Minutes of the 61st meeting of State Environment Impact Assessment Authority held
on 28th & 29th Nov. 2013 under the Chairpersonship Mrs. Saroj Siwatch IAS (Retd.),
Chairperson, SEIAA held in the meeting room of office of SEIAA Haryana, Sector-2
Panchkula, regarding Environmental Clearance under EIA Notification dated
14.9.2006.
The full Authority is present. The 21 Cases recommended by SEAC/EAC for
Environmental Clearance or otherwise, 8 no. of deferred cases and Brick earth mining
cases as listed in the Agenda item circulated vide letter No. 1193-1195 dated 13-11-2013
were discussed. Following decisions were taken:On 28-11-2013
Item No. [1] Environmental Clearance for the proposed Residential Plotted Colony
at Sector-70, Faridabad, Haryana by M/S FERROUS Township Pvt.
Ltd.
The recommendation of SEAC to accord Environmental Clearance was earlier
considered in the 53rd meeting of SEIAA held on 14-06-2013, wherein it was decided to
refer back this case to SEAC with the advice to get the revised EIA on the updated
baseline data; appraise the same and send its recommendations accordingly. The SEAC
in its 89th meeting held on 27-08-2013, appraised the revised EIA on the updated data and
compared the same with the earlier baseline data permitted by SEAC to use the same for
preparation of EIA report. The SEAC observed that there is insignificant variation in the
values and are within permissible tolerance limits the SEAC was of the view that the
mitigation measures already provided by the project proponent are in order and again
recommended to accord environmental clearance by imposing stipulations stated therein
as per earlier recommendation. It was found that the project proponent has proposed the
development of residential Plotted Colony at Sector-70, Faridabad, Haryana on a total
plot area of 413558.68 sqmt. The total built up area shall be 414703.92 sqmt. The project
shall have 878 Residential Plots (698 General plots + 178 EWS + 2 Nursing homes). The
total water requirement shall be 1872 KLD. The fresh water requirement shall be 1097
KLD. The waste water generation shall be 1356 KLD, which will be treated in the STP of
1630 KLD capacities.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding existence of revenue rasta, HT line,
Gas pipe line, Others land, canal, water requirement, quality of water, green belt
development plan, Ambient Air Quality, NOC from Forest department regarding noninvolvement of Forest land recycle and reuse of water etc. The representative of the
project proponent submitted NOC issued by DFO, Faridabad regarding non-involvement
of Forest land and assurance of HUDA for the supply of water. It was noticed that in the
proposed plotted colony certain vacant pockets of land belonging to others also exists.
The representative of the project proponent was directed that the infrastructure services

to be provided on the common roads covering his project and the areas of others land will
have the provision to take additional load arising from population residing in others land
to avoid multiplicity of same services on such common roads falling within the project
limits. Prior approval from HUDA shall be taken in this respect. The representative of the
project proponent was directed that their project will have the provision for infrastructure
services to accommodate the additional load arising from population residing in others
land falling within the project limits. The representative of the project proponent agreed
to provide the same. The representative of the project proponent was also advised to shift
the proposed Primary school site near the HT line to the proposed Dispensary site viceversa. The representative of the project proponent submitted the revised plan earmarking
space for Primary School in place of Dispensary vice-versa as was advised by the
Authority and also earmarking site for solid waste management. It was noticed that the
values of parameter PM2.5, PM10 are exceeding the prescribed limits. The representative
of the project proponent was asked to submit plan for controlling PM2.5, PM10 levels and
also directed to adopt water sprinkling system to suppress the dust generation. The
representative of the project proponent was also directed to keep ROW for HT line and
Gas pipe line as per Government instructions.
After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

The project proponent shall ensure that no construction activity is undertaken
either on surface or below or above surface of revenue rasta passing through the
project area.
[2]
The project proponent shall indicate the width and length of revenue rasta passing
through the project area on sign board and shall display the same at both the ends
of revenue rasta stretch, for awareness of public. Sign board shall also display the
message that this is public rasta/road and any citizen can use it. There shall not be
any gate with or without guards on revenue rasta.

The project proponent shall not raise any construction activity in the ROW
reserved/acquired for High Tension Wire passing through the project area and shall
maintain horizontal and vertical ROW as required under Indian Electricity Rules,
1956/DHBVN latest instructions.

ROW for approaching gas pipe line shall be kept as per relevant rules and prior
permission from HUDA/Relevant authority shall be taken.
[5]
The project shall provide the infrastructure services (water supply, sewer, storm
water lines etc) on the common roads covering his project and the areas of others
land to take additional load arising from population residing in others land to avoid

multiplicity of same services on such common roads falling within the project
limits.

The project proponent shall maintain the distance between STP and water supply
line.
[7]
The project proponent shall provide sufficient space for ETP in the nursing home
project.
[8]
The project proponent shall ensure proper Air Ventilation and light system in the
basements area for comfortable living of human being and shall ensure that
number of Air Changes per hour/(ACH) in basement never falls below 15.
Item No. [2] Environmental Clearance for modification/expansion of existing
residential group housing of “Aura” at Sector – 110-A, Gurgaon,
Haryana by M/S Mahindra Life Estate Developers Ltd.
The recommendation of SEAC to accord Environmental Clearance was earlier
considered in the 51st meeting of SEIAA held on 15-05-2013, wherein it was decided that
this matter may be referred to SEAC with the advise to examine the revision/amendment
minutely as to its impact on common facilities, utilities, infrastructure of the project; in
particular but not limited to the impact of increased population on common utility
capacity, parking unavailability, traffic congestion, evacuation time in case of the fire
disaster STP capacity, pipelines capacity, lifts congestion etc must be analysed. The
SEAC in its 90th meeting held on 04-09-2013 again recommended this project of
Modification and Expansion for Environmental Clearance.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent
Detailed discussions were held regarding water requirement, quality of water, green belt
development plan, Ambient Air Quality, NOC issued by DC regarding non-applicability
of Aravalli Notification etc. It was noticed that the project proponent has already
submitted assurance of water supply, power supply, NOC from DFO Gurgaon,
permission of Forest Department for cutting of trees. The representative of the project
proponent also submitted copy of validated license but failed to submit certificate issued
by DC regarding non-applicability of Aravalli Notification. The representative of the
project proponent submitted a plan earmarking space for solid waste management site.
After detailed deliberations it was decided to defer this case with the decision that
the project proponent may be asked to submit reply to the below mentioned observations
within 15 days.

