1. Introduction
The Thames Regional Rowing Council (TRRC) is a body made up of
representatives of all Member Clubs and Events affiliated to British Rowing
in the Thames Region.
The TRRC Mission is:
To enable the Thames Region to develop rowing at all levels, by
enabling every community within the Region to participate in the
sport and to maximise our strengths at local, national and
international level.

The year 2013 has seen much change at all levels of British Rowing
and no more so than in the Thames Region.
Following on from the increase in size of the Region—British Rowing
undertook a complete review of the size of the National Council and
thus following the last AGM of the Thames Region, a new
streamlined creation of Regional Representatives replaced the old
Divisional Representatives and out went the old “rotten boroughs” as
they were called and in came representatives from eight sub-regions
and in addition the Regional Chairman as a Regional Representative
for the first time elected by all of the Clubs rather than at an Annual
General Meeting.
Thus we were to lose long serving figures such as Peter Moore, Neil
Jackson, John Clayton, Mike Williams, Dan Saoul, Siobahn Cassidy,
James Davey, Peter Simpson and Andy Weekes. Then also with the
arrival of a new British Rowing Sport Committee and Andy Crawford
being elected Deputy Chairman of that Committee, it meant he could
not serve the Region as he had done previously and thus he
likewise left us for pastures new.
Despite the above members having ceased to serve as Divisional
Representatives they have in the main continued to serve on the
Regional Council and for that I am most grateful as their experience
is second to none and the Region cannot do without them.
I am pleased to say that the new team who took office brought some
young blood not only onto our Council, but a much need transfusion
to the British Rowing Council also and it is good to see some young
volunteers stepping up to take responsibility and I continue to look
for more. We also, with the appointment of Chris George, as British
Rowing Acting Honorary Rowing Safety Adviser saw him replaced
for the time being as a Regional Representative and again one must
thank him for all he has done in the past for the Thames Region.
I must also pay tribute to Paul Baldwin who stood down after serving
as Honorary Treasurer and then Deputy Chairman, as his work
commitments and indeed those to his Club meant he could not give
the time he felt it needed. His support and friendship over the years

have managed to keep me on track and he has already been sorely
missed in many ways, but hopefully as time progresses we shall see
him able to take up some role in the Region once more.
I must pay tribute to all the members of the Regional Council and
thank them for their commitment to the Thames Region and the
sport of rowing as a whole. It is a requirement now, that the
Regional Representatives attend both the Regional Council and
National Council and that was not the case before—although all of
our representatives did attend both, now it is a requirement.
I am also very grateful indeed to my three Deputy Chairmen, Luke
Dillon, Martin Teale and David Hancock, for with a region of this
size, one could not carry on the governance of the Region without
their commitment. Likewise a big thank you must be paid to James
Lee, the Regional Honorary Secretary, and Edward Lloyd Rees, the
Regional Honorary Treasurer, for without them the Region as a
viable unit just could not function.
It would be remiss of me not to mention the great honours bestowed
upon the sport by Her Majesty the Queen in 2013. The most
significant being that to our former national Chairman, Dame Diana
Ellis DBE, who was elevated to Dame Commander of the Most
Excellent Order of the British Empire in the Queen’s Birthday
Honours. I spoke of Dame Di in my last report as she stood down,
but nobody deserves such an honour more than she and we are all
delighted that it was recognised in such a way by Her Majesty and
indeed the Government for all she has done in our sport.
Likewise the Knighthood for Sir David Tanner in the New Year
Honours was again well deserved and I am sure that all of the team
who continue under his leadership to help our athletes to achieve
such great heights were delighted to see him honoured in this way.
We were also delighted that to mark the Diamond Jubilee of the
Queen’s Coronation a special regatta was held on the Windsor
Castle Reach which was graced by the presence of the Queen.
Indeed as I understand it the sight by one young oarsmen of Her
Majesty walking along the towpath produced a significant cry of

astonishment mixed with quite a few choice words much to the
amusement of HM herself.
We are about to see a further major change in racing being
promulgated and discussed following another review by a working
group of the Competitions Committee. As yet I cannot guarantee
what the future will hold, but watch this space.
As we go to print we are holding under the new system elections for
three of the Regional Representatives, one of which is the
Chairman, so I cannot guarantee who will be producing this report
for the next three years. That said we do know that Tony Evans has
decided to stand down as a Regional Representative and again I
thank him for all he has done in so many ways for the Thames
Region at a national level, but hope that he will be continuing with
the Region in his many other capacities.
We continue as a Region to go from strength to strength and the
number of participators in our sport is always increasing but as I
have made clear year on year that cannot happen without all of the
volunteers who make up our sport and I do not apologise in any way
for repeating what I said last year; it needs to be said time and time
again so that it is never forgotten.
Too often not enough credit is given to the coach who is out in all
weathers to encourage their charges, young and old, to greater
things, or to those parents, friends, spouses and partners who give
their time freely to ensure that someone gets to an event on time or
puts their boat together. They are there when needed at times of
elation and disappointment.
Even more importantly, too many think that events like Regattas and
Head Races just take place. They do not; stand back and think of all
of the hours and hours an event, small or large, local or national,
takes up for those who organise it.

At the Annual Dinner, Dame Diana Ellis DBE was
presented with a crystal wine decanter in
recognition of her retiring from the position of
Chairman of British Rowing and in grateful
recognition of all the support she has given the
Region over the years.

It was announced at the AGM of British Rowing that Mike Kennedy,
Chairman of the Spitfire Boat Club and Vice President of the
Regional Council, was to be awarded the British Rowing Medal of
Merit for exceptional service to the sport of rowing to:
As a Region we owe much to all the volunteers and coaches and I
wish to pay tribute to them all for everything they have done for this
sport over the last year and to say a very big THANK YOU!

