George Washington did not run for a third term of the presidency; he declined to say that the two
terms were enough for any president. It became an unwritten rule that was followed by
subsequent presidents until 1940 where President Franklin Delano Roosevelt took office for a
third term and a fourth term as well in 1944. Franklin is the only president who has served the

United States for more than two terms (Brain, H,and Vanessa, W., 2014). President Ulysses S.
Grant tried to run for a third term in office but was unsuccessful in the nominations for lack of
enough party support. Theodore Roosevelt, a cousin of Franklin Roosevelt, was president for two
consecutive terms and also tried running for another term in 1912 where he lost.
The proclamation of neutrality was an announcement by George Washington in 1793, declaring
that America would remain neutral in the dispute between France and Great Britain. The
department of state is the primary foreign affairs agency. Its core role is developing and
implementing the president’s foreign policy. It serves as the international diplomatic arm of the
federal government.
