Counterintelligence Analyst - CONUS (Ft Devens, MA @ $27.82/hrly; $57,863.92/yrly) 12 slots
This position requires a minimum of 4 years analytical experience within DoD or equivalent Government
agencies required, with Counterintelligence experience preferred. Experience in either CT,
Afghanistan/Southwest Asia regional issues, HUMINT, CI or military analysis is desired. This position
requires Associate's Degree, a Bachelor's Degree preferred. The candidate shall be proficient in utilizing
basic computer applications and intelligence related automation to support analytical efforts and
product development. The candidate shall possess strong research and writing skills and be capable of
effectively operating as a member of a strategic level analytical team in the accomplishment of
assessments of sources and their reporting through the corroboration of source reporting, analytic
feedback, quality assurance and the development of counterintelligence and intelligence products and
assessments. This position requires former 35L, 97G, or equivalent. This position requires Top Secret/SCI
clearance.
Senior Counterintelligence Support Specialist (Ft Devens, MA @ $40.98/hrly; $85,228.02/yrly) 24 slots
This position requires individual to be a government trained counterintelligence agent with a minimum
of 8 years of experience; deployed experience preferred. The candidate shall supports the overall
management of the Counterintelligence team and its operations. The candidate shall be familiar with
counterintelligence support to Force Protection operation, OPSEC, SAEDA, human collection including
LEP screening operations/programs. The candidate shall be knowledgeable of Army/Joint
counterintelligence and HUMINT collection procedures, data processing systems such as CIDNE, DSOMS,
CHIMS or its replacement system and SIPRNET search engines. The candidate shall possess a working
knowledge of the Afghan culture; knowledge of the Dari or Pashto language a plus. This position
requires former MOS 35L, 351L, 97B or civilian 1811 or 0132 badged and credentialed CI Agent or DoD
joint service equivalents. This position requires a current Secret Clearance; TS preferred.
Afghanistan - Starts 28 September 2013 (36 positions, all armed; 12 each Labor Category)
Armed Positions (TFAN). Positions supporting the Target Focused Analysis & Neutralization
(TFAN) Counter-Intelligence Surge Initiative are armed positions. The requested manning consist of
individuals organized into Teams (4 members per team). Each team consists of:
• 1x Senior Counterintelligence Support Specialist (Sr. CISS),
• 1x Tactical/Operational Intelligence Analyst,
• 1x Senior Multi-Media Exploitation Specialist, and
• 1x Biometrics-Enabled Intelligence Analyst.
Linguist capability will be provided by the Government using 1x Dari/Pashtu CAT-II Linguist per
team. Team fielding will have teams working in direct support (DS) of RC-East, South, Southwest,
West, North and RC-C (Kabul Base Complex).
Core Capabilities Required for All TFAN Personnel/Teams:
• Experience in supporting complex time-sensitive military operations, an ability to identify
and perform basic network analysis, and conducting planning efforts. Experience supporting
Special Operations Forces (SOF) a plus.
• Takes initiative to anticipate issues, resolve conflict among multiple priorities, and
implement effective solutions to maintain timelines for deliverables.
• Expertise in intelligence discipline and demonstrated ability to work effectively with
civilian team members and partner forces.
Armed Senior Counterintelligence Support Specialist @ $17.40/hrly; $76,007.20 yrly)
Performs all the duties of the CISS as necessary and facilitates the scheduling and assignment of CI
and CST tasks, as appropriate, coordinating with the Regional Command CJ2X, Battlespace owner
S2X or the Military Intelligence (MI) commander and supported command. Supports the operational
management of CI Teams and CSTs, provides CI guidance consistent with CI and supported
command guidance, monitors the production of reports, and conducts Quality Control (QC) of
completed reports/products and PCASS examinations. The Sr. CISS shall ensure the smooth flow of
information, between Brigade and higher echelons, as required. The Sr. CISS shall develop recording
mechanisms for Tactics, Techniques and Procedures (TTP) and lessons learned in the conduct of
operations. The Sr CISS will support the actions of CI Teams and CSTs as appropriate, scheduling
and other administrative actions of CISS, as required. The Sr CISS will coordinate with the senior
intelligence official on station to ensure all CI activities are supportive of the Regional Command
CJ2X, Battlespace owner S2X or the -MI-commander and supported command. Proper CI support
includes the screening and evaluation of all local employees by CI screeners and/or CSTs; review
summaries on the daily Intelligence products by the CI Teams and CSTs for situational awareness;
and the research on all areas of operation to possess a solid awareness level of an operational area
prior to mission execution. Contractors filling this position shall be considered key personnel.
