PRESBYTERY OF GREATER ATLANTA
STATED MEETING
NOVEMBER 14, 2012
Roswell Presbyterian Church in Roswell, Georgia
The meeting was called to order and opened with prayer at 9:10 AM by the Moderator Dana Hughes as
the body gathered in the Fellowship Hall of Roswell Presbyterian Church.
Rev. Lane Alderman, Head of Staff of Roswell Presbyterian Church brought greetings to the body.
The Presbytery recognized and welcomed Haewin Rim, Interim Synod Executive. First time
commissioners and partnership representatives were recognized and welcomed.
Preliminary business included:
 The declaration of a quorum
 The approval of the docket as amended
 The appointment of the teller committee…members from Roswell Church
 Approval of the minutes of the stated meeting of August 18, 2012
WORSHIP
Worship revolved around the season of thanksgiving and the call to ministry…Rev. Kate Colussey-Estes
preached a sermon entitled, How Did I Get to be Eli? based on the text of I Samuel 3:1-10. Part of our
time together was directed prayer around tables for the inquirers and candidates of this presbytery. An
offering was received for the Committee on Preparation for Ministry scholarship fund totally over $2300.
The body also celebrated the sacrament of Holy Communion.
COMMUNICATIONS
Admit to Record:
1. Received a communication from the Morrow Session expressing their desire not to join PGA2 but
to continue to work for “their convictions” within the current structure of Presbytery and
Denomination.
2. As reported in the minutes of the Stated Meeting of the Presbytery on December 1, 2011, the
Stated Clerk received an allegation against a former minister member of the presbytery. An
investigating committee, named 11-04 was appointed in conjunction with the Presbytery of
Western Reserve who held jurisdiction over the minister member at the time of the receipt of the
allegation.
Investigating Committee 11-04 concluded their work with the filing of charges. As required by
the Book of Order in the Rules of discipline (D-3.0106) the following information is reported to
both the Presbytery of Western Reserve and the Presbytery of Greater Atlanta:
On October 27, 2012, a letter was received from Jeffrey D. Peterson-Davis
renouncing the jurisdiction of the Presbyterian Church U.S.A. At the time of
renunciation, four charges of sexual abuse of a minor, involving four individuals
and separate events from different years was pending before the Permanent

Judicial Commission of Western Reserve. The effect of renunciation is the
ceasing of the judicial process.
Investigating Committee 11-04 is dismissed with thanks.
3. A communication was received by Shannon Dill responding to the item regarding the reporting
of the renunciation of Jeffrey Peterson-Davis:
…I have shared in ministry with you…and have appreciated the acumen with which you
interpret the Book of Order, but in this instance you have gone beyond the bounds of what is
required…as it pertains to D-3.0106…I would like to go on the record as taking exception to the
way this matter was handled…I would also appreciate the Clerk noting to the Presbytery of
Greater Atlanta that letters of grief over the loss of Rev. Jeff Peterson-Davis in ordained ministry
and support of him and his family were received as communication.

EXAMINATIONS
For Recommendation:
The Commission examined the following people in the areas of Theology, Bible, Worship and
Sacraments, and Polity. The Commission has approved the examinations and now recommends these
candidates for reception.
Reginald (Reggie) Avant (San Francisco Presbytery) has a validated ministry as a hospice chaplain at
Kaiser Permanente. Date of validation: September 26, 2012. Effective date of reception: November 15,
2012.
Dan Commerford (candidate of Twin Cities Presbytery) has been called as the pastor of Bethany
Presbyterian Church. Effective date of reception: upon ordination.
Anthony Damelio (candidate of Western Reserve Presbytery) has been called as a Lilly Grant Recipient
to the Central Church Pastoral Program. Effective date of reception: upon ordination.
Ryan Jensen (South Alabama Presbytery) has been called as the pastor of Lawrenceville Presbyterian
Church. Effective date: October 22, 2012.
Christin Johnson (candidate of Greater Atlanta) has been called as a contract call associate pastor at
Oakhurst Presbyterian Church. Effective date of reception: upon ordination.
The floor was opened for questions. A motion was made to vote on the candidates individually. This
motion failed by voice vote.
Following questions, the examination was closed and the slate was approved for reception by voice vote.