The project proponent shall submit certificate of DC regarding non-applicability of
Aravalli Notification.
Item No. [3] Environmental Clearance for construction of Group Housing Project at
Village-Fazilpur-Jharsa, Sector-71, Gurgaon, Haryana (10.89 acres.)
by M/s Raj Buildwell Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of Group

Housing Project at Village-Fazilpur-Jharsa, Sector-71, Gurgaon, Haryana on a plot area
of 44070.266 sqmt (10.89 Acres). The total built up area shall be 104171.519 sqmt. The
project shall have 5 Towers having 1 basement + GF + maximum 34 Floors. The
proposed Group Housing project shall have 185 no. of DU and 33 EWS Units. The
maximum height of the building shall be 118.65 meters. The total water requirement shall
be 277 KLD. The fresh water requirement shall be 155 KLD. The waste water generation
shall be 176 KLD, which will be treated in the STP of 250 KLD capacities. The total
power requirement shall be 4000 KVA which will be supplied by DHBVN. The Project
Proponent has proposed to develop green belt on 30% of project area (20% tree
plantation + 10% landscaping). The Project Proponent proposed to construct 11 rain
water harvesting pits. The solid waste generation will be 515.1 kg/day. The biodegradable waste will be treated in the project area by adopting appropriate technology.
The total parking spaces proposed are 752 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding existence of revenue rasta, water
requirement, quality of water, green belt development plan, Ambient Air Quality, NOC
of Deputy Commissioner, regarding non-applicability of Aravalli notification, recycle
and reuse of water, parking plan, traffic circulation etc. The representative of the project
proponent submitted the NOC of Deputy Commissioner, Gurgaon regarding non
applicability of Aravalli notification, assurance of HUDA for supply of drinking water
based on canal water supply. The representative of the project proponent also submitted a
plan earmarking site for solid waste management. It was noticed that the service lines
proposed to be laid by the project proponent do not intercept the revenue rasta. The
representative of the project proponent assured the Authority to provide helipad facility
as required under NBC norms. The representative of the project proponent was also
directed to revise the water requirement for EWS @ 5 persons instead of @ 2 persons and
also use 50 KLD of treated water for water body instead of fresh water and submit
revised water requirement and water balance diagram accordingly. The representative of
the project proponent was also directed to ensure proper pumping arrangements keeping
in view the height of the building. The representative of the project proponent was
directed to submit an undertaking declaring that there is no encroachment on the revenue
rasta existing within the project area, permission of Mines and Geology Department shall
be obtained for excavation of soil for basement purpose, EDC/IDC has been paid to
DTCP as per demand by the department up to date, provision for multi stage pumping,
use of ultra low sulphur diesel and provision for helipad. The representative of the project
proponent submitted the desired undertaking. The representative of the project proponent
was directed to correct the heat gain factor.

After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

The project proponent shall ensure that no construction activity is undertaken
either on surface or below or above surface of revenue rasta passing through the
project area.
[2]
The project proponent shall indicate the width and length of revenue rasta passing
through the project area on sign board and shall display the same at both the ends
of revenue rasta stretch, for awareness of public. Sign board shall also display the
message that this is public rasta/road and any citizen can use it. There shall not be
any gate with or without guards on revenue rasta.

The project proponent shall provide helipad facility as required under NBC norms
and shall seek permission of helipad from AAI/Relevant Authority.
[4]
The project proponent shall provide stage pumping (Different Levels) for lifting
water to rooftop.
[5]
The project proponent shall ensure structural stability to withstand earthquake of
even Richter Scale 8.2 or more.
[6]
The project proponent shall seek NOC from Town and Country department
regarding height of the building allowed in the skyline of that city.
[7]
The project proponent shall maintain the distance between STP and water supply
line.
[8]
The project proponent shall calculate the water requirement for EWS @ 5 persons
instead of @ 2 persons and also use 50 KLD of treated water for water body
instead of fresh water and shall submit revised water requirement and water
balance diagram before the start of construction.

The project proponent shall ensure that the stack height is more than the highest
tower.
[10]
The project proponent shall ensure proper Air Ventilation and light system in the
basements area for comfortable living of human being and shall ensure that
number of Air Changes per hour/(ACH) in basement never falls below 15.
Item No. [4] Environmental Clearance for construction of Commercial project at
Sector-63A, Village Berampur, District Gurgaon, Haryana by M/s
Yule Propbuilt Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of
Commercial Project at Sector-63A, Village Berampur, District Gurgaon, Haryana on a
plot area of 8903.08 sqmt. The total built up area shall be 31218.27 sqmt. The proposed
commercial complex shall have 3 basements + GF + maximum 14 Floors. The maximum
height of the building shall be 70 meters. The total water requirement shall be 237 KLD.

