ACCOMPLISHMENT REPORT
July 2010 – June 2011
SECTORAL CONCERN OFFICE
I.
TRANSPORT SECTOR/ADVOCACY
KASAMA LAGUNA (TODA)
Mr. Angelito Bombay was formally introduced to the KASAMA-Laguna and presented the “Kinse
Kumpleto Serbisyo Publiko Program of the Hon. Gov. Jeorge E.R. Ejercito Estregan, which
includes the Health (Orange card), scholarship, livelihood, etc.
Conducted the election of Officers wherein Mr. Willy Fadri of Kalayaan, Laguna was re-elected
again as President of the Association.
Series of meetings and consultation was also conducted to the different local TODA. Discussed
the issues and concern of the different TODA such as terminal, traffic laws and regulation,
franchise, membership and election of the TODA.
KASAMA-KA Inc. (Calamba City)
The association wherein there was a proposal for the application to cooperative.
There program was the following :




Hospitalization/Medical Assistance
Blood letting
Burial Assistance
Ambulance
According to the representatives from BPTFO, the KASAMA-KA should first complete the
requirements for the issuance of business permit such as SEC, Brgy. Clearance, proof of
ownership or certification.
There was a proposed seminar on the Cooperatives (CDA) schedule of Seminar.
Also conducted the feeding program, wherein, there are almost 200 childeren were benefited.
KAPODA (Kapisanan ng Pedicab Operator and Driver Ass.)
Series of meetings were conducted to the different PODA, to wit;
KASAMA 4th District Laguna
The program of the KASAMA 4th DL was the following :
Request for t-shirt for the President of the federation.
Conducted the Medical Mission wherein, almost 100 patients were given free medical and
dental assistance. Thee give free check up, x-ray, blood chem. tests. There are14 doctors and 2
dentist participated the program. It was held at the Covered Court., Siniloan, Laguna.
Discussed also the beneficiaries from i-UTAK, the benefits we’re ID. And death assistance worth
P 5,000.00.
Blood letting – there will be a proposal for the three towns for the proposed blood letting – this
was a joint program (TODA, Boys Scout, Red Cross and Sectoral Coincern.)
KAPODA (Kalipunan ng Pedicab and Operator Ass.)
UPMPA,SMPA, PBS PODA, CABPEA MPC, series of meetings to the members who wants or
participate in the internal program of the federation regarding insurance pension policy of the
KAPODA in partnership within Trusteeship Plans, Inc.
SCPDA Inc. (July 24, 2010)
Discussed the internal rules and guidelines, particularly the picking up of passengers on the right
place , tackled also the SB Res. No. 08-2009 or the right fare on
KAPODA leadership Meeting
Formulation of complete members list and rules of Standard Operating Procedure and Approved
Resolution No. 03 and 04, 2010, known as the Federation Benefits to all KAPODA members.
Reported the total Trust Fund deposited in BOD Calamba branch and BDO Pagsanjan branch
contains php 10,000.00 for each account.
KSPL Mtng (Aug. 14, 2010)
Continuation and mediation regarding motorized PODA, formulation of rules regarding
membership of motorized PODA.
Complete reporting of Kooperatiba ng Sikap Padyak ng Laguna as livelihood project of KAPODA
Lag. Inc. Establishing of a two (2) stores in which the primary products are parts of PEDICAB,
such as reams/tires, beach umbrellas and bearings.
Reported the three months income of the PODA KOOP. With the total amount of Php 4,080.00.
SCPODA local meeting (Aug. 20, 2010) San Cristobal, Calamba City
Consultation meeting regarding traffic rules and others problems, Oath Taking of newly elected
officers of the said organization.
KAPODA Provincial Officers (Sept. 3)
Results the new sets of officers Pres. wherein, Mr. Romeo Pacurib was re-elected as
Provincial President.
CABAPODA Local (Sept. 18, 2010)
Results the new sets of officer of CABAPODA- oath taking set on Sept. 27, 2010.
Conducted the first year anniversary of the creation of Kapisanan ng mga Samahan ng PAdyak sa
Laguna last May 17, 2011 at Brgy. Sampalucan, PAgsanjan, Laguna. Reporting of the financial
and minutes of the previous meeting. There was total amount of P 5,280.00 were the income of
the association. And given parted it to the 18 cooperators/members amounting to P 330.00.

