M&E Consultant Background: The Government of the Philippines (GPH) has currently achieved significant gains in integrating results-based management (RBM) culture in its processes. Recent policy instruments were issued in support to the mainstreaming of results-based initiatives, such as results monitoring and evaluation (RME), organizational performance indicator framework (OPIF), etc., which were started way back in early 2000’s. Among the recent instrument issued were the following, among others: National Budget Circular (NBC) 532, series of 2011, on the review and updating of major final outputs (MFOs) and its performance indicators and the restructuring of activities (PAPs); Administrative Order (AO) 25, series of 2011, creating the Inter-agency Task Force (TF) on Harmonization of NG Performance Monitoring, Information and Reporting System; Performance-based Bonus (PBB) as an incentive in the performance of agencies and personnel ; and Updating of the sector outcomes and performance indicators of the results matrices (RMs) of the PDP 2011 to 2016 and linkage of MFOs in support to the achievement of sector outcomes. While the policy instruments are in place, the systems/processes are being developed by the GPH in support to results-based planning and budgeting. However, implementing results-based planning and budgeting will require the retooling and improving the capabilities of GPH personnel. On the part of DBM, its personnel will focus the need to track and assess the delivery of MFOs for the more immediate, tangible and direct results of improving service delivery to the people. As such, this initiative will therefore focus on equipping the personnel of Department of Budget and Management (DBM) and with the requisite knowledge and skills in promoting and implementing results-based public sector management, particularly on performance-based budgeting.
