Support Measures for Non-Chinese Speaking (NCS) Students Education Bureau November 2012 1 Objectives To encourage & support early integration of NCS students into the community, including facilitating their adaptation to the local education system & mastery of the Chinese Language Series of support measures put in place since 2006 2 Race Discrimination Ordinance (1) The RDO was enacted in 2008 We ensure equal opportunities for NCS students in school admission, learning and further study pursuits 3 Race Discrimination Ordinance (2) EDB issued the circular No.28/2008 to schools Educational establishments were reminded of their responsibilities To make their best endeavours to support the teaching and learning of all students irrespective of race To create an accommodating environment for ethnic diversity in schools To respect cultural and religious differences To maintain communication with parents Support to NCS students in 3 main aspects: Curriculum: Supplementary Guide & “textbooks” Recurrent grant & on-site professional support to some schools After-school support to NCS students 5 Chinese Language Curriculum Adapt the curriculum with reference to the Supplementary Guide Distributed learning materials (“textbooks”) to schools and NCS students 6 Relevant Learning Materials 7 Recurrent Grant and On-site Professional Support to some schools $300,000 to $600,000 per year depending on number of NCS students Development of school-based measures to support their NCS students Accumulation of experience for dissemination to other schools admitting NCS students 8 After-school Support Chinese Language Learning Support Centres operated by HKU: after-school remedial lessons 3-years project of After School Extended Chinese Learning for Non-Chinese Speaking Students Summer Bridging Programmes 9 Teacher Empowerment Training programme offered by tertiary institution (s) Seminars / Sharing sessions offered by Chinese Language Learning Support Centre and Education Bureau 10 Support to NCS Students’ Articulation (1) Alternative Chinese qualifications sonsideration under JUPAS and appointment to basic ranks in civil service GCSE IGCSE GCE AS-Level GCE A-Level 11 Support to NCS students’ Articulation (2) Examination fee subsidies and remission for eligible NCS students Government top up the difference between the fees for these Chinese exams and HKDSE (Chinese) Exam Half or full remission for eligible needy NCS students passing the means test 12 Support to NCS students’ Articulation (3) Workplace Chinese Language Programmes pegged with Levels 1 to 3 of Qualifications Framework Information for NCS Parents (1) Dedicated briefing sessions with interpretation services Materials translated into major ethnic minority languages – Parent Information Package Explanatory pamphlets on the Primary One Admission and Secondary School Places Allocation systems Leaflet on Pre-primary Education Voucher Scheme (PEVS), etc. 14 Information for NCS Parents(2) Hotline: 3540 7447 (Interpretation service provided) Website: http://www.edb.gov.hk/ncs 15 http://www.edb.gov.hk/ncs 16 “Capitalising on diversities, realising different potentials” 17