Deputy Chairman (Upriver) David Hancock
I’ll concentrate on events in this brief summary and leave the
activities of clubs for the Divisional Representatives to report on.
Events
2012-13 was another difficult winter for many Upriver heads.
In late 2012, Pangbourne JS, Burway SBH, Wallingford 4s & 8s and
Hampton SBH were all cancelled because of excess water on land
or in the river; Walton SBH was cancelled because of bridge works.
In early 2013, Weybridge Winter was cancelled because of icy
roads; Henley 4s & 8s, Molesey Vets and Burway Head all
succumbed to the wet. Not for the first time in recent years, Burway
lost both their head races.
In January, Thames Valley Trial Head was cancelled at Dorney
because of the post-Olympic mud. The Oarsport Junior Sculling
Head did run in March – albeit with two boating areas.
Later in March, there was too much stream, wind and cold forecast
in Henley for The Henley Boat Races to be run safely – so they
moved to Dorney.
Summer was wonderful with no regattas cancelled. And big entries
at most—perhaps a legacy of London 2012.
The World Cup regatta at Dorney also capitalized on the Olympic
and Paralympic legacy. Many of the officials and volunteers were
from the Thames Region—well done to all of them.

Deputy Chairman (Central), Luke Dillon
Ongoing Developments
The construction work at “Fulham Reach” is now well underway. The
provision for a new rowing club to be housed at the base of the
phase 1 development has been approved and ratified by council. St
George (the developer) have with assistance from the TRRC
appointed Steve O’Connor to act as advisor to them and to begin the
process of establishing the club and developing its membership and
equipment as appropriate.
PLA and Navigation
The Port of London Authority has required that all clubs in the
Central Sub-Region undertake mandatory navigation training to be
delivered by the TRRC. This will complement a system of “steers
accreditation” a list of which must be maintained by every club.
Darren A Knight (Assistant Harbour Master Recreational) now has
oversight of the division from the Port of London Authority side.
Fulham Football Ground Stand Extension
Planning applications submitted by Fulham football ground for an
extension to their riverside stand over “Fulham flats” has been
appealed and advanced to the mayors office for further review. This
is ongoing and the sailing community on the river are further
appealing the development.

Clubs
Three new affiliations during year: Mossbourne Community
Academy, University of East London and Maidstone Grammar
School RC.
New rowing water at Conningbrook Lake at the Julie Rose Stadium
(Ashford) looks now very promising for 2014 after many years of
discussion.

The Medway Town RC held its formal Boat House Opening in
September 2013 with the ceremony performed by Dame Diana Ellis
DBE with Annamarie Phelps, Liz McVeigh (Chairman MTRC) and
local Medway Councillors presenting. An inspiring and enjoyable
event which was well attended by the Club, Region and BR Team.
Events
The Maidstone Autumn Small Boats Head in October after weeks of
rain, was a fun event on the Medway enjoying a glorious autumn day
In late October, John Clayton organised a Lower Thames Regional
Recreational tour for the 11.5 miles from Medway Towns RC
at Rochester (on the tidal Medway) back to Maidstone via Allington
Lock. The group was joined by boats from other squads and 6
crews and 39 members took part.
Sadly the Docklands Head was cancelled because of bad weather.
The largest Greenwich Head (31 crews racing, none scratched) for a
long time took place in ideal conditions: hazy sunshine, very little
wind and calm weather.
Once again, Maidstone was graced with beautiful weather for its
March Spring Head. This was another full event with the usual
strong contingents from the likes of Poplar, Globe, Medway,
Gravesend, Erith, Ardingly, King’s School Canterbury.
Medway Head enjoyed fine weather and little wind making an
excellent day.
Disappointingly, Poplar Regatta was cancelled because of strong
winds.
Other
To help get even more engagement across the Sub Region we will,
pending agreement to the constitutional change that this will require
at the coming AGM, now be referred to as the Thames South East
Sub Region.

The Region currently has 114 umpires on its books as follows:

The Region had a large number of people interested in training this
year and this resulted in seven umpire candidates in 2013. Six of
whom have just passed their practical exam and the last is to take
the exam at the end of October. The number of candidates was
much higher than in recent years and the success rate to date is
very encouraging. We need to maintain this level with the number of
retirements in the next couple of years.
Four umpires were put forward for multi-lane training one of these
passed the exam earlier in October and the other three, along with a
re-sit on the practical from last year will be taking the exam before
the end of October.
There are a number of candidates that have been identified for
2014.
Two seminars were held at London RC and City of Oxford in April.

Rules update
The Committee Members continue to attend every event and give
feedback to regattas/heads where appropriate. However, this has
been difficult on occasions due to the number of events in the
Thames Region. This has also caused issues for some events, in

the latter part of the season, who have struggled to recruit the
required number of officials. With a total of 85 days of events in the
Region this will create problems, especially on one weekend when
we have four events on the same day.
There have been a number of changes to the Committee this year.
Andrew Crawford stepped down following his appointment as
Deputy Chairman of the national Sport Committee, Rod Murray
resigned after many years on the Committee, Barbara Wilson has
had to step down due to her work commitments with the Boat Race
and Maggie Phillips has decide it is time to stand aside. We have
recruited Harry Salmon, Ian Baldwin and Roy Prosser onto the
Committee and will be looking to recruit two or three more Members
in the coming weeks.

Chairman, Thames Regional Junior Committee
Upriver Laura Lion
Thames Upriver Juniors won the Inter-Regional Regatta outright this
year with excellent performances from the entire team. It is inspiring
to see juniors so committed to representing their region and so
proud to win for it. Thank you to the coaches of the Region who
aided the selection process this year by candidly naming the crews
who they thought were the fastest when we had to abandon the
trials due to bad weather.
Despite the lack of water time last winter the standard of our juniors
is consistently high, producing wins at all of the major home events
including the Schools Head and National Schools Regatta.
As a region we continue to feed our juniors into the GB teams.
Thames Upriver Juniors competed in the GB v France match which
GB won 11-2, also in the Coupe de Jeunesse which GB won for the
first time in 4 years and in the World Rowing Junior Championships
where GB reached 5 A finals, the best result since 2003.
For my part, I continue to support the schools and clubs within the
Thames Upriver region keeping them up to date with developments
at British Rowing and putting forward their views to the Junior
Commission. The main focus of my work on the Commission this
year has been to develop a step-by-step guide to running a Junior
Regatta and to lobby the Competitions Committee to change the
rules for Junior Events to make them more user friendly, especially
for the Beginner end of the spectrum. The future development of
Junior rowing has also been discussed at length with the aim of
retaining junior athletes during exam time and then keeping them
through to senior selection. This is an ongoing project that I am sure
will attract much interest.