II.
URBAN POOR SECTOR/ADOVACY
Samahang Maralitang Magkakapit-bahay, Brgy. San Miguel, Pila, Laguna
The association was planning to have their livelihood assistance and they were
requesting seedlings to to the Provincial Agriculturist office. Their President ws Mrs.
Susana Supan.
Samahang Damayan Purok 4, Brgy. Masapang, Pila, Laguna
Since the creation of the association, there request was not approved and was not
recognized by the LGU’s.
Alay sa Kinabukasan neighborhood Ass. Inc.
The proposed seminar was postponed and will set for another scheduling.
Samahang Damayan ng Sitio Maunawain, Brgy. Duhat, Sta. Cruz, Laguna
The association was still in the process of educating the members. There are no
programs implemented to this association.
Maralitang Magkakapit-bahay na Mananahi sa Lumban, Laguna
This was newly organized by the office. They were requesting for any assistance from the
provincial Government , that will be mostly benefited to the members.
Silangan Dayap PNR HOA, Inc. Calauan, Laguna
The organization was on the process of planning and requesting to the Provincial
Government for assistance
MABUHAI – Masili Barangay Urbanized HOA Inc., Brgy. Masile, Calamba City
Project already taken out but atill in the process of effecting technical description
changes with Land Regulatory Authority.
Bambang HOA Inc.Brgy. Bambang, Los Banos, Laguna
Confirmation of Road right of way to be established before CMP documents to be
processed. HLURB registration also needed.
St. Francis HOA Inc.
Brgy. Bayog, Los Banos, Laguna
House construction is continuing until desired number is achieved. Advise for new
election of officers for a new mandate to replace those unqualified.
BAHAI- Balite Homeowners Ass. Inc.
Balite, Victoria, Laguna
Has already submitted all requisites to SHFC for CMP project. Expecting for positive
result by end of next month for release of letter of Guarantee.
Pinagbayanan, MPC
Pinagbayanan, Pila, Laguna
Continued paying the monthly amortization to SHFC. Still waiting for registry of deeds,
certification to finally classify he area as residential for final take out.
St. James square HOA Inc.Los Banos, Laguna
Registration of homeowners and reorganization of new sets of officers.
BALHAI MPCBrgy. Lagiuo, Siniloan, Laguna
Relocation process continuing where members, beneficiaries construct their homes on
relocation sites.
Tulong Sakahan sa Laguna MPL,Brgy. Liyang, Siniloan, Laguna
Updating their records for financial statements preparation for submission to CDA.
Intensifies collection of members dues and obligation for their farmlot project on a
government own ailnable and disposable areas.
KABAHAI and MEBUHAI,Brgy. Kapatalan, Siniloan, Laguna
Twin projects continue each development by encouraging beneficiaries to introduce
improvements on the lots they wish to relocate to. Collections such as dues,
contributions and other assessments pushed.
Samahang Magsasaka Bagong Pag-asa sa Bagong Laguna Brgy. Lumot, Cavinti, Laguna
Organized group of barrio folks most of whom were farmers. Distributed 100 pcs. of
rambutan seedlings and observed its planting.
III.
FISHERFOLK SECTOR
a. LAGUNA INTEGRATED FARMC (Laguna Lake )

2 days FARMC mid-year review ( July 22-23, 2010) –conducted by BFAR Region 4A
(CALABARZON) Fresh Air Resort Lucena City. – Planning of programs for the CY 2010, and the
continuing of level of standard of FARMC according to FAO No. 342.

LIFARMC Monthly meeting – (July 29, 2010) – agenda- discuss the Fish Conservation week ,
livelihood project from BFAR R. IV-A other highlights of the meeting was the Bantay Lawa
Situation and Bantay Lawa Honorarium.

