Business meetings were held at the Reed Center in Midwest City. The business meeting was called to order by the Right Rev. Dr. Edward Konieczny, Diocesan Bishop, at 9:00 a.m., Friday November 2, 2012. A service of Morning Prayer, led by the Very Rev. Justin Lindstrom, Dean, Saint Paul's Cathedral, Oklahoma City, included the installation of Delegates. The meditation was provided by the Rev. Noel Doherty, retired, Tulsa. The Very Rev. Mr. Robert Yadon, Acting Chair of the Nominating Committee, nominated Mr. Jack Wise for Secretary of Convention. Bishop Konieczny asked for nominations from the floor. Hearing none, Bishop Konieczny moved Mr. Jack Wise be elected by voice acclamation. The motion carried. Mr. Henry Baer, Chair, Treasurer of the Diocese, reported on parishes and mission: those congregations whose parochial reports have not been filed, congregations whose audits have not been received and congregations in arrears on Diocesan assessments. The following congregations had not filed a parochial report for 2011: Redeemer, Oklahoma City; Redeemer, Okmulgee; St. David's, Oklahoma City. The following congregations had not filed an audit report for 2011: St. Peter's, Coalgate; St. Alban's, Cushing; Redeemer, Oklahoma City; St. David's, Oklahoma City St. James, Oklahoma City Redeemer, Okmulgee; Holy Cross, Owasso; St. Timothy's, Paul's Valley; Good Shepherd, Sapulpa; St. James', Wagoner. Bishop Konieczny reminded the delegation that Convention must waive the prohibition for Lay Delegates of these congregations in order for them to have seat and voice at this convention. The referenced Canons include Canon 6.2.4 which states: A Parish or Mission failing to timely 30 submits its audit report and financial statements is not entitled to Lay representation in Convention, unless the Convention specifically waives this prohibition. Canon 6.6.2 states: A Parish or Mission that has not paid its assessments through September of the current year is not entitled to Lay representation in Convention until all accrued assessments are paid, unless the Convention specifically waives this prohibition. Canon 6.8.2 states: The Parish of Mission submits its Annual Parochial Report to the Bishop of the Diocese, or, where there is no Bishop, to the Secretary of the Diocese by March 1. A Parish or Mission failing to timely submits its Annual Parochial report is not entitled to Lay representation in Convention, unless the Convention specifically waives this prohibition. He moved the acceptance of the minutes as certified and published. Bishop Konieczny, hearing no objections, ordered the minutes be approved. Mr. Robert Yaden, Dispatch of Business, moved the Adoption of the Advance Reports, which had been provided prior to Convention, listing Program Divisions and all committees of the Diocese. Bishop Konieczny recessed the Business Meeting at 10:50 a.m. Bishop Konieczny reconvened the Business Meeting at 1:00 p.m. Mr. Gary Derrick, Chair, Constitutions and Canons, reported on Constitution and Canons. Mr. Derrick reported that the Constitutions and Canons Committee is proposing a number of changes 34 to the Canons that are reconciling amendments based on changes coming from the 77th General Convention. (See Appendix III for Proposed Changes to Canons.) In addition the Constitution and Canons Committee has put together an example of Parish bylaws to assist Parishes in drafting and/or revising their existing by-laws. Bishop Konieczny called upon Mr. Kris Bonner, Chair, Resolutions Committee, for a report on Resolutions. Ms. Bonner reported that the following resolutions have been submitted in accordance with our Canons. Resolution 1 Environmental Stewardship on a Parish Level had been submitted by the Very Rev. Justin Lindstrom, St. Paul's Cathedral, Oklahoma City. Resolution 2 Proposed Amendments to the Canons of the Diocese of Oklahoma had been submitted by the Constitution and Canons Committee and was explained by chair of that committee, Mr. Gary Derrick. There were no other resolutions brought to the floor of Convention. Bishop Konieczny called upon Mr. Henry Baer, Treasurer, to present the budget for 2013. Mr. Baer, Treasurer and Chair, Finance Committee, presented the budget for 2013. Mr. Baer explained the financial objectives of the Budget Committee, which include reviewing and evaluating programs, preservation of endowment resources, and developing new programs and initiatives. Mr. Baer reminded the delegation that the 2013 Budget assumes all congregations will be faithful to the Mutual Ministry Support, a continuation of financial market appreciation and utilizing reduced endowment spending rate of 3.625% versus our policy rate of 5%. The budget was moved and Bishop Konieczny announced the budget would be voted upon the following morning. Bishop Konieczny called upon Mr. Henry Baer, Treasurer, for a report on Mutual Ministry Support. Mr. Baer moved that the Mutual Ministry Support level will remain constant for the forthcoming fiscal year at 18%. Bishop Konieczny announced the Mutual Ministry Support rate of 18% would be voted upon the following morning. Bishop Konieczny called upon Mr. William Cathcart, Chancellor of the Diocese, submitted and moved the following resolution: BE IT RESOLVED, that Bishop Konieczny be, and is hereby authorized to borrow from any bank approved by the Diocesan Council during 2012-2013 such amount of money as may be necessary for the administration of the program of the Diocese, provided that such amount shall not at any time exceed fifty thousand dollars. 35 The motion was seconded and carried by voice acclamation. Bishop Konieczny called upon the Rev. Art Scrutchins, Chaplain at Holland Hall School in Tulsa, to present on the state of Holland Hall School. Bishop Konieczny reported that Holland Hall recently called a new Head of School, J.P. Culley. The Rev. Art Scutchins showed a video that displayed the life and vitality of Holland Hall School. Bishop Konieczny called upon Mr. Aaron Mooney, St. Crispin's Summer Camp Director, to report on the state of our summer camping program. The camp experience is thriving and St. Crispin's remains one of the premier formation experiences for our children and youth. The theme for this summer is“Growing in Faith, Rooted in Tradition.”Mr. Aaron Mooney showed a slide show to showcase the camping program. Bishop Konieczny commented on the need to continue our support for St. Crispin's and invited forward JoAnn and Michael Roberts, co-directors of St. Crispin's Camp and Conference Center. They discussed the improvements at St. Crispin's and all the exciting new opportunities available to groups on site including a ropes course and archery. Bishop Konieczny discussed the goal of raising $10 million dollars for improvements and renovation at St. Crispin's. There will also be a wish list at the Diocesan webpage of materials and goods needed. Bishop Konieczny called upon members of Santa Maria Virgin in Oklahoma City to make a presentation to convention. The members presented a new picture of their parish building for the Diocesan office. Bishop Konieczny announced the creation of the new Diocesan video (showcased during the Bishop's Address on