Mission Statement:
To improve the quality of life for urban aboriginal people in the urban environment of North Bay
by supporting self-determined activities which encourage equal access in participation in
Canadian society and which respects aboriginal cultural distinctiveness.
Target Population:
First Nation, Métis and Inuit people. Non-Aboriginal people are also welcome to receive services
and participate in the affairs of the centre.

Family and Children’s Program:
o Akwe: go: provides services to at risk Aboriginal children 7-12 years of age
o Aboriginal Family Support (CAPC): this program supports urban Aboriginal families with
children 0-6 years of age with culturally appropriate and supports and services that
promote healthy parenting and child development.
o FASD Community Support Worker Program: this program was developed to raise
awareness of fetal alcohol spectrum disorder, It provides support to individuals with
FASD and their families. The program also offers a child nutrition component to children
0-12.
o Healthy Babies, Healthy Children: this home visiting program supports pregnant women
and families with children 0-6 years of age.
o Aboriginal Pre-Natal Nutrition Program: this program provides pre and post natal
support to mothers and their partners. The program promotes prenatal nutrition,
pregnancy prevention, access to midwives or medical professionals, home visits
excursus classes, outing community kitchens, health information, support services,
cultural teachings and advocacy.
Health Programs:
o Drug and alcohol program: the drug and alcohol worker provides support, awareness,
education referral and advocacy services to Aboriginal people living with addictions.
o

Healing and Wellness: this program supports the healing and wellness needs of the
Aboriginal community through the promotion of healthy lifestyles, access to cultural
healing services, addressing family violence issues, and providing crisis interventions,
advocacy and referral services.
o Health Outreach: the Health Outreach Worker assists Aboriginal people to understand
the health care system and to obtain the care they require.
o Life Long Care: Aboriginal seniors, disabled people and chronically ill children are
provided with a range of services including: long term care, medical transportation,
advocacy, referrals, friendly visiting, security checks and cultural supports, educational
and health promotion workshops, congregate dining and socialization.
o Urban Aboriginal Healthy Living Progrm
Kizhaay Anishinaabe Niin: a program that encourages Aboriginal men to speak out and end all
form of violence toward Aboriginal girls and women
Legal Programs
o Aboriginal Court Worker Program: workers assist Aboriginal people experiencing
criminal and family court (youth and child welfare) matters to understand their rights
and responsibilities. Workers also provide advocacy, guidance, and support.
Apatisiwin: an employment program that helps Aboriginal people access training, education and
employment opportunities.
Youth Support Programs:
o Wasa Nabin: a program that provides services for at-risk youth 13-18 years of age
o Waaban: a culture-based extrajudicial measures program for at-risk youth 12-17 years
of age
o Connections for Aboriginal Youth (CCAY): a program that provides youth with their own
gathering place, as well as opportunities to participate in cultural, recreational, social,
health promotion, youth leadership training and community involvement.
o Best Start Program: The Aboriginal Best Start Coordinator works with educators and
other service providers to ensure that Aboriginal children have their learning needs met
in environments that understand, incorporate and accommodate the values, traditions
and life ways of Aboriginal people.

Mission Statement:
Using a client-centered, multi-disciplinary and collaborative approach to care, the Nipissing
Detoxification & Substance Abuse Programs will promote a healthy and more balanced lifestyle
aimed at reducing the harmful effects of substance abuse.
The addiction programs provide residential and outpatient non-medical care for individuals
suffering from substance abuse. The program provides withdrawal services, residential,
outpatient, and family care to individuals 16 yrs of age and over who are in need of such
assistance. The programs are committed to leadership through research, innovation,
collaboration and excellence in all their endeavors.

Persons 16 years old and older who are under the influence of drug or alcohol or at risk of
relapse from sobriety

A 24-hour service offered to clients under the influence of alcohol or drugs, in withdrawal, or
suffering a crisis due to substance abuse. This safe and supportive environment includes
prevention services, individual and group education and counseling, discharge planning, and
referrals to other community agencies.

A 21-day residential program offering:
o Education in a group setting to assist clients in developing and practicing the skills to
manage their substance use and related problems.
o One-on-one counseling is provided as needed with support available twenty-four hours
a day.
o Pre-treatment services may be offered to high-risk users accepted into the 21-day
Program who need additional counseling and support before admission.

Assessment results will assist clients to recognize problem areas, strengths, and

o Programs assist clients in developing and practicing the skills to manage substance use
and related problems.
o Clients living at home or in another supportive environment have the option of
attending a 15 day Monday to Friday program or a 17 session evening program offered
twice weekly.

Continuing Care:
o The twelve group sessions offers education on skills development, relapse prevention
and guided self-change.
o This will provide clients who have completed the Residential Treatment Services with
additional support to manage and maintain their treatment goals while returning to
their home environment.



