UNICEF Azerbaijan Terms of Reference Consultancy for UNICEF Azerbaijan Advocacy Kit Production (Writing/Editing) 1. Background/Context of the Consultancy Requirement Advocacy present major part of UNICEF activities in Azerbaijan, both in policy dialogue, external relations and programme communication. Communication to assure children’s issues space on the public agenda and reach audiences with UNICEF’s agenda, as well as partnership became one of the main thrusts of a new country programme starting from 2016 At present, UNICEF Azerbaijan also aims to expand its funding environment in order to attract the potential partners and mobilize or leverage resources, as well as maintain the interest of the current partners. 2. Justification UNICEF Azerbaijan office commissions a consultant to develop a new Country Advocacy Kit that will contain information on its programmatic interventions in three result areas of its new country program for 2016-2020 (in the areas of social protection, adolescent participation and CRM) as well as UNICEF Azerbaijan profile and fundraising proposals/appeals in support of the cross-sectoral work. Thereafter, kit will be used to generate awareness of situation of children in Azerbaijan as part of UNICEF’s evidence based policy advocacy for child rights, but also for fundraising purposes.. 3. Outcome/Output relevance As part of its communication efforts to strengthen advocacy and work on leveraging resources, organization aims at engaging with wider range of policy makers with the objective of impacting the policy making environment and influencing the views of key policy-makers and opinion-formers, including high level government officials, parliamentarians, leaders in the private sector and media with a view to leveraging government funds for programming for children. Thus, as part of its evidence based policy advocacy for child rights the office seeks for a consultant to produce an updated Country Advocacy Kit based on the data from recent studies and policy documents. The new document (information package) will enable the CO to present itself professionally to external public, including policymakers, media, donors. 4. Goal/Objective Completion of an advocacy document (to include fundraising proposals) needed with the objective of impacting the policymaking environment and influencing the key policy-makers and donors, drawing on experiences from the past UNICEF work in the country and within the context of the new country programme priorities. 5. Activities and Tasks/Work Relationship The overall time frame of this consultancy is October-November 2015, with 10 days of in country visit. During the consultancy period, main activities will include: a) The consultant’s work will be based on a number of documents on UNICEF Azerbaijan country programmes (Annual report/other studies and docs; however, it is expected that the consultant also suggests an elaboration beyond the current information in the text. b) The Advocacy/g Kit need to reflect specific programmatic interventions and themes and also transformation of UNICEF work in middle income countries c) The content of the Advocacy Kit should also reflect the past, present and future activities of UNICEF Azerbaijan. d) Support the Advocacy Kit with human interest stories. e) Draft outline of the Kit will contain: basic statistics on children in Azerbaijan; current activities in Azerbaijan – key challenges and UNICEF response; human interest/success stories on child health, deinstitutionalization, juvenile justice, youth participation and advocacy (including media, work with parliament, civil society, private sector). f) Three fundraising proposals incorporated into the main body of the text in support of UNICEF programmatic objectives (themes to be discussed and defined during the country visit) g) There will be a maximum of 10 days for the country visit (for information gathering) and 14 days for compiling, editing and writing 6. Qualifications Strong academic background (Postgraduate qualification in mass communications or journalism preferred) Native English speaker Professional experience in advocacy/communication (4-8 years of experience) Professional experience in media or public policy-making organization preferred Previous Working experience in producing similar materials is an asset Working Conditions The consultancy will be located in the UNICEF Office in Baku and will work closely with Communication and Partnership Specialist and will report directly to the Representative.