Thames Region Masters’ Committee
Representative Karon Phillips
This year, we have succeeded in bringing the Masters’ Committee
into the digital age (albeit with some kicking and screaming) and the
GB Masters’ Committee Facebook page and Twitter presence is
now feeding information out to interested parties via Facebook and
Twitter.
We provide information on upcoming events, and are trying to
increase the number of Masters entries at all regattas and Head
Races.
On an international level, after much lobbying, we are happy to see
that the rule concerning substitutions at World Masters has been
revised, so that a sub can be from a different Club, as long as
he/she does not put the average down into a younger age category,
nor lower by more than two years.
There is a growing call from Masters—especially those who are new
to the sport, through the success of Explore Rowing and Learn to
Row—for a different type of regatta. There appears to be a need for
something along the lines of leagues, to introduce people to racing,
and there seems to be a number of informal leagues already in
existence.
One ‘barrier’ to Masters entering events—or not entering—is that
there is no way of knowing how many crews have entered an event
until the draw is made, and far too often, the Masters crew finds that
there are insufficient entries to run their particular race, or the race is
dropped in favour of other categories, due to over subscription. This
is frustrating.
We are trying to help people know what is going on through
Facebook, but would like to explore if there is any other way of
showing numbers of entries received in an event, without showing
who the crews are. We believe such a system is possible with the
US ‘Regatta Central’ Booking system. We do realise that our
suggestion may be against the rules of the Competition Committee,
but would welcome comments/suggestions/recommendations.

In many Clubs, the Masters and Recreational rowers now constitute
a substantial percentage of the membership, and we do need to find
a way to satisfy their ambitions, and keep their interest, their
membership—and their money and time. Many of the tasks needed
to be carried out in a Club are being done by these new, enthusiastic
members, so lets do what we can to keep them!
Calendar of Events’ Co-ordinator A.J. (Tony) Evans
2013 was a difficult year to programme, since the BR’s late decision
to host the World Cup Regatta at Dorney Lake greatly affected the
Calendar, at what is always a busy time of the year. In addition, a
very late affiliation of a one-off “Coronation Regatta” at Windsor, in
mid-season also made for some additional “appeasing” work.
Thanks are due to all the Regattas that were affected, and also to
Officials who had a heavier than usual workload.
All events followed the plan, although the early part of the year was
marred by high rainfall, which made for a fast flowing river and very
muddy access fields, both of which caused cancellations. The first
2013 event to be run on the non-tidal Thames was Reading
University Head (3 March). Not least affected was Dorney Lake,
which was also suffering from the late running of remedial ground
works (due to the weather) following the 2012 Olympic Regatta. This
affected all events staged at the Lake in 2013, including The World
Cup Regatta in June.
Looking to the future, a draft Calendar for the period 1/1/14 to
31/3/15 was issued by “snail mail” to all event secretaries in early
July. The few problems that have arisen since are being dealt with,
and a very slightly altered version will be issued when the last of
these has been settled. To my knowledge, there are no BR
organised events (e.g. World Cup Regattas etc.) scheduled in the
Thames Region during this period.
The final version of the whole country Calendar will be presented to
the BR Council towards the end of November.

PLA Liaison Officer Bill Mitchell
There has been considerable concern about a perceived
deterioration in adherence to the Code during the past year. The
PLA have been particularly concerned about navigation and safety
incidents involving schools.
As a result of this a standard presentation has been prepared for
club briefings, which at the request of the PLA, have been made
compulsory for all steers, coxes, scullers and coaches. These will
have been completed by mid-November. The briefings have been
conducted by people who are recognised as being younger and
active, rather than the usual older ones. They have been well
attended, and representatives of the PLA have been present at
several.
Once the briefings have been completed, it is proposed to make the
Presentation available to clubs to use as part of their on-going
education of their members.
The Tideway Code Panel has been reconstructed, with Chris
Sprague as Chairman, and four club reps who are recognised as
being knowledgeable on the Tideway and the Code. It had become
very difficult to get a stable panel with regular rotation of clubs.
A new TRRC Sanctions Code has been adopted which will allow the
RWSA to take swifter sanctions against clubs whose behaviour is
considered to be unsafe. This will allow the TRRC to take rapid
action against non-Tideway clubs
It is pleasing that there have been very few incidents of boating
without lights at night, and the ruling that bow lights should be
flashing is seen as beneficial. The PLA have expressed their
satisfaction at the use of lights.
The PLA continues to support the Region’s efforts for enhancing
safe navigation by making safety awards to the clubs whose
performance, shown by navigation and incident reports made,
penalty points awarded, and the results of a random observation
programme, is best.

Equipment Officer Richard Packer
Annual Summary
The TRRC radios, megaphones, flags and bells were used at 33
events during the 2012-13 season, covering the usual mix of
Regional events, one international event (the GBR-FRA match at the
Royal Albert Dock), and the one-off Coronation 60th Anniversary
Regatta at Windsor Castle. The income from equipment hire this
year was around £5000 (a detailed breakdown can be found in the
Accounts). This enables the Region to subsidise various training
courses and support our crews entered for the Junior Inter-Regional
Regatta. I would like to thank all the events for their continued
support.
Planning Ahead
I have served as TRRC Equipment Officer since 2007 and feel the
time is approaching when I should start looking for a replacement.
The job does not require any specialist skills other than access to
the internet, some basic PC skills (email, Excel, Word) and space to
store, service and prepare the equipment. A location somewhere
around the middle of the region is useful as most of the events hiring
the equipment are located between Henley and the Tideway. If
anyone is interested in considering standing for this role (or is open
to the usual and inimitable form of TRRC “persuasion”), I would be
very happy to have a more detailed chat with them.

British Rowing Participation Team
Paul Lorenzato, Jacqui Beer, Sarah Ockendon and
Sharon Noble-Layng
Work Programme
The main emphasis of our work has been to meet our 2009-2013
Whole Sport Plan target and preparing for the 2013-2017 WSP The
Thames and South East achieved the 2009-2013 targets, the new
WSP target is to bring 8,000 new people in to rowing national.
We have been working closely with clubs in key programmes and
others who are keen and willing to grow in order to help us to meet
this target. Paul has been giving direct coaching support to clubs
learn to row to aid this work.
The team’s roles have changed over the year:




Paul Lorenzato is the South East Area Participation Manager
covering London, Kent Sussex, Hampshire, Surrey,
Berkshire & Oxfordshire.
Jacqui Beer is the Project Officer and Club Mark Admin for
the region with particular interest with Berkshire and the
jubilee river project.
Sarah Ockendon is the South East Education and Training
Manager
Sharon Noble-Layng is the Participation Manager for East
and Buckinghamshire.
Sport England Coaching in Clubs programme
This programme came to end in March 2013 and the overall targets
for the programme where meet, these are the clubs that they worked
in.

