The Philippine real estate sector is at the center of a
transforming economic and social environment. The
growing population, the changing character of the
market, the advances in technology and the rise of
self-contained cities and communities all spell
opportunities and challenges for the sector.
Beyond the seas, the integration of ASEAN is on track
and the ASEAN Economic Community will be a reality
come 2016. This regional integration is making the
other countries in the Asia Pacific region take a
second look at the potential of the ASEAN region as a
trading bloc.

THROUGH
The ASEAN integration is the most talked-about topic across
sectors, especially in the light of the ASEAN Economic
Community projected to be implemented this 2015.
Industries are getting ready for the changes the integration
is expected to bring about, assessing our capabilities and
capacities, developing our competitiveness and at the same
time exploring areas of cooperation with our counterparts
in this emerging environment.
There is cautious optimism and there are apprehensions
and misgivings. These are due in large part because most of
the discussions are on content - what the integration is all
about. It is critical that ASEAN is also understood by its
context – what brought this about and why there is a need
for integration. This discussion is important for the sector

Foreign Affairs (Minister) of the
Philippines and in the ASEAN
region is a career diplomat and has
represented her country in
Switzerland, Romania, Hungary,
the former German Democratic
Republic, the Federal Republic of Germany and the
Commonwealth of Australia. She chaired the United
Nations Security Council in 2004.
She attended the University of the Philippines, the Institute
of International Studies in Geneva, the Diplomatic Institute
in Salzburg, Boston University Overseas in Bonn, the J.F.
Kennedy School of Government at Harvard University,
among others.
The Philippine Women’s University conferred on her Doctor
of Humanities, honoris causa for building a gender-fair
society and was awarded “Most Distinguished Alumna of
the University of the Philippines in 2012.
For her meritorious and exceptional service to the country
she was conferred the Order of Sikatuna rank of Datu and
was given the title of “Bai-A-Rawatunsa Filipinas” for
assisting Muslim women in their search for peace and
development. She received the Knight’s Commander’s Cross
of the Order of Merit with Star (BundesVerdienstKreuz) from
the Federal Republic of Germany for promoting bilateral as
well as ASEAN-EU relations.
Ambassador Albert is a member of the advisory board of the
Global Economic Symposium (GES) of Kiel University,

Germany; the Institute for Cultural Diplomacy in Berlin; the
Asian Institute of Management; the Ramon Magsaysay
Award Foundation, and the Global Summit of Women and
the International Women’s Forum. She is the founding chair
of Business and Professional Women Philippines and
Diwata: Women in Resource Development

Should the real estate sector be optimistic about the ASEAN
integration as the ASEAN Economic Community comes into
fruition by January 2016? Economic analysts and property
consultants all say that Philippines is poised to take
advantage of a strong real estate market, supported by a
steady growth rate, better investment rating and low
inflation rate.
How should the sector come together to translate these
optimistic forecasts into concrete business opportunities?

THE ROAD TO CONVERGENCE FOR ASEAN AND APEC: The
Right of Way
Both ASEAN and APEC have many goals and aspirations in
common. Many of the ASEAN member-countries are active
players in both ASEAN and APEC. The two aggrupations
seek to bring about the promotion of economic
cooperation. Notable areas where ASEAN and APEC can
potentially collaborate to maximize resources include trade
facilitation, investments, food security, and promotion of
SMEs, disaster management, supply chain and connectivity.
ASEAN and APEC should complement each other to hasten
the achievement of these common goals but the challenge
is how can this be done? What institutional policies and
mechanisms should be in place to ensure that the
objectives are seamlessly connected to the overall
economic development goals? How should such
convergence play out and which initiatives would have the
highest probability of success?