Group Counseling: A six week long group session for women who have been recently sexually
assaulted
Group Counseling: For women who are over the age of 16 who have been sexually assaulted;
there are two stages to the counseling, stage one which is a 12 week childhood sexual abuse
counseling session and stage two which is a 12 week counseling session called ‘Beyond Trauma’
Individual Counseling: There are 12 week sessions for women who have been sexual assaulted
or sexually abused during childhood; as well as six week sessions for women who have been
sexually assaulted within the last year

age of 16 and are able to direct their own care.

Family Relief Program:
o Provides a short period of rest and change from special care responsibilities for
parent/families of a duly accepted dependent over the age of 16 with a physical
disability.
o Provided in the barrier free unit at Westwinds Apartments.
Social Housing Program:
o Consists of 143 units between three sites, Westwinds Apartments, Westwinds Heights
and Westwinds Village.
o Provides persons/families with low or moderate incomes with affordable housing, and
encourages tenants to become active members of the community.
Para Bus Program:
o A parallel-transit service for people with physical disabilities, within the North Bay
Transit Urban Service Area.
Loan Out Cupboard Program:
o Lends out technical and mobility aids to persons in the community.

501 Morris High Support Residence: transitional housing with 24 hour support for adults living
with serious mental illness where they can learn the skills they need to live independently in the
community. 501 Morris also provides many ongoing support services such as: Social support,
Goal planning, Cooperative living skills, and Discharge planning.
Rent Supplement Housing: helps adults living with serious mental illness find and stay in
affordable housing by paying the difference between the market rent and shelter allowance.
416 Lakeshore: Shared living community consisting of 20 individual one room units with shared
kitchen, laundry and dining facilities.
Housing Outreach: The Housing Outreach serves adults living with a serious mental illness who
are at risk of homelessness due to their mental illness. The service also offers support to the
landlord housing the client, and the client’s family members, and promotes community
awareness of mental illness and the related housing issues.
Justice Services
The Mental Health Justice Service is a client centered program which provides outreach support,
assistance, and intensive case management to individuals with serious mental illness who come
into conflict with the law. The program operates in close collaboration with key partners such as
the provincial Crown Attorney, NEMHC Forensic services, lawyers, police services and other
mental health service providers.





Court Support – Support with court processes.
Mental Health Diversion – A cooperative program between the criminal justice system and the
mental health system to provide direct service to individuals who have a serious mental illness
and have been charged with a minor offense.
Case Management – Brief, intensive transitional supports for individuals on Mental Health
Diversion orders and who have no other community supports.
Release from Custody Supports – Transitional case management supports for individuals being
discharged from jail.
Forensic Transitional Case Manager – Transitional supports for individuals on Ontario Review
Board Orders who are being discharged from the forensic ward.

Voluntary Trusteeship: The Voluntary Trusteeship Service serves adults living with serious
mental illness whose financial situation is hurting their mental health and recovery.
Community Outreach and Daily Living Supports: This service provides community supports

Social Recreation Programs: structured and unstructured recreational/social activities to
increase life skills, learn coping techniques and develop community awareness and interpersonal

A 21-day residential program offering:
o Education in a group setting to assist clients in developing and practicing the skills to

East Nipissing Mental Health Services:
Provides Crisis intervention assessment and referral to clients in the Mattawa/East Nipissing area
who are experiencing a crisis related to mental health issues. Case Management services are also
available to clients who require more long-term support.

The Community Care Access Centres (CCACs) are the local point of access to community-based
health care services. CCACs are funded by the Ministry of Health and Long-Term Care and were
created to coordinate a variety of health services to maintain an individual’s health,
independence and quality of life.
CCAC In-Home Services:
These are services that are provided to you or someone you care about within their own home. A
case manager or care coordinator will conduct a health care assessment and develop a service
plan that meets individual needs. Services are coordinated and monitored regularly to reflect
your changing needs. All CCACs contract with service provider agencies to provide in-home
services. If eligible, the health care services you may receive include:

Program Description
The Mental Health Clinic, a community based program of the Addiction and Mental Health Care
Centre of the North Bay General Hospital, provides services to individuals 16 years of age and
older who reside within the district of Nipissing and have been diagnosed with a moderate to
severe and persistent mental illness. Using a client centered, interdisciplinary and collaborative
approach to care, the Mental Health Clinic promotes the active participation of individuals in
their own recovery. Services are provided Monday thru Friday by professionally trained and
qualified staff which includes registered nurses, a family physician, social workers, an
occupational therapist, a recreational therapist and administrative support. A wide array of
services is offered to clients with the intent to assist them in achieving their goals, improving
their overall level of functioning and thereby enhancing their level of satisfaction and quality of
life. Services include but are not limited to: monitoring of psychotropic medications and
medication support clinic; time limited psychotherapies and counselling focused on specific
problems; psychoeducational groups: discipline specific assessments, treatment and follow up;
healthy living clinic; and psychological testing.