Stewards’ Charitable Trust Coach
The SCT programme supports graduates who wish to continue with
academic study whilst further developing their rowing coaching
skills. These coaches will be under the supervision of the Education
& Training managers.
Lisa Taylor and Katie Laverick have finished their contracts and
Connie Spoor is starting her second year.
Connie Spoor is continuing her work with Great Marlow School, City
of Oxford Adaptive and with a group of schools outside this region.
The Region will have for the 2013-2014 season two new SCT
coaches
Alexandra Colebrook will be working with Staines, HOAC &
Hillingdon RC.
Rachael Crockford will be working with Gravesend, Maidstone, &
Bewl.
England Talent Pathway Coaches
The England Talent Pathway (ETP) scheme is a new part of the
Whole Sport Plan 2013-2017 and has been set up to sit between the
International side of things and the Participation side- so is a
‘Development’ role. It seeks to bridge the gap that exists between
rowing at a good club level and rowing as part of the GBRT. These
coaches are managed by the Education & Training Team.
The region has 2 ETP coaches
Ella Willott is working with Guildford RC, Headley Court, Stoke
Manderville Hospital & Marlow RC here focus is on disabled
athletes.
Helen Taylor is working in Kent with several clubs & universities.
Partnerships
The teams is involved in liaison with County Sports Partnerships,
the Youth Sports Trust, Sport England, Local authorities, Skills
Active, School Games Organisers and NGB forum representation.

Explore Rowing
The ER boat packages have all be taken up and Staines BC was
one of the last
Coach Education
For 2012/13 we will have run seven UKCC Level 2 coaching
courses. Courses for 2013/14 are now being planned.
The Mayors legacy funding has finished and we had 32 coaches
supported by the fund.
A number of workshops have also been held including Safe and
Strong Trunks (GB rowing presenting), SPC and First Aid.
Regional Representative, TU-1
Isis–Cherwell Mark Blandford-Baker
I have communicated with the clubs and events in this new division
and been kept alert to various local matters, but there is nothing
particular to put on record. The University keeps me busiest, with the
annual need to educate and inform college boat club officers. There
are changes afoot in the management team for the women’s and
lightweights’ races against Cambridge which will, of course, change
anyway when the women’s boat race moves to the Tideway in 2015.

Regional Representative, TU-2
Kennet–Thame Peter Knowles
Summary of the Year
This was a year of very mixed weather scenarios. The Autumn
Head season rapidly came to a close as river levels rose and the
first ‘Red Boards’ appeared at the end of October. The last event of
2012 to be held in the division was Henley Sculls. The river was
then effectively closed for long periods and we did not see a
reduction of water levels and flow rates until February 2013. As a
result of this, several Head races were cancelled and winter training
and race preparation suffered accordingly.
The regatta season started in fairly cool conditions and by June
summer was truly with us. The river regattas showed strong entries
but were heavily biased to the lower status events. Because of the
weather there was noticeably more supporters and general public on
the banks.
Henley Royal Regatta had one of its warmest regattas in several
years and provided some good racing from development crews in
this post-Olympic year.
Events
One highlight of the regatta calendar in 2013 was the introduction of
‘Primary Events’ at Henley Town & Visitors regatta. This was the first
full established regatta to offer these events. The regatta worked
closely with Paul Lorenzato of British Rowing and the decision was
made to hold two events in this first year. The entries were
restricted to 4 crews in each event and the event was run as a
‘round robin’ throughout the day. It was hailed as a great success by
all concerned and hopefully will be repeated in 2014.
Safety
No serious safety issues were reported but I am aware of an
increasing number of minor incidents and near misses which need to
be addressed.

Divisional Representative, TU-3
Wye–Colne A.J. (Tony) Evans
Summary of the Year
A very wet winter forced the cancellation of many events, and even
more training outings. The Division produced many successful
candidates for International selection, particularly amongst the
Junior membership, at all ages. For the second year running the
Division produced both finalists in the Fawley Cup at Henley Royal,
the 2012 result being reversed in 2013!
Clubs
Several Clubs in the TU-3 Sub Region are either without a
permanent boathouse, or are looking to build extensions or new
premises. Marlow RC is currently being demolished, and will
hopefully be completed by mid 2014.
Other projects are further back in the process. A Sport England
seminar, attended by about 12 Clubs was run in October. Thanks
are due to Maidenhead RC for hosting this.
All Clubs experience problems in running viable, young adult (19 to
27) squads. This is thought to be due to the training now seen as
necessary, and work commitments being mutually exclusive.
Events
Once the river returned to “normal”, all events were held
successfully. All Dorney based events were difficult to organise, due
to restrictions on land usage resulting from the late running of
ground remedial works following the Olympic Regatta. Henley T & V
Regatta broke new ground by offering events in the Primary class.
Safety
No major incidents occurred, that I am aware of. One major concern
was the repeated dumping of raw sewage into the river at Little
Marlow. This caused much concern to all river users, including
sailors and motorboat owners. The River User Group 6 was very
effective in raising the profile of the problem in the local press, which
added impetus to the Environment Agency’s action in pursuing the
matter with Thames Water, who run the works. Poor maintenance

seems to have part of the problem, but lack of capacity may also be
a factor. Enquiries continue.
Divisional Representative, TC-5
Crane–Brent Filip Ljubicic
Summary of the Year
The post-Olympic year saw an influx of new individuals to the sport
in TC-5, in particular among the student population at the University
of London Boat House.
There are now a number of clubs in the region that are offering learn
to row programs to accommodate for the increase in demand. This
has seen the river get increasingly busier in the early parts of the
“season”.
A large number of clubs are now boating or using the boat houses in
the region. Had the Head of the River Race not been cancelled 8%
of entries would have boated from ULBH alone.
The clubs in the region continue to provide high quality rowing and
learn to row programs, which is helping grow the sport in the local
communities.
Clubs
Team Keane Sculling School was registered as a club and resides
at ULBH. Team Keane runs short courses for individuals interested
in taking up the sport.

