The 8 Millennium Development Goals (MDG'S) and Rio + 20 Started Global
Debat About What Should
International target to eradicate poverty from year of 1990 2015
1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development
Post 2015, MDG's will be succeeded by SDG's (sustainable development goals).
With 5 emphasis, namely:
1. Leave No One Behind.
After 2015 we should move from reducing to ending extreme poverty, in all its
forms. We should ensure that no person – regardless of ethnicity, gender,
geography, disability, race or other status – is denied basic economic
opportunities and human rights.
2. Put Sustainable Development at the Core.
We have to integrate the social, economic and environmental dimensions of
sustainability. We must act now to slow the alarming pace of climate change
and environmental degradation, which pose unprecedented threats to
humanity.
3. Transform Economies for Jobs and Inclusive Growth.
A profound economic transformation can end extreme poverty and improve
livelihoods, by harnessing innovation, technology, and the potential of business.
More diversified economies, with equal opportunities for all, can drive social
inclusion, especially for young people, and foster sustainable consumption and
production patterns.
4. Build Peace and Effective, Open and Accountable Institutions for All. Freedom
from conflict and violence is the most fundamental human entitlement, and the
essential foundation for building peaceful and prosperous societies. At the same
time, people the world over expect their governments to be honest,
accountable, and responsive to their needs. We are calling for a fundamental
shift – to recognize peace and good governance as a core element of wellbeing,
not an optional extra.
5. Forge a New Global Partnership.
A new spirit of solidarity, cooperation, and mutual accountability must underpin
the post-2015 agenda. This new partnership should be based on a common
understanding of our shared humanity, based on mutual respect and mutual
benefit. It should be centered on people, including those affected by poverty
and exclusion, women, youth, the aged, disabled persons, and indigenous
peoples. It should include civil society organizations, multilateral institutions,
local and national governments, the scientific and academic community,
businesses, and private philanthropy.
ITUC Guidance for effectiveness development cooperation
ITUC 8 principles and guidelines on development effectiveness in international
cooperation. As a reference for affiliate members
- democratic ownership -> involve in process, make intervention, making
analysis
- autonomy -> independent to develop policy, program without intervention
from external power
- partnership -> cooperation based on equal respect, solidarity,
- Transparency -> there is openness and access to information
- accountability -> develop mutual accountability to run the cooperation
- coherence-> effectiveness of development depend on degree of cooperation
of related development; international, national, regional. And need
consistency
- inclusiveness and equality -> all people (workers) have right to enjoy the
development without discrimination and being marginalized
- sustainability -> trade union dimension for sustainability are; democratic,
political, organizational, financial, environmental
This principles slightly different with CSO Istanbul principles..
MDG's and Challenges face by trade union
1. Lack of involvement
- Maybe because this issue commonly being take care by CSO's, union become
leaf out. When union try involve sometimes is already too late..
- In country level, union rare to take opportunities for engagement in
consultation and involve in consultation
- Parliamentarians, civil society organisations, the private sector and other
stakeholders play an important role in monitoring progress in
implementing Busan commitments
- Union position missing; there is no Asian union position toward MDG'S and
post 2015. Despite all the country has set their own national target and
indicator..
2. Partnership with CSO's:
Union do not want called as CSO's, in the mean time CSO's do not want to treat
union as unique organization
3. Involving partner with 'favoritism'
In the new framework, one principles is, encourage partnerships and
coordination between and within countries at all stages of development, and
with non-state actors such as business, civil society and foundations. But it was
not always take place..
4. Lack of capacity in macro economic logic framework
The challenges is how to involve and have good participation in making input.
Unions are busy and trapping by huge activities in union day to day business
and also do not have enough expert to prepare intervention or input
What we should do next..
- Union should keep try to more involve and familiar cooperate with other
CSO's. Since global problem need be tackle by more cooperation.
cooperation become inevitably in solving global poverty
- union will be left out from coalition, except union keep pushing themselves
to be recognize and involve in all stage of discussion and negotiation
- national and regional union it is time to establish a special desk that dealing
with macro economic issues, that give input to national unions leader
- affiliated can contact ITUC TUDCN to get guidance about what trade union
position, to who union should collaborate with, what lobby strategy, what
good practices, etc.
- ITUC AP ensuring that national union are fully informed because is
important in ensuring the quality of participation
- union has rich experienced in the field, the experienced is important as
evidence based discussions
- ITUC affiliated need to start to have south south cooperation, or triangle
south-south cooperation in order to have lesson learnt from other good
practices in other unions