New Church Development Commission
For Information:
TPNCDC: Fall NEGA Presbytery Report 2012
Dear Presbytery of Greater Atlanta,
I want each of you to know how many people’s lives you are impacting with the gospel by your support
and involvement in planting new churches in our Presbytery. This Sunday, over 3500 people will
worship God at one of the 23 new churches we have organized through our regional church planting
effort called the NCDC, (the New Church Development Commission). Many will worship in storefronts,
others in the chapels of established congregations; still others are building a new church from the ground
up in living rooms and school cafeterias. 3,500 may not seem like a “lot” in a world of more than six
billion people. But these churches, like your own, grow exponentially when every member of Christ’s
Body commits to live the faith they enjoy and to share it with their neighbors and friends. Our impact and
journey of faith grows as more people in more places and contexts join us in the work and walk of Jesus
Christ.
Through PGA’s leadership in new church planting, we are doing cutting-edge mission for the glory of
God and it is making a huge difference in our denomination, our communities, and in the lives of
individuals who are discovering and renewing a commitment to follow Jesus and live his mission in the
world. Future generations will experience the joy of discipleship because we are asking the question,
“who’s not here in Christ’s church?” and doing something strategic about it.
And, who’s not here in Metro Atlanta, and beyond? We are asking that question here in our Presbytery.
On November 10th at the Colonnade Restaurant, the NCDC will host the Inaugural Gathering of the New
Church Roundtable – a conversation with community members, church leaders and others passionate
about starting new churches to share ideas, to collaborate, and – most importantly – to look to the story of
the birth of the church in the gospels and Acts about the movement of church planting we can catalyze
together with God’s help. Our vision is to work together to start SIX more new churches together by
2017. We are looking for partners who would like to be a part of this regular gathering or who want to
help start new churches. If you feel called to make the birth of new churches possible, want to help start a
new church or know of people who want to be supportive of this discernment and work, we would like to
know! It takes a village – and a Presbytery!
Finally, many churches experience renewal and growth as a result of a dogged commitment to stay
focused on their mission – their “reason for being” – and consistent practice of the values they want to
embody as a community of faith. Your NCDC is learning from those churches. We have updated our
mission statement into a key phrase we hope all of us can remember and share. It’s at the core of what we
can do together. It’s our reason for existing as a Commission of this presbytery, and something we are all
privileged to carry out as followers of Jesus Christ. Here it is: Start new churches and live Christ’s love.

Our Values
Partnership:
Planting new churches is the joy of all who follow Jesus – not the privilege of an appointed few. We
value the community necessary to build fruitful new churches, and are looking for partners, joined as
one body of Christ.

Can you swing a hammer?! We have a generous base of leaders and organizations who
financially support our work (125), but sometimes it’s hard to conceive of “church planting ”
when you’re involved from afar. On Sundays, for example, most people are at their own
congregations and thus have little interaction with the vision and leaders of the new churches they
support. SO, your NCDC is excited to announce the FIRST hands-on church-planting project:
“To Hapeville . . . with Love.” Here’s our first project:
El Nazareno Presbyterian Church of Hapeville (right next to the Hartsfield-Jackson Airport), a
current recipient of a PCUSA Mission Program Grant for Church Planting, has no playground in
its city, and is determined to build the first one! This “Hands-on” mission project was conceived
by our own NCDC commissioner Rick Wolters, who is working with his Sunday School class to
join as volunteers and provide cash to fund the project. El Nazareno is located at 3368 N.
Whitney Ave in Hapeville, the building of the former Hapeville Presbyterian Church. (Church
members and the Presbytery generously gave the church building to El Nazareno when HPC was
no longer able to continue meeting as a congregation – Christ’s mission continues in this place!)
Together, with the help of several churches and passionate individuals, we raised $28,950 to build
the playground and live Christ’s love with El Nazareno and the underserved Hapeville
community. On October 27th, built and dedicated the playground, fixed up the church, created a
pavilion for the community, and dedicated it to the glory of God! Interested in getting involved