Friday morning) for the 75th Diocesan Convention. The video will be publicly available on the Diocesan webpage. The video was produced with the help of Ms. Melanie Wignall and the Rev. Everett Lees. Bishop Konieczny called upon the Dispatch of Business, Mr. Robert Yadon, gave the announcements. Breakout sessions will begin at 2:30. Seeing no other business, Bishop Konieczny recessed the meeting at 1:59 p.m. For the remainder of the day, delegates attended break-out sessions, Convention Eucharist and an evening of dinner and fellowship. Bishop Konieczny reconvened the meeting at 9 a.m., Saturday, November 3, 2013. The Youth of the Diocese presented Mission Possible and led a lively service of Morning Prayer including a meditation by the Rev. Everett Lees. Sabrina Evans, Diocesan Director of Christian Formation, introduced the youth participating in our first Episcopal Youth Leadership Class. Bishop Konieczny called upon Ms. Karen Langley, St. Dunstan's, Tulsa who spent the last year in South Africa with the Episcopal Missioner. Karen showed a slideshow and talked about her formational experience in South Africa. 36 Bishop Konieczny called upon Ms. Kris Bonner, Chair, Resolutions Committee, for a report on resolutions. Ms. Kris Bonner certified the resolutions were submitted in accordance with our Constitution and Canons. Bishop Konieczny called upon the Very Rev. Justin Lindstrom, proposer of Resolution 1 to read the resolution and move adoption. The motion to approve adoption of Resolution 1 carried on a voice vote. Bishop Konieczny called upon Mr. Gary Derrick, Chair of the Constitution and Canons committee to move adoption and speak to Resolution 2. The motion to approve adoption of Resolution 2, which requires a vote by orders. The lay order, voting first, approved the adoption of Resolution 2. The clergy order, voting second, approve the adoption of Resolution 2. The Resolution was adopted. Bishop Konieczny invited Mr. Chris Bright, Headmaster at Casady School to come and share with the Convention about that institution. Mr. Bright is in his 5th year as Headmaster. Casady seeks to educate the entire child: mind, body and spirit with faith and reasoning skills as complementary pursuits. They are in a strong financial position (to be debt free as of February 1st, 2013) with an endowment of $34 million. He concluded by showing a video about Casady. Bishop Konieczny introduced Dr. Lee White, interim Head of Schools at Oak Hall School, Ardmore. He showed a slideshow discussing all of the activities at Oak Hall School. Bishop Konieczny called upon Mr. Henry Baer, Treasurer and Chair of the Finance Committee, moved the adoption of the 2013 Budget as submitted. The budget was adopted by a voice vote with no opposition. Mr. Henry Baer moved the adoption of the Mutual Ministry Support rate of 18% for the 20122013 year. The motion was adopted by a voice vote. Bishop Konieczny called for a short recess for 5 minutes. Bishop Konieczny called upon Ms. Lindsay Fick, President and C.E.O. of St. Simeon's, Tulsa, gave a presentation on St. Simeon's, a retirement community, caring for over 180 residents. The primary focus of St. Simeon's is for the frail elderly. Bishop Konieczny called upon Ms. Jessica Pfau, the Executive Director of Ardmore Village. Ardmore Village is a retirement community, located in Ardmore, that cares for a number elderly residents. She talked about how Ardmore Village touches lives in Southern Oklahoma and showed a Powerpoint presentation. Bishop Konieczny called upon Patsy Hollingsworth from the Daughters of the King to make a presentation to the Convention. They presented a quilt to the Bishop. Bishop Konieczny reminded the delegation of the creation of the Bishop's Cross. This year the Bishop's Cross honored the Rev. Barney Jackson, a priest in the Diocese for over 50 years, 37 particularly in small rural congregations. Rev. Jackson received a standing ovation and enthusiastic applause after a brief word of thanks. Bishop Konieczny called upon Ms. Kris Bonner, Chair, Resolutions Committee, moved the adoption of the Courtesy Resolutions, Resolution 1 expressing appreciation and gratitude for the Convention Host Committee of St. Paul's Cathedral including the Local Planning Committee chairs, volunteers, the clergy and staff, Mr. Scott Raab and the choirs. Courtesy Resolutions also included thanking Ms. Debbie Konieczny for baking the bread for Eucharist, the youth of the Diocese, thanks for all those helping to provide music for the Convention, for Ms. Melanie Wignall and the Rev. Everett Lees for the new Diocesan video, to the Sheridan Reed Center for their hospitality and to Canon José McLoughlin and Melanie Wignall for the planning of the convention. The motion to approve adoption of Courtesy Resolution 1 and it carried on a voice vote. Resolution 2 expressing appreciation and gratitude for our Convention chaplains The Rev. Noel Doherty, The Rev. Everett Lees and The Rev. Dr. T. Lee Stephens. The motion to approve adoption of Courtesy Resolution 2 and it carried on a voice vote. Resolution 3 extends congratulations to St. Mary's in their 75th year of ministry in the Diocese of Oklahoma. The motion to approve adoption of Courtesy Resolution 3 and it carried on a voice vote. Resolution 4 a re-commitment to our mutual ministry with the Diocese of Uruguay. The motion to approve adoption of Courtesy Resolution 4 and it carried on a voice vote. Resolution 5 expressing appreciation and gratitude for our Bishop, Edward Konieczny and his wife Debbie, and recognizing and supporting his sabbatical experience during 2013. The motion to approve adoption of Courtesy Resolution 5 and it carried on a voice vote. Bishop Konieczny announced that we collected over $2, 247.58 and an IOU for $500.00 during the service yesterday. He also mentioned that the Rev. Kay Bowman-Harvey was elected to an unexpired term on Diocesan Council for the Northeast Region. Bishop Konieczny recognized all who were newly elected and/or appointed during the 75th Convention, commissioning them according to the ministry to which they have been called. (See Appendix IV for the Commissioning of the Newly Elected and Appointed liturgy.) Bishop Konieczny offered special thanks to those who had taken on special roles in the Convention, the local planning committee, clergy, and volunteers. He thanked the Sheraton and video personnel and translators. He also thanked Mr. Scott Raab and St. Paul choirs, the Very Rev. Justin Lindstrom, The Rev. Canon Susan Joplin and The Rev. Marilyn Robertson. Thanks to Mr. Jack Wise, Ms. Melanie Wignall, and the Rev. Canon José McLoughlin for their assistance. He thanked Ms. Melanie Wignall and the Rev. Everett Lees for the new Diocesan video and the Diocesan staff and the chairs of the various Convention Committees. The Convention shall convene at 9:00 a.m. on Friday, November 2, 2012. 