Summary/Gap Analysis:
Hutchings College & Career Academy received an abundance of technology between the years of 2011-2014 through a School
Improvement Grant. The school has enough iPads for each student, iPad carts for each classroom, Promethean Boards for each
classroom, three computer labs, a small student population of less than 200, and Dell Laptops. The school purchases
USAtestprep.com, StudyIsland.com, and E2020 each year.
Teachers and students underutilize technology in the building. Teacher laptops are simply used for PowerPoints, data collection,
videos, and lesson plans. USAtestprep.com and StudyIsland.com are only used for practice drills instead of a learning tool for
students. Teachers are not using the iPad or computer labs for project-based learning or structuring student-centered learning
activities.

What is the current reality in our school?
The Instructional Technology Department of Bibb County Schools has no technology standards on their site or a link to the three-year
technology plan. The technology plan was produced by interim Superintendent Steve Smith and Director of Technology Michael Hall.
Since they’ve both retired, the plan seems all but abandoned. They have not encouraged teachers to use technology as an effective
means to improve student engagement, instruction, and student achievement. The district must implement standards, plans, goals,
policies, and expectations before the educator mindset can be changed in the district. While the district is lacking in technology
leadership, the school’s leadership can still implement these things. Professional Development with the entire school and incentives
for teachers to become teacher leaders in technology could go a long ways in utilizing the technology available in the school.

Summary/Gap Analysis:
While a three-year technology plan was created in 2014, there has been an upheaval in the board-level positions due to so many
changes in the superintendent position. The interim superintendent and Director of Technology who drafted the plan are now both
retired. Many of the higher level positions in the district have also had a high level of turnover since Dr. Steve Smith retired. Due
to the chaos in the system, there is no cohesiveness between the district and schools in many areas, and one of those areas is
technology.
The district’s technology plan is a start and should be implemented district-wide with a huge emphasis on professional learning for
administrators and teachers. Perhaps with a new Superintendent, not just interim, being elected in April 2015, there will once
again be communication and expectations between levels. For the technology plan to be implemented, support must come from the
top.

In order to strengthen the School Improvement Plan, technology needs to be addressed as a tool to increase student achievement,
engagement, and aid teaching and learning. The essential conditions and standards for administrators, teachers, and students should be
referenced throughout the document to ensure the technology implementation is being done so effectively. The plan should address
the current technology available in the school, which is currently lacking in the plan.
Professional learning in the plan should address technology implementation and teaching teachers how to use it effectively in their
classrooms. The plan should also reference the district’s vision as their own and work from there to establish a plan of their own to fit
within those parameters.

While the school is inundated with technology and every teacher and student does have access to technology, teachers are not

is crippling to the stakeholders of the school.
Teachers and students in the school have every opportunity to seize technology and expand their horizons and critical thinking
skills. Without the district implementing their plan, the schools will not use present technology to its fullest capabilities.

development with the remaining veteran teacher’s, technology implementation has never been an expectation amongst administration.
Professional development decreased from a weekly requirement under the School Improvement Grant to bi-weekly. It is my
recommendation that it increases to a weekly requirement once again. Professional development should focus on moving teachers
beyond using technology for basic functions to becoming more innovative and creative with technology use and implementation.
Professional learning should have a requirement for teachers to reach beyond the scope of mandatory 50 minutes sessions each week
and have them share out things they’ve found in the classroom and how they can use it effectively.

The Georgia Department of Education has required all educators to complete FIP modules in the 2014-2015 school year. Our
administrators and academic coach has been diligent in ensuring all educators in the building complete these and upload
documentation to the TKES platform. Professional development has not focused on any other pressing needs in the school or system
this school year.
Professional development should be planned based on a needs-assessment conducted the prior school year. It should rarely be
cancelled or rescheduled. The culture should encourage a positive learning environment and a mandatory attendance for each session
as it did under the School Improvement Grant. Professional learning should not just be a formal opportunity, but an informal

Summary/Gap Analysis:
Digital curriculum resources are provided by Bibb County. Teachers are provided with Discovery Education, Safari Montage, OASIS,
and Think Central. There is a lack of awareness amongst both teachers and students regarding the existence of technology standards.
Technology standards are not aligned to content standards to help teachers integrate technology skills into day-to-day instruction.
There is an opportunity for content teachers and the technology department to work together to ensure technology and content
standards are aligned.
A new superintendent was just appointed in the county. Hopefully, cohesion will be possible at last allowing for communication to
exist between all levels and furthering the three-year technology plan.
