SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? S Name: Heather Creamer ITEC 7410, Semester: Spring 2015 ESSENTIAL CONDITION ONE: Effective Instructional Uses of Technology Embedded in Standards-Based, Student-Centered Learning ISTE Definition: Use of information and communication technology (ICT) to facilitate engaging approaches to learning. Guiding Questions: How is technology being used in our school? How frequently is it being used? By whom? For what purposes? To what extent is student technology use targeted toward student achievement of the Georgia Learning Standards (GPSs, QCCs)? To what extent is student technology use aligned to research-based, best practices that are most likely to support student engagement, deep understanding of content, and transfer of knowledge? Each teacher has access to an iPad cart at all times. Teachers are using Safari Montage as a resource library to aid direct instruction. Technology support for the iPads is lacking and the technology team should be more knowledgeable about Apple products. E2020 is only being used as credit recovery and not being used to help students construct their own knowledge in other classrooms. more advanced technology skills in the business and graphic design CTAE courses. There is a bi-weekly schedule of professional learning that should focus on classroom management of devices. Professional learning should focus on how to increase teacher confidence in using technology in the classroom by allowing them to design lessons together and then deliver during monthly faculty meetings. Administrators should attend professional learning to understand the concepts of using technology to improve student achievement. Summary/Gap Analysis: Hutchings College & Career Academy received an abundance of technology between the years of 2011-2014 through a School Improvement Grant. The school has enough iPads for each student, iPad carts for each classroom, Promethean Boards for each classroom, three computer labs, a small student population of less than 200, and Dell Laptops. The school purchases USAtestprep.com, StudyIsland.com, and E2020 each year. Teachers and students underutilize technology in the building. Teacher laptops are simply used for PowerPoints, data collection, videos, and lesson plans. USAtestprep.com and StudyIsland.com are only used for practice drills instead of a learning tool for students. Teachers are not using the iPad or computer labs for project-based learning or structuring student-centered learning activities. SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? The Instructional Technology Department of Bibb County Schools has no technology standards on their site or a link to the three-year technology plan. The technology plan was produced by interim Superintendent Steve Smith and Director of Technology Michael Hall. Since they’ve both retired, the plan seems all but abandoned. They have not encouraged teachers to use technology as an effective means to improve student engagement, instruction, and student achievement. The district must implement standards, plans, goals, policies, and expectations before the educator mindset can be changed in the district. While the district is lacking in technology leadership, the school’s leadership can still implement these things. Professional Development with the entire school and incentives for teachers to become teacher leaders in technology could go a long ways in utilizing the technology available in the school. SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? Guiding Questions: Is there an official vision for technology use in the district/school? Is it aligned to research-best practices? Is it aligned to state and national visions? Are teachers, administrators, parents, students, and other community members aware of the vision? To what extent do teachers, administrators, parents, students, and other community members have a vision for how technology can be used to enhance student learning? What do they believe about technology and what types of technology uses we should encourage in the future? Are their visions similar or different? To what extent are their beliefs about these ideal, preferred technology uses in the future aligned to research and best practice? To what extent do educators view technology as critical for improving student achievement of the GPS/QCCs? To preparing tomorrow’s workforce? For motivating digital-age learners? What strategies have been deployed to date to create a research-based shared vision? What needs to be done to achieve broad-scale adoption of a research-based vision for technology use that is likely to lead to improved student achievement? Vision for Technology Use the District’s vision is focused on maintaining a connected community using modern technologies that are available to every student, teacher and administrator at school, home and in the community. Because of the District’s expanding infrastructure, supporting the learning process and keeping all stakeholders apprised of current, real-time data is crucial. The district supports the use of technology to: • Engage students in quality learning experiences requiring critical thinking to solve authentic problems. • Involve students in global learning experiences by virtually connecting to national and international experts and classrooms. • Allow students virtual and blended learning opportunities which extend learning beyond SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? the