Mr. Frederick ‘Eric’ Manuel has over a
decade of experience in the areas of
commercial/corporate real estate and
financial services industries providing
strategic and transaction services to
investor/occupier clients. He has been
involved in various phases of real estate in several
continents – development, construction financing, asset
management, leasing, acquisition/dispositions, and capital
restructuring – and all asset classes – office, retail,
residential, land, and hotel.
He is responsible for the overall management of Daiichi
Properties’ Business Development & Marketing team,
helping the company continuously evolve by producing
high-quality projects in an increasingly complex economic
and competitive environment, by establishing and
maintaining key local and global relationships with tenants,
investors, and strategic partners.
His previous clients are leading global and local
organizations requiring complex occupancy, investment and
debt advisory services. He is responsible for the overall
management of Daiichi Properties’ Business Development &
Marketing team. Prior to this, he led the capital markets,
consultancy & research departments of Cushman &
Wakefield Philippines, with an enviable client roster which
included corporate occupiers, institutional investors and
developers. He was also the Founder & Principal Advisor for
Brycg Group, an investment advisory firm focused on the
real estate and infrastructure industries. Additionally, he
was also a Senior Manager in the Capital Markets Group of
Jones Lang LaSalle Philippines. In the United States, Eric
worked in senior roles within the Federal Reserve Bank of
San Francisco and Navigant Consulting, and began his
career in analyst/associate roles in Jones Lang LaSalle in
New York City.
Mr. Manuel graduated with an MSc in Local Economic
Development (Honors) from the London School of
Economics and Political Science. He finished Economics from
Binghamton University in New YorkSumma Cum Laude. He
is part of the Advisory Committee of Urban Land Institute
Philippines, Committee Member of Asia Pacific Real Estate
Association (Local Practitioner for the Certificate of Real
Estate Investment Finance) and Country Representative of
London School of Economics Global Real Estate Group.

EXPANDING THE REGIONAL REACH AND THE
IMPACT OF BORDER ISSUES
Real estate will be at the forefront of this evolving business
environment. The time to plan is now given the fact that it
takes a while for the sector to increase its inventory and
respond to market demands – from construction to
completion.
The resiliency of the Philippines will be tested by the natural
disasters, climate change, environment and security
concerns and the ability to project a stable, growing, safe
and prepared country will make the investments come in
and promote a robust economic development that will
benefit every citizen.
The sessions in this cluster will explore the ‘big’ issues in the
borderless region and how the real estate sector can rise to
the challenges to create new market spaces and take
advantage of the opportunities.

Management Association of the Philippines
The APEC ensures that goods, services, investment and
people move easily across borders. Members facilitate this
trade through faster customs procedures at borders; more
favorable business climates behind the border; and aligning
regulations and standards across the region. How would the
goals of the APEC impact on the real estate/property
sector? How could the industry take advantage of the
growing regional cooperation as a kick-off point to making
a mark in the global arena? What are the barriers to
industry competitiveness? How should the practice and the
business be enhanced?
Mr. Rafael “Raffy” Alunan III became
the Secretary of Tourism from 1987 to
1989. He also served as the Secretary
of Interior and Local Government
during the time of President Fidel
Ramos. He holds the rank of Colonel
in the Armed Forces of the Philippines
and commanded the 131st Infantry Division (Standby
Reserve) and the 9th Infantry Division (Ready Reserve) of the
Philippine Army.

institutional and private investment capital. He and his
team have been bringing in many of the largest institutional
and private real estate investors into the Philippines.
Previously, he served as the Managing Director of CIBRE
Hong Kong and Head of Institutional Investment properties
Asia. He has been involved with the HK, China and Pan Asia
business as a former Asian and Asia Pacific Board Member
and has served as the link partner to the emerging market
countries of India, Thailand, Indonesia and Vietnam. He is a

NATIONAL AND BORDER SECURITY MATTERS: Why it will
Take a Village Approach
Safety and security is a real estate sector concern. Disputes,
terrorism, cyberattacks and hacking, upheavals and unrests
seem to occur with increasing frequency and these in turn
creates apprehension and fear among people scouting
around for properties or communities.
Low sector activity as an offshoot of such safety and
security factors will have an adverse economic impact
especially for areas where the major source of business is
property-related. It is therefore an imperative that the risks
posed by such security concerns be understood so that
proper plans can be put in place to mitigate its negative
effects.
He is a respected expert on national security issues,
convening various fora and conferences on the subject with
prestigious organizations and academe, to provide a venue
for open discussions of this critical issue.
Mr. Alunan sits in the Boards of Sun Life of Canada
(Philippines), Inc., Sun Life Financial Plans, Inc., Sun Life
Asset Management Co, Inc., Pepsi Cola Products
(Philippines), Inc., Asian Institute of Management, League
of Corporate Foundations and the University of St. La Salle.
He is a columnist of Business World and, until recently, was
President of Kilosbayan, a non-partisan, ethics – oriented

