Welcome – Ron Hawkins with Rockwell Collins/ARINC welcomed everyone to DCIT #32.

Gregg Anderson – Program Update o Overall –A lot is happening and standards activities committee is still active and running.

There are primary inputs from committees to add to documentation for advanced services, and the response has been better than expected. The current calendar to the end of 2015. The intent is to have the documentation faster and the team is aiming for the summer of 2015. This was a well-attended meeting. o ICAO OPLINK Panel meeting – There are many different elements that have to be addressed separately. Feedback received was good dialogue and scheduled product moving ahead so the ICAO documentation can be completed.

 ICAO cycle has moved to 2-year increments. All 2015 publications will be moved to 2016. The technical side has a meeting in June, so updates are being worked from that standpoint. o Atlantic City test activities are moving forward and doing extremely well. A real release of TDLS software has been integrated and is running against ERAM testing. All is up and operating with systems working well together.

 On the same testing topic - DCIT members need to participate moving forward.

Pivotal events will start happening soon and participation is needed.

 Gregg and his team will be reaching out to those who committed to participation.

 Jerry Smith reported from the AOC perspective that he has already met with

UPS and received commitment. He is also planning a near discussion with FedEx and United.

Kevin Swiatek with UPS proposed automatic communication.

 Formal OT will include four dry runs in the scheduled with final dry runs in

December. The formal event will be turned on in January.

Backup dates are scheduled for Feb/March. Events are preplanned to recover.

 Procedures, training, and directives are progressing. Lockheed Martin has gone through Enroute training.

This is the group who will be working with a mechanism to get off of the system block list, which will be mandated. There will not be a way to ne completely removed from blocked list, but block list recipients will know why they are on it. This will be propagated to flight data specialists who are local to the location where the problem occurred.

 Operations Management Working Group teleconference will be running on biweekly instead of weekly.

 Build 7.1 was delivered from Crystal City to Atlantic City. Build 7.2 is on schedule with a July install date.

 DCIT Calendar events would like to travel to west coast for an upcoming meeting. Boeing in Seattle, WA was a suggestion.

This was approved by Jesse Wijntjes, and Rob Mead will coordinate with

Boeing to see if it is feasible to host the DCIT in August.

 ERAM activities – The ERAM side of TDLS implementation is relative to flight planning for TDLS to ERAM direct connect. All transactions of flight data downstream will be parsed by ERA, since ERAM breaks down details for TDLS. o Operations Management update – Gregg Anderson

 Testing in Atlantic City has been successful.

7.1. update – Limited Climb Via. Due to a new procedure released by the FAA effective Apr 3 rd , the DTAP had to be upgraded and the plan for the release of Build 7.1 was modified to comply with the new procedure. This change could not be integrated by April 3 rd , so a waiver was signed by Air Traffic that allowed MEM and EWR to continue with a

Maintain Altitude instead of Climb Via. The intention was to get EWR up and running with this capability.

PTR fixes were included in the 7.1 build. (Dispatch message and dual index rollover were two examples provided in discussion.)

The testing plan is scheduled through 4/25, then 4/28-5/1 parallel installs at MEM and EWR.

 CAF Dispatch message now has CLEARED AS FILED.

 Revised ALT (None) Dispatch Message capability has been added.

 7.2 Build schedule

Waiver extends until this is done. No separate 7.2 waiver is needed.

 OPR (Reports) are stabilizing and the process is being streamlined. This has been on a constant improvement.

 KEWR DCL Trials Status Update

Still working with United to schedule remaining nine B767 fleet qualifying operations.

To keep United operations going, the Tech pilots have been asked to do some of the briefing.

There is still a transition with the legacy Continental automation. There was a corporate decision to go to the Sabre system. Legacy

Continental/United automation will not be able to participate.

International – British Airways received FAA approval to continue.

Lufthansa and Scandinavian Air are waiting for their letters to be returned. FAA is working to expedite this process. o There is an effort to get EWR up and running again before SWAP begins. This is an opportunity to provide data important to the program.

NetJets have a few resources that frequent EWR. They have Rockwell

Collins avionics aboard the aircraft and a test was conducted, which was a success with the exception of the load. The Double TO point created the problem with their avionics.

EWR has been extended and approved by CCB for another year. The equipment will remain in place until it has to be removed. The next step is to get the extension at MEM.

April 7 th - New York Center ATOP database into NY automation.

EWR/KEWR is still an issue. The team is working with the TMU team to work through it. o ATOP database is different from the DTAP database, and there is a plan to merge the two. o Chris Collings added that this does not encompass the whole

ATOP database. The database from the FAA that drives DTAP does not include points in Canada. There are a few points in

Canada that are included in the SWAP routes in EWR, so the team is attempting to add those few points to the DTAP database. o This will be addressed from a Requirements/Routes issue on

Production side. Lockheed Martin will be contacted.

 It is not a requirements change. This is DTAP specific.

The team will ensure this is brought forward in a timely fashion to prevent issues.

 KMEM DCL Trials Update – reports are that activities are progressing as planned and running smoothly.

 Benefits – There have been productive telecons with airlines. The result is more material than can be presented in the meeting. A condensed version will be presented, but the full material will be briefed to Jesse off-line.

Jesse needs the framework created to collect the data so he can present it. Time is running out.

Ryan Hale – Health Monitoring. Ryan presented the Health Monitoring slides and discussed: o DCL Report Logic – redefined eligible flight in report o Stats through March 12th o 2014 Monthly Stats – The round trip as removed and broken out to show more detail. o Initial Revisions – The histogram shows that it is moving more quickly in March.