Divisional Representative, Division TC - 6
Bollo‒Stamford Luke Dillon
Summary of the Year
The division has continued to thrive with a significant number of
clubs representing a considerable number of the athletes within the
Thames Region.
Clubs
The principal clubs in the Division remained active. The London
Oratory School changed their blade colour from “one red and one
black vertical stripe on the white background” to “Red on the front
and black on the back”
Events
The major tideway heads took place successfully this year with no
significant cancellations.
Safety
A significant silting up of the bank opposite Chiswick pier has been
noted. This along with a general shallowing of the area between
Barnes Bridge and the bandstand on the south side has contributed
to a slight increase in the number of incidents and groundings /
damage to boats at low states of the tide.

Divisional Representative, TL-7
Beverley–Wandle Alex Brown
Chris George stepped down from this position in June owing to his
move into becoming Acting Honorary Rowing Safety Adviser to BR
and as such this report is not as full as I would like, for which I
apologise.
The continuing need to find new sources of revenue amongst the
non-academic clubs on the Putney Hard is evidenced in the
increasing size of the Novice, Veteran and Explore rowing sections
of various clubs. Whilst this initiative is to be applauded it has
brought it with it a dilution in the navigational safety of a number of
previously better clubs.
Safety as a whole across the division has continued its unfortunate
downward slope, but it is hoped that recent mandatory (very well
attended) safety briefings will help to stop the rot. The new PLA rule
concerning not rowing downstream two hours either side of high tide
is being followed, but it does seem to be compressing trouble further
upstream, particularly at weekends.
The potential development at Craven Cottage is still a cause for
local concern, particularly with regards to the period where the works
are being carried out which will cause much disruption to the river
community as a whole.
The future development at Putney Pier by Thames Water is not well
understood (or remembered) by most local clubs and it is important
for the TRRC to keep their eye on this, as well as any potential
future developments of the Pier itself by Livett’s Launches.

5. Accounts
The accounts in respect of the year ended 30 September 2013 and
the Balance Sheet at 30 September 2013 appear on the following
pages.
Accounts
Readers will note the small surplus on Courses and Workshops for
this year. This is in part due to income from Level 2 courses, which
we ran in previous years, that we were not expecting to be able to
collect. Since April 2012, British Rowing has administered the
payments for these courses. Overall, there have been fewer
requests for funding for courses than in previous years.
Although there has been a small reduction in income from
Equipment hire compared with last year, this continues to be the
Region’s second source of income and enables various activities
and initiatives to be funded.
The costs associated with Meetings and Secretarial are lower than
last year: the 2011-12 EGM resulted in additional expenditure.
The Miscellaneous line includes the cost of the invited guests for the
annual dinner (£670 net) and the awards presented at the dinner,
which included a special award for Dame Di Ellis DBE.
The Region took the decision to fund the entry fees for our Junior
Inter-Regional Regatta teams. This figure has increased as we now
enter a third team since amalgamating with the former South East
Region.
Balance Sheet
The Council continues to enjoy a healthy position with net assets of
in excess of £66,000.

Minutes
Mr Humphrys welcomed the Representatives of Member Clubs/Events and others
present and thanked Thames RC for hosting the meeting. The meeting was
declared quorate there being greater than 15 Members represented in total and
greater than five each from Upper and Central and two from Lower.

ANNUAL REPORT AND CONSIDERATION AND APPROVAL OF THE
ANNUAL ACCOUNTS
3.1
Mr Humphrys thanked Mr Rees for his work in compiling the 2 documents
which had been circulated to all Clubs & Events in the Region.
The accounts for the Region were approved by Council.
Mr Rees noted that the accounts from the former South East Regional
Rowing Council had not been carried in to the main account yet as they still
needed to be examined by the Independent Examiner and approved by
Council before submitting to British Rowing. As the accounts had not been
submitted to the EGM that was convened to wind up the SERRC, and as
the remaining funds were transferred to TRRC, it would seem to fall to this
Council to approve them. He tabled the unexamined accounts and
proposed that this Meeting approves them in their unaudited state and once
audited they be presented to the Sport Committee for confirmation. Should
there be any changes required following examination of the accounts, then
they would be submitted to an EGM. This was approved by all present.

It was noted that the money from the South East would be "ring fenced" for
the use of Thames Lower activities through the setting up of a SE Fund
once the transferred.

Mr Humphrys noted the changes in the process this year. He had been
elected unopposed as Regional Chairman. The various regional chairmen
would serve for various terms. Mr Humphrys said he would serve for 1 year
and then 3 more if re-elected.
The Regional Representatives had now been all elected and Mr Humphrys
thanked them. The Thames Region had chosen to keep its current
divisions.
Mr Humphrys noted that Mr John Clayton and Mr Mike Kennedy had been
elected as Vice Presidents at the EGM in May 2012.

A revised Constitution was approved by Council last year. Following those
amendments British Rowing Council requested some additional
amendments to further take into account their model constitution for
regions. The revised draft Constitution is attached separately. This draft
also clarifies the roles of President and Vice President, and renames the
Sub-Regions to better recognise their individual identities as follows:

CONSTITUTION OF THE THAMES REGIONAL ROWING COUNCIL

N.B. The inclusion of the paragraphs indicated in bold italics was
requested by the meeting of the British Rowing Council held on 24
November 2012. These paragraphs will be put to the next general
meeting of the Council for approval.
Other changes not requested by BR Council but to align the TRRC
Constitution to the BR model constitution are distinguished as follows:

The name of the Rowing Council shall be the Thames Regional Rowing
Council (“the Council”) and shall be abbreviated as “TRRC”.
1.
DEFINITIONS
In this constitution the following words shall have the following
meanings:
1.1
“British Rowing” shall mean British Rowing Limited, the National
Governing Body for the sport of Rowing, to which Clubs and Events
within the Thames Region and elsewhere are affiliated.
1.2
“the Thames Region” or “the Region” shall comprise the Divisions
listed at Schedule B and British Rowing Clubs and Events within
those Divisions as recorded as affiliated from time to time in the
records of British Rowing.

