INTRODUCTION This plan reflects a listing of training requirements outlined in the current QAPIP, MDCH, GHS policy manual, and Federal requirements. It is not topically exhaustive, but does capture all areas essential to conformance with standards. II. GENERAL INFORMATION Regardless of the type of training, the following general requirements apply: A. To register for a class or training, staff must sign up via the OPSC or on the Genesee Health System (GHS) intranet. If an individual from the provider network does not have OPSC access, a secretary or supervisor who has access may register the individual. Alternatively, to request access to the OPSC, staff should forward a completed Computer Acceptable Use Agreement (CAUA) form via fax to Provider Relations at (810) 496-5770. B. Training notification for GHS staff and network providers is sent out via email. Network Providers are responsible for ensuring that GHS has their correct email, fax number, and U.S. Mail address. Providers are responsible for monitoring their own training needs and must ensure that their staff adheres to all training requirements. GHS Quality Management will audit for compliance. C. Periodic assessments of training needs are conducted annually through Provider Relations for the Provider Network. These assessments include suggestions for in-services and trainings beneficial to the population served. GHS staff are surveyed once per year on training needs. The Training Department will review all requests and make recommendations for the upcoming year’s training offerings. D. There may be a cost for trainings that are offered through GHS for the Provider Network. When required, the price is clearly noted on the OPSC and will show when staff are registered. Registration fees will be based on whether the classes contain Continuing Education credits and/or contact hours from the Michigan Certification Board for Addiction Professionals (MCBAP), as well as the standard material costs of the class. Providers and/or attendees will be expected to pay the required amount 72 hours prior to the start of the class or their registration will be cancelled. E. Some trainings are recorded and may be viewed at GHS. Contact the Training Department at (810) 762-5280 or email training@genhs.org to schedule a viewing. III. REQUIREMENTS/EXPECTATIONS A. The following classes are required of ALL staff in ALL programs serving individuals with mental illness and/or developmental disabilities. The classes listed below are offered regularly by GHS staff. Network Providers can register for these classes on the OPSC. 1. Rights of Persons Served Recipient Rights a. Required within the first 30 days of hire. b. For the Provider Network – the class must be repeated every year. 2. Annual Compliance Training HIPAA, LEP, and Person Centered Planning are required annually for all GHS staff, or staff employed by a GHS contracted provider of mental health and/or developmental disabilities services. Clinicians providing services within the GHS Substance Use Disorder Network are not required to complete this training. If an agency other than GHS provides any of these trainings, they do not need to be repeated; however, all other modules are required. This annual training is available on DVD and offered online on the OPSC or intranet. NEO is offered every other month. The Training Department will register staff for these classes upon hire. Network provider staff may register for some NEO offerings on the OPSC. See following list. Other Trainings In addition to the classes listed above, the following classes are available either online or on DVD through the Training Library: CHIP Basics and Navigation Suicide Risk Assessment Communicable Disease Out of Office Safety B. The following classes are required of ALL primary clinicians (defined as those responsible for the Plan of Service) in ALL programs serving individuals with mental illness and/or developmental disabilities. 1. Primary Clinician Training GHS offers this class online annually. It is not required that GHS be the only source for this training, only that each module is trained annually. This training includes the following modules: Genesee Health System FY 2014 Training Plan rev 06-2014 Page 3 of 9 PRIMARY CLINICIAN TRAINING Motivational Interviewing: Module 1: O - Open Ended Questions Module 2: A - Affirmations Module 3: R - Reflective Listening Module 4: S - Summarizing 2. Prevention of Workplace Violence Annually, providers must submit a Violence Prevention Training Plan to the GHS Quality Management Department for approval. Once approved, providers are expected to follow that training and implementation plan. Crisis Prevention Institute ® (CPI) is required annually for all GHS staff who work directly with consumers. Quality Management will monitor for compliance in this area. CPI Principles ® is required every other year for GHS staff who do not work directly with consumers. Network providers have the option of receiving this type of training in the community, or obtaining CPI training from GHS for a fee. 3. All AFC homes are required to submit an Annual Training Plan to the Training Department via e-mail Training@genhs.org for review and approval. Training specific to providing residential services in a group home setting for handling potential violence in the workplace is an essential part of provider-specific training plans. Each provider should indicate which curriculum they utilize (i.e., Crisis Interventions-CPI®, Therapeutic Interventions-MDCH, NonAbusive Psychological and Physical Intervention (N.A.P.P.I)). Once approved, providers are expected to adhere to their training and implementation plans. Quality Management will monitor for compliance in this area. 4. Medical Emergency Training (GHS staff only) GHS requires that all staff in departments that serve clients directly be trained in CPR. GHS uses the American Heart Association curriculum, and renewals are due every other year. Red Cross training is also accepted – clinicians are to submit copies of their certificates to the Training Department for tracking. C. The following classes are required of ALL direct care workers (defined as those providing services in Residential, CLS, Independent Living, Respite settings, and Day-Work program settings) in ALL programs serving individuals with mental illness and/or developmental disabilities. Employees of these programs are required to have this training within the first 90 days of hire. These standards will be audited by GHS’s Quality Management Department. Please refer to page 9 of this document for a list of required DCW training modules. 1. Trainers/Training Plans a. Each program/home will make training available via its own trained trainer, or in agreement with GHS’s approved trainer/agency. 1) The trainer must be train-the-trainer certified or trained in adult learning theory through the DCH or GHS approved training course. GHS will offer a train-the-trainer course as needed/requested. Genesee Health System FY 2014 Training Plan rev 06-2014 Page 4 of 9 2) The trainer must be approved through GHS’s Training Department. 