Nominee Bios
Nancy Altman – Nancy is an Employment Specialist with Patricia Schultz Enterprises. She is also a Certified Global'Ease trainer &
coach. She focuses on boosting an international organization's productivity & bottom line by reducing cultural misunderstandings.
Her specialties include Intercultural Management - Working in an intercultural environment, Mobility - Preparing for your
international assignment, and conducting Culture Specific sessions for getting beyond stereotypes. Expertise: US, France, India, UK.
Nancy has a post-graduate degree (DEA) in Art History/French literature, an MA in art history, and BA in French studies/literature.
For over 5 years, Nancy has served as a Commissioner on the Pottstown Human Relations Commission. Nancy is an active member of
CCHRA and currently serves on CCHRA’s informal diversity committee. For the past three years, she has also been responsible for
obtaining HRCI credits for all of CCHRA’s programs.
David Bush – David is the founding Director of the MS program in Human Resource Development (HRD) at Villanova University.
He is also Professor of Industrial/Organizational Psychology and Human Resource Development. His research, teaching, consulting
and speaking activities revolve around developing HR metrics for measuring talent and performance and how they change over time
and through transformation processes. He has worked with change management for three decades in a variety of industries from
pharmaceuticals to chemicals to transportation to manufacturing. Dr. Bush has taught graduate courses for HR professionals that focus
on the two issues of measurement and change management. He regularly teaches HR Metrics and Research Methods, the first of a
two-course sequence that presents the state of the art in the measurement of human talent and performance and the statistical
procedures needed to support such research. Students develop research and statistical competencies working in a team setting with
large corporate data sets to prepare them for leadership positions in today’s data driven HR world. He has also taught Organizational
Change, for a number of years. This course presents a variety of large and small-scale change management techniques ranging from a
survey of Organization Development to the work of Deming, Goldratt, and Appreciative Inquiry. The emphasis is on strategic
change, performance improvement and the effective execution of organizational change projects.
Joe Dougherty III – Joe is a Director of Talent Management Solutions for Career Concepts, Inc. and brings a unique blend of human
resources and information technology experience to the team. Joe is primarily responsible for business development and key account
management for the firm and is very active in the Philadelphia HR community. Joe is the leader of the exclusive and private CCI HR
Job Opportunities networking site on LinkedIn – and is often found leveraging his network to help transitioning HR leaders find their
next great role. Prior to joining Career Concepts, Joe had designed and implemented corporate-wide online recruiting strategies,
performed high-volume recruiting for several large call center operations, and managed key human resource generalist functions for
companies such as Kulicke and Soffa, Weblinc, Colonial Penn Life Insurance, PriceWaterhouseCoopers and PECO/Exelon. At
Weblinc, one of the nation’s fastest growing internet solutions and marketing firms, Joe was part of a team recognized by Philly Tech
Magazine as the “Best Young Leaders under 30.” Joe holds a BS in Business Administration with a concentration in Management
Information Systems from Drexel University.
Kim Edgin – Kim has extensive professional Human Resource experience, including over 15 years of management in the
pharmaceutical, sales, manufacturing, education and retail fields. Kim has served on the CCHRA board as the College Relations
Chairperson for the past two years. She is the Director of Human Resources at Nobel Learning Communities, Inc., West Chester.
Prior to this position she was the Associate Director of Human Resources at YM BioSciences, Inc. (formerly Eximias
Pharmaceuticals, Inc.) in Wayne. Kim has a Master’ degree s in Public Administration/Human Resources, SPHR certification and will
be testing for SPHR California in May, 2013. Kim is part of the HR mentoring program at Villanova University and also participates
as a guest instructor for the HR Master’s program at Villanova. Kim also volunteers her time and HR expertise at the Main Line
Animal Rescue in Chester Springs, PA. Kim is a member of National SHRM and CCHRA.
Linda Petrecca – Linda as over 30 years of business experience in both accounting and human resources. She has been active in local
SHRM chapters for close to 20 years and joined CCHRA in 2003 when she assumed her position of VP of Human Resources with the
YMCA of the Brandywine Valley. She obtained her SPHR in 2008 and has been a member of SHRM for more than a decade. She
now has her own consulting business and has held the position of Treasurer with CCHRA for 2 years.