The fresh water requirement shall be 134 KLD. The waste water generation shall be 103
KLD, which will be treated in the STP of 130 KLD capacities. The total power
requirement shall be 2750 KVA which will be supplied by DHBVN. The Project
Proponent has proposed to develop green belt on 20% of project area (15% tree
plantation + 5% landscaping). The Project Proponent proposed to construct 03 rain water
harvesting pits. The solid waste generation will be 600 kg/day. The bio-degradable waste
will be treated in the project area by adopting appropriate technology. The total parking
spaces proposed are 406 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC of Deputy Commissioner,
regarding non-applicability of Aravalli notification, recycle and reuse of water, Parking
plan, traffic circulation plan. The representative of the project proponent submitted the
NOC of Deputy Commissioner, Gurgaon regarding non applicability of Aravalli
notification, NOC from AAI regarding height clearance and assurance of HUDA for
supply of water. The representative of the project proponent also submitted basement
parking plan and location of STP. It was noticed that the project proponent has proposed
parking in the 3 basements but the Authority was the view that 3rd basement parking
should be discouraged as there is no proper provision for natural light and Air
Ventilation. The representative of the project proponent submitted brief design of HVAC
system proposed for 1st, 2nd and 3rd basement as per National building code and gave brief
of system involved and Air circulation. The representative of the project proponent was
advised to use treated water for HVAC makeup instead of 76.34 KLD of fresh water. The
representative of the project proponent assured to submit revised water balance diagram
before the start of construction. The Authority also directed the representative of the
project proponent to ensure that adequate distance between STP and water supply should
be maintained. The representative agreed to provide the same. The representative of the
project proponent was advised to use only LED lights and install solar panel on the roof
of the building. The representative of the project proponent assured to provide the same
and submitted an undertaking in this regard.
After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

Vertical fenestration shall not exceed 40% of total wall area.
[2]
The project proponent shall use treated water for HVAC make up instead of total
fresh water and shall submit revised Water balance diagram before the start of
construction.

The project proponent shall provide helipad facility as required under NBC norms
and shall seek permission of helipad from AAI accordingly /relevant authority.
[4]
The project proponent shall provide solar panel of the roof on the building.
[5]
The project proponent shall use only LED lights.
[6]
The project proponent shall ensure proper Air Ventilation and light system in the
basements area for comfortable living of human being and shall ensure that
number of Air Changes per hour/(ACH) in basement never falls below 15.
Item No. [5] Environmental Clearance for construction of proposed Group Housing
Project at Village Naurangpur, Sector-79, Gurgaon, Haryana by M/s
Bestech India Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of Group
Housing Project at Village Naurangpur, Sector-79, Gurgaon, Haryana on a plot area of
40873.25 sqmt. The total built up area shall be 93503.70 sqmt. The project shall have 7
Towers + 1 basement + GF + maximum 19 Floors. The Group Housing shall have 613
Dwelling units (521 General plots + 92 EWS). The maximum height of the building shall
be 59.9 meters. The total water requirement shall be 500 KLD. The fresh water
requirement shall be 293 KLD. The waste water generation shall be 355 KLD, which will
be treated in the STP of 430 KLD capacities. The total power requirement shall be
3053.40 KW which will be supplied by DHBVN. The Project Proponent has proposed to
develop green belt on 34.33% of project area (24% tree plantation + 10.33%
landscaping). The Project Proponent proposed to construct 10 rain water harvesting pits.
The solid waste generation will be 1324.2 kg/day. The bio-degradable waste will be
treated in the project area by adopting appropriate technology. The total parking spaces
proposed are 989 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC of Deputy Commissioner,
regarding non-applicability of Aravalli notification, recycle and reuse of water, parking
plan, traffic circulation etc. The representative of the project proponent submitted the
NOC of Deputy Commissioner, Gurgaon regarding non applicability of Aravalli
notification, assurance of HUDA for supply of drinking water and photocopies of
EDC/IDC deposited to the DTCP for the services of supply of water supply, sewerage
connection and drainage system. The representative of the project proponent submitted a
plan earmarking site for solid waste management. The representative of the project
proponent also assured the Authority to provide helipad facility as required under NBC
norms. The representative of the project proponent was directed to revise the water

requirement for EWS @ 5 persons instead of @ 3 persons and submit revised water
requirement and water balance diagram accordingly.

Item No. [6] Environmental Clearance for the Proposed Commercial Colony of
5.715 acres at Village-Wazirpur, Sector-92, Gurgaon, Haryana by M/s
Bestech India Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of
Commercial Colony at Village-Wazirpur, Sector-92, Gurgaon, Haryana on a plot area of
23117.487 sqmt (5.715Acres). The total built up area shall be 79342.676 sqmt. The
commercial complex shall have 3 Basements + GF + maximum 13 Floors.
The
maximum height of the building shall be 44.97 meters. The total water requirement shall
be 486 KLD. The fresh water requirement shall be 227 KLD. The waste water generation
shall be 273 KLD, which will be treated in the STP of 330 KLD capacities. The total
power requirement shall be 6446 KW which will be supplied by DHBVN. The Project
Proponent has proposed to develop green belt on 20% of project area (15% tree
plantation + 5% landscaping). The Project Proponent proposed to construct 06 rain water
harvesting pits. The solid waste generation will be 1046.1 kg/day. The bio-degradable
waste will be treated in the project area by adopting appropriate technology. The total
parking spaces proposed are 960 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC of Deputy Commissioner,
regarding non-applicability of Aravalli notification, recycle and reuse of water, Parking

plan, traffic circulation plan, NOC from District Wild-life Warden etc. The representative
of the project proponent submitted the NOC of Deputy Commissioner, Gurgaon
regarding non applicability of Aravalli notification, NOC from AAI regarding height
clearance and NOC issued by Divisional Wild-life Warden Gurgaon. The representative
of the project proponent submitted assurance of water supply from HUDA and
photocopies of EDC/IDC paid to DGTP/HUDA for the services for supply of water,
sewerage connection and drainage system. The representative of the project proponent
submitted, 1st basement plan showing location of STP. The representative of the project
proponent also submitted a plan earmarking site for solid waste management. It was
noticed that the project proponent has not provided sufficient space/ways for smooth
movement of heavy vehicle in the project area. The representative of the project
proponent submitted revised traffic circulation plan earmarking adequate area having
hard paved/bituminous road for heavy vehicle circulation. The representative of the
project proponent was advised to use treated water for HVAC makeup instead of 82 KLD
of fresh water. The representative of the project proponent assured to submit revised
water balance diagram before the start of construction. The Authority also directed the
representative of the project proponent to ensure that adequate distance between STP and
water supply should be maintained. The representative agreed to provide the same. The
representative of the project proponent was advised to use only LED lights and install
solar panel on the roof of the building. The representative of the project proponent
assured to provide the same and submitted an undertaking in this regard.
After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