Mr. Alunan obtained his double degree in Business
Administration and History-Political Science from the De La
Salle University; attended the Master’s in Business
Administration-Senior Executive Program at the Ateneo de
Manila University; earned a Master’s degree in Public
Administration from Harvard University’s John F. Kennedy
School of Government; and is a graduate of the Philippine
Army’s Command and General Staff College

Environment, Climate Change and Disaster Management
The property business makes an impact because it creates
livable communities, shapes cities, creates jobs and
livelihood. When disasters, whether natural or man-made
occur, there must be a plan in place that can mitigate the
effect and manage the risks because of its negative impact
on the economy.
Disease outbreaks, pandemic threats... these are all matters
of concern for the real estate sectorbecause of its negative
effects. How should developments be planned so that it will
not endanger lives or eradicate communities? How should
the industry prepare for these occurrences? How critical is
business continuity planning when there are adverse
events?

Paulo G. Alcazaren completed his
Bachelor of Science in Architecture an
d Bachelor of Landscape Architecture
degrees from the University of the
Philippines at Diliman. He has a
Master’s degree in Urban Design from
the University of Singapore and has
been a practicing design consultant in
site planning, urban design and landscape architecture for
the last 30 years with twelve of those spent in Singapore.
Mr. Alcazaren has completed over two hundred projects in
fourteen countries while based there and in his Manila
consultancy office of PGAA Creative Design. This track
record includes over four dozen high-end residential and
mixed-use developments in Singapore, Malaysia, Indonesia,
China, India, and the Philippines along with another two
dozen hotels, resorts and large site planning projects in the
same countries plus Myanmar, Vietnam and Bahrain.
He is also a journalist, published author, architectural
photographer and editor with several books on design,
architecture and urban history to his name. He is active in
social media as an extension of his advocacy. He is also a
founding member and currently sits on the board of the
Heritage Conservation Society. He likewise sits on the board
of Nayong Pilipino and is a consultant of the Department of
Tourism for the Rizal Park and the revitalization of Roxas
Boulevard.

The global and regional real estate trends will provide
insights about what and where developments should be,
what new markets are emerging, what the new practice
trends wIll be – providing valuable insights in planning

REAL ESTATE IN THE DIGITAL SPACE
Digital is now a ‘space’ that can be occupied. Many of the
industries have been taken over by DIYs notably travel,
accommodation
and
hospitality,
entertainment,
transportation to name a few. The trend is seen to grow
even bigger and its encroaching influence is seen in the real
estate sector as clients have begun consulting online
providers such as Rentpad for their property requirements.
How will the real estate practitioners survive the digital
technology which is ‘foreclosing’ their domain expertise by
providing customers with online alternatives? How will they
stay relevant in this new marketplace? How should the
sector redefine its role so that it can survive the onslaught
and even open up new opportunities in this evolving

Dr. Donald Lim is considered one of the
founding fathers of digital marketing in
the Philippines. He has been awarded
the Digital Marketer of the Year at the
Asian Leadership Awards in Dubai, UAE
by the Asian Confederation of Business,
the Young Market Masters Award in
Online Marketing by Mansmith and
Fielders, an honorary Certified eMarketing Consultant title
by the eMarketing Standards Board of Australia, and is the
first recipient of the Digital Leader of the Future award
conferred at the World Brand Congress in Mumbai, India.
Most recently, he is the first awardee of the Agora Award
for Marketing Communications by the Philippine Marketing
Association, and a 2015 Young Global Leader conferred by
the World Economic Forum.
Donald is the youngest to serve as President of the
Philippine Marketing Association, the biggest gathering of
marketing professionals in the Philippines. He is also the
founding president of the Internet and Mobile Marketing
Association of the Philippines. He sat as a board of Governor
of the Management Association of the Philippines, and was
a past board of director of the Manila Junior Chamber.
Prior to his present role as CIO for ABS CBN, Dr. Lim served
as Chief Innovation Officer of McCann Worldgroup
Philippines, one of the country's largest advertising agency,
and Managing Director of the digital arm of McCann, MRM
Manila, 2011 4As Agency of the Year for Digital Excellence
and Campaign Southeast Asia Philippine Digital Agency of
the Year. Before McCann, he was the former President and
CEO of Yehey! Corporation, one of the Philippines’ top
digital marketing holding company, and also President and
CEO of Media Contacts Manila, winner of 2009’s Media
Agency of the Year, and a product of a joint venture
company between Yehey Corporation and Europe’s largest

