The investigation authorities have been operating with their usual biases. We carry the report of Jamia Teachers Solidarity Association and Statement from Rihai Manch, which indicates to the general pattern of investigation done by these agencies. It is time that the Government wakes up and implements instructions to investigate the incidents where professionalism is given priority over the biases harbored by the agencies. Government also needs to undertake the programs to sensitize its apparatus so that they operate with non biased attitude. All India Secular Forum, Center for Harmony and Peace Varanasi and CSSS organized various programs in Varanasi and Saharanpur. Dr. Mohammad Arif visited Assam and addressed various meetings on the issues related to secularism and minority rights. All India Secular Forum and a Forum for secular Pakistan issued statements condemning the attacks on Christian minorities in Lahore in Pakistan. We also mourn the death of Mahant Veerbhadra Singh of Sankat Mochan Mandir Varanasi, who died last month. The Mahant had played a very crucial role in preventing the negative fallout of terrorist attack on Sankat Mochan temple in Varanasi. The report of Kosi Kalan violence was released by Justice Rajinder Sachar. The report tells that the usual pattern of targeting the minorities and the attitude of state and police was visible here also. We are also carrying an interview of Seema Mustafa, whose new book outlines the communalization of polity in India. In resources section we give the brief of new play by Mahesh Bhatt, which tells the plight of innocent Muslim being arrested by police in the wake of acts of terror. Our Convener L.S. Their houses are often being burned and they are turned down for jobs because of their religious affiliations. In fact they are virtually living in an atmosphere of communal hatred, distrust, disgrace and descrimination. In Pakistan in an attack on Christian community of Joseph Colony, Badami Bagh Lahore, 178 houses of the lowincome community, as well as shops and 3 churches were looted and burnt to ashes. In the same attack the Pastor was attacked and the father of Savan Masih, the youth falsely accused of blasphemy, was beaten up and subsequently arrested. In Pakistan in frequent attacks on minority community Hazaras, Shias, Barelvis, Sufis, Ahmadis, Christians and Hindus are regularly targeted. In Bangladesh the violence unleashed in the wake of the verdict of the Tribunal set up to punish the guilty of war crimes of 1971 Muktijudha, Liberation war, many a Hindus, Buddhists and Muslims have been the victim of the violence in the current episode. Nearly 40 Hindu temples have been destroyed. The allegations are that Jamaat-Islami of Bangladesh and other Islamic groups are at the centre of violence in Bangladesh. All India Secular Forum strongly condemn this act of violence against the minorities, in both Pakistan and Bangladesh and request the respective Governments to extend meticulous protection to the minorities. They must uphold the rule of law, punish the guilty, rehabilitate the victims/families of violence and ensure the steps to prevent this violence in future. We also urge upon the international agencies to issue that advisories are issued for protection of minorities in these respective countries. Secularism: Transborder PRESS RELEASE FORUM FOR SECULAR PAKISTAN Karachi, 10th March 2013 The Forum for Secular Pakistan strongly condemns the attack on the Christian Community of Joseph Colony, Badami Bagh Lahore, in which 178 houses of the low-income community, as well as shops and 3 churches were looted and burnt to ashes, the Pastor was attacked and the father of Savan Masih, the youth falsely accused of blasphemy, was beaten up and subsequently arrested. The Forum is outraged at the continuing misuse, abuse and exploitation of Section 295-B&C (the “blasphemy law”) for vested interests, personal vendettas and political gains. हररशरण बबछौररया, राजेंद्र उफय रज्जी, महहंदर ि सोिा पुत्रगण बलिंत, हदिेश