Item No. [7] Environmental Clearance for new construction project Category 8(a) of
a “Group Housing Colony” on land measuring 9.60 Acre at Sector-10A, Bawal, Rewari (Haryana) by M/s Choice Real Estate Developers
Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of Group
Housing Colony at Sector-10-A, Bawal, Rewari (Haryana) on a plot area of 38849.76

sqmt (9.60 Acres). The total built up area shall be 29692.119 sqmt. The project shall have
4 Towers having Basements + Stilt + GF + maximum 11 Floors. The proposed Group
Housing project shall have 231 no. of flats and Nursery school. The maximum height of
the building shall be 40 meters. The total water requirement shall be 231 KLD. The fresh
water requirement shall be 132.99 KLD. The waste water generation shall be 147.07
KLD, which will be treated in the STP of 165 KLD capacities. The total power
requirement shall be 2450 KVA which will be supplied by DHBVN. The Project
Proponent has proposed to develop green belt on 30.23% of project area (20% tree
plantation + 10.23% landscaping). The Project Proponent proposed to construct 07 rain
water harvesting pits. The solid waste generation will be 547.78 kg/day. The biodegradable waste will be treated in the project area by adopting appropriate technology.
The total parking spaces proposed are 416 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC of forest department regarding
non-involvement of forest land, certificate from DC concerned that Aravalli Notification
is not applicable recycle and reuse of water etc. The representative of the project
proponent submitted the NOC of forest department regarding non-involvement of forest
land, certificate issued by DC Rewari stating that Aravalli Notification is not applicable,
assurance of HUDA for supply of water, copies of IDC/EDC paid to HUDA for the
services for supply of water, sewerage connection and drainage system and copy of
revalidated license. The representative of the project proponent was also directed to
revise the water requirement for EWS @ 5 persons instead of @ 2 persons and submit
revised water requirement and water balance diagram accordingly.

Item No. [8] Environmental Clearance for the construction of Proposed Group
Housing Project at village- Wazirpur, Sector-95, Gurgaon, Haryana by
M/S Ramprastha Greens Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the Group Housing Project
at village- Wazirpur, Sector-95, Gurgaon, Haryana on a plot area is 99269.388 sqmt
(24.53 Acres). The total built up area will be 206449.885 sqmt. The project shall
comprise of 17 Towers having 4 Basement + GF + maximum 23 Floors. The proposed
Group Housing project shall have Dwelling Unit, EWS unit, Servant unit, Nursery

The total water requirement shall be 1066 KLD. The fresh water requirement shall be 704
KLD. The waste water generation shall be 888 KLD, which will be treated in the STP of
1000 KLD capacity.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding existence of revenue rasta, HT line,
quality of water, green belt development plan, Ambient Air Quality, NOC from DC
Gurgaon regarding non-applicability of Aravalli Notification, NOC from DWLW
Gurgaon, recycle and reuse of water etc. The representative of the project proponent
submitted NOC issued by DC Gurgaon regarding non-applicability of Aravalli
Notification, assurance of HUDA for the supply of water and copies of IDC/EDC paid to
HUDA/DTCP for the services for supply of water, sewerage connection and drainage
system and NOC of AAI regarding height clearance. The representative of the project
proponent was also directed to keep ROW for HT line as per prevailing government
instructions. The representative of the project proponent was also directed to revise the
water requirement for EWS @ 5 persons instead of @ 2 persons and submit revised water
requirement and water balance diagram accordingly. The representative of the project
proponent clarified that the services lines to be laid in the proposed project shall not
intercept the revenue rasta and the services lines will be laid on 24 meter wide road. The
representative of the project proponent submitted copy of service plan also. It was noticed
that the project proponent has proposed 5% of the parking area for EWS which was not
found in accordance with the norms. The representative of the project proponent was
directed to revise the parking calculation as in the case of DU @ 1.5/DU. The
representative of the project proponent assured to submit NOC from DWLW Gurgaon
within week.
After detailed deliberations it was decided to defer this case with the decision that
the project proponent may be asked to submit reply to the below mentioned observations
within 15 days.

different parts of the project.
Item No. [9] Environmental Clearance for Commercial Complex “Agro Mall” at
Karnal, Haryana being developed by H.S.A.M.Board.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of
Commercial Complex “Agro Mall” at Karnal, Haryana on a plot area of 15694.5 sqmt
(3.878 Acres). The total built up area shall be 23449.85 sqmt. The project shall have 80
no. of shops having Basements + GF + 03 Floors. The maximum height of the building
shall be 21.64 meters. The total water requirement shall be 126 KLD. The fresh water
requirement shall be 91 KLD. The waste water generation shall be 36 KLD, which will
be treated in the STP of 50 KLD capacities. The total power requirement shall be 4019.38
KW which will be supplied by UHBVN. The Project Proponent has proposed to develop
green belt on 30.04% of project area (20% tree plantation + 10.04% landscaping). The
Project Proponent proposed to construct 04 rain water harvesting pits. The solid waste
generation will be 151 kg/day. The bio-degradable waste will be treated in the project
area by adopting appropriate technology. The total parking spaces proposed are 368 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC from Forest Department,
recycle and reuse of water, Parking plan, traffic circulation plan etc. The representative of
the project proponent informed the Authority that the water requirement 126 KLD shall
be met from existing bore-well. The representative of the project proponent further
submitted that the municipal water supply and drainage system has already been laid by
HUDA in the vicinity of the project area. The representative of the project proponent

submitted storm water plan, revised water balance diagram and also submitted a letter
indicating that the Executive Engineer HSAMB Karnal will be the nodal officer for this
project.
After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

The Project Proponent shall adopt adequate Air Pollution Control Measures to
mitigate the air pollution problem and also ensure to provide sufficient space for
parking of vehicles to avoid any congestion on the road during peak season.
Parking space should be calculated keeping in mind that much more space is
required for trucks to turn and move as compared to smaller vehicles.

