Position: Deputy Medical Coordinator
Location of Job: New Delhi
Duration: 12 months (renewable)

Objectives:




Supports the Medical Coordinator through delegated tasks and responsibilities.
Among others, support and collaborate with the Medical Coordinator in defining, leading and coordinating
the entire medical scope of the mission, according to MSF standards, policies, protocols and values, in
order to ensure the quality of the medical care given to the population at risk and thus improving their
overall health and living conditions.
Ensures proper networking of the medical coordination within India medical environment.
Assumes the Medical Coordinator position in case of absence of the Medical Coordinator
Main Tasks & Responsibilities:
Core responsibilities and tasks:
 Ensures that objectives and goals set in regards to medical activities carried out by MSF are achieved.
 Contributes to the proper implementation of the projects in the mission, in line with the mission’s annual
plan and the organisation’s medical policies and principles.
 Supports the Medical Coordinator in creating a proper network within India medical environment, adequate
to mission needs
 Supports the Medical Coordinator in addressing or following up medical issues of the whole mission.
 Represents MSF in meetings with authorities and other NGOs for medical related issues, along with the
medical coordinator.
 Guarantees the respect of MSF ethical and general principles and values, particularly the proper management
of all human resources and the proper use of material and financial resources.
 Contributes to preserving identity and principles of MSF through discussions, contributions and reflections on
issues related to the values of the organization.
 Is part of the Coordination Management Team (CTM)
 Ensures the Medical Coordination of the mission and fully assumes the tasks and responsibilities of the Medical
Coordinator in case of his/her absence/gaps.
Medical Policy and Planning
 Supports the Medical Coordinator (Medco) on National health system and medical policies, medical
education and research followed in India
 Supports Medco in writing the mission health strategy/policy
 Support Medco in implementing the MSF health strategy/policy for the various projects in the project
country
 Keep updated on the emerging medical policies of both MOH India and PHD MSF
Representation, Communication and Positioning
 Represents MSF for medical related issues at all levels (official medical authorities, other NGOs, national
and international organisations, other MSF sections) in coordination with the Medical Coordinator.
 Provide insights and guidance in the Indian networking environment
 Supports the Medical Coordinator to compile reports or data for advocacy actions.
 Knows and disseminates MSF charter, principles, policies as well as any documents related to medical
work of MSF, i.e. protocols.
 Keeps field medical staff up-to-date with new medical literatures
 Participates actively in raising awareness on medical ethics and quality of care.
Project management
 Participates in the definition and update of annual project planning and budgets.
 Supports the formulation and follow up of medical orders in collaboration with Logistics department
according to guidelines, both in the projects and in the Capital.
 Participates, together with Medical Coordinator, in the technical support of project medical staff.
 Participates, together with Medical Coordinator, in the definition of human and material medical resources
needed to ensure the correct implementation of activities.
 Keeps medical documents in database updated and easily accessible.
Monitoring and Reporting
To work closely with the Medical Coordinator and MSF Epidemiologist to:







Assist and inform the Medco regarding the development, monitoring and assessment of the ongoing
medical programs
Assist Medco with maintenance and updating of the medical data base (includes FUCHIA)
Ensure and validate the quality of data coming from the projects
Collate and finalize medical reports, received from the projects, as discussed with Medical Coordinator.
Provide feedback to the team regarding monthly project reports
Provide analysis and narrative interpretation of data in the form of internal and external reports
Facilitating where possible, all aspects of operational research, including design, research, analysis, write
up, editing and submitting for publishing.
Emergency management
 Participates actively in the follow-up of potential medical emergencies in mission country.
 Participates in the periodical update of the Emergency Preparation Plan (EPP).
 Proposes exploratory missions based on detected medical or humanitarian needs to Medical Coordinator
 Knows and applies rapid assessment tools and procedures for data collection and analysis, i.e. calculation
of indicators, target populations, etc.
 Participates in emergency activities or exploratory visit in or out of the MSF area of work, leading medical
activities or assessment.
Security
 Ensures, along with Medical Coordinator, security related to medical issues is guaranteed to the highest
level possible by implementing all MSF policies (i.e. needle accidents, etc)
Human Resources Management





Participates in the proper management of medical staff according to HR vision, policies and values
Helps updating job profiles of medical related staff and participates in selection and follow up of medical
related staff.
Contributes to the proper induction of all new staff
Carry out the technical briefing and debriefing of national staff (and expat in absence of Medco) medical
team members (including watsan etc).
Supervise, coach and support the national staff medical team with technical information and in





achieving/maintaining good quality healthcare (both preventative and curative) and health facilities (incl.
minimum water, hygiene and sanitation standards and universal precautions)
Helps identifying training needs for medical staff and proposes training courses to Medical Coordinator.
Makes regular evaluation of the staff under his/her supervision (if any)
Identifies the personnel showing potential within the staff under his/her supervision (if any)
Promotes communication and active participation of all medical staff in the development of mission as well
as in MSF values and philosophy.
Promotes confidentiality among medicals staff and warranties in medical cases and records.
Staff Health
 Implement the MSF national staff health policy
 Make appointments for expats with identified health care facilities when needed.
 To be responsible for office pharmacy, emergency box and house first aid kits
 In absence of Medco provide (personal) health briefings to expats
 Manage with support from Medco the MSF Internal Staff health policy requirements
Others
 To perform any other tasks as required by your Supervisor
 To maintain a flexible approach and responds to the needs of the project even if outside of this job
description.
Key Requirements:
Qualifications
 MBBS degree with full & valid registration from Medical council of India or state medical councils
 Desirable: Masters degree in Public Health or Health Management
Work Experience
 Minimum 3 years of relevant medical and (or) health program management experience
 Preferable Good knowledge of Indian Health system and roles of various stakeholders, UN agencies and
other NGOs
 Previous field work experience with MSF or other INGO is an advantage
Specific skills
 Ability to organize and prioritize workload & taking initiative when appropriate
 Good spoken & written English; Essential good understanding of local language(s)
 Able to integrate into a multi-cultural team and cooperate with co-workers
 Able to work independently as well as part of a team
 Strong coaching and mentoring skills

 Good Punctuality and ability to act with responsibility