2. Presence on the floor of convention is limited to deacons, priests, and bishops who are canonically resident in the Diocese; licensed clergy in charge of congregations granted seat, voice, or vote; Lay Delegates elected to represent parishes, missions, affiliated congregations; or diocesan institutions; and nonvoting visitors who have been granted seat and voice. Any alternate desiring to substitute for an absent Lay Delegate must notify the Secretary of Convention of the change before taking seat. 3. Delegates desiring to address the Convention must do so from one of the microphones provided on the Convention floor. To use the motion to “move the previous question”, delegates must approach a microphone and be recognized in order. 4. When recognized by the Chair, the delegate shall identify himself or herself by name, congregation and city. Any person addressing the chair while Convention is in session shall address the chair as "Right Reverend Sir" if the Bishop is in the chair. If some other person is in the chair, the address shall be "Mr. / Madam President". (As President of the Convention, the Bishop may call to the chair any qualified person to relieve him temporarily.) 5. No motion shall be debated, or shall be considered as before the Convention, unless seconded and, when required by the Chair, submitted to the Secretary in writing. 6. To expedite the business of convention, discussion on any question shall be limited to five (5) minutes by the proposer and two (2) minutes by additional speakers, alternating sides. No person shall speak more than once on the pending matter until all other persons who so desire have had an opportunity to be heard, and unless given specific permission by the Chair. Any amendment on any question shall be limited to three (3) minutes by the proposer and two (2) minutes by additional speakers. The time for discussion shall be divided as equally as practical between the proponents and opponents of the pending matter. The Chair has discretion to allow additional time for discussion. 41 7. The Chair, without debate, shall decide all questions of order, but any delegate may appeal such decision. A two-thirds (2/3) vote is required to reverse the Chair’s decision. 8. When a count is called for, the Chair may designate the use of red and green cards for counting purposes. Red and green cards are to remain in the possession of the voting delegate for the duration of the convention. 9. Voting by written ballot, voice, the use of red/green cards or otherwise, is limited to deacons, priests, and bishops canonically resident in the diocese; licensed clergy in charge of congregations granted seat, voice, and vote; Lay Delegates elected to represent parishes, missions, affiliated congregations; or diocesan institutions. 10. The Dispatch of Business must approve distribution of any printed material not included in the Convention packet. Leafleting and other distributions to delegates’ seats on the Convention floor are specifically prohibited. All submissions must meet the following criteria: a. 400 hard copies for distribution b. A PDF (Portable Data Format) file of the above for inclusion in the electronic record of Convention and for distribution to those who need that form. c. Large Print (minimum 18pt) form in hard copy or acceptable electronic format. 11. Any of the above rules may be suspended by concurrence of two-thirds (2/3) of the members present and voting. 43 Episcopal Diocese of Oklahoma 75th Diocesan Convention November 2-3, 2012 – Midwest City, Oklahoma Bishop’s Address Let us pray: Disturb us, Lord, when we are too pleased with ourselves, when our dreams have come true because we dreamed too little, when we arrived safely because we sailed too close to the shore. Disturb us, Lord, when with the abundance of things we possess we have lost our thirst for the waters of life; having fallen in love with life, we have ceased to dream of eternity and in our efforts to build a new earth, we have allowed our vision of the new Heaven to dim. Disturb us, Lord, to dare more boldly, to venture on wilder seas where storms will show your mastery; where losing sight of land, we shall find the stars. We ask you to push back the horizons of our hopes; And to push back the future in strength, courage, hope, and love. This we ask in the name of our Captain, Who is Jesus Christ. This prayer written by Sir Francis Drake as he left on his voyage to the west coast of South America seemed appropriate as we gather on this 75th Anniversary of the Diocese of Oklahoma. It cautions us to not become too complacent because we have achieved some milestone or success. It encourages us to look even further than our hearts and eyes have seen before, to imagine opportunities and challenges yet to be imagined. I was first introduced to this prayer by the Rt. Rev. Claude Payne, retired Bishop of Texas. Bishop Payne ordained me to the priesthood nearly 20 years ago, and has remained a dear friend and mentor. He uses this prayer at nearly every gathering where he speaks of the mission of the church. He uses it, because it speaks to who we should be as the Episcopal Church; a church that is bold, committed to the proclamation of the Gospel of Jesus Christ, fearless in the face of obstacles, willing to venture into the storms of life and the world to witness to the Light of 44 Christ, Hopeful in bringing about the Kingdom of God with the love of Christ, through the power of the Holy Spirit. I use this prayer because it speaks to me when I want to settle; to be satisfied; to stay in my comfort zone and coast along as if everything is “hunky dory” in the world. We gather today in this convention on the 75th Anniversary of the Episcopal Diocese of Oklahoma. We stand here today on the shoulders of a great cloud of witnesses who have gone before us in making this Diocese, this Episcopal Church, in this part of God’s Kingdom what it is today. We should all be humbled by the example of so many who gave of themselves faithfully and sacrificially to spread the Good News of Jesus Christ in this land. In his address to the very first convention of the newly formed Diocese of Oklahoma Bishop Thomas Casady spoke of the journey the people of Oklahoma had traveled for nearly 43 years as a Missionary District. He stated, “The occasion of our primary convention as a diocese after so many years of life as a Missionary District properly arouses sentiments of pride and satisfaction as well as deep gratitude. We assemble for this convention with thanksgiving to Almighty God and with heart-felt appreciation for all that has been done by those without the diocese as well as those within. The Church in Oklahoma today is the result of faith and work, prayer and generosity on the part of individuals and groups scattered throughout the whole range of the Church’s worldwide membership.” While it may have taken 43 years as a Missionary District to become a Diocese, the journey began much earlier. It was in 1834, shortly after his consecration, when Bishop James H. Otey, Bishop of Tennessee recorded the first visit of an Episcopal Official to the new territory. It is not clear whether Bishop Otey’s visit was intentional or if he just got lost in the new frontier. The first evidence of Episcopal Missionary work was recorded three years later in 1837 when Bishop Jackson Kemper, the first Missionary Bishop of the Episcopal Church, arrived in search of Mohawk Indians who were reportedly using the Anglican Prayer Book to read