Screening will be done off-FOB. This is an armed position and the individual must be able to qualify
with the M4 Rifle and M9 Pistol using basic military marksmanship standards. Must be able to carry
a 60-lb pack in the field and the M4 Rifle for self-defense.
Armed Tactical/Operational Intelligence Analyst @ $19.11/hrly; $83,468.56/yrly)
Functions as a part of an intelligence analytical team of military and/or DoD civilian analysts in
support of CJ2 analytical requirements. The Intelligence Analyst is responsible for analysis,
reporting, databasing and dissemination of Afghanistan measures of stability which include security,
governance and development, Human Terrain Analysis, preparation of provincial and district
assessments and Campaign and Mission Analysis briefings and annexes, High Value Individual
Targeting products, Extremist and Regional Threat Network Nodal Analysis, Preparation of
Intelligence Surveillance and Reconnaissance Assessment Metrics which include daily imagery
intelligence (IMINT), Signals Intelligence (SIGINT) and Human Intelligence (HUMINT) products to
gauge the effectiveness of collection operations, 24/7 Indications & Warning withstanding and allsource exploitation of documents and media from detainees. This position is mid level analyst.
The Intelligence Analyst is responsible for researching, developing, presenting and publishing allsource intelligence products at the tactical, operational and strategic level related to Military actions,
insurgent activities, economic and political activities, and threats to regional stability as part of an
overall analytical team. This position provides input to multiple Government requirements and
objectives, assist with the analysis and production of various intelligence products, and supply
analytical support for senior Military leaders. The Intelligence Analyst shall attend meetings and
conduct comprehensive research on complex topics independently or as a part of a larger analytical
effort focusing on current events and long-term trends that could impact the Government’s mission.
Screening will be done off-FOB. This is an armed position and the individual must be able to qualify
with the M4 Rifle and M9 Pistol using basic military marksmanship standards. Must be able to carry
a 60-lb pack in the field and the M4 Rifle for self-defense.
This position is responsible for intelligence analysis related to counter-terrorism, HUMINT, SIGINT,
counterintelligence, Afghanistan and South West Asia regional issues, political/military analysis and
support to targeting. This position requires TS/SCI.
Armed Senior Multi-Media Exploitation Specialist @ $24.39/hrly; $106,549.44/yrly
Performs all the duties of the Multi-Media Exploitation Specialist as necessary and serves as a senior
Multi-Media Exploitation specialist to the ISAF/USFOR-A and other commands’ staff in support of
the CJ2 Exploitation (CJ2E) and CJ2 exploitation requirements. The contractor shall provide quality
control over exploitation conducted by the Multi-Media Exploitation Specialist. The Senior Multimedia Exploitation Specialist functions as a CJ2E liaison enhancing the flow of information between
selective Government of the Islamic Republic of Afghanistan (GIRoA) officials and designated
ISAF/USFOR-A and other commands’ staff to ensuring support to site exploitation and forensics,
including documents and media exploitation to enable rapid targeting and prosecutorial efforts.
Contractors filling this position shall be considered key personnel.
Screening will be done off-FOB. This is an armed position and the individual must be able to qualify
with the M4 Rifle and M9 Pistol using basic military marksmanship standards. Must be able to carry
a 60-lb pack in the field and the M4 Rifle for self-defense.
The contractor shall be responsible for researching, developing and presenting Multi-Media
Exploitation and/or Multi-Media Exploitation intelligence products at the operational and strategic
levels for senior leaders, to include counter-terrorism, HUMINT, SIGINT, counterintelligence,
Afghanistan and South West Asia regional issues, political/military analysis and support to targeting.
This position requires a TS/SCI.
Screening will be done off-FOB. These are armed positions and the individual must be able to
qualify with the M4 Rifle and M9 Pistol using basic military marksmanship standards. Must be able
to carry a 60-lb pack in the field and the M4 Rifle for self-defense.
This position requires Top Secret/SCI clearance.