Churches want to plant new churches! In the last month, four different churches said they are
seriously exploring a call to plant a new church, and would be open to doing that in the next three
years, or sooner. THIS MAKES SENSE – by planting new churches, mother churches catalyze
the gifts and talents present in their own congregation, as we think creatively about relevant
ministry in our context that makes a difference in people’s lives. Two of those churches have
chosen to make new church development one of their top four major mission emphases. We give
thanks to God for these churches’ overflowing witness that pays forward the gift of life and love
they enjoy as disciples of Jesus Christ. All of those churches had a representative present at our
April 2012 NCDC meeting at Mountain Lake Church. Two of those congregations have never
planted a church before. Two things to keep in mind: 1) our Agile Plan for Church Planting (see
below) can enable churches to envision what this process might look like and the steps to foster
conversation and spiritual fruitfulness; 2) Our attentiveness to expanding the conversation with
our partners and colleagues as a movement of church planting is bearing fruit! See more
opportunities below and get involved! 3) As we start more new churches people are excited
about, our opportunities multiply to respond to God’s grace.

Food For Thought Sustains our Work! It’s our call and responsibility as leaders in this mission to
be molded and informed by what’s working in church planting in a variety of contexts. We
cannot be good stewards of new church planting if our eyes are closed to the contexts through
which we are called to serve. Therefore, NCDC commissioners have committed to reading two
special articles or stories per month that will expose us to faithful and fruitful innovation in the
church and society. Some of our articles will be probing, others full of tips and tricks. All, we
pray, will strategically advance us in our mission to Start new churches and live Christ’s love!

Worship at a New Church – October 7th at Impact Church. Here’s an announcement in advance
in case you are reading the Presbytery docket before the meeting. Hopefully, you’ve experienced
worship that’s changed your perspective and made you feel closer to God, your neighbor, and
motivated you to GET MOVING in your walk with Jesus. On October 7th, take advantage of an
opportunity to worship at Impact Church in Atlanta, one of the most exciting church plants in
recent years. Impact Church is a United Methodist Church plant on the west side of Atlanta.
Our Moderator of the NCDC, Joanna Adams, has set up an opportunity for us to worship with the
community at 10 am, and we were joined by members of our newest church start search team, the
Pulse Church search team, and, of course, the people of Impact. We think we can learn a lot from
our brothers and sisters at Impact, and look forward to worshipping with them. Here is the
address: 765 Peeples Street St; Atlanta, GA 30310. We will take more “field trips” in the future,
so if you’d like to be exposed to church in a different context a few times a year, let us know!
We’d love to expand our group.

New Church Roundtable Starting up in Atlanta. On Monday, November 12th, we will gather
together with supporters and leaders of new church planting from around our region to get excited
about opportunities to start new churches and live Christ’s love. Our movement will be successful
if we expand our partnership to more and more churches and individuals as we actively
participate in shaping the kind of faithful and bold future we’re about as Christ’s church. People
from all three presbyteries are welcome to this event. If your church wants to make a splash
through new church planting, you will want to connect with others through this roundtable! If
you are interested in being a part of this fun and important roundtable, please send an RSVP to

Fruitfulness:
We are attentive to the kind of efforts that bear spiritual fruit in people’s lives, and are willing to
dismiss methods and projects that do not bear this fruit, according to God’s leading.

The steps to start new churches from the ground up. This September, Pam Driesell (Organizing
Pastor of Oconee Presbyterian and now Senior Pastor of Trinity Presbyterian – Atlanta), Peter
Lim (English Ministry Pastor of Bethany Presbyterian Church in Marietta), Thomas Daniel
(Organizing Co-Pastor of Kairos Church) and Sara Hayden will develop a brief 5 (or so) -step

plan NCDC can exercise or recommend to churches and potential leaders who sense a call from
God and community to plant a church. Among the steps we will consider: Recruitment (finding
people with a call and competency to start new churches – both lay and ordained); Assessment
(the tools we use to say “no” to some and “yes” to others); Preparation (to include Coaching &
Mentoring; Continuing Peer Support; Vision and Values); Launch (going “public” with the new
faith community) and Multiplication (starting a new church once you’ve done it yourself) . . . If
you have something to recommend to this emerging plan, please contact one of us with your
ideas!