services. The next year, in 1838 the Episcopal Church recognized the Indian Territory as a potential mission field and attached oversight of the land to the newly consecrated Bishop of Arkansas, Leonidas Polk. 45 Unfortunately, little effort was made by the seven bishops who had oversight of the Indian Territory between 1838 and 1893. The only significant work was that of David Pendleton Oakerhater from approx 1887 to 1918; and at times Oakerhater was the only presence of the Episcopal Church in the territory. In his book, “The Episcopal Church in Oklahoma”, Sam L. Botkin, Ph.D. (Chaplain, Casady School) wrote, “The Protestant Episcopal Church, slow to recognize what opportunity was in the Great Southwest and unable to do much about it when the recognition came, was again several years behind other denominations when it came to establishing missions among the settlers of Oklahoma. When the great influx of new residents came to Oklahoma in 1889, Methodists, Baptists, Presbyterians, and Congregationalists sent or brought clergymen and church builders with them. The Episcopal Church was forced to be content with gestures.” In some ways I think the failure of the church to respond was a cultural influence. The “Refined”, “Aristocratic” nature of East Coast Episcopalians did not see the opportunity in the rugged, challenging new land. But there is something to be said for those with a pioneering spirit; that same kind of spirit we read about in the lives of those early disciples. They not only brought their hopes and dreams for new lives in a new frontier, they brought with them their hopes and dreams grounded and sustained in their faith in Christ. These folks were not just going to build homes and farms and businesses and schools, they were going to build lives grounded in (the teachings of Jesus Christ) their faith. In that pioneering spirit the first Episcopal Church was established in Oklahoma. Organized on July 2, 1889, Trinity Church Guthrie was built in response to the requests of new settlers. At the time the City of Guthrie was just ten weeks old with a population already exceeding 10,000 persons. Two years later, in 1891 publication of the “Oklahoma Churchman” began with hopes of informing the larger church of the progress in the territory and seeking their help. One of those first articles reads, “As the time draws near for the Missionary Council to convene in Detroit, Michigan, the few Church people of this Jurisdiction are beginning to question among themselves if the Council will elect a Bishop for this important field. The Missionaries feel as if they were seriously hampered in their work by not having a Bishop in the field to guide and support them in their efforts in bringing the Church before the people. It is hoped that the Council will see our great need of a head, and act accordingly. We feel that we have a splendid Bishop in the Diocese of Arkansas, but he is too far away from the work to be able to do much for it, besides he has his own important Diocese to look after. We want a Bishop who thoroughly understands the minds of Western people, and can adapt himself to their ways, and like St. Paul, go from town to town preaching the Gospel and establishing the Church. Our Roman Catholic brethren are fully organized, having their Bishop and schools. 46 Our Congregational friends have their General Missionary, who travels through the Territory looking after the scattered members of their denomination. Our Methodist brethren have their Presiding Elders, who are looking after the interests of their organization. In fact, all the denominations are carefully organized and are being thoroughly supported by their Missionary Boards.” In 1893 the Episcopal Church recognized the Indian Territory as a mission field and consecrated Bishop Francis Key Brooke Missionary Bishop of Oklahoma and the Indian Territory. The epoch journey referred to by Bishop Casady began as a result of the unwavering spirit and commitment of those who identified themselves as a Western people. They were the Episcopal Church. That same spirit and commitment has sustained our Diocese these past 75 years through times of war and peace, economic boom and financial hardship, ever evolving cultural and societal fads, technological advancements, new discoveries in this world and beyond, and challenges within our church herself. The common denominator in all the conditions and seasons of Diocesan life in years gone by has been our common faith, grounded in the covenant of our baptisms, filled with the love of Christ and guided by the Holy Spirit. Today the Episcopal Diocese of Oklahoma boosts nearly 20,000 members, 160 clergy in 70 congregations encompassing more than 69,000 square miles. Our mission work includes two retirement homes, six diocesan and parochial schools; St. Crispin’s Camp and Conference Center; and multiple ministries to Universities and Colleges, the homeless, the hungry, the poor, the disenfranchised, and the needy of the world. We are the Episcopal Church. At this moment and time in history we pause to celebrate this anniversary. To do as Bishop Casady said, to give thanks to Almighty God for all those who in faith have worked and prayed and given generously of themselves so that the Episcopal Church exists in this place. But tomorrow the celebration will be over; the time to reflect back with pride and gratitude will be refocused to the future with a spirit of determination and commitment. There is work to be done and the responsibility for completing that work rests with each and every one of us. There is no question that we are faced with challenges and obstacles; But those challenges and obstacles are also opportunities. In the year ahead we as a church will continue our focus on building up our congregations through intentional Church Growth and Development efforts. We have received a great gift with the addition of the Very Rev. Kevin Martin as our Congregational Development Officer. The Diocese of Oklahoma has been one of only a handful of Dioceses in the Episcopal Church that has grown in the last three years. While that growth has only been about 1% a year it demonstrates the greater potential. 