the WTO.
• MPTC drafted Telecommunications Law and submitted to
Council of Ministers since 13.11.2005 and the Council of
Minister submitted to the National Assembly since
20.04.2006 (Nowadays, the NA is under discussion).

The Royal Government of Cambodia should public the information
about its national budget separated by sector.

Cambodia needs more FDI inflow to develop the country, especially
Science and Technology.

Even though, Cambodia has three science and technology institutes,
the human resource is not enough for the R&D activities, so Cambodia
needs more expert from other countries.

Royal Government should find more fund related to R&D and provide
enough material for R&D activities.
1. Education Policy

Policy of ICT in Education
◦ The first area:
 Providing access to ICT for all teachers and students, especially at secondary schools.
◦ The second area:
 Emphasizing the role and function of ICT in education as a teaching and learning tool in
different subjects, and as a subject by itself.
◦ The third area:
 Promoting education for all regardless of age, gender, ethnicity, disability, or location
through distance education and self learning, especially for deprived children, youth, and
adults who lack access to basic education, literacy, and skill training.
◦ The fourth area:
 Emphasize using ICT to increase productivity, efficiency, and effectiveness of education
management through the use of information management system.
2. Education Program

Program created by Ministry of Education, Youth and Sport(MoEYS)
◦ Education Strategic Plan (ESP) 2004-08, MoEYS refers to the role of ICT in
improving quality and access to education in Cambodia.
◦ ICT Developments in Teacher Training.
◦ ICT in Higher Education.
◦ Non-Formal Education and Distance Learning.
◦ ICT Readiness in Schools
◦ National Scholarship Program for ICT course
2. Course Program

Program provided by donor countries :
◦ Singapore: provides courses by CISCO Academy to train students in networking
systems and certifications.
◦ South Korea: provided training classes through its newly established CambodiaKorea Internet Plaza to civil servants and NiDA staff on Office Application and
EAS (Electronic Approval System) and other ICT skills.
◦ Germany: provides IT consultancy which includes: E-readiness, Internet
Technology, Internet Security, E-Learning, Project management, Business
Information.
◦ India and Sri Lanka : support various short term courses on ICT.
◦ Thailand, as part of the IAI programs for CLMV, supports different classes in ICT
and the SchoolNet project.
Economic

Investment Policy:
◦ Govt. agency dealing with FDI
 Cambodian Investment Board,
 Council for the Development of Cambodia (CDC)
◦ 100% foreign ownership is allowed in all sectors/industries.
◦ Tax Incentives:
 A tax holiday period determined according to the formula: “trigger
period + 3 years + n priority years”.
 A standard 20% corporate tax rate for all new projects (domestic and
foreign-invested firms)
 The 9% corporate tax rate applicable to foreign invested enterprises.
 100% exemption from export tax

◦ Tax on repatriation of profits and expatriates income:
 100% repatriation of capital and dividends is allowed
 Profit repatriation subject to 1% withholding tax

As a member of ASEAN, Cambodia automatically accessed to all
Asian's Framework Agreements, which also include the ASEAN
Framework Agreement on the Intellectual Property Cooperation on
April 30, 1999.

In 2002, Cambodia adopted the Law Concerning Marks, Trade
Names and Acts of Unfair Competition.