Under the provisions of Environment (Protection) Act, 1986, legal action shall be
initiated against the Project Proponent if it was found that construction of the
project has been started before obtaining environmental clearance.

The Project Proponent shall ensure that no dust is raised even during peak season
operation phase. NAAQ standards must be maintained during both
construction
and operation phase.

The Project Proponent shall ensure that plinth is 1.5 meter above 100 years flood
level and facility is not prone to water logging.

The Project Proponent shall ensure that ground water is not contaminated due to
leache of spoiled organic material.
[6]
The Project Proponent shall ensure the proper and safe disposal of spoiled/rotten
material.
[7]
The project proponent shall use only LED lights.
[8]
Nodal Officer nominated by HSAM Board shall be responsible for implementation
of all conditions of Environmental Clearance letter.
Item No. [10] Environmental Clearance for Ware House Project, at VillageHassangarh, Tehsil-Sampla, Distt. Rohtak, Haryana by M/s Vision
Realtech Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the development of Ware
House Project, at Village-Hassangarh, Tehsil-Sampla, Distt. Rohtak, Haryana on a total
plot area of 138145.35 sqmt (34.136 Acres). The total built up area shall be 63919.85
sqmt. The Ware House complex shall comprise of 9 sheds and Ground floor. The
maximum height of the building shall be 12 meter. The total water requirement shall be
43.92 KLD. The fresh water requirement shall be 1.68 KLD. The waste water generation
shall be 2.18 KLD which will be treated in Septic Tank with Soak pits.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent

requirement, quality of water, green belt development plan, Ambient Air Quality etc.
The representative of the project proponent submitted copy of NOC issued by Forest
Department regarding non-involvement of forest land. It was noticed that the project
proponent has proposed to provide septic tank, soak pit for treatment of waste water. The
representative of the project proponent was advised to provide STP of 5 KLD capacity
for treatment of waste water. The traffic circulation plan was also not found satisfactory
as the project proponent did not propose wide internal roads for smooth movement of
heavy vehicles. The representative of the project proponent assured to submit revised
traffic circulation plan. It was noticed that the project proponent has proposed
construction of 34 no. of RWH pits. The representative of the project proponent was
asked to conduct the study of ground water table in order to ascertain the feasibility of
proposed RWH structures otherwise alternate arrangements for disposal of storm water
up to approved site of drainage shall be submitted. The representative of the project
proponent was also asked to submit the inventory of Articles proposed to be stored in the
Ware House.
After detailed deliberations it was decided to defer this case with the decision that
the project proponent may be asked to submit reply to the below mentioned observations
within 15 days.

The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of Group
Housing project at Sector-67 A, Village-Dhumaspur and Maidawas, District-Gurgaon,
Haryana on a plot area of 151804.3 sqmt (37.512 Acres). The total built up area shall be
812877.08 sqmt. The project shall have 35 Towers in which 4 Cluster (Cluster A- 10
Towers + GF-13 floors), (Cluster B- 8 Towers +GF + 13 floors), (Cluster C- 9 Towers
+GF + 13 floors), (Cluster D- 8 Towers +GF + maximum 19 floors). The proposed

Group Housing project shall have 1780 no. of DU, 315 EWS units, Club, Nursery School
& Primary Schools. The maximum height of the building shall be 73 meters. The total
water requirement shall be 2359 KLD. The fresh water requirement shall be 1105 KLD.
The waste water generation shall be 1320 KLD, which will be treated in the STP of 2300
KLD (4X575 each) capacities. The total power requirement shall be 15174.72 KW which
will be supplied by DHBVN. The Project Proponent has proposed to develop green belt
on 45.02% of project area (21.88% tree plantation + 18.93% landscaping). The Project
Proponent proposed to construct 20 rain water harvesting pits. The solid waste generation
will be 4800 kg/day. The bio-degradable waste will be treated in the project area by
adopting appropriate technology. The total parking spaces proposed are 3545 ECS.
In the today’s meeting the recommendation of SEAC and the project details were
taken up for consideration in the presence of representative of the project proponent and
consultant. The recommendation of SEAC was examined on the basis of prevalent
procedure as prescribed in the MoEF GoI amended notification dated 22-08-2013.
Detailed discussions were held regarding existence of revenue rasta, HT line, water
requirement, quality of water, green belt development plan, Ambient Air Quality, NOC
of DC Gurgaon regarding non-applicability of Aravalli Notification, recycle and reuse of
water etc. The representative of the project proponent submitted the NOC of DC Gurgaon
regarding non-applicability of Aravalli Notification, assurance of HUDA for supply of
water and copies of IDC/EDC paid to HUDA/DGTCP for the services for supply of
water, sewerage connection and drainage system. It was noticed that the values of
parameter PM2.5, PM10 are exceeding the prescribed limits. The representative of the
project proponent was asked to submit plan for controlling PM2.5, PM10 levels and also
directed to adopt water sprinkling system to suppress the dust generation. The
representative of the project proponent was asked to revise the RWH calculation @ 45
m/hr and the same was submitted during the meeting. The representative of the project
proponent clarified that the revenue rasta will not be encroached and submitted services
line plan showing that the revenue rasta is not intercepted, however it was clarified that
the Entry and Exit earmarked on the plan is through 24 meter wide road and revenue rasta
is part of HUDA road. The representative of the project proponent submitted an
undertaking with the declaration that the revised environmental clearance for area
earmarked as future development in the layout plan shall be taken before any
development is undertaken in the area.
After detailed deliberations, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the following condition in addition to the usual conditions in practice.

