ICT in Tripura – Status and the Way Forward Presentation by: Department of IT, Govt. of Tripura Structure of the Presentation Introduction E-Governance National e-Governance Plan (NeGP) IT Infrastructure E-Governance Applications IT Education IT Industry Telecom Infrastructure The Way Forward Introduction IT Policy, 2000: The IT Policy has 3 broad objectives, namely: Promotion of e-Governance for efficient and effective delivery of Govt. services. Promotion of IT Education for development of human resources for IT. Promoting investment in IT industry in the State. Administrative set-up: Directorate of IT was set up in April, 1999, followed by formation of Tripura State Computerisation Agency (TSCA) in 2001. e-Governance National e-Governance Plan (NeGP) Comprehensive Plan for creation of IT infrastructure and delivery of e-Services Encompassing all levels of Govt. – Central, State, Local Bodies. With a vision to make Government services available to the citizen at their door-steps. Mission Mode Projects: Some e-Governance applications identified for implementation in Mission Mode Central MMPs in respect of areas exclusively under the domain of the Central Government. State MMPs in respect of areas under the domain of State Govts. Integrated MMPs like CSCs, e-Procurement, India Portal etc. IT Infrastructure IT Infrastructure Projects… State Wide Area Network (SWAN): State-wide computer data/ voice/ video network set up on OFC backbone. Connects State HQ, District HQs, Sub-divisional HQs and Block HQs; 61 PoPs; about 200 IP phones. BSNL is the bandwidth provider; PoPs are connected through 2 Mbps Leased Lines; upgraded to 4 Mbps for connectivity between State and Districts. NIC is the implementing Agency and the network operator; total project cost over 31.21 crores. 87% uptime during July, 2010; performance being monitored through Third Party Auditor (TPA) and State Level Committee. Tripura is 6th State in the country to implement SWAN and first State to have TPA. IT Infrastructure Projects… Agartala City Area Network (ACAN): Horizontal Connectivity at State HQ: OFC – 17 Office Complexes. BSNL Lease Lines – 12 Offices. RF Link – 76 Offices. Capital Complex: Secretariat and State Guest House connected; High Court and Assembly to be connected shortly. Used for high speed data, audio & video communication. Fully integrated with SWAN; 400 Nodes and 190 IP Phones; Bandwidth - 1 Gbps and 10 Gbps. Consultant-TCIL, Implementing Agency-HCL Comnet Project Cost: Rs 8.00 crores. IT Infrastructure… State Data Centre (SDC): Central Repository for Data for e-Governance applications; Capacity- 16 TB; Project Cost- Rs.40.05 crores. Sify Technologies selected as the Agency for setting up and operation of the Data Centre for 5 years. Installations completed; expected to be commissioned shortly. State Service Delivery Gateway (SSDG): SSDG is a Service Exchange that acts as standards-based messaging service and provides seamless operability and exchanges of data across Departments; a single-point delivery point for all e-services; Project Cost- Rs.9.30 crores. RFP issued for selecting the implementing agency. IT Infrastructure Projects… Community Information Centres (CICs): Set up in each Block to provide e-Services to citizens. Activities include providing access to e-Services, computer training, internet surfing; data support for RD functions of the Block. Community Service Centres (CSCs): To function as outlets for delivery of e-services to citizens at village level. 145 CSCs to be set up, each catering to 6 villages; 44 CSCs already operational; rest to be operationalised during 2010-11. BSFL is the agency for implementing and running the CSCs; Central Govt. to provide Viability Gas Funding for 4 years. IT Infrastructure Projects Capacity Building: GOI providing support for limited period till States build their own capabilities; Project Cost- Rs.7.36 crores. Technical manpower support in the form of 4 Consultants; to function as State e-Governance Mission Team (SeMT); PWC Team has been functioning as SeMT since January 2010. Other Projects: Video Conferencing: District HQs connected to State HQ; Desktop-based Video Conferencing facility also provided using high-speed SWAN connectivity. e-Governance Applications e-Governance Applications… e-Hospital (Hospital Management System): Web-enabled, work-flow based comprehensive IT solution implemented in Agartala Govt. Medical College & Hospital; first Govt. hospital in the country to do so. Developed by NIC; being replicated in other Govt. Hospitals. Tele-ophthalmology (Vision) Centres: Vision Centres set up in Blocks to provide eye-care to patients at door-steps; linked to State Hospital through Telemedicine infrastructure. 37 Centres set up so far; over 66,000 patients screened. Unique Project implemented by Tripura; got National eGovernance Gold Award for 2009. e-Governance Applications… Tele-medicine: District Hospitals/ Sub-divisional Hospitals/ CHCs/ PHCs are being connected to State Hospitals through Tele-medicine infrastructure in a phased manner. 17 Health institutions covered under the Project; over 10,000 patients treated. Online Blood Donor Information System: Available on the net; a citizen can see the stock status of blood in various blood banks, search for donor of his blood group and can be a voluntary donor himself. e-Governance Applications… e-Poursabha (Agartala Municipal Council): Tax Collection System computerised; Citizens can access details of property tax and water tax, birth & death registrations etc. on net; efforts being made to implement web-based integrated solution. AMC is the first Municipal body in North East to go for ITenabled services to citizens. Energy Billing System: Energy Billing offices have been computerised; web-based application; 56 out of 65 Energy Billing offices covered. Billing and consumer details available on net; Efforts being made to start online payment facility. CSI Special Recognition Award for 2009. e-Governance Applications… e-Suvidha: Work-flow based, web-enabled application in SDM offices. 