Evaluation of Effective Factors on Strategic document Implementation
of Ardebil Regional Water Company

Abstract:
Given the growing importance of strategic planning and factors that can affect the success of the
strategic planning process, is the prerequisite for developing and implementing of the right strategy,

effective execution, no business strategy cannot succeed. In this research, by relying on the experience
of managers and experts, and other sources such as books, articles, and etc, the relationship between
the factors affecting the implementation of the strategy (management commitment, employee
alignment, strategies transmission and resource allocation) with the successful implementation of the
Strategic Ardebil's Regional Water Company document has been studied. The purpose of this study is
the application of descriptive and co relational in terms of data collection survey. The population of the
employees and directors of the Ardebil's Regional Water Company Cochran's sample size formula was
used for the estimation and the method used for sampling is also random. Questionnaire data is
collected. Content validity of the questionnaire was confirmed by teachers and administrators and
reliability of the questionnaire was calculated using Cronbach's alpha coefficient. Analysis of data
obtained from descriptive statistics and inferential statistics were performed using SPSS software. In
this study, the relationship between four factors: management commitment, employee alignment,
strategies transmission and resource allocation for a successful strategic plan was discussed in
Ardebil's Regional Water Company. The results showed that these factors have significant direct
relationship on the success of the Strategic Plan in Ardebil's Regional Water Company.

1- Introduction
Strategic planning is a fundamental decisions and actions that are appropriate areas of the
organization to achieve the goals and objectives of the mission, values and provides direction
and strategy whereby the position of the organization in the future. Undoubtedly, for any
organization to adopt appropriate orientation for the problems facing the organization, both
now and in the future strategic thinking and strategic planning to meet the needs of present and
conscious. Strategies any organizational goals requires cooperation and coordination of all the
factors that interact with each other systematic organization gives meaning to existence. In this
regard, there are organizations that despite providing strategic planning and implementation to
achieve strategic objectives failed. Many experts and scholars believe that the strategic plan
should be prepared to spend the culture , structure and organizational tasks is consistent and
performance optimization , logic and principles that the second part of the theorem is
important . Some scholars have also conducted studies on a number of factors to achieve the
stated strategies . For example, some of the personnel in the organization knows, some other
factor to consider optimal resource allocation and a group is also consistent with the literature
on strategy and organizational culture and employee knows factor . One of the responsibilities
of each institution is achieving the goals of the organization's raison d'être. Achieving
organizational goals depends on cooperation and coordination of all the factors that interact
with each other systematic organization gives meaning to existence ..Formulating strategy and
perhaps the most controversial aspects of management and business in the past few decades .
For years developing a winning strategy was seen as a key factor in the success of the
organization . Managers, management consultants and professors in the last few decades with
the belief that all their efforts to make the establishment of various schools to develop their
strategy. When the managers of successful organizations on how to achieve the success of the
question, they often use two words together, align and focus . In fact, these organizations are
able to team management, business, information technology and financial resources in order to
align their strategies and focus. And decision makers involved in the implementation of the
strategy within this study ( senior managers , middle managers and staff in Ardabil Regional
Water Company ) , That each of his vision of the factors affecting the implementation strategy
Regional Water Ardabil consider certain factors . The purpose of this study was to identify
factors that affect the implementation of the strategy based on the above three groups of
Regional Water using scientific methods to the study , evaluation and recommendations for
the strength they provide. Sections 2 and 3 we examine the literature and research
methodology in sections 4 and 5 we will analyze the data and conclusions.
2- Literature
Iran is one of the developing countries in recent decades despite the obstacles , many
shortcomings and problems , Witness the dramatic efforts to improve the economic , social ,
cultural and national goals as well. One of the major tasks in progress and sustainable

development , implementation strategies have been developed , which is pursued with
seriousness and attention and a large share of the country's energy is allocated , Unfortunately,
the occurrence of significant obstacles in the implementation and completion of all the old
strategies that impose costs are very high on the national economy. In connection with the
implementation of various aspects of organizational strategies , research done in this area is
referred to several cases : A study entitled " The Pathology of implementing the strategy in the
drug industry ." Conducted Given the critical role of marketing in the organization's activities
and the importance of continuity planning and strategic management , marketing , Attention to
the process of planning and implementation of marketing strategies is more than ever before .
The study attempted to examine the barriers to implementing marketing strategies for
overcoming barriers to implementation strategies and practical solutions offered(Jalali,2004).
A study entitled " Factors affecting the success of the strategic plan of the National Iranian
Gas Company " has been done . In this research, we have to rely on the experience of
executives and experts from the National Iranian Gas Company and other sources such as
books, magazines , articles , etc. To identify the factors affecting the success of strategic
planning in the gas company has the role of organizational factors on the effectiveness of this
process show( Haghigi,2010). In a study of factors affecting the implementation of marketing
strategies and provide an evaluation of the classification and ranking it done for Iran Khodro
Company, the results demonstrate management commitment , structure , culture , perception,
strategy , operations, staffing and resources of the factors affecting the implementation of
marketing strategies(Hashemi,2010) . Other research as the failure to investigate and provide a
strategic planning approach to improve the effectiveness of the strategy of Industrial
Organizations The result of analysis and strategic planning are two theories about the causes
of failure , the notion of " weak leadership " as a major factor in the failure of the proposed
strategies ,The second new concept of " planning focus " as the second driving along and longterm planning strategy reveals ,(Ghafari,2005). Review of research on barriers to
implementation of the strategy focuses on tax matters is the results show that the main
obstacles were extracted from the initial barriers and solutions proposed to control and
eliminate them(Rahmani,2010) . Research as a conceptual model to evaluate organizational
barriers in the context of the implementation of the strategy and organizational culture, This
research shows that institutional barriers to achieving organizational health strategy to prevent
and hinder the achievement of organizational goals and aspirations(Rahim nia,2013).
Performance of obligations under the Information and Strategic Research Board in 2003 and
2005 was conducted in Norway. It was clear that the use of heterogeneous data and

Norton, 2001).
3-Methodology
This paper studies the purposes of classifying it as a descriptive nature of the research . The
application of this research in the area of applied research , because the results can be used for
different groups of planners and managers and staff . The objective of the present study , the
descriptive research and data collection in a survey . Given the purpose of the researcher in
research projects of various tools used for data collection . Questions the validity of their
content is proven . It questions the validity of their content is proven .Thus, the regulation of
the measuring instrument (questionnaire ), this method is validity . . In essence, this study
aimed to assess the reliability of the instrument (questionnaire) was used Cronbach's alpha
using SPSS software to calculate this amount has been paid. To test the hypotheses, test and
Pearson's correlation and regression coefficients were used.
4-Analize of data
This section also analyzes the assumptions using Pearson's correlation coefficient and the
regression coefficient.

5- Conclusion
The study identified four factors associated with successful implementation of the strategy
document Ardabil Regional Water Company have examined the following factors:
1. Allocation of resources
2. Transfer Strategy
3. The employee alignment with strategy
4. The commitment of senior management
The results showed that these factors on the success of the Strategic Plan Regional Water Wiki
significant positive relationship exists, But the realization that the problems faced by the
Terms and external factors that are not taken during the preparation of the document. So
ignoring the situation and external factors in achieving the objectives of the document has
been partially unsuccessful. The company strategy is recommended for optimal performance:
- Implement a system of resource allocation
- Corporate strategy document review and due to external factors
- When compiling the resources required by the company strategy
- Financial resources and liquidity necessary
- Create interaction and coordination between different departments