बठै निया, मुकेश थगडोहहया, राजू सैिी, गोविंद बरहानिया एिं अन्य क्जिके िामों का दं गे में पूिय मंत्री लक्ष्मी िारायण, उिके उय लेख ककया गया है , पचास साठ अन्य पुत्र लेखराज भसंह एमएलसी की भूभमका ि आगजिी शुरू कर दी और अधाधध ुं मिरु ा को संबोथधत अपिे शपिपत्रों में फायररंग भई लेखराज भसंह एमएलसी और िरदे ि आये और मुसलमािों के घरों में लूटपाट गिाहों द्िारा िररष्ट्ठ पभु लस अधीक्षक फायररंग भी की। गिाहों िे दे खा कक इसी कहा गया है कक हदिांक 1 जि ू 2012 की गोभलयां सलाहुदीि पुत्र इस्लाम को लगीं और िह मौके पर ही थगर गया। क्जसे रात्री में भरू ा दोिों को क्जि स्िलों पर गोभलयां लगीं उिके बीच की और भरू ा सहहत फरजािा पर टूट पडे। धारदर दरू ी और घटिा स्िल पर ही कबाडे की लगभग पचास कदम की है । और उि स्िलों से लगभग डेढ सौ मीटर की दरू ी पर उिके घर बिे हैं। इन्हें गोली लगिे की सूचिा भमलते ही फरजािा (भूरा की सास), भूरा की पत्िी सीबीया, कलिा की पत्िी शबिम, सलाहुदीि की पत्िी आसमा भी आ गये। घायल अिस्िा में ही सलाहुदीि और भूरा िे अपिी अपिी पक्त्ियों और फरजािा, इकराम, कलिा सहहत अन्य की मौजूदगी में भी बताया कक उन्हें गोली सोिा और महहंदर िे ही मारी है । यह उय लेखिीय है कक सोिा और महहंदर का घर तीि सौ मीटर के फासले पर उसी हदशा में है क्जधर से हमलािर आए हथियारों से कलिा और भरू ा को मारा गया गोदाम/दक ु ाि के बाहर भारी मात्रा पर पडे टायर, प्लाक्स्टक और लकडडयों में दोिों को फेंक हदया और आग लगा दी। जलती हुयी आग से भी छटपटाते हुये जब कलिा िे रयास ककया तो उसे िापस आग में धकेल हदया गया जहां दोिों की मत्ृ यु हो गयी। फरजािा की आबरूरे जी की कोभशश की गयी और उसे बुरी तरह मारा गया। इस घटिा का गिाह एक छोटा बच्चा भी बताया जाता है । इस घटिा की बाबत मुकदमा अपराध संख्या 344 ई िािा कोसी कलां में मत ृ क कलिा और भूरा के भई सलीम उफय सबुआ द्िारा दजय हुआ है । िे। कलिा अपिे भाई भूरा को माल ढोिे िाले इस ररपोटय को तैयार करते समय जब जीटी रोड की तरफ चल हदया क्जसके पीछे उसिे ररतशे पर भलटा कर गली के वपछले रास्ते से उतत सलीम से पूछ ताछ की गयी तब कुछ और चैकािे िाली बातें पीछे फरजािा गयी। कलिा जब चैहाि बतायीं। उसिे कहा कक मैं सदमे में िभसंगय होम पर पहं ॅुचा तो िहां मौजूद लोगों बदहिास िा इसभलये पूरी बात मेरे मुंह कहिे पर िह निरं जि अस्पताल जािे के भलखा गया है कक हमलािरों के साि िे उसे चले जािे को कहा तब फरजािा के से िहीं निकल पा रही िीं। ररपोटय में 20 की ग्रामीण कोसी कत्ल गयी। कलां के की झूठी क्जसकी आ गये। क्जन्होंिे जमकर लट ू पाट और आगजिी, हत्याएं कीं क्जिमें िरदे ि पत्र ु लेखराज एमएलसी शाभमल रहा। रात के करीब मेरे बतािे के बािजद ू कलिा और भरू ा साढे दस बजे िकासा में पि ू य मंत्री लक्ष्मी ककया गया। उसिे यह भी बताया कक पूिय लेखराज भसंह एमएलसी, िरदे ि ि अन्य मंत्री लक्ष्मी िारायण, एमएलसी लेखराज उतत लोगों के साि गये जहां िरदे ि िे और िरदे ि मुझको धमका रहे हैं और हिाई फायररंग अपिे समियकों से करायी बहुत डरा और सहमा हूं। सरकार िे मुझे सुरक्षा गाडय हदया है परं तु मेरी हत्या हो मार हदये हैं। ककसी और की ख्िाहहश हा के क्जंदा जलािे की घटिा का उय लेख गिाही बदलिे के भलये कह रहे हैं। मै सकती है । एमएलसी लेखराज को तलीिथचट दे िा गलत षडयंत्रकारी भूभमका की जांच तयों िहीं यहां यह द्िारा उय लेखिीय विधाि पररषद है कक में सरकार माििीय सदस्यों को यह जािकारी दी गयी कक वििेचिा में लेखराज भसंह को तलीिथचट भमल गयी है । जबकक सत्य यह है कक गिाहों िे शपिपत्र में उय लेख ककया है कक एमएलसी लेखराज के िाम का िारायण, और मुसलमािों से कहा कक तुम्हारे तीि तो आ तीि सप्ताह पि ू य ही छोड हदया के भलए ऐसी सरकार से आशा करिा िा। खाभलद की ररहाई के भलए सरकार कैसे संभि हो सकता है । खाभलद पर इस भलए भी मजबूर हुई तयोंकक खाभलद िे अपिी रासुका निरुद्धी के विरुद्ध रासुका लगाकर सरकार िे जहां एक उच्च न्यायालय इलाहाबाद में वपटीशि उसकी स्ितंत्रता के मौभलक अथधकार पर फाइल की िी जहां सरकार को इस कुठराघात ककया िहीं परे समाज को यह निरुद्धी को जायज ठहरािा मुक्श्कल पड रहा िा। केिल खािापत ू ी के भलए ककया या हहंदत ु िादीयों के तष्ट्ु टीकरण के भलए ककया? लेककि इससे एक संदेश यह गया कक खाभलद मस ु लमािों का एक ऐसा चेहरा है क्जसिे दं गा कराया और िह कक यहद आप अपिे साि होिे िाली वििेचिा अथधकारी रुपए माभसक ककराए पर भसकमी िा। यह मक ु दमा दो महीिे की दे री से को क्जस हदि दं गा हुआ दक ु ाि पर रईस पुत्र मोहम्मद दीि का ही भसकमी िे हदिांक 8 अगस्त 2012 को घटिा स ़्ॅाक्ॅल का दक ु ाि में भी लूटपाट ि आगजिी हुई रशासि द्िारा लूटपाट ि आगजिी के दीि भी ककराएदार के रुप में कब्जा िा क्जसकी पीडडतों की जो सूची तैयार की गई उसमें भी रईस पुत्र मोहम्मद दीि का िाम है क्जसको आथियक सहायता राभश निररक्षण ककया, क्जसमें उसिे भलखा है कक रईस पुत्र मोहम्मद िे इस दक ु ाि को अपिी ककराएदारी पर बताया और िादी (हरर) का पुत्र (छै लबबहारी) इस समय मौजूद िहीं हैं। 