Situation in Gansu Province
1) Basic Education

1)Basic Education
There are 8,979 primary schools with 1,802,300 pupils, 1,538 junior high
schools with 970,900 students recently, the enrollment rate of primary
and junior school-aged children is 99.8% and 96.73% respectively.
There are 402 regular senior high schools with 654,400 students, the
gross enrollment rate of the senior high school reaches 90%. There are
43,800 full-time teachers and the education qualification reaches 93.9%.
2)Higher Education
Until now, there are 40 regular higher education institutions(in which 17
universties, 23 higher vocational colleges), 5 independent colleges and 6
adult colleges, 14 units of cultivating graduate students (in which 10
regular higher education institutions and 4 scientific research
institutions).
There are 452,300 students in regular higher education institutions and
91,500 students in adult colleges. There are 29,100 graduates. The gross
enrollment rate for higher education reaches 28%.
There are 49 national level scientific reseach bases, 49 ministerial level scientific
research bases and 190 provincial level scientific research bases.
There are 9 national key disciplines, 45 centers for post-doctoral studies, 46 firstlevel doctoral discipline authorization orders, 158 first-level master’s discipline
authorization orders, 3 doctor degree authorization orders and 28 subject types of
master degree authorization orders.
3)Vocational Education
At present, there are 244 secondary vocational schools with 262,600
students.
There are 32 specialties in 14 higher vocational colleges and 90
secondary vocational schools carried out “2+2+1” secondary
and
higher vocational integration training methods.
The Education Ministry of People’s Republic of China approved
national reform experimental region of vocational education
promotion urbanization construction in Gansu Province , and
achieve new progress.
4)Teaching Staffs Training
There are 14 academicians, 21 Cheung Kong scholars, 17
distinguished youth, 19 National Talents, 169 New Century Excellent
Talents and 7 National Outstanding Teachers. At present, there are
381,200 teachers, in which 336,100 full-time teachers. Our province
effectively integrate the national training, provincial training and the
foundation projects for developing the teachers training, to improve
the their professional level.

Selected and sent over 700 business backbones
to study abroad who works in education, science
and research, medical and health care fields.
Almost 100 college students go abroad to accept
the Bachelor’s and Master’s degree. 40 English
backbone teachers go abroad to take short-term
training.

2)The Rapid Development of
International Students Studying
in China

Lanzhou University, Northwest Normal University, Lanzhou University of Technology in charge of
the National Scholarship Program, they admit 100 international students studying in Gansu
Province every year.
 At present, there are 9 higher education institutions, 2 high schools and 1 training institution are
qualified to admit the international students.
 At present, there are over 4,000 international students studying in Gansu Province.
3)The Remarkable Success in
Chinese Language Promotion
Since the Office of Chinese Language Council
International Gansu founded, there are over 200
Chinese teachers and volunteers work in over ten
countries such as Singapore, Thailand, Philippines
and Indonesia.
Lanzhou University and Northwest Normal
University founded 6 Confucius Institutes in
Georgia, Uzbekistan, Kazakhstan, Moldova,
Sudan, Bosnia and Herzegovina.
Depending on the Chinese Education Base,
admitted 100 undergraduates of Dungan
Nationality.
4)The Progressive Deepening
Introducing-intelligence Project
Since the project implemented in 2003, there
are 139 projects successfully approved, and
gets 4,440,000 Yuan RMB financial supports
from the Ministry of Education of People’s
Republic of China.

3. The Outlook of Education International Cooperation and
Exchange Between the Countries Along the Silk Road and
Gansu Province
1)For Opening to the West Countries and Silk Road Economic
Belt Construction, Education in Gansu Plays a Great Role
In implementation processing of strategy opening to west countries, the culture and
education exchange in Gansu play a great role to improve the region soft power,
build a good cultural environment and open the cooperation channel. For the
development of opening strategy and the silk road economic belt construction, the
education provides with basis of human cultural bridge, professionals training and to
promote economic development in Gansu Province.

Construction, the Measures Were Made by Gansu Province
1. Make the Relevant Policies
•
Make the Education International Cooperation & Exchange
Development Plan for Silk Road Economic Belt of Department of Gansu
Province.
•
Build the initiative, effective and flexible management system for
education international cooperation & exchange.
•
Build the open cooperation structure of multidimensional, multi-level
and wide-range's for the education in Gansu, using our cultural
traditions, national characteristics and geographical advantages to
service for Silk Road Economic Belt construction.
2. Expand the International
Students
•
Organize the universities to hold the education exhibition in Kazakhstan,
Kyrgyzstan and Uzbekistan, attract more students from the countries along the
silk road to study in our province.
•
Actively seek for more government scholarship projects from the Chinese
Scholarship Council and the Office of Chinese Language Council International.
Expanding enrollments of provincial government scholarship and Confucius
Institute.
•
Keep and gradually increase the enrollments of National Chinese Education
Dungan Class at Northwest Normal University.
3. Strengthen Talent
Training
Based on the requirements of leading industry and talents in
countries along the Silk Road, actively use the cooperative
techniques, excellent teaching staffs and advanced teaching
methods,
take full advantage of policy guide and furnished
equipments, encourage the universities to train professionals for the
countries along to silk road, drive our college students seek
employment in
countries along the Silk Road.
4. Set Up the Platform for
Universities Cooperation
Integrating the universities' advantages enhance the cooperation between the
universities from the countries along the Silk Road and Gansu Province, developing
the International Conference and Academic Exchange to promote the training level for
innovative, complex and internationalization talents.
Explore the exchange cooperation programs which suitable for the countries along the
Silk Road and Gansu Province, to drive discipline development and talents training.
Based on the reasons, a serious of exchange programs will be built with good
reputation.
5. Promote the Construction of Confucius Institute in
Countries Along the Silk Road
The Education Department of Gansu Province will support and promote
Lanzhou University and provincial universities to construct the Confucius
Institutes along the central Asian countries. Depends on the Confucius
Institute to carry out the Chinese Teaching and Chinese traditional culture
transmission in the countries along the Silk Road, meet the Chinese
learners' needs, developing the cultural exchange and education
cooperation, promoting realization and understanding for Gansu Province,
especially provides the talents who can speak Chinese and familiar with
the marketing situation for the development of Gansu enterprises in local
cities.