Wilfredo Segovia has over 40 years of
experience in engineering, management
and property development. He holds
professional licenses in civil and
structural engineering as well as real
estate brokerage, appraisal, and

He is the president/CEO of three firms engaged in
construction, real estate development, and consulting
engineering. Since 1975, the company has designed and
built numerous building projects in the private sector –
including high-rise buildings, offices, residential
condominiums, schools, hospital facilities, industrial
buildings, residential subdivisions, and low-cost housing.
In 1988, he formed Segovia Development Corporation, a
real estate company which develops condos and
townhouses. SDC also has a realty division involved in
property management consultancy, leasing and sales. In
1990, he also formed the Segovia Design Associates, an
engineering consultancy firm which offers civil-structural
design, and project management services. Segovia is also
past president of the Manila Realtors Board.

Atty. Benedicta “Dick” Du-Baladad is
the Managing Partner of Du-Baladad&
Associates (BDB Law). She is an
accountant and a lawyer by profession
and has been in practice on the field of
taxation and corporate law for more
than 25 years.
Before setting up BDB Law, Dick was the Head of the Tax
Advisory & Compliance department of a leading auditing
and consulting firm in the country. In her 8 years of stay with
this firm, she provided services in tax planning, transfer
pricing, handling tax assessments, disputes and claims for
refunds, requests for rulings, availment of treaty benefits,
tax compliance and tax advisory to various local and
multinational clients including banking, insurance, other
financial institutions, technology, energy, manufacturing
and advertising.
Dick is a tax specialist in banking, insurance, capital market,
financial intermediation, advertising and technology. She is
the author of the book “Taxation of Financial Institutions in
the Philippines” which won an Anvil Award of Merit in 2007.
Her product specialization includes tax advocacy, tax
planning, transfer pricing, handling disputes and
assessments and tax compliance.
Dick is a former official of the Philippine tax authority - the
Bureau of Internal Revenue (BIR) - where she worked for a
period of 17 years. She held various positions including that
as a Head Revenue Executive (HREA) for the departments of
Legal Service and the Enforcement Service. As a revenue
official, she gained extensive experience in tax audit and
investigation, assessments and collection processes, tax
rulings and opinion, tax treaty interpretation, and tax
administration.
She played an important role in designing the structure,
work programs, strategies and vision of the BIR’s Large
Taxpayer Service. She also headed various special teams
which conducted industry audit on banks, insurance,
conglomerates, airlines and shipping lines, and
multinationals.

Program at Harvard University, Cambridge, MA, USA and
Advanced Management Program Wharton School of the
University of Pennsylvania, Pennsylvania, USA (2007)

For more than 30 years, Gilbert B. Gumabay
has been involved with land management,
planning, and assessment in various
capacities in several government agencies,
but mainly at the Bureau of Local
Government Finance of the Department of
Finance. A licensed civil engineer with a
master’s degree in Public Administration, Gumabay has
pursued special studies and training in Statutory Valuation
at the University of the Philippines and an executive
master’s program in development management at the
Asian Institute of Management. He has also undergone
workplace training in Property Valuation in Canberra,
Melbourne, and Sydney, all in Australia.
Gumabay is an active member of the National Pool of
Trainers at the Department of Finance and is often invited
as resource speaker in conferences and seminars for local
government treasurers and assessors. He is also an
accredited speaker and trainer with the Professional
Regulation Commission.

Authority and was consultant at the National Power
Corporation and the Bureau of Internal Revenue. At the BIR,
he was involved in the review and revision of zonal values
for real properties nationwide.
Through further training, Rigos honed his expertise in
technical inspection and evaluation of government
properties, maintenance management, and the
management and implementation of long-term and
foreign-assisted projects.
For the past two decades or more, Rigos has become fully
engaged in the real estate business. He was lead broker for
major property developments, like Timberland, Gotesco and
Green Pasture, and regularly renders independent appraisal
services for a varied clientele nationwide.
Rigos is also engaged in civic and professional
organizations. He is an active Rotarian and has been
national president of the Institute of Philippine Real Estate
Appraisers. He is currently a Trustee of the Philippine
Institute of Real Estate Practitioners, Inc. (PhilRES) and
member of the PAREB Rizal Board of Realtors.
