REPUPLIC OF TURKEY MINISTRY OF LABOUR AND SOCIAL SECURITY EUROPEAN UNION COORDINATION DEPARTMENT (OPERATING STRUCTURE OF HUMAN RESOURCES DEVELOPMENT OPERATIONAL PROGRAMME) ANNOUNCEMENT FOR SELECTION EXAM (Monitoring Expert) As the Operating Structure for the Human Resources Development Operational Program (HRD OP), assigned by the IPA Framework Agreement ratified by Law No: 5824, and Financial Agreement regarding the Human Resources Development component of the Instrument For Pre-Accession Assistance for Turkey, signed between Republic of Turkey and European Union Commission on 16.09.2009; a recruitment procedure will be organized by the European Union Coordination Department of the Ministry of Labour and Social Security, within the scope of the EC Contract TR07H5.01-01/003 and in accordance with the Labour Law numbered as 4857, in order to recruit 5 (five) full-time Monitoring Experts whose status will be “Contracted Personnel”. GENERAL CONDITIONS FOR ENTERING SELECTION EXAMINATION1 a) Fulfilling the general conditions declared at the clause 4 and 5 of the article 482 which belongs to Civil Servants Law numbered as 657, b) At least 3 years of professional working experience3, c) No military obligation for male candidates, d) Having no health conditions or infectious disease that can be a continuous preventive factor for implementation of intensive and travel based working assignments, 1 Being a Turkish citizen is not a requirement. JOB DESCRIPTION OF MONITORING EXPERTS The Monitoring Experts will be responsible for continuous and regular monitoring and advisory activities within the scope of the Human Resources Development Operational Programme managed under the European Union's Instrument for Pre-Accession Assistance. Main responsibilities for Monitoring Experts can be defined as: 1 Daily monitoring activities 1.1 Entering data to Monitoring Information System on the contract level and following up the process, 1.2 Monitoring the realized progress of activities according to contract levels and tender plans, identifying the halting points related to activity plans and 5 All applicants must fulfill the at least one requirement listed at Article (a) and (b) The applicant has to be performed the monitoring activities while employed by a Contracting Authority, European Union Delegation to Turkey, Beneficiary Institution or an institution that acted on the behalf of a Beneficiary or while employed for a Technical Assistance Project aimed for the above mentioned institutions. Please visit further information about Operational Program http://www.ikg.gov.tr/Portals/0/IKGOPv3TR.pdf. 6 2 progresses, reporting to Contract Manager about the warnings and preventive measures to be made on the Beneficiary level and performing these warnings and measures when requested, 1.3 Managing daily communication with Grant Beneficiaries on the behalf of Contracting Authority and counselling to these beneficiaries when it is necessary, 2 Regular monitoring visits, 2.1 Implementation of Risk Evaluation Strategy for each of the contracts and preparing the draft monitoring plans to submit for approval of Contracting Authority, 2.2 Performing monitoring visits, checking technical and financial documents, preparing the monitoring reports and following up the results of monitoring visits, 3 Direct support to Contract Managers, 3.1 Supporting Contract Managers for the preparation of related administrative and technical documents, 3.2 Performing or helping the organization of technical and on the job trainings if it is necessary, 3.3 Analysing the questions and requests of Grant Beneficiaries, preparing the draft answers to submit the approval of Contract Managers and/or supporting the Grant Beneficiary for the preparation of related issues, 3.4 Administrative control of the interim and final reports before the realization of technical and financial controls and thematic evaluations conducted by the related authorities, 3.5 Analysing the results of main monitoring activities regularly and reporting these results to Contract Managers, 3.6 Participation to provisional and final acceptance processes of Supply contracts as a Monitoring Expert (especially on the spot), 4 Performing other given duties related with monitoring of all contract types (grant, service, supply, construction) which are under the responsibility of the Contracting Authority within the scope of European Union Instrument for Pre-Accession Assistance, 3 BASES FOR SELECTION EXAMINATION Applications will be subject to a pre-selection process against the requirements mentioned under the general and special conditions referred to above. All the applicants who pass the pre-selection phase will take the entrance exam. The entrance exam will include two phases; written and oral examinations. The list of applicants who get the right to enter the written examination will be announced via www.ikg.gov.tr. No additional information will be provided to applicants. In the written examination, applicants’ level of knowledge of the Practical Guide to contract procedures for EU External Actions (PRAG) and legislation of Republic of Turkey for grant contracts will be evaluated. The written examination will be in the form of multiple choice questions. The success threshold will be sixty (60) points over hundred (100) points. The list of applicants who get the right to enter the oral examination, the place and the date of the oral examination will be announced via www.ikg.gov.tr. No additional information will be provided to applicants. During the oral examination, the applicants’ suitability to the related position, level of general knowledge, judgement, expression and ability to fulfil the requirements of the post will be evaluated. During the oral examination, the selection panel will score each applicant separately. The arithmetical mean of the scores will show the final score. In order to be identified as successful in from the oral examination, the applicant has to obtain average seventy five (75) points over a hundred (100) with at least sixty (60) points from each selection panel member. Among the applicants who fulfil these requirements and take the top scores, a primary list that contains five (5) applicants and a substitute list that contains one (1) applicant will be prepared. These lists will be announced at the same website. Unsuccessful applicants will not be contacted. Each page has to be initialled and the last page has to be signed.), c) University diploma or temporary certificate for diploma, (Applicants who are graduated from universities at abroad have to prove that the graduated programme is for 4 years.), d) For male candidates, certificate showing that the applicant has completed his military service or the applicant can be counted as completed his military service, In order to verify the information mentioned at Article (a) and (b), our Department reserves the right to request every kind of additional information and documents. The notarized copy of the document mentioned at Article (c) will be accepted. 9 5 e) A public hospital medical board report showing the applicant has no health condition or infectious disease that can be a continuous preventive factor for travelling and intensive working environment, f) Social Security Institution service record and/or employment certificate (taken from the last employed institutions) proving that the applicant has at least 3 years of professional experience, g) Criminal record taken from prosecution office or e-state platform, h) Two photos taken in the last six months i) Identity register copy, j) Residence document , k) Applicant who performed monitoring visits as defined in the Special Conditions for Entering Selection Examination Article (b) has to prepare a maximum 2 pages report. This report has to include a summary of the grant programme, duration of the programme, working period during the programme, employed position, undertaken responsibilities, list of projects that monitoring visits were performed for, date of monitoring visits, name and contact information of the applicant’s manager during the programme and whether the programme was funded by European Union or not, (Report has to be written with Times New Roman 12 punts. There is no draft plan for the report.) l) A Letter of Intent prepared in English with maximum 500 words explaining why applicant wants to be a Monitoring Expert in the Ministry of Labour and Social Security10, Please be informed that it is not necessary to submit the documents mentioned at article (e), (g), (j) in the application phases.
