management instruments like pricing and Sanctions
Ankara Metropolitan Municipality has been determining the most used arterials by
the sensors which are insatlled in different locations of the city and serving traffic
volume information through variable message signs to the drivers.
Muğla MM has been evaluating this issue in its transport master plan
Manisa MM has decreased the number of public transport by converting its fleet
from medium sized to larger sized.
Konya MM has found the corridors which have traffic congestion by counting
technics. It has also traffic density maps for the adaptive intersection locations
İzmir MM has been planning to install 209 more Traffic detector. Traffic flow
information will be takenwith these detectors and forwarded to the passengers.