7 भसतंबर 2012 को उतत हरर तीस शंकर िे वििेचक को हदए अपिे बयाि हजार रुपए स्िीकार की गई िी। दक ु ाि में कहा कक खाभलद, गब्बर, रऊफ, रईश, खाली पडी िीं क्जस पर हरर पुत्र ििल पुत्र लूटपाट ि आगजिी की घटिा के बाद अजीज टे लर, शरीफ पुत्र बशीर, शरीफ िे कफर से अपिा कब्जा कर भलया और िास्तविक हमलािर िे और कफर 13 कय लू, ििाब पुत्र कय लू, ही निमायण कायय करािे लगा। इस सम्बन्ध भसतंबर 2012 को छे लबबहारी िे अपिे में खाभलद के पैरोकार ि ितफ बोडय बयाि में कहा कक यही आठ आदमी द्िारा लूटपाट ि आगजिी करिे िाले िे बाकी बिाई गई कमेटी के सदस्य गफ्फार द्िारा 30 अगरस्त 2012 को लोगों के िाम ककसी के कहिे पर भलखा िािा कोसी कला में राियिा पत्र भी हदया हदए गए है । यही बयाि िादी हरर शंकर कक अिैध रुप से निमायण कायय कराया जा और छै ल बबहारी िे 22 हदसंबर 2012 को रहा है । कफर से दोहराया। क्जसमें उन्होंिे कहा 24 Secular Action Network, April, 2013 कक उपरोतत आठ व्यक्ततयों के कर हदया गया। यह उय लेखिीय न्यायालय िे अिेक िादों में यह विथध यहद एक बार कबिस्ताि हो जाता है , भले ही िह ितफ बोडय में पंजीकृत हुआ हो या ि हुआ हो, उसकी श्रेणी कबिस्ताि के रूप से िहीं बदली जा सकती। विथध उय टे बंसराज यादि िे कहा एफआईआर दो जूि को भलखाई गई। इस कक तुम दो लाख रुपए लेकर अभभयुततों को गिाह बताया गया और सोिा तिा कक तया यह निष्ट्पक्ष वििेचिा है ? एफआईआर में इमामुद्दीि और समद महे न्द्र को गोली पर कोई काययिाही िहीं की गई एि कुछ लोगों द्िारा बताया गया कक सोिू का यह भी कहिा है कक पुभलस िे कभी िी जब हुयी फायररंग में सलाहुदीि और भूरा को गोलीयां लगी िीं और सोिू पुत्र िहीं ककए और ि ही इमामुद्दीि और घायल हुआ िा। बताया घायलों द्िारा दजय कराए मुकदमें , जांच धारा 161 दजय िहीं ककए गए। इस्लाम भी अन्तगयत धारा 161 उसके बयाि दजय समद के बयाि दजय ककए। इस्लाम िे कक हदसम्बर 2012 में श्री बंशराज भसंह यादि What constitutes a liberal Muslim in today’s India? I think it has changed a lot. Liberal is not a very good word but for want of another description, we have used it. There is some hesitancy about using the word. Some people say either you are a Muslim or you are not. The liberal acquires a meaning which means that probably you are not accepting religiosity in the conventional sense, you are not letting your worldviews be dictated by a certain belief, you are questioning the interpretation of that belief, you believe in rights of human beings, including rights of women. You take progressive positions rather than radical reactions. So, all sorts of coming together become liberal. Have perceptions changed? Communalism, instead of becoming less in society, has grown. In my early years in journalism, I was never conscious that I had a Muslim name. As I moved further into journalism, I felt that my identity as a Muslim often became the first identity and journalism second, and that was very difficult to get used to. That change began after the demolition of the Babri Mosque when the communal forces of this country got a new impetus and the State’s will to fight them became weaker, and weaker, and weaker. The RSS decided that they are not going to vote for the BJP; they will work for the Congress and help consolidate them. The whole character of the Congress changed because it too started looking for the consolidation of the majority vote. Every position it takes, it looks for that consolidation. It has got worried that if it doesn’t the BJP will do it. At the moment, what we are seeing is the Modi-isation of the Congress. The media is projecting Narendra Modi as larger than life; the Congress, because it is made of lowcalibre politicians, feels that this might be the truth and perhaps that will happen. Basically, they are not ready for a headon confrontation with him. Confrontation in politics does not have to be head-on. It has to be continuous, constant, in the form of a campaign. He should have been challenged at his own home ground. Before the Gujarat pogrom of 2002, before thousands of Muslims were killed, Modi was on the