THE WILTSHIRE MUSIC CENTRE TRUST LIMITED EDUCATION AND COMMUNITY LEARNING PROGRAMMER Job Description and Person Specification Accountability: The post-holder is an employee of The Wiltshire Music Centre Trust Limited and is directly accountable to the Artistic Director. Location: The job is based at the Wiltshire Music Centre, Ashley Road, Bradford on Avon, from time to time involving work elsewhere in and outside the County. Hours: The post is part-time 3 days per week and may involve out of hours work Overall Purpose of the Post The main purpose of the post is to co-ordinate and manage a programme of music education and community learning projects. This will also involve maintaining an on-going long-term strategy developed by the Artistic Director, for the programme of involvement in musical education and community learning that reflects and develops the artistic vision of Wiltshire Music Centre. The post holder will also support the fundraising team in securing resources to ensure the development and the sustainability of the programme. The following are examples of education and community projects currently undertaken: Small Schools Festival – every 2 years we partner with Wiltshire Music Service to do a programme of workshops in small, rural primary schools (10-15) with local musicians and composers. This culminates in a series of concerts at WMC and other venues around the county when the work is performed. Special Schools Festival – a festival organised with musicians skilled in working with young people at special schools. It takes place every 2 years and involves workshops in schools culminating in a concert at WMC. Zone Club – a monthly club for learning disabled adults held at WMC. Musicians, film artists and dancers facilitate the group in participant led activities. Primary Live – A series of in-school workshops with primary schools where professional musicians work with pupils Orchestra of the Age of Enlightenment Residency – an on-going residency where the OAE work with schools in a specific town (currently Chippenham) Summer Workshops – Music and other types of workshops during the summer holidays held at WMC Music & Science Festival – a new project to deliver a 3 day Festival celebrating the connections between music and science and being the culmination of a term of school based activity in local schools. Key Specific Responsibilities Strategy Support the AD in maintaining and implementing the on-going education and community learning strategy of WMC to ensure that the strategy reflects and develops WMC’s artistic vision. Work closely with stakeholder organisations including Wiltshire Music Service, Wiltshire Music Hub, Wiltshire Council, Wiltshire Youth Arts Partnerships, schools and other arts organisations and agencies across the area, to ensure that developments at WMC are in line with local, regional and national priorities for children, families, schools and the wider community. It is expected that the strategy will continue to address the need for community learning opportunities as well as training for teachers, community professionals and young people. Advise the AD on learning and community priorities and issues. Partnerships and fundraising Work closely with the Executive Director, AD and Marketing and Development Manager to identify and explore opportunities to prepare funding bids to secure resources for the education and community learning programme. Develop partnerships and collaborations with a range of different institutions as appropriate to support the development and implementation of WMC’s strategy through profile raising, collaborative activities, and provision of resources. Programming Design an annual programme of music education and community learning projects for agreement and approval by the AD which fulfils the objectives and priorities outlined in the education and community learning strategy. Ensure that the programme has adequate balance in projects so as to achieve accessibility for all areas of the community including elderly, disabled and learning disabled people, young people, BME communities and any hard to reach groups. Manage and co-ordinate these projects in conjunction with colleagues such as the AD and Events Co-ordinator and other partner organisations and schools. This will also involve managing musicians, artists and other freelancers to ensure that all work is delivered to high standards and meets required deadlines. Identify appropriate musicians and/or staff to lead elements of the programme, and oversee project delivery. Working closely with partners and collaborators, identify and target participants for each project or activity. Ensure all contractual arrangements with musicians schools/groups are in line with current industry practice. and participating Ensure correct and safe working practices by staff and freelancers, ensuring the welfare of all staff and participants is in line with WMC’s Health and Safety Policy. Ensure that WMC’s Safeguarding Policy and Procedures are adhered to by everyone working on education and community learning projects, briefing and supporting colleagues and freelancers where necessary. Finance Take responsibility for the financial management of the education and community learning projects including preparing budgets and monitoring actual income and expenditure against budgets in liaison with the Finance Manager. Evaluation and Development of the work Carry out thorough evaluation and reporting for all projects to ensure that a development path is identified and followed and that stakeholder and funder requirements are met. Maintain an up-to-date knowledge of local, regional and national policy and practice, to ensure that WMC’s education and community learning programme is developed in line with best practice. Integrate education and community learning projects as far as possible across the main programme and in audience development activities. Communication & Advocacy Work closely with the Marketing and Development Manager to ensure the widest possible external awareness of the education and community learning work. Represent WMC on local, regional and national working groups and committees, advocating the importance not only of WMC’s work but of music education & community arts more broadly. Education and Community Learning Programmer - Person specification: The Education and Community Learning Programmer is likely to have a degree or professional qualification and some experience of running education projects in an arts organisation (preferably with a music focus).
