Position Summary:
Assure compliance with all regulatory, company and hospital statutes, policies
and credentialing standards related to Human Resources management
practices.

Propose, publish, and administer personnel policies. Cyclically review and make
recommendations to CEO for improvement of policies, procedures, and practices
on personnel matters.
 Prepare, recommend and maintain records and procedures for controlling
personnel transactions and reporting personnel data
 Answer any questions and/or requests by governmental agencies, including
employee complaints. Represent the company at hearings.
 Plan, direct, and supervise all activities relating to the administration and
maintenance of HR programs. Develop, implement, and control programs in a
manner that ensures cost-effectiveness, market competitiveness, and internal
equity among employees
 Enhance and/or develop, implement and enforce human resources policies and
procedures of the organization by way of systems that will improve the overall
operation and effectiveness of the corporation.
 Develop, prepare, generate, and analyze ongoing and ad-hoc special reports
pertaining to employee personnel information and data, including but not limited to
issues such as benefits, staffing levels/deployment, turnover, absenteeism,
recruitment, compensation, etc. Effectively utilize the data processing system
(Lawson) to obtain, store, and analyze pertinent data and information.
 Serve as part of the management team on committees including performance
improvement and environment of care.
 Maintain audit-ready status for all HR processes and files.
 Maintain and expand knowledge and understanding of existing and proposed
federal and state laws/regulations affecting human resources management.
Identify trends that could impact organizational objectives and/or operational
resources. Interpret appropriate laws and policies .
Oversee staffing of hospital operations.

Develop human resource planning models to identify competency, knowledge and
talent gaps and develop specific programs for the filling of the gaps.
 Sustain the “promote from within” objective by posting all job openings;
interviewing all internal candidates, identifying and recruiting internal candidates.
 Complete reports on employment activity and maintain nursing staffing grid.
 Administer classification programs, which include classifying and reclassifying
positions, and writing job descriptions. Rewrite job descriptions as necessary
 Develop staffing strategies and implementation plans and programs to identify
talent within and outside the corporation for positions of responsibility. Identify
appropriate and effective external sources for candidates for all levels within the
company.
 Work with management team to define staffing plans and needs.
 Coordinate recruitment efforts with hiring managers and HR staffing specialist to
assure offers to new employees are consistent and within the compensation grid.
 Create and maintain recruitment tools and programs to maximize candidates and
referrals.
Design and implement programs and processes to ensure the appropriate
training and development of staff.

Develop and maintain effective training programs such as CPI, CPR, New
Employee Orientation and the Annual Compliance Fair.
 Coordinate training schedules and evaluate applicable training resources.
Develop effective training materials utilizing a variety of media.
 Recruit and develop in-house trainers to maximize training resources. Set and
meet compliance standards
 Conduct follow-up studies of all completed training; develop reporting for
measurement of training needs and results. Modify programs as needed.
 Develop and maintain communications such as bulletin boards, newsletters,
announcements to ensure employees have knowledge of training events and
general information.
 Implement and maintain employee recognition and events (employee council,
anniversary recognition, birthday card program, holiday party, etc.) to increase
employee connection to hospital.
 Maintain annual and 90-day performance evaluation system. Provide assistance
to supervisors to assure equitable standards are applied to all reviews.
 Provide a broad range of consultative services to all levels of employees
regarding policies and procedures
 Consult with management on performance, organizational, and leadership
matters. Conducts needs assessments to determine measures required to
enhance employee job performance and overall company performance.
Manage Corporate and hospital benefit programs.




Administer various employee benefit programs, such as group insurance, life,
medical and dental, accident and disability, 401(K),flexible spending, credit
unions, tuition reimbursement.
Install approved new plans and changes by preparing announcement material,
booklets, and other media for communicating new plans to employees. Revise
and reissue all communications material on benefits as needed.
Advise and counsel management and employees on existing benefits
Assure hospital compliance with provisions of Employee Retirement Income
Security Act, COBRA, 125 Plans and corporate policy.
 Handle benefit inquiries and complaints to ensure quick, equitable resolution.
Maintain contact in person, and by phone or mail, with employees, corporate and
vendors to facilitate proper and complete utilization of benefits for all employees
 Supervise maintenance of human resources records including FMLA, medical
LOAs, disability, and employee illness records. Supervise maintenance of
enrollment, application, and claims records for all benefit plans.
 Verify the calculation of the monthly premiums statements for all group insurance
policies and maintains statistical data relative to premiums, claims, and costs.
Resolves administrative problems with the carrier representatives and corporate
benefits
 Manage leaves of absence (FMLA, Medical, Personal, Education) for all staff
assuring compliance with policy, federal, state and local statute.
 Coordinate Tuition reimbursement process. Audit submissions for accuracy and
compliance with policy.
Minimize risk exposure of hospital from human capital perspective.

Oversee workmen’s compensation program; maintain compliance with reporting
process; manage light duty programs; minimize financial liability to the hospital
through aggressive claims management and fit for duty work standards
 Conduct internal investigations into allegations of all HR-related incidents
including but not limited to sexual harassment, discrimination, inequities in
employment, and failure to comply with DOL rules.
 Lead the investigation and resolution of ongoing employee relations problems,
anticipate problems whenever possible, and develop, recommend, and initiate
appropriate steps for resolution.
 Respond to any legal challenges including EEOC, IL Dept. of Human Rights,
Dept. of Labor.
 Negotiate resolution to employment situations to alleviate liability including
releases from employment, referrals to the EAP, and settlements of grievances.
 Advise CEO and Management Team of potential liability from employment actions
 Define and document employment standards for organization; create
communication pieces including handbooks to assure understanding of
employment practices and protocols.
 Design and implement employment testing and procedures including processes
consistent with the Drug Free Workplace Act, pre-employment testing and
competency reviews.
 Manage progressive discipline and terminations for the hospital. Review all
employment actions for risk.
 Design and implement training programs to develop management competencies
Supervise the Human Resources, Communications and Staff Development
team.





Resource and hire most appropriate staff for open positions in HR, Training and
Communications to assure the continued flow of work processes.
Identify and communicate objectives for each operational area.
Review and revise job responsibilities to meet the changing needs of the
organization; maximizing use of FTEs in the most productive manner
Enhance skill set of existing staff through establishment of development goals,
training, performance evaluations and cross-departmental projects.
Assure staff is compliant with all work rules and policies

Serve as resource to HR, Training, and Communication staff and achieve
excellence in team
Requirements
Education
Bachelor Degree in HR, Business or related field from an accredited 4 year college or
university.
Experience
10 plus years as lead HR professional, preferably in health care.
Additional Requirements
Advanced degree in Human Resources or Human Resources certification (preferred).