47 We are all very aware of the recent resolutions of General Convention and the varied opinions they create. One of the great gifts of the Episcopal Church may also be one of our most controversial. We are a broad and diverse church that welcomes all people regardless. We are a church that at our core encourages her members to question, doubt, debate, interpret, and live the Holy Scripture. We are a church that trusts that the Holy Spirit will guide us in our faith so that all will be revealed in the truth of Jesus Christ. As such we will not shy away from our responsibility to respond to Resolution A-049 which provides a Pastoral Response for those persons in same gender committed relationships. I have asked the Rev. Bill Carroll, Rector of Emmanuel Church, Shawnee to Chair a committee of Lay and Clergy members to discern how we, the Episcopal Church in Oklahoma, respond to this resolution given our church polity, context, and state laws. It is my hope that this work will provide for input and interaction of all in our diocese and be completed no later than Pentecost next year. The responsibility and obligation we have to the young people of our church is enormous. Providing for the nurture and growth of our youth through Summer Camp and other programs have been a foundational part of our church. If we are going to continue to provide the nourishment of faith our youth and children deserve we must expand and improve the facilities at St. Crispin’s. Two years ago we unveiled a master plan which incorporates these improvements. In the last year and a half much of the infrastructure at St. Crispin’s have been enhanced to not only prepare for expansion in these facilities, but to address critical deficiencies. Both the lower and upper dams have been rebuilt to 100 and 500 year standards. Our grey water lagoons have been brought up to code and redesigned to accommodate future growth. And, within the next few months a new well will be developed to provide the water resources necessary to operate all aspects of St. Crispin’s programming and safety needs. As we speak, thanks to a grant from the United Thank Offering, a Ropes Challenge Course is being installed that will provide leadership training and personal growth opportunities for all who utilize our Camp and Conference Center. Last year we honored the Rev. Bob and Georgia Gates for their unselfish sacrifice in directing St. Crispin’s through the unfortunate transitions we experienced. Today St. Crispin’s is guided under the direction of Mike and Joanne Roberts who have raised the level of professionalism, programming, and hospitality that is making St. Crispin’s the facility of choice not only for members of our church but for the larger community and state of Oklahoma. One of the most recent opportunities St. Crispin’s provided was joining the clergy from our companion diocese in Uruguay with the clergy of Oklahoma in our Annual Retreat. What an incredible gift that has strengthened the bonds of our emerging companion relationship. This relationship affords us the opportunity to share in the mission of the church in ways that touch, enhance, and bring hope to people throughout the world. 48 I want to express a personal word of thanks to all those congregations and individuals who provided hospitality and resources to make this experience a reality. My hope and prayer is that in the year ahead, individual congregations here in Oklahoma will partner with individual congregations in Uruguay to share in mutual ministry through prayer, encouragement and support. Sharing a little of what we have been blessed with here, can change the lives of thousands there. It was just a few weeks ago that I celebrated the fifth anniversary of my ordination and consecration as your Bishop. I remember as if it were yesterday the incredible joy, honor, and humbleness I felt on that day. To this day I am still humbled by the incredible trust and support you have given me as your Bishop. I am honored to serve our Diocese and our church and pray that our shared work and ministry will continue for years to come. With that I also share that the last five plus years have been full and sometimes consuming. In my travels I have logged nearly 250,000 miles alone within the Diocese. An equal number in other travel with my responsibilities as a Bishop of the Church. I think we would all agree that this pace of activity necessitates a time of refreshment and renewal in order to sustain health and vitality. Upon the counsel and advice of many of you, the clergy and laity of the Diocese, I am accepting a time of sabbatical as was included in our Letter of Agreement presented by the Standing Committee at the time of my election as Bishop. This Biblical Model of sabbatical is designed to bring spiritual renewal, physical refreshment, and wholeness so that I might continue for years to come my work, service, and shared ministry as your Bishop. The sabbatical time to begin after Easter in 2013 and conclude near the end of August will incorporate time in Spiritual Retreat under the direction of a Spiritual Director at a monastery; focus on renewing and developing appropriate church related leadership skills; physical refreshment; time away with Debbie in celebration of our 35th Wedding Anniversary; and an intense total immersion one month course in Spanish. I hope this convention and our whole diocese will support and endorse this time away as beneficial to the continued life and ministry of our Diocese. As I reflect upon this occasion of celebration, I find that it might be tempting and easy for us to rest on the labors of others. But I am convinced that there has never been a more important and opportunistic time in history for the presence of the church to raise her voice, proclaiming the Good News of the Kingdom to all who would hear. There doesn’t seem to be a day that goes by where we see efforts to erode and diminish the presence of God in our world and society. New challenges constantly arise telling us that our faith, our commitment to Jesus Christ, should be hidden away so as not to be offensive to others. 49 Matthew tells us: You are the light of the world. A city set on a hill cannot be hidden. Nor do people light a lamp and put it under a basket, but on a stand, and it gives light to all in the house. In the same way, let your light shine before others, so that they may see your good works and give glory to your Father who is in heaven. The work we do in Oklahoma is the Light of Jesus Christ to a hurt and broken society searching for the hope and peace known to us in Christ Jesus. At our General Convention in 2009 The Episcopal Church adopted the Five Marks of Mission as developed by the Anglican Consultative Council as a means to practically measure the mission activities of the church. They have since been utilized by congregations and diocese around the world as a tool by which to measure our work in the world. The Five Marks of Mission are: ~ To proclaim the Good News of the Kingdom ~ To teach, baptize and nurture new believers ~ To respond to human need by loving service ~ To seek to transform unjust structures of society ~ To strive to safeguard the integrity of creation and sustain and renew the life of the earth Grounded in Holy Scripture and our Baptismal Covenant, these Five Marks of Mission are not just measurements, they are our Clarion Call in response to the Gospel of Jesus Christ. It is our obligation, our responsibility, our calling to live as Disciples of Jesus Christ in the world no matter what the challenge or obstacle. When we look outwardly beyond ourselves to the needs of our world and society, we are the Church. When we claim the Covenant of our Baptism as the road map of our lives, we are the church. When we gather in community and fellowship, in the breaking of the bread and in the prayers, we are the church. When we love God and our neighbor without hesitation, or condition, or judgment, we are the church. When we respect the dignity of every human being and strive for peace and justice in the world, we are the church. Today we celebrate and give thanks for the legacy of those who called themselves the church in years gone by. What will