Pulse Church Lead Pastor Search Moving Forward Expeditiously. NCDC Commissioner Warren
Combs has a comment we love to remember in this work: “matters of the Holy Spirit shall be
dealt with expeditiously.” In such fashion, The Pulse Church Search Team has set a goal to
recruit passionate candidates for the Lead Pastor position of West-Midtown’s Pulse Church, and
thanks to the team’s committed leadership, their important work is well underway. They have
received direct applications (letters of interested and Personal Information Forms, and in some
cases, supplementary documents) from 31 excellent candidates. Many of our candidates found
out about this opportunity through social media posts on Facebook and Twitter – talk about
Innovation! (every time you “re-post” something about Pulse, our reach expands exponentially!)

Admit to Record:
On September 18, 2012, the Operations Committee, acting as the Board of Directors approved the following
request from Alpharetta Presbyterian Church:
1. Pursuant to G-4.0206a of the Book of Order with regard to the selling or encumbering of church
property, the Session and congregation of Alpharetta Presbyterian Church request that Presbytery
approve the transfer of property described in the attached Right-of-Way Quit Claim Deed by the
Alpharetta Presbyterian Church, Inc. to the City of Alpharetta, GA for the purpose of providing rightof-way for the widening of Academy Street and construction of a left turn lane onto church property.
Pursuant to G-4.0101 of the Book of Order, the congregation has approved the transfer of the property,
as described in the minutes from the congregational meeting held on Sunday, September 9, 2012.
2. The Board of Directors agrees to the terms as presented in the October 22, 2012 commitment letter
from the Presbyterian Investment and Loan Program and empowers the officers of the corporation of
the Presbytery of Greater Atlanta, and the Timberridge Administrative Commission in their role as the
acting session of Timberridge Presbyterian Church, to complete this arrangement with the Presbyterian
Investment and Loan Program.

1. Report from the Transition Team: The Transition Team met with the Rev. Penny Hill, Transitional
Executive Presbyter (TEP), in September to discuss changes to the staffing structure. We determined
that all part-time positions would be eliminated, with the exception of stated clerk, which is scheduled
to return to 3/4 time on January 1, 2013. The part-time positions were held by: Simone Adams, David
Bowie, Joy Fisher, and Jihyun Oh.
The following full-time positions were added or filled:
 Congregational Consultant to fill the position (vacated by Rev. Penny Hill when she moved to
fill the TEP position;
 Director of Operations.
The new positions Congregational Consultant and Director of Operations positions were posted on
the presbytery website, and applications were received and considered by members of the
Operations Team and the Personnel Team. Rev. Joy Fisher was hired as the Congregational
Consultant, and Rev. Chip Blankinship was hired as the Director of Operations.
New responsibilities were added to the Director of Communications already filled by Neema
Cyrus-Franklin. She will also serve as a congregational consultant for a small number of
churches.
All of these changes were thoughtfully and prayerfully considered, and the Transition Team
believes that changes to the staffing structure are now complete.