verge of losing the elections. It is such a tragedy that you kill 2/3,000 people and you become a big man, and then, on that bigness, you talk about development. The Congress should have challenged him there and then. It is unfortunate that Rahul Gandhi or Congress leaders, none of them were campaigning in Gujarat. If they really want Rahul to lead this country, then the campaign against communalism should have begun from the streets of Ahmedabad. This has not happened. You have discussed in your book how Muslims are under-represented… There is a huge bias. There was a time when this bias, if it would show itself, could have been challenged. The Sachar Committee report was a manifestation. It speaks volumes that the Congress government has not implemented its recommendations. This shows an institutional bias. What is your opinion about the political positions of the CPI(M) and parliamentary Left parties? Parliamentary Left parties have some problem with identity politics. They are finding it difficult to resolve that problem in their minds. That confusion is still visible in their reactions to larger issues. There is turmoil, a churning; my fear is that, despite that churning, they will again go back to their old position which is not going to answer the challenges we are facing. You cannot secularise everything to a point that you do not mention that most of the people who are being arrested today are Muslims. It is a religion that is under attack now — how do you deal with it? It is alright as long as it is caste, you can deal with it. Dalits are attacked, ostracised, persecuted. But the minute it moves into religion, there is a difficulty. And that difficulty has to be resolved because that is the truth. Indian Muslims, particularly boys, are being targetted in the name of terrorists in different states; that has to be faced head-on. This is the communal response of the State. When this girl in Delhi was raped, everybody started talking about mindsets. They are talking of a mindset where you beat your girls, wives, discriminate against your women, where you have female foeticide, dowry deaths. My thinking is from a political perspective. There is nothing like the goodness of man. We all are good because there are laws and social norms governing us. The decline happens when the State becomes weak and the implementation of law becomes faulty — I mean gender laws, I am not talking of POTA, TADA, and so on. Progressive laws… Yes. The State has to crack down, there has to be better policing, it has to make sure that laws are implemented… So when you have a State which doesn’t act against communal forces or the perpetrators of communal crimes, when you have a State which looks the other way and makes a difference between Owaisi and Togadia, then, obviously, the basic communal instincts of man are going to come out as legitimate… The media doesn’t listen to the secularist. Even when there is a debate, they bring one extremist from the Hindu community, another extremist from the Muslim community, sometimes they bring a secularist who they shut down, and then get these two voices speaking. So the secular liberal discourse is gradually being shifted out of society completely. This is dangerous. Do you think this is fuelling fundamentalists on this side? Are Muslims getting radicalised? I don’t think Muslims are getting radicalised, but fundamentalists, yes. There is fundamentalism but I don’t think it has increased among Muslims. The Jamaat-eIslami used to be a stronger force in the 1980s than it is today. I am not talking about Kashmir, but about the rest of India. So I don’t know if Muslims have got more radicalised. You have the Owaisis but then the Owaisis always exist in society. Earlier, there was an aggression. Now, they are not aggressive. In the communal violence that got covered at that time, you had Jamaat and RSS working in tandem to consolidate their constituencies. Today you have Gujarat — without the Jamaat. Out of top 50 nations in terms of the