they say about us at the next celebration or anniversary of our Diocese? At the 73rd Diocesan Convention, the delegates adopted a revised and restated Canon 5 dealing with ecclesiastical discipline, which was made in response to the Title IV revisions adopted at the 76th General Convention. The amendments proposed at this 75th Diocesan Convention implement other canonical changes from the 76th General Convention and canonical changes from the recently concluded 77th General Convention. Descriptions of the proposed amendments follow. The Diocesan Canons are marked to show the proposed amendments. A parenthetical reference identifies the General Convention and GC resolution, which is the source of the proposed amendment. The parenthetical references are for convenience only and are not part of the proposed amendments. Amendments Implementing Resolutions from the 77th General Convention. Under the former Church Canons, the election of a bishop was typically approved by a majority of the standing committees of the various dioceses, except when the election occurred within 120 days of the General Convention, in which case the deputies and bishops approve. The 120-day exception has been eliminated, which necessitates a change in Section 1.16 of the Diocesan Canons. Two GC resolutions expanded the canons prohibiting discrimination to add prohibitions against discrimination based on gender identity and expression. These changes necessitate conforming changes in the Diocesan Canons (3.14.8 and 8.5). A change in Diocesan Canon 5.5 clarifies that a conference panel of more than one member shall have both lay and clergy members. A change in Canon 7.9 strikes the provision that suspends attempts at reconciliation if a disciplinary proceeding under Canon 5 is pending. Amendments Implementing Resolutions from the 76th General Convention. The amendments implementing resolutions from the 76th General Convention are generally technical in nature, including those permitting counterpart signatures of Standing Committee documents (1.3.4) and permitting certain records to be in electronic formats (3.7). Several changes are made in Canons 7.8 and 7.9 dealing with disagreements within and the dissolution of pastoral relationships. These are largely procedural, such proscribing the content of written petitions describing the disagreement, specifying what reports must be in writing and who is entitled to the reports, and describing the mediation process for reconciliation. The 76th General Convention added another licensed lay office: evangelist. Our Canon 8.8 is changed to include the new office. Conforming, Non-Substantive Amendments. Conforming amendments are made to the Diocesan Canons to reflect dates of adoption and revision, to update convention references, to renumber canons and sections, and to update the table of contents. Model Parish Bylaws. The Committee maintains a model form for parish bylaws, which is available for download on the Diocesan website (www.episcopaloklahoma.org/). The model form is intended to encourage congregations to maintain current bylaws and to facilitate compliance with the Diocesan Canons, Church Canons and other applicable law. The model form is not intended to prescribe uniformity. The annotations indicate when a provision is mandatory due to canonical or legal requirements. Other provisions can be altered to conform to parish practices. Bracketed language appears throughout the model form suggesting choices that 55 a congregation might make. The annotations should be removed in a congregation’s adopted bylaws. Under Oklahoma law, the vestry (or a mission’s bishop’s committee) adopts the bylaws by a majority vote. (a) The nomination, election, consecration and ordination of a Bishop Diocesan, Bishop Coadjutor, Bishop Suffragan or Assistant Bishop are to be done in accordance with the Church’s Constitution and Canons, the Diocesan Constitution and Canons, and such rules and procedures as the Standing Committee determines. (b) When the Diocese desires to elect a Bishop, Bishop Coadjutor or Bishop Suffragan, the Standing Committee (or its assisting committee or committees) investigates and interviews potential candidates to determine their qualifications and suitability for office. The Standing Committee announces its nominee or nominees for election at least 60 days before an annual or special meeting of the Convention. It announces its nominees by delivering the names of its nominees to the Secretary of Convention and causing the names to be posted on the Diocesan website. Within 15 days following the announcement, any three Clergy and three Lay delegates to Convention, the Vestry of any Parish, or any Regional Council may nominate other qualified candidates by delivering a written nomination to the Secretary of Convention in such form as the Standing Committee requires. At least 30 days but no more than 60 days before the meeting of the electing Convention, the Secretary of Convention gives legal notice of the Convention meeting naming all candidates duly nominated. The notice of meeting closes nominations. Voting to elect a Bishop is by written ballot and by Orders with a majority of each Order on the same ballot required to elect. The balloting requirements may not be waived or compromised by a motion to elect by acclamation. (c) In the election of a Bishop Coadjutor, the Bishop consents to the establishment of the office and fixes the role and duties of such office in the notice to the electing Convention. After the Bishop Coadjutor is elected and qualified, the duties of the office may not be altered without the consent of the Bishop and the Bishop Coadjutor. In the election of a Bishop Suffragan, the Bishop describes the role and duties of such office in the notice to the electing Convention. After the Convention elects a Bishop Suffragan, the Bishop must consent (if at all) to the election, which consent is delivered before the Church approves the election, as provided in the Church Canons. After the Bishop Suffragan is elected and qualified, he or she assists the Bishop and serves under the direction of the Bishop, who may alter the role and duties of the Bishop Suffragan’s office. The election of a Bishop Coadjutor or Bishop Suffragan is otherwise subject to the requirements provided elsewhere in this Canon and in the Church Constitution and Canons. (d) The election of a Bishop, Bishop Coadjutor or Bishop Suffragan is contingent upon the approvals required by the Church Constitution and Canons, and in the case of a Bishop Suffragan, the approval of the Bishop. After election by the Convention, the Standing Committee sends the requisite certifications and other materials to the Presiding Bishop and the standing committees of the other dioceses. After requisite approvals, the order for the Bishopelect’s ordination is made. A successor Bishop-elect assumes office upon his or her consecration and ordination, but no earlier than the resignation, retirement or removal of Bishop. A Bishopelect ordered as a Bishop Coadjutor or Bishop Suffragan assumes office upon his or her consecration and ordination. (A157 and D048/77) 57 (e) The Standing Committee may designate one or more