14. General Summary of Function/Purpose of Position
This position has four major functions:
1) Serve as the department’s IT Liaison responsible for coordination with DEQ divisions and offices, as well as federal and
state departments on IT related issues.
2) Provide leadership and coordination on the implementation of department IT priorities as established by the Enterprise
Technology Leadership Team.
3) Oversee the ongoing IT operations of the department, including software updates, web postings, equipment needs, and
other IT related items.
4) Responsible for the coordination of staff within the technology section to address departmental IT needs and/or changes.

Serve as the Department’s IT Liaison.
Individual tasks related to the duty.

Collaborative project management/oversight with DEQ program area managers, DEQ subject matter experts, DTMB
management and analysts, and other support staff will be expected to ensure continuity with current IT infrastructure
supporting business operations.
Collaborative work will require analysis to determine whether proposed upgrades/enhancements/new systems will
improve program area efficiency for management and decision making balanced against the required investment to
achieve those changes.
Monitor, review, and make recommendations concerning enterprise-wide IT organizational design, development, and
overall DEQ IT policy.
Review IT-related legislative proposals for impact on DEQ programs and policies and recommends positions or course of
action.
Ensure consistent and clear communication to all parties, internal and external, affected by a change in the IT
environment related to policy, function, or other aspects.
Monitor DEQ’s IT operations and identifies and reports potential and actual problem areas to the Assistant Division
Chief.
Review and approve DTMB IT Service requests (ITSRs).

Provide supervision and mentoring of the Technology Section within the Administration Division.

Assign work, set priorities, approve time, annual and sick leave, and direct the work of subordinate employees.
Provide policy guidance, performance expectations, and leadership, as well as administrative/supervisory/planning
functions and communication with staff.
Conduct team meetings to facilitate effective communication and teamwork.
Assist staff with escalated issues to ensure timely resolution of issues.
Review resumes, participate in interviews, and make hiring recommendations.

Provide recommended solutions to IT needs within the department.

Overall DEQ enterprise-wide IT management and direction.

25. What is the function of the work area and how does this position fit into that function?
The Administration Division is responsible for agency oversight for the following functions: procurement, Federal Aid, and IT services.
The Division also provides operational and facility support to the 11 district offices located throughout the State of Michigan.
This position serves as the State Administrative Manager of the Technology Section. This position, along with the associated staff, guides
the department through program upgrades, hardware and software, as well as the implementation of new technologies. This position is also
responsible for the coordination of communication, testing, and approval of all DTMB sponsored projects.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Bachelor’s degree or equivalent experience.
Preferred: Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in computer science, data
processing, computer information systems, data communications, networking, systems analysis, computer programming,
mathematics, or project management.
EXPERIENCE:
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to
the advanced (12) level.
KNOWLEDGE, SKILLS, AND ABILITIES:
