Reports
Zach F.- Vice Chair- Next month is elections. You have to be here to be nominated and
you have to be here to be elected.
Dan G.-Archivist- I am trying to get a Spreadsheet of all Proposals and Motions so that
we can post it to the web and then we can access the files on the web. That way, we
can look up which were passed or declined, when, and what they were about.
Marybeth N. – Secretary- Please write clearly on the Contact List. I will be trying to
make the Minutes more efficient and am going to use more bullets, lists, etc. I am not
using the format where I name everybody who spoke and what they said. Please give
me feedback on this, especially if it doesn’t work for you.
Stephanie M.-Treasurer-(see reports) I have the quarterly reports for the BOD audit.
If your group is not on the donation list, it is because your group did not donate. $3000
is in prudent reserve. We are in the red because last month we set aside the Area
donation and that cannot be touched. We are not negative in the checking account.
Group donations should be between 12-1300/mo.
Maya- Literature- I am stepping down as Chair. It is a very important position. I’m sorry
I’ve been late with the orders. I’m hoping Candace will step up, as she has 2 years filling

Ed J. is coordinating a list of people willing to chair meetings outside of their area for
the speaker exchange program. This program is to get new chair people at your home group, to
open communication in the fellowship and to provide unity. Call Ed J. if you are willing to chair
meetings or are a secretary and want a chair person for your home group. His number is

January H & I Highlights
Portland Area Narcotics Anonymous – Hospitals & Institutions Sub-Committee.
The committee met on Friday, January 30, 2015, beginning at 6pm. We learned that,
since the last meeting, 1312 addicts were seen, 3 commitments missed and 8 cancelled
out of a possible 69. On January 30th, 9 people went through orientation and 8
returned to give their verbal commitments.
A motion was presented and passed regarding literature distribution, the motion read:
All current soft cover books in inventory shall be divided among the clearance facilities,
and all hard cover books to be divided among the non clearance facilities as evenly as
possible.
Our next meeting will be February 28th.
Thank you.
Heidi Hill
Secretary for the H&I Sub-Committee
We have been losing as many women as we’ve gained. We are down to 2 commitments
at Hooper, which is an important place. The women there are ready to listen. You need
6 mo’s clean. We are not buying any more merchandise, as we are our own customers.

PR REPORT-1/31/15
Good afternoon everyone
Everything seems to be running smoothly in public relations.
We have a new phone line shift Coordinator, thank you Lisa F for stepping up and thank
you Jess S for your long time commitment in this position and your continued service to
the phone line and public relations.
In February I will be teaming up with some members of Washington and Clackamas
County areas to do a presentation at the Morrison Center about youth and recovery in
narcotics anonymous. Hopefully we will be able to soon provide a meeting for
teenagers, as I'm sure everyone is aware of the growing number of young people
coming into the rooms this is a service that we can provide that is long overdue. Also in
the works is the shared services project but it's a rather slow process trying to get all
four of the local areas on the same page. I’m binding our phone line services and the
schedules, more will be revealed I guess... Public relations is also working on our
subcommittees guidelines which is a pretty big process as we have the Web server
guidelines the phone line guidelines and the public relation guidelines all combined into
one subcommittee. Hope to see everyone at the Saturday night speaker meeting tonight
and thank you for allowing me to be of service.
Only people who want to do double shifts on the phone line are doing them. Also, I had
contact with treatment centers and they are willing to mix it up a bit, sending people to
different meetings. We are working on some NA Etiquette guidelines.

Proposals:
Proposal # 15-1
Made by: Myk H.
Proposal: Acceptance of Revision of PASC and BOD by-laws Dated 1/31/15
Intent: Revision of by-laws incorporates changes to by-laws required to implement
Consensus Based Decision Making pursuant to Motion 14/2013.
Discussion:
Myk H., Chair, ad-hoc– The ad-hoc committee has finished the by-laws thanks to some
really great people on the committee. Every meeting had 6 people or so in attendance
and we had lively discussions. I looked at other Area’s by-laws and they were not
adequate. I wanted to capture the flavor of the Portland Area and I think we did that.
Marybeth N. will e-mail a copy of the new by-laws to all GSR’s and alternates. In the
email will be ad-hoc committee members who you can call to ask questions before the
next Area. Then next month at Area we can accept them or not. We all learned a lot on
the committee. The by-laws do not contain strike-outs. We worked those issues out.
Zach F.- If there is a Tradition that is broken or an objection to consensus at 85%, we
are looking for that, not for line-by-line corrections. The ad-hoc did that work already.
We are looking for unity and a yes or no answer from Consensus. Please talk to your
groups about this. All changes from the past (Motions, Proposals) were incorporated in
the by-laws.
Also, go online- the new by-laws will be available online at
portlandna.com. This has been long in the making. . Let’s move past this issue.
Passed by consensus Y/N- tabled per discussion to go back to the groups.