1.3
“the Sub-Regions” shall mean those Divisions or clusters of
Divisions defined by the Council at Schedule B from which the
Regional Representatives shall be drawn.
1.4
“the Divisions” shall mean those Divisions within the Region as
defined by the Council at Schedule B.
1.5
“the Council” shall mean the Regional Rowing Council for the
Thames Region as constituted under these rules and as referred to
in the rules of British Rowing.
1.6
“the Regional Chairman” shall mean the Chairman of the Council,
who shall represent the Region on the British Rowing Council.
1.7
“the Regional Representatives” shall mean persons elected to
represent the Region on the British Rowing Council who are not the
Regional Chairman. The same Regional Representatives are
styled “the Divisional Representatives” on the Council, on which
each represents their respective Division.
1.8
“Member Clubs” or “Clubs” shall mean those Clubs registered as
affiliated to British Rowing from time to time and classified as being
in the Region and in any one of the Divisions and Sub-Regions and
shall include Universities, Colleges and Schools so registered.
1.9
“Events” shall mean events registered with British Rowing from
time to time and classified as being in the Region and in any one of
the Divisions and Sub-Regions and shall include regattas,
processional races and simulated rowing events but not private
matches.
1.10
“Member/s” shall mean and include [a] Member Club/s and Event/s
1.11
A “Member’s Representative” shall mean a person who is
authorised by a Member Club or Event to speak and vote for the
Member at meetings of the Council. Such a person must be
prepared and able to produce proof of membership of the Member
Club or Event if called upon to do so. If not a member, such a
person must be prepared and able to produce proof of such
authorisation if called upon to do so.

“Affiliated Member” shall mean any member of British Rowing as
defined in Article 8(ii) of the Articles of British Rowing

The masculine shall be deemed to include the feminine and viceversa, except where the contrary appears.
2.
OBJECTS
2.1
To promote the sport of rowing in the Region at all levels.
2.2
To represent the interests of the Region within British Rowing and
to represent the interests of British Rowing within the Region.
2.2.1
To keep under review its representation on British Rowing Council
to provide an appropriate balance of representation between its
Members drawn from its Sub-Regions.
2.3
To support all Members in the achievement of their objectives and
in the conduct of their activities within the sport.
2.4
To promote the full utilisation of the talents and resources of all
members of Clubs and Events within the Region and to promote no
one receiving less favourable treatment on any grounds which
cannot be shown to be relevant to performance, in accordance with
British Rowing’s Equity Policy.
2.5
To conduct all business and activities in the Region in
accordance with best practice guidance and procedures
applicable to the voluntary sector.
3.
COMPOSITION AND POWERS OF THE COUNCIL
3.1
The Council shall consist of one Member’s Representative from
each Member Club and Event.
3.2
The Council may not override the nationally agreed policies of
British Rowing, and must always be consistent with the
practices and guidelines of British Rowing.
Each Affiliated Member of British Rowing shall have one vote.

All decisions of the Council (except constitutional change) shall be
decided by a simple majority of those present , the Chair having a
second or casting vote.
3.3
A Region The Council may elect appoint a person as its President
in recognition of exceptional services to rowing within the Region
[and he shall chair the Council/AGM/General Meetings].
3.3.1
At its meeting immediately prior to the Annual General Meeting, the
Sport Committee will nominate such a person to be the President
for the forthcoming year. Provided the nominee is willing to accept
the role, his name will be put to the Annual General Meeting for
approval of the appointment.
3.3.2
The term of office for the President shall be one year, after which
he shall automatically become a Vice President.
3.3.3
From time to time the Council may wish to appoint a person directly
to the role of Vice President. He shall be appointed in a similar
manner to the appointment of the President.
3.3.4
The position of Vice President shall be held for life or until such
time as he no longer wishes to retain the role or in exceptional
circumstances until he is removed by the Executive Board should
that Board reasonably believe that his continuing in the role gives
the Board grave concerns for the reputation of the Council.
3.3.5
The President and Vice President are Non-Executive Officer roles.
They shall not have the right of vote.
4.
EXECUTIVE OFFICERS OF THE COUNCIL
4.1
The Council shall elect a Regional Chairman, who will represent
the Region at British Rowing Council. Election of the Regional
Chairman shall be conducted by British Rowing in accordance with
Articles 16(f) and 17 of the British Rowing Articles of Association.
The voting system for the Regional Chairman is defined at
Schedule C.

4.1a
The Council shall also elect from amongst its Members’
Representatives a Deputy Chairman for each Sub-Region. A
Deputy Chairman shall be a Member’s Representative for a
Member within the Sub-Region he/she is to represent.
4.1b
The Council shall elect Regional Representatives, who will
represent the Region at British Rowing Council. Each elected
Regional Representative shall be the Divisional Representative for
the Division from which they are elected.
A Regional
Representative shall be a member of a Club within the Division
he/she is to represent. Election of Regional Representatives to the
British Rowing Council shall be conducted by British Rowing in
accordance with Articles 16(f) and 18 of the British Rowing Articles
of Association. The voting system for the Representatives is
defined at Schedule C.
4.1c
The Regional Chairman and the Regional Representatives shall be
elected by the Region for a term of up to three years and will be
eligible for re-election, but may not serve more than two
consecutive terms, in total six years.
4.2
The Council shall elect from amongst its Members’ Representatives
an Honorary Secretary and an Honorary Treasurer.
4.3
The Council may further elect from amongst its Members’
Representatives, or from any of the members of Clubs and Events
within the Region, any other Executive Officer to a permanent
position on the Council it may choose.
4.4

4.5
No Executive Officer shall be entitled to vote in the affairs of the
Council in his/her own right save for the Chairman of the meeting at
any one time who shall have a casting vote.
5.
DISCHARGE OF THE COUNCIL’S OBJECTS
5.1
The objects of the Council shall be discharged through:
5.1.1
an Executive Board and a Sport Committee