Gabaldon, Siniloan, Laguna – Sept. 30 – scheduling of provincial patrolling of Bantay Lawa at 17
towns lake shore, river/lake seeding (tilapia fingerlings dispersal), Bahanggunian (open forum)
c/o Mapagpala). Discuss the activity/program of the LIFARMC , also includes the process of the
registration of fisherfolk and the series of meetings and trainings.

November 22, 2010 the Bantay Lawa Honorarium amounting to P 1,000.00 each month for six
months was given to the Bantay Lawa of Laguna Lake , 95 beneficiaries and 35 Bantay Lawa
from Seven Lakes FARMC. The Provincial Government also provide 2 sets of uniform (one with
collar and one with long sleeves). It was facilitated by the Hon. Gov. Jeorge E.R. Ejercito
Estegan.

General Orientation of FARMC and RA 8550 (Agricultural Services Dept. Of Calamba City,
Calamba City (Aug. 6) – The training Seminar aims to provide General Orientation on functions
and responsibilities of the fisherfolk in management and development of fisheries in Calamba
City. Also will help us and our BFARMC to effectively implement programs and projects
concerning to the fisherfolk for their barangays.

Laguna Lake Coalition Meeting (Mapagpala/COM/CCODP) Marunong St., Brgy. Central, Quezon
City ) – discussed the preparation of protected zone, preparation for the Bahanggunian and the
Finalization of LIFARMC one year plan.

Fisherfolk Bahanggunian – The Province conducted a Fisherfolk Forum thru the cooperation of
Community Organizer Multiversity. Fisherfolk leaders, LGU’s and government agencies concern
to Laguna de Bay issues specially to E.O. # 815 and danger zone was attended to this very
important Bahanggunian (Open forum).

LIFARMC Special Meeting – Sept. 9- MFARMC and MA-MAO reported all fisherfolk/beneficiaries
affected by the typhoon Basya ( Sept. 26) especially fishcages and fishpond operator as a
beneficiaries of Spanish grant assistance tilapia fingerlings.

Collection of all Bantay Lawa Patrol Boat of the 17 municipalities for the schedule of re-painting
of the Patrol Boat – wherein there are a total of 18 motorized patrol boat and the 35 nonmotorized bancas.

Fingerlings dispersal/ lake seeding was conducted to the towns of Lumban, Kalayaan, Paete,
Siniloan, Mabitac and Pagsanjan, Laguna. Almost 15,000 fingerlings was disperse. This was also
with the coordination with the DA-FAEZ.

LIFARMC Regular Monthly mtngs. – Gabaldon, Siniloan, Laguna – Sept. 30 – scheduling of
provincial patrolling of Bantay Lawa at 17 towns lake shore, river/lake seeding (tilapia
fingerlings dispersal), Bahanggunian (open forum) c/o Mapagpala). Discuss the activity/program
of the LIFARMC , also includes the process of the registration of fisherfolk and the series of
meetings and trainings.

MFARMC Paete Mtng.
Tilapya fingerlings dispersal at the lake of Los Banos, Paete and Pakil, in time on the
birthday celebration of Hon. Gov. Jeorge ER Ejercito Etregan, thru Provincial Agrarian
Office and MAO.
B. Seven Lakes San Pablo FARMC (San Pablo City)
Conducted the fishpen/fishcage operators registration on CY 2009-2010 with the participation
of the LLDA, to wit;

Seven Lakes Bantay Lawa (LCO) Mtng.

The meeting was conducted every Tuesday, wherein it discuss the activities and
the programs of the Seven Lakes FARMC including the schedule of registration
fishcage/fishpen through the Laguna Lake Development Authority (LLDA).


Bantay Lawa said that even though they received only small amount of
honorarium from the Provincial Government they were happy and continuously
doing their duties as Bantay Lawa.
According to the Pres. Edison Jaramillo, they were thankful that their voices will
be heard to the Provincial Government thru Mr. Angelito Bombay, he added that
there were some rich and powerful businessman who wants to built floating
casino and Hotel, but it was pre-empted by the Bantay Lawa.

