Senior Treasury Accountant

PURPOSE OF DIVISION:
The Finance and Services Division provides accurate and punctual financial management, reports and
forecasts on the organisation’s income and expenditure. The division empowers and builds the capacity of the
field offices and Partners to manage funds effectively and efficiently, meeting international standards and the
standards of the IR donor agencies. This is achieved through both organisational and individual learning, and
through an organisation-wide system of development and deployment.
In addition, this division maximises economies of scale by developing and maintaining strategic procurement,
logistics and asset and facilities’ management functions. It ensures compliance to any legislative
requirements, and it provides strategic and day-to-day legal advice to the organisation.
The ICT-related services ensure that the development, utilisation and maintenance of information systems
help the organisation reach current and future strategic objectives.
JOB PURPOSE:
1. To ensure the accuracy and appropriate accounting and reporting of funds held; appropriately advising on
maximising the return in line Islamic Finance principles.
2. To ensure the maximum impact of funds by minimising the exposure of foreign currency for field offices
operational currencies.
3. To ensure the effective reconciliation, monitoring and development of endowment (waqf) and other
investment portfolios in accordance with Islamic Finance principles.
4. To manage relations with Banks and other financial institutions that offer services to IR and to manage the
administration of services in the organisation. (Banks- Investment advisers – Foreign Exchange – Credit
cards).

KEY WORKING RELATIONSHIPS

Regular liaison and engagement with the organisation’s bankers, financial services
providers including with managers and directors managers and directors across field
offices to ensure the effective utilisation of Islamic Relief funds.
SCOPE AND LIMITS OF AUTHORITY
Scope of the Role:


Reporting to the Head of Finance and responsible for the portfolio of funds Islamic Relief
holds. The role has direct budget management of investment portfolios.
The role requires the ability to take informed decisions for the effective utilisation of
Islamic Relief funds and investments advising Managers accordingly. The role has the

autonomy to design and develop the initiatives to meet stakeholder requirements and to
plan their own and the work of the departmental teams.
Responsibility for Resources:
Has responsibility for Islamic Relief funds and investments within own remit.
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic
values and principles of fairness, humanity, honesty, respect and fair treatment of his/her
colleagues and staff..
1. To ensure accurate and timely monthly accounting of restricted funds and
reserves and the provision of financial information to the stakeholders by:



Monitoring, calculating and reporting on funds held to a range of stakeholders.
Leading on monitoring all aspects of restricted fund income, expenditure and balances.
Monitoring and reporting on the budget setting for all sources of income and expenditure
from restricted funds.
2. To ensure the maximum impact of funds by minimising the exposure of foreign
currency for field offices operational currencies by:





Consolidating, monitoring/explaining variances and reviewing humanitarian projects
cash-flows thereby managing foreign exchange exposure on field office project
implementations.
Preparing cash-flow forecasts to effective manage currency requirements and report of
level of liquidity.
Understanding, managing, and monitoring all aspects of cash flow.
Forecast daily cash requirements.
Travelling to overseas offices periodically to enhance financial management.
3. Contribute to the refinement of processes, procedures and systems to improve the
efficient processing of investment accounting matters:




Managing administration of banking and other fund management approval systems.
Performing investment accounting activities (including reconciliations) to ensure the
investments accounting complies with Islamic Finance requirements and agree to
investment databases and financial ledgers.
Monitor performance of the investment portfolios to ensure they meet internal guidelines
and external regulations
Provide advice, guidance and information on Investment matters to support decision
making and improve understanding on Islamic Investments.

Document investment accounting policy and procedures.
4. To support the department and its wider stakeholders





To ensure and proactively promote and foster a culture in which Islamic principles, values
and approaches which are adopted by Islamic Relief are consistently respected, applied
and complied with in the delivery of the country / division / unit objectives and in the conduct
of its employees.
To ensure and proactively support and coach colleagues to be sensitive to relevant Islamic
values and principles in the delivery of Organisational Objectives
Responsible for maintaining own professional development.
To comply with IRW’s policies and procedures in undertaking the above roles and
responsibilities.
To undertake any other reasonable duties that are consistent with the job and at its level of
responsibility as and when required by the Head of Finance.
PERSON SPECIFICATION
It is essential that the post holder shows a good understanding and empathy with the Islamic
values and principles as well as commitment to IRW’s vision and mission. This section should
detail the requirements of the role in the following sections:
Technical Competencies
1. Bachelor’s degree in Accounting/Finance or equivalent.
2. It is essential that the post holder is a professionally qualified Accountant
(ACCA/CIMA/ICAEW) with post-qualification experience in financial programme
management and investment accounting.
3. Proven strong finance background with exposures to treasury functions and restricted
fund report preparation.
4. Extensive experience in preparing cash forecasts and cash flow analyses.








financial activities and undertaken appropriate analysis.