Located at the Nipissing Detoxification and Substance Abuse Programs, we have two short-term
crisis support beds with 24-hour support and access to mental health and addiction services. The
program offers services and resources for individuals involved with the criminal justice system,
as well as group information sessions. Model of service is eclectic, client-centered approach.
Average length of stay is two to ten days.

Program Description
This program serves individuals age 16-35 who are experiencing psychosis and who have not
been treated with an atypical neuroleptic medication for more than one year. The program offers
intensive case management, assessments, medication management, advocacy, education about
psychosis, supportive counselling for individuals and families, family and client groups, and
much more. Psychosis is a medical condition that affects the brain and causes loss of contact
with reality. Psychosis is a symptom of various illnesses and is treatable. Symptoms may include
any or all of the following: hallucinations (seeing, smelling, hearing, tasting and feeling),
delusions (unusual and false beliefs), difficulty concentrating, memory loss, racing thoughts,
changes in behaviour, and disorganized thinking. Persons most at risk include those aged 16 to
35, those with family history of psychiatric illness, individuals who use street drugs, particularly
marijuana, ecstasy and cocaine-- even mild use, persons experiencing stress and those with
certain medical conditions. Research has found that early intervention leads to less need for
hospitalization, more rapid recovery, less family and social disruption, improved maintenance of
social skills and supports, reduced risk of relapse and faster recovery. See

The Nipissing District Concurrent Disorders Outreach Service provides community outreach
services to individuals aged 16 and over who are experiencing a coexisting mental health and
substance abuse problem within the District of Nipissing. Service provision includes clinical
counselling and treatment, as well as bridging support services and linking individuals to longerterm community-based services to ease the transition from a hospital-based system, as required.

Admission criteria: Clients must have a diagnosis of a serious mental illness and substance use

Crisis Intervention
Program Description
This program is designed to assess individuals presenting to the Emergency Department with a
specific situational issue which temporarily overwhelms their usual coping strategies. These
individuals are presenting with a first or subsequent episode of illness and are not connected to
existing services. A psychiatrist assesses individuals and recommends appropriate treatment. A
program nurse performs short-term follow-up of clients. The program is solution-focussed, and is
a maximum of six weeks in length.

Program Description
This program offers services to children, adolescents, adults suffering from anorexia nervosa,
bulimia and mixed syndromes, and supports for their families. The District of Nipissing's Eating
Disorder Program is a community-based assessment, case management, education, support and
professional consultation program. We believe that eating disorders are complex,
multidetermined conditions, which require treatment strategies focused on nutrition
rehabilitation, normalization of eating and psychotherapy to address underlying causes, attitudes
and behaviours. District clinicians will accept referrals, engage and screen; provide initial
assessment, treatment and case management; provide psycho-education for individuals and their
families; provide appropriate links with local community mental health and children's and family
services; support public and community initiatives. There are two main types of eating disorders,
anorexia nervosa and bulimia. Individuals with anorexia experience drastic weight loss through
starvation, excessive dieting or other weight control measures such as intense exercise. They

when underweight. Individuals with bulimia experience episodes of binge eating, an
uncontrollable consumption of large amount of food followed by behaviours aimed at ridding the
body of the unwanted calories. These individuals are also extremely unhappy with their body's

Program Description
The Assertive Community Treatment Team 2 is an interdisciplinary team of mental health
service providers who specialize in providing client directed, highly individualized treatment,
rehabilitation and support to people who live with severe mental illness. Our intensive treatment,
rehabilitation and support approach includes assertive outreach 80% of contact in vivo; 24-hour
crisis response and intervention; symptom management, medication monitoring and education;
supportive one to one counselling, addiction interventions and assessments; life skills coaching,
daily planning, vocation, social interactions and leisure activities; provide ongoing peer support
with clients; and access to psychiatrist. Model of service is recovery. Average program length
depends on client need and may be very long-term. ACTT 2 works specifically with the Forensic
Outreach Program to serve those individuals who are bound by a Judicial Order. These
individuals are subjected to a board review on a yearly basis and a pre-board meeting is
conducted by ACTT and the Forensic Outreach Team to discuss progress and give
recommendations.

Anyone may refer to this program, including physicians, families, community service providers
and individuals themselves. To access this program, client must reside in the Nipissing District
and have an Axis 1 diagnosis of serious and persistent mental illness (schizophrenia, bipolar
disorder, etc). Referral forms are available from most service agencies, and should be completed
and faxed to 705-494-3019 or delivered to 147 McIntyre St. W. in North Bay. A common
referral committee triages individual referrals and determines which organization / program
would be best suited to client need. The referral will be forwarded to that agency, which will
contact client regarding assessment and program enrolment.