committees to assist the Standing Committee; provided that the Standing Committee may not delegate the responsibilities specifically assigned to it by the Church Constitution or Canons or these Diocesan Canons, including the task of nominating a candidate or candidates. (f) An Assistant Bishop is appointed by the Bishop, who describes the role and duties of the office, seeks the advice and consent of the Standing Committee, and secures the approval of the Diocesan Convention. Persons eligible to serve as Assistant Bishop are persons previously consecrated as bishop in this Church or a church in communion with this Church as provided in the Church Canons. Before an Assistant Bishop begins service, the Bishop of the Diocese shall give certified evidence of the appointment to the Secretary of the House of Bishops and shall transmit notice of the appointment to the Presiding Bishop and to the Ecclesiastical Authority of every diocese. An Assistant Bishop shall serve at the discretion, and under the control and direction of, the Diocesan Bishop. *** 1.3.4. Meetings of the Standing Committee. (a) The Standing Committee holds regular meetings at least quarterly at such places, dates and times as it determines. The Standing Committee need not give notice of regular meetings. (b) The Standing Committee or any committee or Order of the Standing Committee may hold meetings by means of conference telephone, video conferencing or similar telecommunications equipment that enable all persons participating in the meeting to hear and speak to each other. Such participation constitutes presence in person at such meeting. (c) The Bishop or a majority of the Standing Committee members may call a special meeting of the Standing Committee. To deal with a matter requiring action by an Order of the Standing Committee, a majority of the Order may call a special meeting of that Order of the Standing Committee. The person or persons authorized to call special meetings of the Standing Committee may fix any time during a business day as the time for the meeting, and may fix a reasonable place within the State of Oklahoma as the place for the meeting. The person or persons must give written notice to each Standing Committee member of the time, place, date and purpose of the meeting. Such notice must be given not less than three business days if by U.S. postal service, not less than two business days if by overnight delivery service, and not less than 24 hours if by telegraph, telecopy, facsimile transmission, email or in person. A Standing Committee member may waive notice of any special meeting. Any meeting constitutes a legal meeting without notice if all the members are present or if those not present sign either before or after the meeting a written waiver of notice, a consent to such meeting, or an approval of the minutes of the meeting. A notice or waiver of notice need not specify the purposes of the meeting or the business that the Standing Committee will transact at the meeting. (d) A majority of the Standing Committee members constitute a quorum. If the Canons of the Church or of this Diocese require action by an Order of the Standing Committee, a majority of the Order constitute a quorum. In the absence of a quorum, a majority of members (or of the Order, if acting by Order) present at any meeting may adjourn the meeting to another place, date or time without further notice. (e) The Standing Committee transacts business in the order and manner as it may determine. Except as otherwise required, the Standing Committee determines all substantive, procedural, or other matters by the vote of a majority of the members present. Any member may 58 add to the Committee’s agenda any item germane to the Diocese’s property, business, or affairs. When acting as the Ecclesiastical Authority, the Standing Committee votes by Orders and unless the decision is to be made by the Clergy Order only, a majority vote of the members in each Order is necessary for a decision. Whenever the testimonial of the Standing Committee is required, the testimonial must be signed at a meeting duly convened by a majority of the whole Committee. (f) The Standing Committee or a committee or Order of the Committee may take any required or permitted action without a meeting if a majority of the members of the Committee, committee or Order sign a written consent and file the consent with the minutes of the proceedings of the Standing Committee. (g) When the Standing Committee provides a testimonial for a nominee, postulant or candidate under Title III of the Church Canons, the testimonial must be signed by a majority of the whole Committee, at a meeting duly convened (which may be held telephonically). Testimonials and other documents of the Standing Committee may be executed in counterparts, each of which shall be deemed an original. (A055/76) *** 3.7. The Secretary. The Bishop appoints and the Convention confirms annually a Secretary from among the Clergy or confirmed, adult Lay Communicants in good standing of the Diocese. The Secretary’s term commences at the adjournment of the Annual Meeting at which the Secretary was elected and ends upon the election and qualification of his or her successor and the adjournment of the following Annual Meeting. The Secretary has those duties assigned to the office by the Constitution and Canons of the Church or of this Diocese, or by the Bishop, the Convention or the Diocesan Council. The Secretary’s duties include: (i) taking the minutes of the proceedings of the Convention and publishing them in a Journal, (ii) forwarding two copies of the Journals, immediately upon publication, to the Secretary of the House of Deputies, together with Episcopal charges, statements, and such other records in paper or electronic format as may show the state of the Church within the Diocese, and two copies to the Archives of the Church in a common format as prescribed by the Archivist of the Church, (iii) giving all notices canonically required or as directed by the Bishop, the Convention or the Diocesan Council, (iv) in December of each year, sending to the Priest-in-charge, or Secretary of the Vestry, in each Parish or Mission forms for preparation of the Annual Parochial Report, (v) receiving Parochial Reports and forwarding the copies to the Executive Council, (vi) reporting to the Executive Council changes in the Diocese’s congregations as required under the Church Canons, and (vii) assembling all reports to be presented to the Convention into one printed advance report and distributing the advance report to the Delegates not less than 30 days before the Convention. (A054/76), (A172/76) *** 3.14.8. No Discrimination. No one is denied access to the discernment process for any ministry, lay or ordained, in this Church because of race, color, ethnic origin, sex, national origin, marital status, sexual orientation, gender identity and expression, disabilities or age, except as otherwise specified by these Canons. No right to ordination is established by this provision. (D002/77) *** 5.5. Conference Panels and Hearing Panels. When the Reference Panel receives an intake report, the President of the Disciplinary Board shall appoint