The project proponent shall ensure that no construction activity is undertaken
either on surface or below or above surface of revenue rasta passing through the
project area.
[2]
The project proponent shall indicate the width and length of revenue rasta passing
through the project area on sign board and shall display the same at both the ends
of revenue rasta stretch, for awareness of public. Sign board shall also display the
message that this is public rasta/road and any citizen can use it. There shall not be
any gate with or without guards on revenue rasta.
[3]
All system of water supply, sewerage system, STP etc. shall be provided based
on revised requirement of @135lpcd. STP will not be below first basement.
[4]
The project proponent shall maintain the distance between STP and water supply
line.
[5]
The project proponent shall not raise any construction activity in the ROW
reserved/acquired for High Tension Wire passing through the project area and
shall maintain horizontal and vertical ROW as required under Indian Electricity
Rules, 1956/DHBVN latest instructions.

The project proponent shall seek the revised Environmental Clearance if any
construction is taken up in the left over unplanned area of the project.

noticed that the project proponent has proposed water calculation for EWS @ 2 persons.
The representative of the project proponent was asked to submit revised water calculation
@ 5 persons for EWS @ 135 lpcd and revised water balance diagram before the start of
construction. The parking plan proposed by the project proponent was found unsatisfactory. The representative of the project proponent submitted the revise parking plan

by increasing the parking area in the lower basement. It was noticed that with the revision
in the parking area the total parking would be 1320 ECS against the earlier proposed
1193 ECS. The Authority also directed the representative of the project proponent to
ensure that adequate distance between STP and water supply should be maintained. The
representative agreed to provide the same. It was noticed that the parking calculation has
been carried out for MDU @ 1.5 and for EWS and Service Personal Units @1/3 which
was not in accordance with norms. The representative of the project proponent was
advised to revise the parking calculation for EWS + Service Personal Units @ 1.5 instead
of @ of 1/3 per/unit and submit the same before the start of construction.
The
representative of the project proponent was advised to use only LED lights.

The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed the construction of Plotted
Colony (53.837 Acre) at village-Dharuhera, Sector-3,3A & 4, Rewari, Haryana on a plot
area is 217870.60 sqmt (53.837 Acres). The total built up area will be 52113.4 sqmt. The
project shall comprise of 456 no. of Residential plots, 2 Nursing Home, 1 Primary
School, 1 Nursery School, Taxi stand, Clinic, ATM, Beauty parlor, Multi- purpose booth
and commercial area. The maximum height of the tower is 25 meter. The total water
requirement shall be 1378 KLD. The fresh water requirement shall be 744 KLD. The
waste water generation shall be 805 KLD, which will be treated in the 3 STPs of 725
KLD, 220 KLD, 125 KLD and the ETP of 60 KLD capacity.

The assurance of water supply submitted by the representative of the project proponent
was not found in order. Accordingly the representative of the project proponent was
asked to submit proof of IDC/EDC paid to HUDA. The representative of the project
proponent clarified that HUDA is in process of acquiring the land for approach roads and
sector roads through which the plotted colony and Group Housing project will be
accessed. The representative of the project proponent further informed that they have
submitted bank guarantee with Town and Country Planning Department as per the terms
and the condition of Town and Country Planning Department. He further clarified that
they have already made full and final payment of the EDC/IDC to DGTCP for Group
Housing Colony which is part of plotted colony. The representative of the project
proponent also submitted a self contained note as was advised by the Authority. The
representative of the project proponent informed the Authority that they are not
encroaching the revenue rasta. It was noticed that the project proponent has proposed
services line under the 45 meter wide sector road. The Authority was of the view that the
DGTP/HUDA does not grant permission for laying of services lines beneath the 45 meter
sector road. The representative of the project proponent was advised to seek the
permission of competent Authority for laying of service lines beneath 45 meter sector
road. The representative of the project proponent was also advised to revise the water
calculation @ 135 lpcd instead of @111 lpcd. The representative of the project proponent
agreed and submitted the same.

The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The recommendation of SEAC was examined on the basis of
prevalent procedure as prescribed in the MoEF GoI amended notification dated 22-082013. The Project Proponent has proposed the Residential Plotted colony project located
at Vill Naglu, Umarpur, Maidawas, Ullawas & Kadarpur in Gurgaon Manesar Complex
Haryana on a plot area is 596029.10 sqmt (147.282 Acres). The total built up area will be
507155.13 sqmt. The project shall comprise of 6 pockets having 1060 no. of Residential
plots (845 General plots + 215 EWS), 1 Community center, 2 Nursery Schools, 3
Primary Schools, 1 High School, 1 Nursing Home, 1 Dispensary, 1 Religious building, 3
Creche. The maximum height of the tower is 20 meter. The total water requirement shall
be 3010 KLD. The fresh water requirement shall be 1601 KLD. The waste water
generation shall be 1967 KLD, which will be treated in the STPs of 2350 KLD and the
ETP of 30 KLD capacity.

to HUDA/DGTCP. The representative of the project proponent submitted proof of IDC
paid to DGTCP/HUDA but failed to submit proof of payment of EDC, however he
submitted the papers of bank guarantee submitted with DGTCP. The representative of the
project proponent informed the Authority that they are not encroaching the revenue rasta
and the revenue rasta will be part of 60 meter wide road of HUDA. The representative of
the project proponent submitted that the project proposal has been divided in 5 pockets

separated by 60 meter wide road and each pocket will have independent HTP
WTP/ESS/PSS. The collage plot will have own STP. The entire services will be
integrated with HUDA services on 60 meter wide road. The representative of the project
proponent submitted an undertaking in this regard. The representative of the project
proponent was also advised to revise the water calculation @ 135 lpcd instead of @111
lpcd. The representative of the project proponent agreed and submitted the same. The
representative of the project proponent also submitted revised layout plan

of the proposed project is less than 20000 sqmt and does not fall under the purview of the
EIA Notification dated 14-09-2006. The SEAC in its recommendation has also given
reference of project proponent letter dated 11-06-2013; wherein the project proponent has
informed that after the finalization of drawings and other planning they found that their
built up are is less than 20000 sqmt hence environmental clearance under EIA
Notification is not required.
The above recommendation of SEAC was considered in the today’s meeting in the
presence of representative of the project proponent. It was found that as per approved
building plan the built up area of proposed project is 16479.937 sqmt which is less than
20000 sqmt.
Finding no reason to disagree with the recommendation of SEAC the Authority
decided to file this case in view of the circumstances explained above. It is clarified that
in case of any expansion which results in combined built up area more than 20000 sqmt,
the complete Environment Clearance of the combined project shall be required as per
EIA Notification dated 14-09-2006.