5.1.2
an Umpires’ Committee, a Coaching Committee (comprising
representatives from each Sub-Region), a Junior Committee
(comprising representatives from each Sub-Region), a Masters
Committee (comprising representatives from each Sub-Region)
and a Recreational Committee (comprising representatives from
each Sub-Region), and such other bodies as from time to time
appear necessary, the Chairmen of which shall be Non-Executive
Officers
5.1.3
Non-Executive Officers, including an Events Co-ordinator and an
Equipment Officer, and such other roles as from time to time
appear necessary
5.1.4
A Regional Water Safety Adviser and such other advisers or roles
as from time to time appear necessary.
5.2
The Council shall, without restriction as to numbers, appoint the
Chairman and members of the Regional Committees, except the
Regional Umpires’ Committee, each of which shall have power to
co-opt from within or outside the Council.
5.3
The Council shall appoint representatives
Committees as required by British Rowing.
5.4
The Council shall approve the appointment of the Chairman and
Members of the Regional Umpires’ Committee appointed in
accordance with the rules of British Rowing.
5.5
No-one shall be entitled to vote in the affairs of the Council in
his/her own right save for the Chairman of the meeting at any one
time who shall have a casting vote.
5A
THE EXECUTIVE BOARD
5A.1
The Executive Board shall comprise:-

The Executive Board shall take decisions on urgent items that
would otherwise be within the jurisdiction of the Sport Committee
solely on occasions when it is not practicable to convene a meeting
of the Sport Committee.
5A.4
The Executive Board shall provide to the Sport Committee as soon
as is reasonably practicable a written report of any decisions made
and the reasons for the matter not being raised at Sport
Committee.
5A.5
The Executive Board shall not overturn a decision made by the
Sport Committee or any other body, unless there is a material
change in circumstances and the matter has become urgent.
6.
THE SPORT COMMITTEE
6.1
The Sport Committee shall comprise:-
6.1.1
The Officers of the Council elected under paragraphs 4.1, 4.1a,
4.1b and 4.2 above
6.1.2
All other persons elected as Officers of the Council under
paragraph 4.3 above
6.1.2a Chairmen of Committees appointed under paragraph 5.1.2 above
6.1.2b Non-Executive Officers appointed under paragraph 5.1.3 above
6.1.2c Other persons appointed under paragraph 5.1.4 above.
6.1.4
All other persons whom the Committee would wish to appoint or to
co-opt onto the Committee.
6.2
The Chairman of the Council shall be the Chairman of the Sport
Committee.

6.3
The Sport Committee shall have power to fill casual vacancies and
to co-opt from within the Council or from bodies associated with the
Region in any way.
7.
COUNCIL MEETINGS AND APPOINTMENTS
7.1
The Council shall hold an Annual General Meeting no earlier than
30th September and no later than the 30th November in each year.
Notice of the Annual General Meeting stating the agenda items,
posts to be filled by election and nomination forms will be posted to
Member Clubs not less than twenty-one days before the meeting.
7.2
At the Annual General Meeting there shall be held the elections
and made the appointments referred to in clauses 4 and 5 above.
Any such appointments not then made or any vacancies thereafter
shall be made or filled by the Sport Committee with the exception of
those Officers referred to in paragraphs 4.1 and 4.1b.
7.3
Nominations for Regional Chairman, Regional Representatives,
Executive Officers, Non-Executive Officers and other persons of
the Council shall be notified to the Honorary Secretary by Clubs or
Events not less than fourteen seven days before the meeting in
each year, save that the Honorary Secretary may accept a written
statement that a Member’s Representative is so nominated in the
absence of any information to the contrary.
7.4
A Member shall be responsible for the capability and suitability of a
Representative to represent the Member at meetings of the
Council.
7.5
Apart from the Annual General Meeting, all other General Meetings
of the Council shall be called Extraordinary General Meetings. All
business shall be deemed special that is transacted at an
Extraordinary General Meeting and all that is transacted at an
Annual General Meeting shall also be deemed special with the
exception of the following which shall be deemed ordinary
business:-

7.6
An Extraordinary General Meeting of the Council shall be held on
the written requisition of the Sport Committee or on the written
requisition of not fewer than three Members. The Honorary
Secretary shall give written notice to all Members of such a meeting
which shall be called within fourteen days of such request
specifying the matters to be considered. Twenty-one days shall be
the required notice of a General Meeting.
7.7
All appointments and elections referred to in this Constitution shall
be annual, but those appointed or elected may, if eligible, be reappointed or re-elected. The terms of office and eligibility for reappointment of the Regional Chairman and Regional
Representatives are specified at Article 16(i) of the British Rowing
Articles of Association.
8.
COMMITTEES - GENERAL
8.1
Generally, meetings of the Executive Board, Sport Committee and
other committees and bodies shall be held as required at the
request of the respective Chairman.
8.2
Committees and other bodies shall have the power to determine
matters within their remit and shall report to the Council via the
Sport Committee which shall itself then report to the Council.
8.3
All Committees may at their discretion make regulations for the
better conduct of their business, such regulations to be approved
by the Sport Committee with a copy being deposited with the
Honorary Secretary of the Council.
8.4
Any person who has a financial interest in any matter coming
before a Committee shall declare such interest immediately the

person becomes aware of such and shall not be entitled to vote on
such a matter unless permitted to do so by majority resolution of
the relevant Committee.
9.
QUORUM AND VOTING
9.1
The quorum for meetings of the Council shall be 15 Members’
Representatives present in person and entitled to vote, with
minimum numbers of Members’ Representatives from the SubRegions as specified at Schedule B.
Before a meeting
commences, every Member’s Representative present shall declare
to the secretary of the meeting stating whom they represent.
9.2
Committees or bodies shall fix their own quorums which shall be
set annually.
9.3
All matters at meetings of the Council, with the exception of that
specified at paragraph 11.1, shall be decided by a simple majority
of the Members’ Representatives present and entitled to vote in
accordance of paragraph 1.8 hereof, the Chairman having a
second or casting vote.
9.4
Decisions of the Executive Board, Sport Committee and other
Committees and bodies shall be made by simple majority vote of
the appointed members present in person, each voting member
having one vote. In the event of equality of votes, the Chairman
shall have a second or casting vote.
10.
FINANCE
10.1
The Council shall apply any and all funds, income, or acquired
property of the Council in pursuance of the above objects or any of
them. No portion thereof shall be paid, distributed or transferred
directly or indirectly by way of bonus, or otherwise howsoever by
way of profit to Members of the Council.
10.2
Nothing herein shall prevent the reimbursement of reasonable and
proper out of pocket expenses incurred in the course of furthering
the objects of the Council.

