In over 60 countries worldwide, MSF provides both lifesaving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities. MSF requires a broad range of medical professionals, particularly those with specialized expertise in tropical medicine, endemic diseases, emergency and trauma, malnutrition and obstetrics. In addition to medical staff, field projects depend on key support professionals who ensure that day-to-day operations run as smoothly as possible – attending to supplies, transportation, construction, information technology, water and sanitation, human resources, finance and general administration. MENA REFERENT - POSITION OBJECTIVE The MENA Referent manages the attraction and selection of professionals from the MENA region who meet the criteria and quality standards as defined by the organization, thereby ensuring equity, transparency and objectivity in all steps of the selection process. S/he acts as the focal person for applications coming from the MENA region. S/he ensures the coverage of operational needs defined and agreed with the MSF Operational Centers (OCs) and contributes to the development of the MENA pool of international MSF members who come from the MENA region. Maintaining highest standards of confidentiality and careful treatment of personal data is of outmost importance for all members of the HR Unit at MSF. Responsibilities of the HR Recruitment Referent for the MENA region 1. Plans and implements recruitment activities in order to attract qualified professionals according to the MSF operational objectives and within the scope of the annual MENA Recruitment Plan. 2. Manages the selection process as described in the recruitment plan, so as to select people that meet the requirements and to fulfill the targets agreed with the MSF Operational Centers. 3. Follows up the absorption (placement) of recruited people and manages capacity planning proactively in order to maintain an active and growing MENA pool. ACTIVITIES 1. Plans and implements recruitment activities in order to attract qualified professionals according to the MSF operational objectives and within the scope of the annual MENA Recruitment Plan: - Analyze recruitment activities per MSF profile considering the information provided by the MENA survey report, previous experience, lessons learnt and the MSF teams already on the ground; Plan and implement concrete recruitment activities in the countries of focus as defined in the MENA Recruitment Plan and specifically in line with the communication (awareness) plan. Define and manage the publication and dissemination of field job-related advertisements through various channels in collaboration and coordination with other MSF field teams on the ground (UAE). Design and manage an outreach recruitment strategy and activities aiming to raise awareness to targeted audiences for joining MSF. Develop, manage and update the MENA related content in the MSF GR website and in social media. Constantly monitor the results of all attraction and recruitment activities by maintaining records and updating KPIs, in order to meet the pre-defined targets. Revise the MENA Recruitment Plan when deemed necessary. Prepare mid-year and annual reports on the progress of all activities. - - - 2. Manages the selection process as described in the MENA Recruitment Plan in order to select the appropriately qualified professionals and offer them to the MSF Operational Centers (profiles and numbers as per agreed targets). - Implement the selection process as described in the MENA Recruitment Plan (technical competency assessment, interviews, assessment centers, and final evaluation of the - candidates) according to the selection criteria defined by each operational center, always ensuring the quality of the process. Ensure 10 % of extra recruits (buffer) to cover urgent / unplanned OC needs. Maintain accurate records of the application process (Intake report) and update the HR database with the relevant data. 3. Follows up the absorption (placement) of recruited people and manages capacity planning proactively in order to maintain an active and developing MENA pool. - Ensure proper allocation of selected applicants to OC’s according to their annual targets. Keep OCs updated about extra recruits (exceeding initial targets) on a frequent basis through the distribution of an availability list. Re-direct and offer candidates that are not absorbed within a period of two months by an OC to the other OCs. Facilitate the communication from/to the pool managers and the candidates and from/to other HR areas when necessary (e.g. administration). Collect thorough data that are necessary for the development of the members of the MENA pool. Coordinate with interlocutors for coherent communication and consistent image of the organization in the MENA region. - SELECTION CRITERIA - Essential At least 3 years of prior working experience in the field of selection and recruitment (interviews, assessment centers and social media) Degree in Human Resources Management, Business Administration, Psychology or other relevant studies Fluent command of English and French is required. Fluency in Arabic will be considered a plus.