 Revisions take longer than a normal CAF. That is expected, but more data points on the 2014 Histogram round trip histogram are needed.

 There is a chance that pilots are not reviewing the data entirely, thus explaining the faster than usual revisions. This possibility is a concern to many on the team and will be investigated to determine the cause. o High Level Issue Identification o Average Round trip time definition used in the Health Monitoring Stats was presented for approval.

 It was decided that message response times will be defined as: the Boeing receipt of DCL uplink and a WILCO downlink.

 The DCIT team appreciates the stats collected and reported by Boeing. It helps troubleshoot and determine root cause.

Jerry Smith gave the OPR update. Jerry added that Boeing stats verify that real time info is received much quicker. o Met with Thales to discuss issues reported through OPRs. The feedback is being received in a more timely fashion. o OPR Status Report 4/17/14

 OPRs are being categorized into 7 groups based on observed patterns.

Categories are: Timer, log on, recon, DM25, A623, Indexing, and other.

 Some OPR issues are identified as a Timer Event issue. SatCom switched over and is the reason why the timer is being triggered. (Ramp 251 issue at FedEx is a prime example of this timer issue. Tail numbers will be provided to FedEx for further investigation.)

 ARINC 623 events. AOC has helped with A623 events.

 Database issues – Oceanic is not in the current database. o Events breakdown showed a high level view of all events. o Jerry added that on a flight to EWR last week, he met a 767 united pilot and talked about DCP. The Pilot expressed admiration for the program and the work being done by the DCIT and PMO. He visited the tower and expressed enthusiasm for upcoming features. This is unsolicited, positive feedback for the DCIT.

Rob Mead Enroute Working Group and ALL Working group updates. o Operations Management Working Group is going to a bi-weekly telecon meeting schedule since trials are now stable. This will reduce the burden on stakeholders. o More time will be allotted to working groups. Ideally, a full half-day will be reserved for working group discussions. o All Working Group discussions focused on the Production End-to-End document, which is now ready for Plenary approval.

 The document was approved.

 The next step is to start Flight Deck and other documents

There is a formal action to start the Flight Deck documentation similar to the SIDD.

A new action to Harris is to outline performance monitoring methodology during operations. Harris will create the framework for this and will report back. The GOLD ICAO guidance will be used as starting point. o Enroute Working Group updates

 There were no Plenary objections to eliminating the limitation of 20 named/unnamed waypoints. This rule is officially eliminated.

 Jerry Smith and Craig Morris are working on closing out the ERAM Route

Construction and Arrival Transition issue.

 Suzy Hawkins is working on the UM83 questions. The team has presented a possible solution and it is still being refined internally within the DCIT.

 New material from Kevin Grimm and Jim Simpkins, on NSDA and

Relogon/Abnormal Terminations respectively, will help to reach August deadlines.

 FANS 1/A+ requirement – All agreed to revive the action to discuss this requirement to endure the hazard is understood. Harris took the actions and will include airlines, flight standards, NATCA, Boeing, Airbus.

 Benefits Metrics – There is 12-slide pitch that contains details, but Rob’s slide outlines high-level benefits. Rob’s slide will be maintained on the Harris DCIT

SharePoint.

Resulted from action to improve health-monitoring tool.

The missing data pieces – There is log data to analyze during last year’s

SWAP season, but EWR was not running at that time. Also, there were slow starts with MEM.

The incentive of running trials through SWAP season is that there will be a much better benefit this year from EWR than last year. Most are just starting to realize what can be done with this technology.

Two things came up during discussions at this DCIT – 1) new uses of

CPDLC that were not intended for trials, 2) Jerry’s briefing regarding the integration between the aircraft and the ground introduces this to the field to correct problems with FAA mandated routes. These are quantifiable benefits. o Jesse Wijntjes expressed that time is too short and this can’t be delayed any longer. Everyone has worked with the data and physics available, yet he questions why the information is not yet available. This is a major part to the program. To feed the process right, need to have the data to back it up. The FAA executives cannot be held off much longer. o The team has until end of June to provide the information for which Jesse is asking. Jesse will brief the Executives at FAA in

October. Execs will have many questions about whether the expectations were met, and Jesse needs to be equipped with a strong story. o Summary – The DCIT will continue on the current path and gather as much as possible by end of June, but the initial briefing will be scheduled by the end of May.

 Jerry Smith AOC WG Update –

The AOC has follow up telecons next week to talk with FedEx, UPS and

United. Test activities are approaching and Jerry’s AOC working group is working with the test team, led by Bruce Swahlan.

There was a discussion with UPS regarding an automated solution to test against with an email response. This will relieve resources issues.

These discussions will continue with FedEx and United.

Communicating with AOC’s on OPRs, and Automated Routes discussion.

 Flight Deck – Actions from the last DCIT have been closed. The TOC/IC is working with the Enroute Working Group and will continue to update with help from

SMEs. They will also continue to support flight standards with their documentation.

 Gregg Anderson stepped through the Resources Schedule – Some activities are imperative and will require available resources.

In addition to the schedule – Salt Lake starts in ten months and the team will be looking for testing help there. (February 2015)

Starting in April 2015, there will be end to end testing that will have an effect on many. o Due to some location issues, this process will need airplanes within the resident area that can actually logon. o The truth of location with the DTAP is adaptable. It turns off the lat/long function.

There will potentially be an opportunity to try the login process with

TDLS. This will require coordination and will not be as straightforward as it is with DTAP.

 DCIT 2015 dates will be presented soon.