22 Services offered through single window; services include issues of various Certificates. Vahan Sarathi: Functions of Transport Department like issue of Driving Licence, Vehicle Registration etc. computerised; Smart Cards being issued; Citizens may see status over internet. Project implemented in PPP Mode. e-Governance Applications… Land Records: Land Records being computerised; Application developed and updated by NIC from time to time. The system is operational in 28 out of 31 DC circles. Process of Digitisation of Maps started. Computerisation of Registration: Project initiated in 2006 in 4 registration offices of West District, namely, Bishalgarh, Sadar, Khowai and Sonamura. Software called ‘CORD’ developed by NIC. Project needs to be extended to other registration offices. e-Governance Applications… e-Panchayat: One of the State Mission Mode Projects (MMPs); aims at taking computerisation upto GP level. DPR for Rs.36 crores prepared through the consultants, 3iInfotech; Currently, BPR is under process. Services to be offered include issue of various Certificates, Applications for Pensions, NREGA Job Card, Ration Card, RoR, Utility Bills, etc. CCTNS: Crime and Criminal Tracking Network System (CCTNS) to be implemented by Home (Police) Deptt. DPR prepared by NIC; steps initiated for implementation. e-Governance Applications… e-Procurement: Process on for introducing e-Procurement under PMGSY. Application devised by NIC; further steps to be taken. Finance: Commercial Taxes: Application developed by GOI, Ministry of Finance for the North East, through TCS, being used at present; process initiated for introducing a more comprehensive solution through NIC under State MMP for Commercial Taxes. Treasury/ Budget: Application developed by RITES being used at present; NIC has devised a more comprehensive solution – under consideration of Finance Department. Employee/ Pensioners’ Database: RFP issued. Other e-Governance Applications… Education: ICT School Project: started in 2007; e-Learning Software being used in about 400 schools to educate Class VI-VIII students. EduSAt Project: started in 2007; Satellite interactive terminal installed and operational in 50 schools. e-PSC: TPSC is using the application for online submission of applications by the candidates for recruitment. Social Welfare: ICDS MIS System; Database of Disabled Persons; Pensions System. IT Education IT Education… Initiatives in Govt./ Private Sector: Tripura University, NIT and TIT offer B. Tech./ BE in Computer Science/IT, M. Tech, MCA courses. ICFAI University also offers B. Tech/ BE in Computer Science/IT. 5 General Colleges offer BCA/ DCA Courses etc. Women’s Polytechnic is running Diploma Course in Computer Science/IT. ETDC is also running a computer course. IT courses have also been introduced in a number of ITIs. Women’s ITI, Indranagar is being developed as Centre of Excellence in IT. Several private institutions are also offering IT Courses. IT Education REILIT: Regional Institute of e-Learning and IT (RIELIT), Agartala, is a unit of the DOEACC Society of MCIT, GOI; 11th Centre of DOEACC in the country. Full-fledged Campus of RIELIT being set up at Khayerpur near Agartala at a cost of Rs.45 crores on 15 acres land provided by State Govt.; Completion by 2012; To conduct various IT courses including BE/ B.Tech. in Computer Science/IT, BCA, MCA etc. Meanwhile, temporary campus started functioning at Agartala, offering short-term courses; 571 students enrolled. Training for NAC Test: Project taken up for training about 3,500 SC/ST/Women candidates for taking up NAC (NASSCOM Assessment of Competence) Test. 4 Centres operational; about 900 candidates trained so far. IT Industry Promotion of IT Industry Special Incentives for IT Sector: Tripura Industrial Investment Promotion Incentives Scheme (TIIPIS), 2007 provides an additional incentive for IT Sector (over and above incentives available to other sectors) . Partial reimbursement of floor space rentals on tapering basis for 5 years (starting with 50% of floor space rentals in first year and progressively declining to 10% in fifth year). Setting up of an STP: An STP proposed to be set up at Indranagar. DPR prepared by STPI; Estimated Cost: Rs. 37 crores; Likely to have total space of around 70,000 sq. ft. Implementation to be started shortly. Telecom Infrastructure Telecom Infrastructure Geographical Coverage: All Districts/ Sub-divisions/ Blocks covered by Landline/ Mobile/ WLL Services; OFC network extended to all Block HQs. BSNL implementing WiMAX Broadband is a massive way to extend services to remotest parts of the State; Phase-I (21 Sites) launched on 09.09.2010; Phase-II (15 Sites) expected to be commissioned by 31.01.2010. Penetration of Telecom Services: BSNL: Landline: 62,968; WLL: 34,454, Mobile: 2,79,605; 3G Connections: 4,926; Total: 3,81,953. Other Telecom Operators: Over 8 lakhs connections. The Way Ahead e-Governance: Completion of all on-going IT infrastructure projects and development of new e-Governance applications, with the ultimate objective of delivering all Govt. services electronically. IT Education: Continue and support all Govt./ Private efforts to spread IT Education in the State and in particular, taking IT Education to grass-root level through CICs/CSCs and involvement of PRIs. IT Industry: Create required infrastructure in the form of IT Park/ STPI to facilitate investment. Telecom Infrastructure: Improvement in coverage and quality of services, esp. in the remote parts of the State. Thank You
