Education
Draft Term of Reference
Background
Information, Education and Communication are important part of adapting to or preparing for climate change,
coping with disasters or other emergency issues affecting a particular location. Being informed and being able to
communicate provides an opportunity for people to make informed decisions about their situation. IEC materials
also provide security, identity and signs of hope to the victims of climate change and disasters.
In Vanuatu, NGOs, government agencies and other stakeholders are producing IEC materials with the valid
intention to educate and inform people regarding extreme emerging issues posing threats to their livelihoods. At
present the IEC materials take the form of sketches, songs, brochures, comics, radio shows, role plays, websites,
posters and DVDs, and they play a crucial role in disseminating ‘down to the last mile’ in Vanuatu
In this regard, the National Advisory Board on climate change and disaster risk reduction (NAB) aims to monitor
and provide clear guidance and support to implementing partners as they produce and disseminates IEC materials.
IEC materials should be based on sound scientific advice and developed in a way that helps community members
play an active role in their own preparation and recovery process, to be active agents of change rather than remain
passive victims of climate change and disasters.
The National Advisory Board with the funding support from SPC-GIZ, has designed and installed a web-based
database to catalogue and easily access the IEC materials currently available (www.nab.vu). The database will also
enable the NAB and other organizations to evaluate what is available and to identify areas for improvement in
terms of IEC material development. Eventually, this online database will be the beginning of a comprehensive
library for climate change and disaster related IEC materials in Vanuatu. The database will be managed by the NAB
through the National Disaster Management Office (NDMO) and Vanuatu Meteorological and Geo-hazards
Department (VMDG)
Scope
A NAB IEC Working Group (or NAB working group on Climate and Disaster Awareness, Training and Education) will
be established to ensure a nationally coordinated, relevant and prioritized approach to communicating with
stakeholders about climate change and disaster issues.
The working group will ensure that there is transparency and information flow regarding planning, development
and dissemination of IEC materials. This working group will also act as intermediary between the NAB and the
multiple and various partners involved in IEC material development and consumption. All feedbacks regarding the
use and function of the NAB portal shall be forwarded directly to the working group which in turn will
communicate with the National Advisory Board. . This feedback process will enable IEC implementers to help
shape the portal so that it serves a purpose of providing users with to access empathetic and uncomplicated CC &
DRR messages.
To become established, the working group will work collaboratively with a NAB-appointed IEC’s short- term
consultant to ensure that planning is progressed, communication channels are opened, processes are established
and actions are followed up.

Map the existing DRR & CCA IEC material currently in use (or in the design process), and provide
recommendations to developers to ensure that new materials are founded in science, locally appropriate
and relevant and fill gaps in information.
Promote, provide feedback on and utilize the NAB portal, its capabilities to store/disseminate IEC
materials.
Provide feedbacks on the use and function of the S NAB server/portal.
Develop, promote and adhere to a NAB IEC endorsement process
Develop, promote and adhere to a NAB IEC copyright, replication and dissemination process
Ensure that the IEC materials are gender-sensitized and accessible by marginalized and vulnerable groups.
Outcomes




The IEC working group promotes their materials to ensure transparency and flow of information among
IEC stakeholders including the Ministry of Education, SPC-GIZ, UNDP, Red Cross, Care, NDMO, VMDG and
other related agencies
The CC&DRR stakeholders will feel ownership of the NAB portal and utilize it regularly for updating,
sharing and accessing electronic version of IEC materials
The IEC materials meet the validation/endorsement criteria of the National Advisory board
The IEC electronic version is provided and stored in NAB portal for easy access by stakeholders
IEC Working Group tasks immediate tasks (August – October 2012):
The IEC working group shall work closely with the NAB IEC short term consultant. Through this mutual
collaboration, the working group will:
Consolidate and build on the consensus sharing of the DRR &CCA IEC materials
Ensure and improve coordination among group members

Share commitment on common aims agreed upon specifically on the development of the IEC materials
Address and clarify emerging issues impeding production and distribution of IEC in Vanuatu.
Formulate proposed strategies in regards to the use, accessibility and function of the NAB portal
Participate in the draft IEC endorsement process
Participate in the draft IEC copyright, replication and dissemination process
Develop a long-term work plan, including priority activities and areas that require partner technical and
financial support.
