Changes to all levels of planning is possible MORE MORE The Creation of a Community Level of Detail REGULATIONS, POLICIES, AND SPECIAL PURPOSE PLANS o Takes the direction given in the Strategic Plan and translates it into specific documents and requests for City Council action. For example: - Ordinances that contain specific, legally enforceable rules that the municipal corporation and public must adhere to - Policies that provide staff with direction on how to manage the city’s resources - Master Plans that describe the key long term goals for infrastructure development - Capital Improvement Plans for new municipal projects, streets, parks, buildings, etc. - Intergovernmental cooperative agreements STRATEGIC PLAN LESS o o o Builds upon the Comprehensive Plan and refines its major goals/strategies by providing additional vision, detail, and direction in order to implement specific community priorities, policies, and work plans Policy document with a short term implementation (usually less than 5 to 7 years) May include issues that are not identified in the Comprehensive Plan May exclude issues that are part of the Comprehensive Plan COMPREHENSIVE PLAN – THE BASIC FOUNDATION o o o Establishes very broad and visionary goals for all aspects of community development and city management Updated every 5 to 10 years or more frequently if conditions change.
