TERMS OF REFERENCE UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. SAP HCM/PY ABAP Analyst Programmer, Jordan BACKGROUND UNRWA is implementing a new Enterprise Resources Planning (ERP) system that will fully support the needs of the Agency and enable the effective management of human, financial and physical resources. The ERP SAP system implementation project has a defined 2 year implementation timeframe. The new system will cover the core business areas of finance, procurement, inventory management, grant management and human resources, and is expected to be completed by Dec 2014. UNRWA is implementing SAP HCM eHP6.0 to support approximately 30,000 members of staff. The new system will replace the RAMCO HR and Payroll system which is to be decommissioned in 2014. To support the programming of UNRWA’s SAP HCM/PY solution, the project is hiring an external specialist for the role of the SAP HCM/PY ABAP Analyst Programmer. DESCRIPTION OF DUTIES AND RESPONSIBILITIES Under the direct supervision of the Senior SAP HCM and PY System Expert, the successful candidate will provide: Programming Support o Perform system analysis; o Write technical documentation preparing program specifications and coding logic flowcharts; o Develop, code, test, debug, and install programs to support SAP and Non SAP business applications; o Deliver technical solutions that enable SAP and non-SAP systems to be successfully integrated within the ICT/ERP Architecture at UNRWA; o Provide specialist analyst programming support to SAP HCM/PY FRICE activities, including but not limited to the SAP Payroll Schema, Time Evaluation, Time Functions, Data Migration, and SmartForms. Training Support. The analyst must be able to mentor up to 3 technical consultants by supporting them to develop ABAP solutions. Education Requirement: Bachelor Degree in IT or IS Management (or equivalent) Skills/Knowledge Requirement: SAP ABAP Programming Tools including Report and Transaction creation, Enhancements, Conversion Programs, SAPscript, and Smart Forms; SAP Object Oriented ABAP; GuiXT, Adobe Forms, work flow and other toolsets; Application of OSS (Online SAP Support) notes; SAP HCM Modules : PA, PY, BE, OM, PA, TM; SAP ASAP methodology; SAP guidelines and standards for enhancements and configuration; Principles and techniques of systems analysis, design, and testing; Principles of program documentation; Principles of report, screen, and form design New trends in the field of information technology. Professional Experience Requirement: Minimum of 5 years professional experience developing, encoding, testing, debugging, documents, and installing programs to support SAP applications; Experienced at preparing program specifications and diagrams, developing coding logic flowcharts. Language: Excellent command of written and spoken English. CONDITIONS OF SERVICE The duration of the consultancy will be one year (extendable up to one further year), subject to a probation period of 3 months. Formal review of work performance will be carried out on a quarterly basis against the set targets, which will be agreed upon at the outset of the assignment, within one month from the starting date. The remuneration package comprises of a consultancy fee, applicable travel subsistence allowance for Amman, Jordan and a round trip ticket from the place of recruitment. The consultancy fee (all inclusive) will depend upon the candidate's qualifications, experience and the level of expertise (starting at USD 10,000 monthly rate).