incidence of rape, the US, South Africa, France,Germany and Australia feature among the top 10. Out of about three hundred thousand incidences of rapes committed in top 50 countries, which is more than 95% of all the rapes committed all over the world, more than 210 thousand are committed in the “most advanced”, “peace loving” and “women-loving” nations of the world. Out of the total number of around 160 million dead, more than 135 million have been killed in or by countries that are now the five big powers of the world, namely China, the US, the UK, France and Russia. The killings by or in Muslim countries form a very small percentage of the total killings, despite the fact that Muslims form about one fifth of the world population. Communitywise, 90% of violence has involved Christians, Buddhists and Atheists. While China and Russia hold the distinction for murdering their own people in maximum numbers for political ends, the credit of killing most people abroad goes to the US, especially during last 60 years. Contrary to the lie propagated by Western media, Muslims have been subjected to violence by others rather than the vice versa. Russia killed millions of Muslims in Afghanistan, America killed hundreds of thousands in Iraq and Israel killed thousands in its conflict with Arabs. In all of these resistance movements or liberation struggles, Muslims were killed in very large numbers, while they killed much less. While teenage mothers accounted for 52 percent of extramarital births in 1975, they made up only 22 percent in 2008. More than 6 in 7 births to teenagers were non-marital. The level of Family civilisation in their societies is extremely low compared to most of the Muslim world. An estimated 325000 US children of age 17 or younger are prostitutes, performers in pornographic videos or have crumbled to commercial sexual exploitation (University of Pennsylvania, Muslim societies are much more civilised in their treatment to children: They do not abort them as often as Westerners; most of the times they do it, it is for medical reasons; hardly if ever their children are the products of their lust rather than legitimate love; They do not leave them to live in single parent families; if at all they do it on account of the divorce or the death of a parent, the extended families provide them love and security; They do not sexually abuse children to the extent and degree of the West; They breastfeed them more often for the medically advisable period of two years, which is also what is prescribed in the Qur’an; There are rare chances of children in Muslim countries being pushed in sex trade. This latter study put the average life expectancy of male homosexuals nearly 30 years less than the general male population. Another study showed that, on average, ever-married men outlived the everhomosexually-partnered by 23 years in Denmark (74 yr. v. 51 yr.), and 25 years in Norway (77 yr. v. 52 yr.). Teenage birth rate list shows that all the 18 countries listed belong to the so-called “Civilized World”. Not a single Muslim country appears in the figure. It is clear that: Islam as a system does not accept promiscuity while the so-called Free World not only accepts it and legally protects it but also commercializes it despite huge health and social hazards associated with it. The promiscuity rate in Muslim countries is negligible compared to Western countries; the rate of polygamy in Muslim countries can be described only as extremely low compared to the rate of promiscuity in the Western Countries. About 140 million people throughout the world suffer from alcoholrelated disorders. 