What should I do if one of my vendors does not accept

Visa?

Option 1: Choose another Vendor.

Option 2: Complete the transaction using traditional purchasing procedures; then ask the merchant if they are interested in accepting Visa. If the supplier agrees, refer them to your PCard Program Administrator for information about signing up as a Visa merchant.

Can someone other than the cardholder make purchases on the State Purchasing Card?

No. The State Purchasing Cards are individually assigned and centrally billed. Use of the State Purchasing Card is prohibited by anyone other than the cardholder.

Cardholders are responsible for all charges on their card.

Can personal purchases be made on a State purchasing card?

No. Personal purchases cannot be made the State purchasing card. Keep your personal credit card purchases and the purchasing card purchases completely separate.

What do I do if I accidentally make a personal charge on my State purchasing card?

Notify your PCard Program Administrator immediately regarding this error. Attempt to have the charge reversed

(credited) back to your State purchasing card account. If the vendor cannot reverse the transaction, then write a check made payable to the State of Wisconsin, include sales taxes and submit the check to your PCard Program

Administrator for deposit. Attach a copy of the check and deposit form to your purchasing card record log.

What do I do if I accidentally make a restricted charge on my card?

Who pays the statement and how will it be paid?

Immediately contact your PCard Program Administrator for guidance since this will be decided on a case-by-case basis.

On the last day of the reconciled billing cycle; a statewide statement is generated and s ent to the State Controller’s

Office which contains all cardholder activity.

How are the purchasing card transactions posted to the proper State Agency or Entity accounts?

A default account designated by the cardholder’s State

Agency or Entity is assigned to each purchasing card. All purchases are charged to this account and can be electronically reallocated by the cardholder or designated

PCard Program Administrator during the State Agency or

Entity designated reconciliation period. On the last day of the reconciliation period the Bank will send a Statement

Billing File that contains all of the transactions and accounting codes related to all cardholder activity within the s cheduled biweekly cycle. The State Controller’s

Office will load this file into the accounting system biweekly.

What should I do if I am unable to obtain a receipt?

Document the purchase and the circumstances that prevented obtaining a receipt. Maintain this documentation within the purchasing card record log.

Will I receive a Bank transactional statement?

Yes. An email is sent to the cardholder notifying them that a Bank transactional statement is available via Access

Online. Statements can also be mailed. You will not receive a statement if you do not have transactions during the scheduled biweekly cycle.

Will my personal credit history be reviewed if I apply for a

State purchasing card?

No, your personal credit will not be reviewed nor will it be affected.

What is a Merchant Category Code?

A Merchant Category Code (MCC) is a four-digit number used by the bankcard industry to classify suppliers into industry-market segments. There are approximately 600

MCCs that denote various types of business.

How is the MCC assigned?

Some suppliers sell both merchandise and services.

What MCC do they get?

Will the IRS change the MCC List each year?

What is an ADS transactional restriction?

The MCC is assigned by the acquiring financial institution when a supplier first begins accepting Visa payment cards. The MCC is assigned based on the supplier’s primary line of business.

There are many suppliers that sell merchandise and perform services. For example, a supplier may sell pianos but may also give piano lessons. If a supplier deals in both services and merchandise, the assigned MCC generally reflects the greater percentage of the supplier’s business.

No. The IRS does not expect to change the MCC List, except to add any new MCCs that are created by the bankcard industry.

Authorization Decision Strategy (ADS) is the Bank’s

Fraud Prevention system that is enabled for all cardholder accounts to protect your organization from fraud. To resolve this situation on a legitimate transaction you can contact the Bank to have them perform a Manual

Authorization done per usual for the transaction or otherwise place a temporary ADS Override on the cardholder's account.