Item No. [16] Environmental Clearance for proposed “Commercial Project” at
Village- Dharuhera, in Residential Setor-2A, District- Rewari,
Haryana by M/S Raheja Developers Limited.
The SEAC has recommended to file this case on the grounds that the built up area
of the proposed project is less than 20000 sqmt and does not fall under the purview of the
EIA Notification dated 14-09-2006. The SEAC in its recommendation has also given
reference of project proponent letter dated 31-05-2013; wherein the project proponent has
informed that after the finalization of drawings and other planning they found that their
built up area is less than 20000 sqmt hence environmental clearance under EIA
Notification is not required. The project proponent also submitted copy of approved site
plan.
The above recommendation of SEAC was considered in the today’s meeting. It
was found that as per approved site plan the built up area of proposed project is 18385.94
sqmt which is less than 20000 sqmt. Finding no reason to disagree with the
recommendation of SEAC the Authority decided to file this case in view of the
circumstances explained above. It is clarified that in case of any expansion which results
in combined built up area more than 20000 sqmt, the complete Environment Clearance of
the combined project shall be required as per EIA Notification dated 14-09-2006.
Item No. [17] Environmental Clearance for the Warehousing Project “located at
village- Pathrari, District- Gurgaon, Haryana by M/S SUNSAT
Infotech Pvt. Ltd.
The SEAC has recommended to file this case on the grounds that the project
proponent has requested for withdrawal of the case as they are in the process of revising
the design and layout of Ware House project.
The above recommendation of SEAC was considered in the today’s meeting. It
was found that the project proponent on 20-04-2012 submitted application for
environmental clearance for construction of Ware House project on plot area of 73930.85
sqmt having built up area 55448.14 sqmt. The project proponent failed to respond to the
observations of the SEAC conveyed vide letter no. 71 dated 21-05-2012. The SEAC on
21-05-2013 issued final notice and the project proponent on 21-08-2013 requested for
withdrawal of the proposal as they are in process of revising the layout plan of the
proposed Ware House project.
Finding no reason to disagree with the recommendation of SEAC the Authority
decided to file this case in view of the circumstances explained above with the condition
as under.

The project proponent shall submit fresh application with the revised layout
plan/design for new construction project and not for expansion project.

Item No. [18] Environmental Clearance for the “University of Engineering and
Technology Professional and Management College” Project located at
Village- Sohna, Gurgaon, Haryana by M/S Genuine Promoters.
The SEAC has recommended to file this case on the grounds that the project
proponent has informed that they are under contemplation to make some fundamental
changes in the conceptual plans of the projects and requested for withdrawal of the case.
The above recommendation of SEAC was considered in the today’s meeting. It
was found that the project proponent on 28-05-2012 submitted application for
environmental clearance for construction of “University of Engineering and
Technology” project on plot area of 80964.48 sqmt having built up area 87290.74 sqmt.
The project proponent on 23-07-2012 submitted the reply to the observations raised by
SEAC vide letter dated 26-0-2012. The case was appraised in the 64th meeting of SEAC
held on 05-09-2012. The observations of 64th meeting of SEAC were conveyed on 18-092012. The project proponent on 05-02-2013 submitted the reply which was considered in
the 78th meeting of SEAC held on 25-03-2013 and the observations of this meeting was
conveyed to the project proponent on 03-04-2013 but the project proponent vide letter
dated 10-06-2013 informed that they are under contemplation to make some fundamental
changes in the conceptual plan of the project and requested for withdrawal of the case.
After detailed deliberations the Authority decided to refer back this case to SEAC
with the decision that the SEAC should visit the site to check status of construction if any
and submit its recommendation on merits along with the inspection report within
stipulated period.
Item No. [19] Environmental Clearance for Proposed Expansion of “Oriant Craft
Fashion Village” (SEZ) Project at Manesar, Gurgaon, Haryana by
M/S Oriant Craft Infrastructure Ltd.
The SEAC has recommended to file this case on the grounds that the project
proponent vide letter received on 06-06-2013 informed that they have requested the State
Government to convert their SEZ proposal under the Industrial Park Scheme with some
changes in the land use.
Finding no reason to disagree with the recommendation of SEAC the Authority
decided to file this case in view of the circumstances explained above.
Item No. [20] Environmental Clearance for construction of Common Effluent
Treatment Plant (CETP) of 10 MLD capacity and development of
Infrastructure at Industrial Estate Refinery Road, Panipat over an
area of 373 hect by Haryana State Industrial & Infrastructure
Development Corporation Ltd.
The SEAC has recommended that the project proposal now falls under the
jurisdiction of MoEF, GoI as the project proponent vide letter dated 10-06-2013 has
informed that the HSIIDC has reserved 25 % of plots for Petro- Chemical projects which
falls in category A and environmental clearance is to be granted by EAC of MoEF GoI.