Julie Wright – Julie is a senior human resources Leader with global experience in Canada, Latin America, and Asia/Pacific. Julie
utilizes strong partnership and relationship building skills to develop successful leaders and teams empowered to meet and exceed
business objectives. She is a highly organized, detail-oriented leader with ability to work effectively in a fast-paced, customer service
driven environment. Since 2005 Julie has been the Associate Director of Human Resources for INC Research (formerly MDS Pharma
Services, GCD) in King of Prussia, PA. Prior to this position she was the Assistant Vice President/Recruitment Systems at Commerce
Bancorp – Mt. Laurel. Julie has her Bachelor of Science, Business Administration, and SPHR, SWP and is a Lean Sigma Green Belt.
Julie has been active on the CCHRA Board since 2011 as Membership Chair and Vice President.
Michael Bacchini – Michael is a Financial Consultant with AXA Advisors and works with companies to design retirement plans to
address both the company’s and employee’s needs. He also works with companies to offer Financial Education in the work place to
teach employees about the many other areas of their personal finances that the current 401k Provider may not be teaching. His
background includes over 12 years of financial management and investment services experience, and works on his financial planning
practice by helping his clients to plan for retirement, college education funding and estate planning while using a balanced approach to
investing and minimizing investment risk. He has a FINRA series 7 and 66, and is licensed to handle life, accident and health
insurance in PA, NJ, DE, NY, VA, CA and MD. Michael has been active on the CCHRA Board since 2008 as Treasurer, President,
Past President and Work Force Readiness Chair.
Patrick Rita - Patrick has over 10 years experience as a broker/consultant for Kelly Benefit Strategies (KELLY) the fastest growing
brokerage in America and the largest billing administrator in the mid-Atlantic region. Prior to this role Patrick served as the first
Director of Human Resources for Comcast On-Line and helped launched high-speed Internet over cable. True to his company’s
mission statement where clients are served with excellence, Patrick currently serves as the Foundation Board Member for Delmarva
SHRM, sits on the communications committee for DE SHRM and sits on the Diversity Committee for Lancaster SHRM. Patrick has a
BS in aeronautical Technology from Arizona State, Bachelor’s of Theology from The Way College, and is pursuing his Master’s in
Biblical Studies from Biblical Seminary in Hatfield PA.
Ruth Smith – Ruth has worked in several different positions for Downingtown Area School District during the past 29 years. For the
last 13 years, she has been the Human Resources Specialist. Some of her responsibilities include compiling data for state and federal
reports and ensuring the accuracy of that information; conducting new employee orientations, ensuring compliance with state teacher
certification regulations; assist with planning the annual budget as related to staff salaries; and monitor accuracy of the Human
Resources Information System. Since July 2011, she has also been responsible for reporting student data to the state information
system. Ruth has had PHR certification since 2007. She volunteers her time as the Chairperson of the Staff Parish Relations Team at
church, which requires the use of HR related skills. In addition, Ruth has served as the CCHRA Board Secretary since July 2010.
Maria Peterson – Maria Peterson is the internal Human Resources Manager for Kistler Tiffany Benefits and also provides human
resources outsourcing services for KTB’s clients. As a seasoned HR professional, she possesses more than 15 years of experience in
Human Resources with companies of various sizes and industries including manufacturing, distribution, banking, service and
education. Ms. Peterson is a graduate of The Pennsylvania State University, where she earned both her MBA in Management and BS
in Psychology. She was selected as the sole recipient from her graduating class to receive the Overall Achievement in Management
Award. In 1993, she earned the Senior Professional Human Resources designation. She is active within the local SHRM chapters.
She has been a board member of Chester County Human Resources Association since 2008 and has held the positions of President,
Vice President, Publicity Chair, and helped form the College Relations Committee. She is currently the Past President for CCHRA
and is the CCHRA liaison for the Delaware HR Person of the Year Silent Auction Committee.
William Lynch – Bill is a graduate of Lafayette College and the Dickinson School of Law. After completing his education, he served
on active duty in the United States Army and upon discharge, went into private practice originally in the area of civil litigation and
trial work. For the past seventeen years he has focused mostly on the representation of employers and insurance carriers in workers’
compensation defense and subrogation matters, including subrogation liens in excess of $250,000. Bill started his own practice,
concentrating in workers’ compensation defense and civil litigation in April, 2008 in PA and NJ. From May 2010 through February
2013 Bill served on the Environmental Advisory Committee for Tredyffrin Township. Bill is a member of the Chester County Human
Resources Association and the Greater Valley Forge Human Resources Association. He has served as legislative liaison for the
Chester County HR Association since July 2012.