The Provincial Government provides t-shirt to the FARMC of Pandin Lake.

Bayanihan was conducted to the lake of Palakpakin, Bunot, Pandin and Mojicap
lake, together with representatives from the City Agriculture, LLDA and BM
Angelica Jones and others.

Tree planting was conducted and operation at Yambu Lake, at least
seedlings was planted.

Tilapya Conservation Week was conducted last May 30, 2011, in line with their
yearly celebration of their fruitful harvest of tilapia.

IV.
LABOR SECTOR

August 04, 2010, the 1st meeting of LLMC Executive Committee under the new
Administration of Gov. Jeorge “E.R.” Ejercito Estregan was held at the DOLE-Laguna
Office. The official representative of Gov. Estregan to the LLMC was introduced in
the person of Mr. Angelito T. Bombay, acting in his capacity as Consultant /Action
Officer of the Sectoral Concern Office.

The highlights of the meetings was the initial presentation of the 15 point program
of Gov. Ejercito known as the “K2-Kinse Kumpleto Serbisyo” as presided by Mr.
Bombay.

A Dialogue was conducted between the Laguna Labor Management Council and the
Provincial Government last October 14, 2010 , it was formally introduced the plan
and programs of the Provincial Government and the Laguna Labor Management as
well. Likewise the EXECOM also pay a courtesy call with the Governor.

Nagkakaisang Lakas ng Manggagawa sa Laguna – consultation was conducted for
the follow ups and the program planning in the labor sector.

An LLMC EXECOM meeting was held last April 7, 2011, concerning the Impact of the
Midd;e EAST Crisis andmArch 11 Japan Tragedy in the Economy of Laguna. The
meeting was presided by the Chairman, Dr. Sanqui, Jr. of DOLE-Laguna. Upon
deliberation and sharing of initial information on anticipated effect of the lack of
supplies and materials from Japan. Th body agreed to hold a forum to determine the
impact of the recent events and collaborate on how to deal with the issues relate to
this.
Initial Agreements on this :
i.
Tentative schedule of the forum will be by the end of May or early June.
ii.
Number of participants is 200, coming from labor, management and
government sectors.
iii.
LGUs from 1st to 2nd district will be invited.
iv.
The budgetary requirements will be coursed through the Office of the
Governor.
v.
It was also agreed and proposed that, the Save Laguna Lake Advocacy
will be impart on the program/forum.
V.
BARBERS SECTORS
LIBRENG GUPIT

LIbreng Gupit was conducted last Sept. 27, in line with the celebration of the Civil
Service Month. It was intended for the employees of the Provincial Government
of Laguna. Ten barbers (Calamba, Cabuyao, San Pablo, Sta. Cruz) participated
the activity, wherein, more or less 200 employees were benefited. A honorarium
of 1,000.00 for the ten (10) barbers were given to them.

Libreng gupit was also conducted at Calamba City last Oct. 5, 2010 at Calamba
Central II School, and 5 barbers from Calamba City participated in the Libreng
Gupit.

The Laguna Barbers also started their planning of activities, wherein, they are
now in process of registration to SEC, and will need sufficient funds for the
registration. The members agreed that they will conduct contribution from the
members.

Series of meetings and consultation was done for the monitoring and the reorganizing of the different barber association on the province.

Barbers Association from the 1st district conduct their General Assembly last Dec.
17, distributed also gift packs to the members for their Christmas Party.

Oath taking with Hon. Arlene Arcillas of Sta. Rosa City. The City Mayor
recognized their association and grant them an amount to P10,000.00 for their
food and initial financial assistance on their process to registration to SEC.
Other Concerns



The Sectoral Concern Office provides medical assistance to the
beneficiaries/sectors who needs assistance on their hospital and medical bills.
Assisted also on the operation on the distribution of Christmas gift packs to the
different sectors. This was also in coordination with the Public Affairs Offices
thru Mr. Gener Dimaranan.
Provide also financial assistance to the beneficiaries/sectors who needs
assistance on their burial, Medical assistance and hospital bills.