Finding no reason to disagree with the recommendation of SEAC the Authority decided
to transfer this case to MoEF, GoI for consideration of this project proposal as this project
proposal now falls in Category A.
Item No. [21] Environmental Clearance for existing Engineering & Technology
College Building Project at Village- Pattikalyana (70 km. Milestone),
Samalakha, Distt. Panipat, Haryana by M/S VIDYA PEETH
Educationa Trust.
The SEAC has recommended to file this case on the grounds that the project
proponent has requested for more time as they are in search of an alternative agency for
helping out in their case of environmental clearance from SEIAA for the expansion of
existing building project.
The above recommendation of SEAC was considered in the today’s meeting. It
was found that the project proponent on 01-12-2011 submitted application for
environmental clearance for construction of existing Engineering & Technology College
Building Project on plot area of 54037.72 sqmt having built up area 41172.89 sqmt
(existing 19012.88 sqmt + proposed 22160.01 sqmt). The project proponent failed to
respond to the observations of the SEAC conveyed vide letter no. 828 dated 27-11-2012.
The SEAC on 03-06-2013 issued final notice but requested for more time as they are in
search of an alternative agency for helping out in their case of environmental clearance
from SEIAA for the expansion of existing building project.
Finding no reason to disagree with the recommendation of SEAC the Authority
was of the view that the cases of environmental clearance cannot be kept pending for a
longer time and decided to file this case in view of the circumstances explained above.
Item No. [22] Environmental Clearance for Expansion of Proposed Residential
Plotted Colony Project krom 108.068 acres to 126.674 acres at Sector102 & 102A, Village- Kherkimajra & Dhankot, Gurgaon, Haryana by
M/S Countrywide Promoters Private Limited.
This case was lastly considered in the 58th meeting held on 04-10-2013 wherein, it
was decided to defer this case with the decision that the project proponent may be asked
to submit reply to the below mentioned observations within 15 days.

The project proponent shall submit NOC from Deputy Commissioner, Gurgaon
regarding non applicability of Aravalli notification.
[2]
The project proponent shall submit write up on STP channel constructed by
irrigation/HUDA along with letters. The project proponent shall ensure that
the arrangement made shall not obstruct the natural/ proposed flow in the
Nallah.
In the today’s meeting the reply dated 31-10-2013 submitted by the project
proponent was considered. After detailed deliberations, the Authority decided to agree

with the recommendations of SEAC to accord Environment Clearance to this project by
imposing the following condition in addition to the usual conditions in practice.

The project proponent shall ensure that the plinth level of the building block to be
1.5 meter above 100 years flood level of the said Najafgarh Jheel.

The project proponent shall obtain NOC from HUDA as well as Irrigation
Department before the start of construction, regarding possible adverse effect of
project proposal on the said Najafgarh Jheel.

The project proponent shall not raise any construction activity in the ROW
reserved/acquired for High Tension Wire passing through the project area and shall
maintain horizontal and vertical ROW as required under Indian Electricity Rules,
1956/DHBVN latest instructions.

The project shall have the provision for infrastructure services (water supply, sewer,
storm water lines etc) to accommodate the additional load arising from population
residing in other lands falling within the project limits/vicinity.

The project proponent shall maintain the distance between STP and water supply
line.

The project proponent shall ensure that no construction activity is undertaken
either on surface or below or above surface of revenue rasta passing through the
project area.
[7]
The project proponent shall indicate the width and length of revenue rasta passing
through the project area on sign board and shall display the same at both the ends
of revenue rasta stretch, for awareness of public. Sign board shall also display the
message that this is public rasta/road and any citizen can use it. There shall not be

The project proponent shall ensure that there should not be any water logging on
the bed of nallah even in case of excessive rain.

The project proponent shall ensure that sewerage pipe line should not cross over
the nallah and project proponent shall maintain separate STP in the plot area
across the nallah.

The project proponent shall ensure that sewerage line shall be planned by taking
into account the natural slope and gravity of original land.

was decided to defer this case with the decision that the project proponent may be asked
to submit reply to the below mentioned observations within 15 days.

Additional
Item No. [30] Environmental Clearance for Proposed “Central University of
Haryana” at Village Jant-Pali, Mahendergarh, Haryana by
Central University Of Haryana.
The SEAC has referred this case to the SEIAA with the recommendation for
initiating further legal action. The SEAC has considered the project proposal in its 91st
meeting held on 18-09-2013 and 94th meeting held on 12-11-2013 and noticed that the
project proponent has started construction of the “Central University of Haryana”
building without obtaining prior Environmental Clearance which amounts to violation of
EIA Notification dated 14-09-2006. The project proponent also submitted a copy of
resolution passed by Members of the Council on 30-09-2013 ensuring that violation of
provisions of the Environment (Protection) Act, 1986 will not be repeated in future. The
Resolution also resolved that the Company admits its mistake for carrying out
construction without obtaining prior Environmental Clearance.
The recommendation of SEAC in this case was examined in the light of MoEF,
GoI OM no. J-11013/41/2006-IA.II (1) dated 12-12-2012. After detailed deliberations it
was decided that:[1]
The Principal Secretary Environment may be requested to initiate credible action
on the violation by invoking powers under Section 19 of the Environment
(Protection)Act,1986, for taking necessary legal action under Section 15 of the Act
for the period for which the violation has taken place, against the Central
University Of Haryana. Registrar, Central University Of Haryana, Govt. B.ED.
College, Narnaul, Haryana for commencing construction of “Central University of
Haryana” at Village Jant-Pali, Mahendergarh, Haryana without obtaining prior
Environmental Clearance under EIA notification 14-09-2006. The Principal
Secretary Environment may also be requested to provide the evidence of credible
action taken against the project proponent.
Item No. [31] Environmental Clearance under EIA Notification dated 14-09-2006
for mining of ‘Brick-Earth’ and ‘ordinary earth’ having lease
area less than 5 hac.
The agenda item regarding environmental clearance for mining of Brick-Earth was
discussed in the today’s meeting. It was decided that the SEAC may be advised to
appraise the mining of Brick-Earth project proposals in the light of OM of MoEF, GoI
dated 24-06-2013 wherein certain guidelines were issued for consideration of Minor
Mineral Mining projects having area less than 5 hac and the amendment dated 09-092013 to the principal EIA Notification dated 14-09-2006.
Accordingly it was decided to return all the 118 Project proposals for mining of