physical classroom. • Provide all educators ubiquitous connectivity to access applications that are vital to teaching and learning outside of a traditional school day. • Provide virtual meetings via videoconferencing technology to streamline just-in-time delivery of pertinent data. • Provide jobembedded professional development for faculty and staff using blended learning platforms and streaming video. • Assist in meeting all accountability standards and achievement goals.” (Bibb County Schools, 2014, p. 4) The Georgia Department of Education uses NET-S, NET-T, and NET-A as their adopted technology standards. The district addresses professional learning, communication and collaboration, critical thinking, problem solving, and decision SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? making. Summary/Gap Analysis: While a three-year technology plan was created in 2014, there has been an upheaval in the board-level positions due to so many changes in the superintendent position. The interim superintendent and Director of Technology who drafted the plan are now both retired. Many of the higher level positions in the district have also had a high level of turnover since Dr. Steve Smith retired. Due to the chaos in the system, there is no cohesiveness between the district and schools in many areas, and one of those areas is technology. The district’s technology plan is a start and should be implemented district-wide with a huge emphasis on professional learning for administrators and teachers. Perhaps with a new Superintendent, not just interim, being elected in April 2015, there will once again be communication and expectations between levels. For the technology plan to be implemented, support must come from the top. Data Sources: Bibb County Schools Instructional Technology. (n.d.). Instructional Technology / Welcome. There is no reference to the district’s three-year technology plan in the School Improvement Plan. The School Improvement Plan does not reference a majority of the technology available in the school. chosen fields. Summary/Gap Analysis: In order to strengthen the School Improvement Plan, technology needs to be addressed as a tool to increase student achievement, engagement, and aid teaching and learning. The essential conditions and standards for administrators, teachers, and students should be referenced throughout the document to ensure the technology implementation is being done so effectively. The plan should address the current technology available in the school, which is currently lacking in the plan. Professional learning in the plan should address technology implementation and teaching teachers how to use it effectively in their classrooms. The plan should also reference the district’s vision as their own and work from there to establish a plan of their own to fit within those parameters. Guiding Questions: To what extent do students, teachers, administrators, and parents have access to computers and digital resources necessary to support engaging, standards-based, student-centered learning? To what extent is technology arrange/distributed to maximize access for engaging, standards-based, student-centered learning? What tools are needed and why? Summary/Gap Analysis: While the school is inundated with technology and every teacher and student does have access to technology, teachers are not bringing iPad carts into their classrooms. Students are not using Promethean Boards past skill-and-drill exercises. The school has the capability to be a forerunner in instructional technology in the district and state, but administration does not see the value of technology implementation as an effective tool to improve student achievement. Their lack of instructional technology knowledge is crippling to the stakeholders of the school. Teachers and students in the school have every opportunity to seize technology and expand their horizons and critical thinking skills. Without the district implementing their plan, the schools will not use present technology to its fullest capabilities. There should be a minimum of a biweekly expectation for teachers to share a Web 2.0 tool or some other technology they’ve discovered. It is important for teachers SWOT Analysis Template for Technology Planning Needs Assessment What is the current reality in our school? to search for it and look for it. Professional development should also help each educator create a Feedly account so that they can stay upto-date on educational research and instructional technology. Educators could share out once a month at the monthly faculty meeting. Summary/Gap Analysis: Teachers at Hutchings College & Career Academy are not skilled personnel in instructional technology. Despite years of professional development with the remaining veteran teacher’s, technology implementation has never been an expectation amongst administration. Professional development decreased from a weekly requirement under the School Improvement Grant to bi-weekly. It is my recommendation that it increases to a weekly requirement once again. Professional development should focus on moving teachers beyond using technology for basic functions to becoming more innovative and creative with technology use and implementation. Professional learning should have a requirement for teachers to reach beyond the scope of mandatory 50 minutes sessions each week and have them share out things they’ve found in the classroom and how they can use it effectively.