ADDENDUM 1: (Committee on Ministry)
GUIDELINES FOR ONGOING COMPENSATION &
MINIMUM COMPENSATION STANDARDS
The Presbytery of Greater Atlanta
Effective January 1, 2013
These Minimum Compensation Standards apply to all churches with full-time pastoral services of a Minister of the
Word and Sacrament and full-time educators. All Terms of Call should meet or exceed these Minimum
Compensation Standards. They should also be considered as guidelines to prorate compensation for part-time calls,
except that paid time off for vacation and continuing education leave should not be prorated for part-time calls.
These standards are written for the situation of a congregation calling a minister to fill a vacancy. Calls, Terms of
Calls and annual changes in either or both should be approved by the Committee on Ministry.
The compensation guidelines are based on the Cost of Living Adjustment published by the Social Security
Administration. For 2013, the COLA increase is 1.7%. All congregations are encouraged to review the history of
salary increases and consider giving this as a minimum increase to all clergy and educators. The COLA increase
applies to all clergy and certified Christian educators presently serving congregations. In addition to the COLA
increase, the Presbytery has increased the minimum amount slightly in order to align with other professionals such
as school teachers with masters degrees in Dekalb county whose present average is over $43,000.
Ministers called by congregations are considered by the IRS to be “employees” for income tax purposes, and yet
“self-employed” for purposes of Social Security taxation. Ministers are exempt from withholding either for income
taxes or for Social Security taxes. Instead, they are required to pay quarterly estimated income taxes and selfemployment Social Security taxes (SECA). At the end of the year, one’s salary and certain cash allowances are
reported in Block 1 of a W-2, upon which both income and SECA taxes must be paid. One’s housing allowance is
reported in Block 14 of a W-2, upon which only SECA taxes must be paid (to the extent that the Housing
Allowance is used specifically for this purpose). Both income and SECA taxes must then be paid on any Housing
Allowance received in excess of what the IRS allows.
The following four categories and annual amounts are essential parts of these standards for calendar year
2013:
I.
Salary and Housing:
NOTE: The cash amounts for Salary plus Housing Allowance is the effective salary for a pastor serving a
congregation. For 2013, the minimum effective salary is $40,000. The minimum effective salary is increased
by 1% for each year of service compounded beyond ordination, for up to 30 years of service. The pastor
may adjust how the salary and housing will be divided, so that the Pastor receives the maximum tax benefit of
a housing allowance. For example (using the minimum standard): if the fair rental value of the owned or
rented house (furnished) plus utilities is determined to be $15,000, then the $40,000 total cash remuneration
package can be re-stated as $25,000 for salary plus $15,000 for housing allowance. This is not an option
when the Pastor lives in the manse; if the church provides a manse, please consult with the Presbytery
office regarding special rules.

These expenses should be set up under an Accountable Reimbursement Plan and substantiated by adequate
documentation before reimbursement by the church. This is beneficial to the pastor since Professional
Expense Allowances paid directly to ministers are reportable as taxable income in Block 1 of a W-2, and
deductible only to the extent they exceed 2% of adjusted gross income. It is also beneficial to the church
because cash allowances are included in effective salary for purposes of calculating Board of Pensions
dues. The church should set up an accountable reimbursable plan for the church business use of a minister's
personal car. The published IRS business mileage rate will be used and can be found at www.irs.gov.
III.
Benefits
1. Full Pension (including death and disability coverage) and Medical Benefits through the Board of
Pensions. Dues for 2013 are 33% of the total of Salary, any deferred compensation (such as employer
contributions to a 403 (b) Plan), and Housing Allowance as a minimum (“Effective Salary”).
Professional Expenses above and other benefits may be included also. SECA amounts in excess of 50%
must also be included as part of Effective Salary for calculating benefits dues. For further information
and publications, see http://www.pensions.org.
2. At least one-half of Social Security based on Salary and Housing Allowance.
3. Full dental insurance coverage by the Board of Pensions, or equivalent coverage through another
policy, or reimbursement of actual expenses up to the cost of the dental insurance premium of the
Board of Pensions. When paid by the church, this coverage may be included as part of Effective
Salary for calculating benefits dues when the church does not provide dental coverage to all employees.
4. Four weeks paid vacation.
5. Two weeks of Continuing Education per year, which can be accumulated up to six weeks.
6. Moving Expenses - actual.
IV. Annual Review
1. Consideration of a merit increase, cost of living increase and changes in Fair Rental Value of the
Manse.
V. Additional Standards
1. Any additional agreements shall be in writing and shall become part of the terms of call when
approved by the presbytery.
2. The designation for Housing or Manse Allowance shall be approved before the calendar year begins in
order to meet Internal Revenue Service requirements. From Church Treasurer Alert, October 2002:
“Relevance to church treasurers: The tax code now limits the nontaxable portion of a church-designated
housing allowance for ministers who own their home to the annual fair rental value of the home
(furnished, plus utilities), beginning in 2002. As a result, ministers who own their home will not pay
federal income taxes on the amount of their compensation that their employing church designates in
advance as a housing allowance, to the extent that A) the allowance represents compensation for
ministerial service, B) is used to pay actual housing expenses, and C) does not exceed the annual Fair
Rental Value of the home (furnished, plus utilities).”
3. Churches may want to consider leasing an automobile for a minister. All personal use shall be included as
income to the minister.
4. The budgeted amount for Travel is an estimate and should be negotiated on a yearly basis in light of the
current IRS rate and the miles a pastor drives on church business.
5. Churches are encouraged to develop creative ways to compensate clergy, such as extra vacation time, a
Sunday off each quarter, use of a parishioner vacation home in the mountains, beach, etc.
6. If it is a first call situation, the church will allocate sufficient money in the pastor’s Continuing
Education allowance to cover the cost of the FIRST CALL program ($540.00 annually) and will allow
for the necessary time commitment of 5 days annually above the required 2 weeks of Continuing
Education.