100000 die in the US alone. In most of the Islamic countries, the problems related to alcohol are exceedingly low. Out of the 30 countries that have maximum consumption of alcohol, only Turkey appears at the end of the table. Gambling related problems are much lower in Muslim countries. All top 10 gambling nations are Western countries. The overall Life Expectancy of Muslims is high. It can be seen that the True Life Expectancy of top 25 Muslim countries is more than those of all the big powers. Even from the commonly followed definition of life expectancy at birth it is on the higher side, but with the changed definition (at conception), they beat almost all the fancied nations of the world including the big powers and countries like Japan, Australia, Canada and Singapore. This is despite the fact that the health infrastructure in Muslim countries is not as excellent as in Western countries. High life expectancy at birth as well as at conception along with a higher growth rate indicates that the system in Islamic countries, with Islamic prohibitions and permissions, which are naturally health-protective, is much more health friendly than in Western countries. ---- The Life Expectancy at birth is good in most Western Countries; but it is almost nearly as good in top Muslim countries. It can be seen that the literacy rates in the Muslim countries is generally very good with Kazakhstan, Tajikistan, Azerbaijan and Turkmenistan having about 99 pc literacy rate and ranked ahead of the US and UK, Uzbekistan, Bosnia and Herzegovina, Brunei Darussalam, Kuwait, Palestinian Authority, Qatar, Indonesia, Malaysia, Jordan, United Arab Emirates have all a literacy rate of more than 90, Lebanon, Bahrain, Turkey, Libya, Saudi Arabia, Syria, Iran and Oman have the percentage of more than 80…. The per population number of secondary school students in Indonesia is better than the United States and almost as good as India. The same is true with Iran, which has a better percentage than almost every country in the list… A 2010 report by Canadian research firm Science-Metrix has put Iran in the top rank globally in terms of growth in scientific productivity with a 14.4 growth index followed by South Korea with a 9.8 growth index.[126] Iran's growth rate in science and technology is 11 times more than the average growth of the world's output in 2009 and in terms of total output per year, In top 5 ranking countries in terms of per capita income, there are 2 Muslim, both Arab countries, Qatar and UAE whose per capita income is more than the big economies like US, Australia, UK, France and Germany. There are 8 Muslim countries in the top 50 list. These include Saudi Arabia and Libya….The list shows Qatar at the top of the table with a growth rate of more than 16 and ahead of highly growing economies like China and India.Turkmenistan is at 7th place, Uzbekistan at 14th, Nigeria, Afghanistan, Turkey and Yemen on 15th, 16th, 17th and 18th. Other Muslim countries are also showing good rates. Western countries are not doing well. By 2025, Indonesia will be among six major emerging economies to account for more than half of all global growth, says a new World Bank report All 17 countries in terms of highest suicide rates are typical Western countries. Suicide is almost negligible among Muslims, which speaks highly of their mental calm as well as family peace and social equanimity. Most of the factors leading to suicides like extramarital sex, family disintegration, alcohol, gambling and sex related diseases are minimal if not totally absent in typical Islamic societies. Added to this, an unshakeable faith in God and Hereafter armour them with incredible patience, which helps them in facing even the most depressing situations. Mental peace has direct relation with the level of religiosity and the kind of religion. The study has shown that Qatar, UAE, Kuwait and Saudi Arabia are among the top contenders for being the most civilised nation of the world. Qatar has in fact emerged as the most civilised country, with the third highest per capita income and the highest growth rate in the world, very 45 Secular Action Network, April, 2013 high life expectancy and literacy rates, very little rate of crimes, with no involvement in any war, very low level of social vices and a strong family system. The performance of Turkey, Iran, Indonesia and Malaysia is also admirable. The