10.3
The Council shall be entitled to solicit and receive financial support
from any source but has no powers to enter into any form of
borrowing or loan agreement without the written agreement of
British Rowing under resolution of British Rowing’s Executive
Board.
10.3a
The Council may not take any person into any form of employment
or enter into any form of agreement, financial or otherwise, lasting
more than twelve months without the written agreement of British
Rowing under resolution of British Rowing’s Executive Board.
10.4
The Executive Board and the Sport Committee shall have the
power to apply any funds of the Council and authorise any
payments for the furtherance of its objects subject to its
accountability to the Council and to the restrictions set out in 10.3
and 10.3a above.
10.5
The Council shall have the power to introduce a subscription
payable by the Members to enable it to carry out its objects. Such
subscription shall be determined at the Annual General Meeting of
the Council and failure by a Member to pay such a subscription will
result in suspension from involvement in the activities and services
provided by the Region and the Council shall have power to refer
the suspension to British Rowing for further consideration and until
such time as the subscription and any arrears have been paid in
full.
10.6
The Honorary Treasurer shall maintain such bank accounts which
are considered necessary by the Council at a financial institution
approved by the Council. The account(s) shall be in the name of
the Council and shall be operated only under the joint signatures of
two Officers of the Council, one of whom shall be the Honorary
Treasurer or the Chairman, except for cheques less than one
hundred pounds where the signature of the Honorary Treasurer
alone is acceptable.
10.7
The Honorary Treasurer shall maintain such Books of Account as
are required in order to give a full and complete statement of the
financial affairs of the Council. The books shall be examined
annually by the appointed Independent Honorary Examiner (who
shall be neither the Honorary Treasurer an Executive Officer of the
Region nor a signatory on the Bank Accounts) and the accounts

signed by the Honorary Treasurer and the Independent Honorary
Examiner shall be presented to the Annual General Meeting for
consideration and approval.
10.8
Upon approval of the annual accounts by the Council at its Annual
General Meeting, the Honorary Treasurer shall forward a copy of
the examined and approved accounts to the Treasurer of British
Rowing no later than six months after the end of the financial year.
10.9
The Council shall appoint an Independent Honorary Examiner to
examine the books of account maintained by the Honorary
Treasurer.
10.10
The Council’s financial year shall commence on 1st October and
conclude on 30th September in the following calendar year.
10.11
All financial transactions shall be in accordance with Financial
Procedures which shall be adopted by a Region at an Annual
General Meeting.
11.
GENERAL
11.1
The rules of this Constitution may only be altered by a two-thirds
majority of the votes cast in person by the Members of the Council
present at a General Meeting duly convened in accordance with
the rules hereof.
11.2
The rules of this Constitution and any amendments thereto shall
first be approved by British Rowing before adoption by the Council.
11.3
Any property of the Council shall be vested in the Council for the
time being and to this end, the Council may appoint Trustees to
hold the assets of the Council and such Trustee shall be appointed
or removed by an ordinary resolution of the Council.
11.3.1 Any decision to wind up the affairs of the Council may be made at a
General Meeting called for that purpose at which a simple majority
shall be sufficient to pass such resolution.
11.3.2 Subject to paragraph 11.3.3 below, any assets remaining after the
satisfaction of debts and liabilities shall be given or transferred to

British Rowing who shall decide, giving due consideration to the
views expressed by the Region, by resolution as to what shall be
done with them including consideration of realising all the assets
and converting them into money and distributing them amongst the
Members of the Region.
11.3.3 Any assets which have been funded by the Lottery or other grants
from public bodies shall, if made a condition of such funding, be
given or transferred to some other voluntary organisation having
objects similar to those of the Region in priority to any other assets
which shall have been funded by the Region itself or the Members.
11.3.4 In the case of funds being insufficient to discharge the liabilities,
British Rowing shall advise on how the shortfall balance shall best
be provided.
11.4
In addition to the above rules, the rules set out in the schedules
hereto which are special to the Region shall also form part of and
be deemed to be incorporated into the rules of this Constitution.
11.5
The Honorary Secretary shall send a copy of the minutes of the
Sport Committee, Executive Board and Council meetings to British
Rowing at the same time as they are circulated within the Council.
11.6
The logo of the Region shall be the Thames Region logo as
specified from time to time by British Rowing Ltd.

Terms of Reference for Deputy Chairmen:1.
The number of Deputy Chairmen and their titles and geographical
jurisdictions are specified at Schedule B.
2.
Each Deputy Chairman shall be a member of one of the Member
Clubs or Events from their respective Sub-Region.
3.
They shall be responsible for representing the specific interests of
their Sub-Region to the Executive Board, Sport Committee and to
the Council and shall liaise with the Members of their Sub-Region
in order to represent their views.
4.
They shall liaise with their relevant Regional Representatives
with the members from their respective Sub-Regions on
Committees and other bodies listed in paragraph 5.1.2 of
constitution to ensure a commonality of approach across
Region.

SCHEDULE C
Voting System for Regional Chairman and Regional Representatives
1.
The Regional Chairman and the Regional Representatives
shall be elected by a postal ballot.
2.
The ballot shall be held by British Rowing on behalf of the
Council on such a date that allows the Company Secretary of
British Rowing to be informed of the result no later than the
dates specified at Articles 17(b) and 18(b) of the British
Rowing Articles of Association.
3.
Voting
3.1
Each Member Club in the Region shall have one vote per 30
Registered Individual Members or part thereof. The number
of votes due to Member Clubs shall be determined by British
Rowing Ltd. immediately prior to an election using the most
recent figures available and shall be communicated to
Member Clubs with ballot papers.
3.2
Each Member Event in the Region shall have one vote, save
for those Events affiliated with British Rowing as multiple-day
events, which shall have one vote per day.
3.3
Every Member is entitled to vote for the Regional Chairman.
3.4
Only those Members within any given Division may vote for
the Regional Representative for that same Division.
4.
In the event of a casual vacancy arising for the Regional
Chairman or a Regional Representative, paragraph 6.3 of the
constitution will apply until such time as the vacancy is filled
by an election.
SCHEDULE D
Allocation of Members to Divisions and Regions
1.
The addition of new Members to the Table and their allocation
to Divisions may be made by the Sport Committee.
2.
The deletion of existing Members from the Table may be made
by the Sport Committee.
3.
The re-allocation of existing Members to Divisions may only be