Grants Awarded in 2012
In 2012, the Presbytery of Greater Atlanta Grants Committee of Council awarded grants totaling $142,271.
Donations from the PGA Capital Campaign fund the Youth and Young Adult Grants as well as Seminarian
Stipends. The YYA grants are for ministries with or by young people aged 12 to 35; Seminarian Stipends are
for individuals currently enrolled in seminary and actively serving a youth/young adult ministry in a PGA
church. Recipients of Youth and Young Adult Grants are:
1. Sarah Osborne – Sarah is serving one year as a PC(USA) Young Adult Volunteer in Tucson at a
Community Food Bank
2. L2Reaction – a new ministry with at risk youth that was started by Raphael and Ana Pinto
3. Real Life, Inc. – a new ministry with urban young adults that was started by Rev. Richard Hill
4. Presbyterian Campus Ministry at Emory – salary support
5. Clairmont – outreach to area young adults
6. Hillside/First Atlanta Partnership – mission work with youth in Jamaica
7. Shalom International Ministry – ministry with young people in the Clarkston and Stone Mountain area
8. First Afrikan – Young Adult Ministry Team training
9. College Park – youth ministry
10. Calvin Center – the Common Soul/Sole program
11. Trinity, Decatur – young people ministry
12. Presbyterian Church of the Resurrection – youth and young adult ministry
Recipients of Seminarian Stipends are:
1. Brittany Harrold – a student at CTS who is working with young people at St. Luke’s
2. Gerald Parks – a student at ITC who is working with young people at Rice Memorial
A portion of the proceeds from the sale of church property goes to help revitalize PGA congregations.
Recipients of Church Revitalization Funds are:
1. Crossroads – start up funds to hire a Youth Director
2. Morningside – start up funds to hire an Minister of Young Adults and Adult Education
The Compassion Grants were established in the 1980s to assist the ministries of PGA churches in Metro
Atlanta; the grants support innovative congregation-based projects in urban ministry, facility repair, and
clergy/seminary student training for urban ministry. Recipients of Compassion Grants are:
1. Columbia – continued support of refugee family transportation and translation services for medical,
social services, and emergencies
2. Stockbridge – a new congregation-based ministry which will provide food for homeless and povertystricken children
3. Open Door Community (endorsed by North Decatur) – purchase of commercial ice machine and bin
4. Decatur – the Threshold Ministry which is a new initiative that seeks to create a place of warm
welcome and assistance for those living in or on the margins of poverty
5. College Park – the Dream Project, an after school and summer program for ESL students
6. Clifton Sanctuary Ministries (supported by Morningside and Good Shepherd) – continuation of
funding for job development coordinator salary

