It compares reality to the original commitments documented in the [Project Charter and] Master Project Plan (MPP) during the Planning and Initiation phases. It also identifies lessons learned and potential enhancements for future projects. The purpose of the Project Evaluation Document is to measure the success of the project management (including the use and effectiveness of processes and tools used) rather than evaluating the project deliverables.