from the Board’s membership 59 a Conference Panel and a Hearing Panel. The Conference Panel shall consist of one to three members, and if more than one member, it shall include both clergy and lay members. The Hearing Panel shall consist of three or more members and shall include both clergy and lay members. The President may not serve on either panel, and a member appointed to one panel may not serve on another panel. (A033/77) *** 7.8. Reconciliation of Disagreements Affecting the Pastoral Relationship. When the pastoral relationship in a Parish or Mission is imperiled by disagreement or dissension, and the parties deem the issues serious, either party may petition the Bishop, in writing, to intervene and assist the parties in their efforts to resolve the disagreement. The written petition shall include sufficient information to inform the Bishop and the parties involved of the nature, causes and specifics of the disagreements or dissension imperiling the pastoral relationship. The Bishop takes such action as he or she deems appropriate, which may include the appointment of a consultant or licensed mediator or notice of the Bishop’s intent to proceed under Section 7.9.4 of this Canon. The parties to the disagreement, following the recommendations of the Bishop, shall labor in good faith that they may be reconciled. If the Standing Committee is the Ecclesiastical Authority, it requests the Bishop of a neighboring Diocese to perform the duties of the Bishop under this Canon. (D006/76) 7.9. Dissolution of the Pastoral Relationship. 7.9.1. Except upon mandatory resignation by reason of age, a Priest-in-charge may not resign without the consent of the Vestry or Bishop’s Committee, nor may any Priest-incharge be removed by the Vestry or Bishop’s Committee against the Priest’s will, except as provided in this Canon. 7.9.2. If a Priest-in-charge or Vestry or Bishop’s Committee desires to dissolve the pastoral relation for any urgent reason, and the parties cannot agree, either party may give notice in writing to the Bishop with a copy available to the Priest-in-charge and Vestry or Bishop’s Committee. Such notice shall include sufficient information to inform the Bishop and all parties involved of the nature, causes and specifics requiring the dissolution of the pastoral relationship. If the parties have participated in mediation or consultation processes under Canon 7.8, a separate report from the mediator or consultant will be submitted to the Bishop with copies available to the Priest-in-charge and Vestry or Bishop’s Committee. If the Standing Committee is the Ecclesiastical Authority, it requests the Bishop of another Diocese to perform the duties of the Bishop under this Canon. (D006/76) 7.9.3. Within 60 days of receipt of the written notice, the Bishop initiates further mediation and reconciliation processes between Priest-in-charge or Vestry or Bishop’s Committee in any way that the Bishop deems proper. The Bishop may appoint a committee of at least one Clergy member and one Lay Communicant, none of whom are members of the Parish involved, to interview the Priest-in-charge or Vestry or Bishop’s Committee and to report to the Bishop on the cooperation and responsiveness of the parties involved in the processes required by the Bishop. A copy of this report shall be available to the Priest-in-charge or Vestry or Bishop’s Committee. (D006/76) 7.9.4. If the differences between the parties are not resolved after completion of the mediation or other reconciliation efforts or actions prescribed by the Bishop, the Bishop proceeds as follows: 60 (a) The Bishop gives written notice to the Priest-in-charge and Vestry or Bishop’s Committee that a godly judgment will be rendered in the matter after consultation with the Standing Committee and that either party has the right within ten days to request in writing an opportunity to confer with the Standing Committee before it consults with the Bishop. The Bishop’s written notification shall inform the Standing Committee and the parties involved of the nature, causes and specifics of the unresolved disagreements or dissension imperiling the pastoral relationship. (b) If a timely request is made, the President of the Standing Committee sets a date for the conference, which is held within 30 days. (c) At the conference, each party is entitled to attend, be represented and present its position fully. (d) Within 30 days after the conference or after the Bishop’s notice if no conference is requested, the Bishop confers with and receives the recommendation of the Standing Committee; and thereafter the Bishop, as final arbiter and judge, renders a written godly judgment. (e) Upon request, the Bishop explains the reasons for the judgment. If the explanation is in writing, copies are delivered to both parties. Either party may request the explanation be in writing. (f) If the pastoral relation is to be continued, the Bishop requires the parties to agree on definitions of responsibility and accountability for the Priest-in-charge and Vestry or Bishop’s Committee. (i) (g) If the relation is to be dissolved: The Bishop directs the Secretary of the Convention to record the dissolution; and (ii) The judgment shall include such terms and conditions including financial settlements as the Bishop deems just and compassionate. (D006/76) 7.9.5. In either event, the Bishop offers appropriate supportive services to the Priest and the Congregation. 7.9.6. For cause, the Bishop may extend the time periods specified in this Canon, provided that all is done to expedite these proceedings. All parties are to be notified in writing of any extension. 7.9.7. Statements made during the course of proceedings under this Canon are not discoverable nor admissible in any proceedings under Canon 5; provided that this limitation does not require the exclusion of evidence in any proceeding under the Canons, which is otherwise discoverable and admissible. (B020/77) *** 8.5. No Discrimination. No one may be denied rights, status or access to an equal place in the life, worship, and governance of this Church because of race, color, ethnic origin, national origin, marital status, sex, sexual orientation, gender identity and expression, disabilities or age, except as otherwise specified by Canons. No right to licensing, ordination or election is hereby established. (D019/77) *** 8.8. Licensed Offices. A confirmed Communicant in good standing or, in extraordinary circumstances, subject to guidelines established by the Bishop, a communicant in good standing, 61 may serve as Pastoral Leader, Worship Leader, Preacher, Eucharistic Minister, Eucharistic Visitor, Evangelist or Catechist, if licensed by the Bishop. With the advice of the Commission on Ministry, the Bishop sets guidelines for training, selection and licensing of such persons. (A064/76) *** 8.8.10. Evangelist. An Evangelist is a lay person who presents the good news of Jesus Christ in such a way that people are led to receive Christ as Savior and follow Christ as Lord in the fellowship of the Church. An Evangelist assists with the Congregation’s ministry of evangelism under the direction of the Priest-in-charge or as directed by the Bishop.