7. Rice Memorial – a new Friday Night Worship Service that gives (a) seminarians an opportunity to
preach before a congregation, (b) pastors not affiliated with a congregation an opportunity to deliver
spiritual messages, and (c) people who can’t attend church on Sunday the opportunity to attend a
worship service
8. El Nazareno – building a playground for the surrounding community, will be open to all, a project
being supported by Morningside, the Seekers Class at Peachtree, and Shallowford
9. Iglesia Presbiteriana Horeb – The New Generation Project, a ministry to 1st and 2nd generation
immigrant Latino youth
10. Trinity, Decatur – work on converting an existing building into a men’s homeless shelter, collaborative
effort between Trinity, Decatur, and Clifton Sanctuary Ministries
The PATH grants focus on start up funding for innovative congregation-based projects addressing the hungerrelated needs of their community and funding for existing programs or new initiatives, which addresses long
term solutions to hunger-related problems. Recipients of PATH grants are:
1. Radcliffe – to support the Southeast Ecumenical Emergency Assistance Center/Food Ministry; enable
an increased amount of food to be distributed to hungry families that live in zip codes 30310, 30311,
and 30331;
2. Oglethorpe – provide fresh fruits and vegetables to Food Pantry customers on a weekly basis
3. Rice Memorial – continued support of their Food Pantry;
4. Clifton Sanctuary Ministries (endorsed/supported by Good Shepherd) – continuation funding for
purchase of food to prepare special needs diets for 10 men with diabetes and 10 men with
hypertension;
5. Memorial Drive (in partnership with Shallowford) – the Bountiful Bags project which provides
children at Indian Creek Elementary School with food for the weekend/summer; 75 bags are provided
during the school year and 100 bags during the summer;
6. Ministerio Hispano El Buen Pastor – the Feed Our Sheep project seeks to distribute food one to two
times per week to people living near the church (ministry is housed at Good Shepherd).

ADDENDUM 3: (Synod of South Atlantic Report)
SUMMARY OF THE 25th STATED MEETING
OF THE SYNOD OF SOUTH ATLANTIC
ECKERD COLLEGE, ST. PETERSBURG, FL OCTOBER 4‐5, 2012
 The Synod met at Eckerd College in St. Petersburg, FL, October 4‐5, 2012. Rev. Ricky Porter,
Moderator, led the opening devotion.
 Welcome to Tampa Bay Presbytery area by Rev. Nancy Kahaian, Transitional Executive Presbyter
(TEP).
 The Order of the Day was a one-hour presentation of The Great Ends of the Church by Rev. Joseph
Small.
 Rev. Ricky Porter, Moderator gave the 1st Report of the Committee on Nomination (CON) stating
that the CON chair is vacant, and that we will be looking for a Task Force of 3‐5 people to look at
Synod resources, committee structure and updating of the Manual of Operations to reflect any
changes.
 Rev. Heahwan Rim, Transitional Synod Executive (TSE), gave his report on the state and future of the
Synod based on the GA Report on Mid Councils. He also shared that he has visited 11 Presbyteries
since March and will visit the remaining 5 by December. Rim reported increased administration
efficiency and revisiting the Synod Mission Plan by our networking with Association of Smaller
Congregations, Chaplains Network, and 1001 Worshipping Communities.
 Rev. Heahwan Rim introduced Rev. Gloria Williams (New Harmony) for the first reading of the Sexual
Misconduct Policy.
 Rev. Heahwan Rim, gave the Stated Clerk’s report announcing the status of 2012 SPJC cases. A
challenge was made by the complainant and a hearing is set for late October. One case was brought
before the General Assembly Permanent Judicial Commission (GAPJC) and GAPJC entered an order
to sustain the SPJC decision. Presbytery Minutes Review is set with Georgia and South Carolina
clusters. Presbytery minutes review for the Florida cluster was already conducted. The 220th GA took
action of overtures submitted for the transfer of 6 Korean Churches from the Synod of South Atlantic
to the Synod of Mid‐Atlantic.
 The Executive Commission (EC) reported the confirmation of the new treasurer, Susan Gendzier. The
EC also recommended the Moderator to appoint persons needed for the new Task Force (subject to
approval by the body of synod) and presented the 2013 Stated Meeting dates (March 14‐ 15, 2013 in
Clinton, South Carolina and October 10‐11, 2013 in TBD, Georgia). Student Center in Gainesville has
a buyer and all monies from the sale will be placed in the Presbyterian Foundation until decision made.
All presbyteries and commissioners input will be considered.
 Elder Mike Swanson, Finance and Audit Review (FAR) Committee chair, encouraged everyone to take
the Mission Giving and Per‐Capita results back to their presbyteries.
 Rev. Ken McKenzie, Synod Disaster Response Coordinator reported that Presbyterian Disaster
Assistance (PDA) had been relatively quiet and introduced Kathy Broyard to give a FLAPDAN video
report.