3) All trainers will pass an annual certification exam with a score of 80%. b. The program/home will supply the GHS Training Department with a training plan annually. This plan should include a schedule of the program/home’s periodic refresher training of DCW modules (e.g., medications, environmental emergencies, implementing relapse/crisis plans, and therapeutic intervention). In addition, the program/home should describe their plan for providing any population specific training to address specific issues (e.g., diabetes, special diets, behavioral issues, food preparation) fundamental to providing quality care to intended consumers. All trainings must include competencybased tests, inclusive of the staff name, date the test was taken, the topic reviewed, test questions/answers and the final grade. Any change in the plan must be approved through the GHS Training Department. The program/home must also inform the Training Department if they have a change in trainers. Failure to do so will result in sanctioning. c. The corporation will send at least one trainer to each quarterly Trainer meeting. This representative will update the other trainers on topics covered in the meeting. 2. Employee Training a. Must occur within the first 90 days of hire (with the exception of Recipient Rights training, which is required within 30 days). b. When hiring employees who have already completed the requisite training, the program/home will maintain evidence of completion within their respective agencies. Toolbox trainings are not transferable between agencies or between homes of the same agency. c. All home/day program managers and assistant home/day program managers must attend annual food texture training. All staff must be inserviced annually. d. If the program/home hires an employee who has been out of the direct care field for two years or more, the employee must repeat the entire course of trainings or take and pass the competency-based tests. e. Individual training records for all staff must be kept in the program. Tests must include score. These records must be produced for audit. f. All classes must be passed with at least an 80% score, other than Medications which requires an 86% score. 3. Community-Based Training a. GHS will provide a Speaker Bureau for the community and will fulfill as many requests as possible. 1) Speakers will be recruited according to content requested. 2) Marketing is done via brochures and mailings. 3) Coordinated through Customer Services at (810) 257-3705. b. GHS will offer Mental Health First Aid to the community. 1) This is an 8 hour course and provides social work CEUs. c. GHS will make training available to law enforcement personnel, correctional personnel, and first responders. 1) Other Web-based resources on the GHS Website i. Crisis Intervention Teams ii. MENTAL HEALTH ACT AND INTEGRATED DUAL DISORDER TREATMENT (IDDT) PROVIDERS NETWORK REQUIREMENTS AND EXPECTATIONS All newly-hired practitioners must receive standardized training in the IDDT evidenced based practice (at least a two-day workshop or its equivalent) within two months of hiring. Existing practitioners received annual refresher training (at least a one-day workshop or its equivalent.) Providers are required to maintain a tracking mechanism to assure that each staff completes the aforementioned IDDT trainings. V. MENTAL HEALTH AND SUBSTANCE REQUIREMENTS AND EXPECTATIONS USE DISORDER PROVIDERS NETWORK A. Documentation is required for all mental health and substance use disorder staff, who provide billable services, of: a minimum of 24 specific, Co-occurring training hours beginning within 2 years of date of hire or beginning October 1, 2009 and 12 hours every 2 years thereafter. B. All individuals employed at mental health and licensed substance use disorder agencies who provide billable and non-billable services must complete a basic training on Welcoming and Cooccurring Disorders: Within 60 days of date of hire. Every 2 years thereafter. Through FY 2014, these trainings will be offered by Genesee Health System as modules in the GHS New Employee Orientation. Providers are required to maintain a tracking mechanism to assure that each program staff completes the above trainings. VI. SUBSTANCE USE REQUIREMENTS/EXPECTATIONS A. Communicable Diseases – At a minimum, all substance use disorder provider program staff with client contact should have basic knowledge of HIV/AIDS, TB, Hepatitis, and STDs, and the relationship of substance use disorder including: HIV/AIDS, TB, Hepatitis (especially A, B and C) and STDs as they relate to the agency target population. Modes of transmission (risk factors, myths and facts, etc.) Linkage between substance use disorder and these communicable diseases. Overview of treatment possibilities. Local area sources available for further information/screening. Trainings are offered online at: www.mi-pte.org. Providers are required to maintain a tracking mechanism to assure that staff complete the training. Typically, this training can be covered in 2 – 3 hours. B. Recipient Rights – As required by the Michigan Department of Consumer and Industry Services Model Recipient Rights Policy and Procedures and the Administrative Rules for Substance Use Disorder Programs in Michigan, each treatment program director is required to designate one staff member to function as the program Rights Advisor, who shall attend an initial training approved by the office concerning Recipient Right procedures. Evidence of having completed this training must be documented and maintained in the Program Recipient Rights Advisors file. Genesee Health System Page 6 of 9 FY 2014 Training Plan rev 06-2014 Treatment Program Directors shall also ensure and document initial and yearly staff training of Recipient Rights policies and procedures for each staff member who has the occasion to have a material effect on the services the client may receive while in the treatment program. Within 30 days of hire, copies of Recipient Rights policies and procedures shall be provided to each member of the program staff. Each staff member of the program shall review the Recipient Rights policies and procedures and shall sign a program form to acknowledge that he or she understands, and shall abide by, the policies and procedures. A signed copy shall be maintained in the staff personnel file. The MI-PTE Recipient Rights training can be found on line at www.mi-pte.org/detail.php?tid=35 . This online training fulfills the requirement for Recipient Rights Designee training. Six (6.0) MCBAP Continuing Educations Hours will be awarded upon completion. Providers are required to maintain a tracking mechanism to assure that each staff completes the Recipient Rights training. VII. DEVELOPMENT AND EVALUATION This policy and its plan will be monitored by the Training Department. VIII. TRAINING It is the responsibility of management staff in all programs to ensure that all staff persons are trained regarding the expectations in this plan. IX. DEFINITIONS Provider Network: A network of behavioral health providers operating in Genesee Health System (CHS) Service Network to provide addiction, mental health and/or co-occurring mental health and addiction treatment.