Muslim countries that need attention are Pakistan, Afghanistan, Bangladesh a nd Sudan. the Muslim world. He rightly argues that if Muslims have to emerge as a formidable force, they will have to think beyond sectarian and parochial issues. While he has contributed a full chapter on the age-old question of Shia-Sunni divide, he has argued that the real answer to the problem lies in Muslims realising the true and larger aim of Islam, which is to bring peace to the whole mankind. He has exhorted them to unite against the forces of chaos and has shown considerable sensitivity in discussing the need of all religions coming together in this struggle. What is still more remarkable is that the author has taken care not to show disrespect to any religion, community or country and instead focuses on the system that governs the world today. While he has criticised Western forces, he has been candid enough to pay tributes to Western scientists who have provided numerous means of comfort to the mankind. His complaint is that the great services of the scientists to humanity have been undone by the economic fundamentalists to use these researches for economic and political hegemony. All said and done, this work has the potential of unveiling an intellectual and social revolution, led by Islamic philosophy of Natural World Order. The author deserves not one but repeated rounds of applause for accomplishing a task that will be remembered for a long time to come. The book is a Must-Read not only for Islamic intellectuals but also thinkers and commentators belonging to other religions and ideologies, as it introduces several new concepts, indices, phrases and terms. It is this holistic, ideologically aggressive, unapologetic approach that makes it an unparalleled work the like of which is hard to find in recent history. Furthermore, he has been realistic enough to also focus on the shortcomings of Muslims, individually as well as collectively, and pays considerable attention on trying to find out solutions of the problems that afflict ***** Chronicling the Truth Ram Puniyani (Book Review) Book Reviewed: Sampradayik Dangon ka Sach Written and Compiled by L.S. Hardenia, Publisher: Bhartiya Gyan Vigyan Samiti, Delhi, bgvsdelhi@gmail.com, 2012, pages 200, Price Rs 200) 46 Secular Action Network, April, 2013 Communal violence has been the bane of South Asian countries in general and India in particular. There are many a scholarly works and analysis of this painful phenomenon. The book under review is a mix of journalistic account of various communal riots by the author, supplemented by essays by him and other authorities on the subject, who help us, understand the nature of this phenomenon. In a way it is a total window to the phenomenon of communal violence and takes in to account the changing profile of communal strife through his own observation and through the analytic essays by people like Asghar Ali Engineer, Vibhuti Narain Rai and Rajendra Sharma amongst others. It is a comprehensive volume giving good insight into this tragic fact of our society. The author is very perceptive about the changing nature of communal violence. Before independence it was a clash between two religious communities with police as the neutral intervener. Later gradually the riots started being one sided and police started openly siding with Hindus. One can add to this that lately e.g. in Dhule in Maharashtra (2012) it was more an attack of police on the hapless Muslim minority. The author has made the book broad based by incorporating the anti Sikh and anti Christian violence also. He does point out that it is the poor of the community who suffer maximum in the violence, but one can add to this that lately even the middle class and rich have been brought in the ambit of violence with death and destruction of their properties being a prominent observation in the violence since last two decades. The author very aptly points out that violence is brought about; it gets engineered due to economic