TRANSPORT FORUM PRESENTATIONCONGESTION &TRAFFIC CALMING INTERVENTIONS Khayelitsha has a large number of population of private car users, public transport users and non-motorised transport users. As a result commuting experiences a high rate of chronic congestions during both the AM/PM Peak which has both Economic and Environmental Impact. 27 August 2015 TRAFFIC CONGESTION IN KHAYELITSHA • Traffic Congestion is an negative externality caused by various factors, during peak times both AM/PM Peak, the following roads are identified Walter Sisulu Road, Japhta Masemola Rd, Bonga Drive, Mew Way & Spine Road. • Congestion is not only aligned to Road Network • During the Tom Toms 4th Annual Grobal Traffic Index measured over 95 000 km of roadways in Cape Town, Cape Town is South Africa most congested City. SAFETY &SECURITY STAKEHOLDERS • • • • Traffic Services Enforcement COCT Law Enforcement Metro Police TRAFFIC SIGNAL SYSTEM • Comprised of 1050 signalized intersection with an additional 335 signalized pedestrian crossing. • 75%(76) are connected and controlled from the Transport Management Centre(TMC) • The System uses the Split Cycle Offset Optimisation Techniques (SCOOT) software to assist in synchronizing the 760 intersection traffic signals. TRAFFIC CALMING POLICY REVIEW • Currently the COCT tabled the TRAFFIC CALMING POLICY REVIEW • Traffic calming is the practise of placing physical measures in a road to control the speed at which motorists travel. • Measures often used are speed humps,raised pedestrian crossing,raised intersection &mini traffic circles. • Currently, two areas of consent is Corner of Njongo Street, Site-C (Nolungile Taxi Rank) &Japhta Masemola Road & Bonga Drive. Proposal for Civic Led Traffic Control Interventions • Codeta in-house traffic control intervention initiative which is noted by the Transport Forum but there is a designated institution for traffic control,the legislative framework that governs these mandates. The Traffic Control dept will provide leadership and current project like training of PTA.The compliance &alignment with both National &Provincial Legislation Framework and the City of Cape Town Traffic By-Law. • It is aimed at addressing the high number of vehicles in the Kuwait Rank. When the rank was established it was only for few vehicles. • Currently, Nolungile Public Transport Interchange located in Site-C has the capacity to accommodate less MBT, yet the demand has risen which requires more supply. • However, as we know public transport is a regulated sector from the 3 spheres of Govt-National, Provincial and Transport for Cape Town, it is against the law to permit ordinary citizens to impersonate public officials (traffic control officers). • From a safety perspective • Conflict of interest Childsafe&Fia Foundation&Partners On the 27 May 2015,road safety initiative was launch,set of robot were launched in Japhta Masemola Road,Sivuyile Primary School learners were the beneficiaries of the project.Thank you to all stakeholders that made this Road Safety Initiative possible. Child travel behaviour needs attention as many primary schools are located next to busy roads.Road safety should be everybody's business. Transport Forum Road Safety Projects 27 May 2015 Safe Travel School The stoning & burning of Golden Arrow Bus Services is a safety concern • In Khayelitsha during July month alone 51 stoning incidents were recorded and reported. This poses a serious threat to commuters and drivers. We are appealing this practise must cease as it puts breadwinners and Khayelitsha citizens at risk of losing their lives. Most of GABs employees are from Khayelitsha. Golden Arrow is not a government but a privately owned company which not only commute thousands of Khayelitsha commuters but also create massive employment for Khayelitsha residents. Metro East Education DistrictSchool Sports- Sanwit-South African Network Women in Transport Summit As women celebrated August Month,Deputy Minister of Transport,Ms.Cindy Chikunga and Sanwit held a Transport Dialogue to discuss advancement and inclusion projects.Public transport continues to be male dominated,slow transformation,therefore Govt should inititate a new narrative of women participation. WATHINTA ABAFAZI!WATHINTA IMBOKODO!HAPPY WOMEN'S MONTH 9 August 2015 SAFE SCHOOL TRAVEL AWARDS29 July 2015 Childsafe,Discovery &Minister of Basic Education marked the beginning of an improved 'Scholar Transport for the Western Cape Learners. The event was attended by all stakeholders,Centre for Transport Studies,Prof Marianne Vanderschuren, Zola Road Safety Ambassodors,Mamphe from Road Traffic Management Corporation,Patrick from Global Road Safety Safe &Responsible Scholar Transport Learner Drive Training Provincial Road Safety Ambassador held a capacity building and workshop session in Khayelitsha for the unemployed youth &women. This was an empowerment and creating employment opportunities for vulnerable communities. International Visit by Prof.Eduardo Moncada,Bernad College,Columbia On the 24 July 2015,Transport Forum received a visit from a Prof.Moncada,who is doing research on commuter safety in public transport. He was interested in the N2 Express MyCiti Bus Service in Khayelitsha. The discussion document is underway between Transport Forum & Bernard College on lessons learnt. Conclusion Traffic Calming measures are for protection of the most vulnerable road users. The road adjacent to and leading to public facilities like schools,clinics,libraries,should be prioritised. Class 4 Collector Street & 5b Local Street and 5a Commercial Local Street where substantial high number of pedestrians commonly use the street. CLASS(1) Principal arterial road typically 20 km or more in length that provides general overall mobility to the entire metropolitan area or to important economic centres within the metropolitan area.