 Mardee Rightmyer, Regional Resource Director, encouraged all Presbyteries to pay a $100 membership
and all of their small congregations will receive a free membership. All VHS has been replaced with
DVD’s and relocation from one room, down to one wall at Eastminster PC in Stone Mountain, GA.

 Elder Mike Swanson, FAR Chair, brought the Proposed Budget for 2013. Commissioners were
encouraged to take their time to look over the proposal before voting on the next day.
 The Synod recessed to the Columbia at the pier for a nice dinner together.
 The meeting re‐convened Friday morning with a joint worship service at Wireman Chapel on the
Eckerd campus led by Rev. Doug McMahon, Rev. Tim Black and Communion with Rev. Libby
Shannon.
 A recommendation was made by Ford G’Segner to the staff to have a copy of Rev. Joseph Small’s
lecture and Rev. Doug McMahon’s sermon forwarded on to all of the commissioners.
 New Church Development (NCD) Committee Report: The committee approved Annual Progress
Reports that were submitted. It also reported that there were no new NCD applications and encouraged
everyone to discuss this with their presbyteries. Rev. Nancy Kahaian (Tampa Bay Transitional
Presbyter) mentioned the possibilities of incorporating NCD funds into other programs such as “For
Such a Time as This.”
 Covenants and Institutional Relationships (CIR) Committee Report: Led by pro‐tem chair, Rev.
Ken McKenzie, reported that Presbyterian Homes of Georgia renewal has been approved. There are
several covenants that need to be renewed next year and Ken will continue this discussion with those
institutions.
 Theological Scholarships (TS) Committee Report: awarded scholarships to two seminary students
from our presbyteries. The committee presented and recommended administrative changes to the
application guidelines and applications and that synod administration develop a plan to track the
applicants.
 Presbytery and General Assembly Relationships (PGAR) Committee Report: Ben Laughlin, Chair
reported that two applications were received for the General Assembly 2012 Unassigned Funds and
that Peace River Presbytery application was selected by the committee and submitted, however it was
not selected.
 Finance and Audit Review (FAR) Committee Report: received comment for the 2013 proposed
budget and made recommendation for approval. The proposed budget was approved. Rev. Lawrence
Peebles, President of the Association of Smaller Congregations (Trinity), thanked Synod for financial
support for the first time in 25 years of partnership.
 2nd Report from the CON: The moderator announced the following commissioners to be a part of the
Task Force to look at committee structure, synod resources, and updating of the Manual of Operations:
Rev. Ken McKenzie (Savannah), Rev. Rick Palmer (St. Augustine), Rev. Gloria Boyd (Trinity), Elder
Nancy Reimer (Flint River), Rev. Tim Black (Tampa Bay). Rev. Heahwan Rim, TSE and Rev. Ricky
Porter, Moderator will be Ex‐Officio.
 Report was given by Hispanic‐American Consultant, Rev. Elias Collado, encouraging all of their
Spanish Speaking congregations and services, to offer one English speaking service alternative. They

are seeing great success with this.
 Report was given by Presbyterian Women Moderator, Ann Barnwell. With 2,000 women in attendance
at the annual gathering in July, the offering to dig wells in Sudan bought in $40,655.82. The PW also
collected gift cards to present to the NCD Beth‐El Farm Workers Ministry which totaled $41,246.15.
 New Business was brought by Rev. Alonza Washington (Charleston‐Atlantic) thanking PDA and
FLAPDAN for their work and that the One Great Hour of Sharing stays in tacked and encourages
everyone to give through your presbytery.
 Closing prayer was led by moderator, Rev. Ricky Porter.
 Business Meeting of the Synod of South Atlantic, Inc. opened in prayer by the Moderator.
 Rev. Heahwan Rim reported that the Sales Tax Exemption has been renewed and is monitoring all
legal documents with all State and Government regulations.