and political reasons. This is a matter of big confusion, as many think it is religious reasons, the real fact being that religion is used as an instrument in the whole process. He recalls a very touching incident of Hindu-Muslim unity during the 1857 war of Independence. During this an appeal was issued that during Bakar Id the cows or even buffaloes will not be slaughtered. Later with the Muslim and Hindu communal organizations coming up, British played their cards of ‘divide and rule’ policy and encouraged these communal organizations. Author does well to give a chronological account of the history of communal violence going through the period of freedom movement, era of Nehru, to the present day period and the role which agitations like Ram temple movement initiated by BJP played in the whole tragedy. The high point of the book is the analysis of the inquiry commission reports, the commissions which were instituted by the Government. What comes out from this is that the recommendations of most of the commission reports were put in the cold storage. Also the role of communal organizations in instigating the violence becomes clear from the analysis of these reports. An interesting observation about Mumbai violence 1992-93 and later Mumbai blast 1993 is that while the guilty of communal violence are still roaming free, those who were part of the blasts have been punished as per the law! The reason is that during violence the state officials and Hindus were involved and in bomb blast Muslims 47 Secular Action Network, April, 2013 were involved. The analysis of role of police and media is very insightful. Hardenia has been part of many riot investigations, which were done with great amount of meticulousness. One observation from his investigations is that by now the minority community is losing faith in the police machinery. He also takes pains to analyze two major carnages, the one of Mumbai 1992-93 and the other of Gujarat 2002. Srikrishna report, which has been a sort of landmark in riot investigation, is very well summarized for the readers. One knows that despite these truths available in the public domain many a misconceptions prevail and people are unaware of these facts. The strength of this book is to present these investigations to the society in a simple and lucid style. While describing these events what comes forth is the worsening condition of Muslim minorities in the country. At the same time the weaknesses in law while dealing with the violence are brought forward. This latter point has become very important currently as the present Government has promised a new law for curbing communal violence, but that’s nowhere in sight. The real issue is the lack of accountability and those not performing their duties are getting away without any punishment. What is needed is a law to punish the guilty and those aiding, abetting the crime and not controlling the violence when possible. The book also includes the classic findings of Dr. V.N. Rai’s research on communal violence. Dr. Rai for his doctoral work points out that there is heavy bias against Muslims amongst the police personnel. The study of Rai though old, is relevant even now, as things have worsened as for as police biases are concerned. There are chapters on communal violence of 2005 and 2006 by Asghar Ali Engineer. Dr. Engineer has been producing the report of communal violence every year. The Author/Compiler would have done better by including two latest articles; the one’s pertaining to the last two years for example. In addition to this minor aberration, the book also needed and update for the year 2012, and a brief summary of trends on communal violence during last couple of years, which would have enhanced its worth. As such it is a very good compilation to apprise the reader about the nature of violence, the attitude of police, the role of media, the lacunas of law and the need to curb the violence for a better society. Mr. Hardenia needs to be complimented for this contribution.
