Sailing Instructions Funboard Cup 2015 (Windsurfing/ Kiteboarding Slalom and Speed Competition) Monday 26to Saturday 31January 2015 Organising Authority The Regatta is organised by the Boracay Cup Organizing Committee in conjunction with the Philippine Windsurfing Association and the Philippine Sailing Association The Regatta Office is at Greenyard Funboard Centre, Boracay. 1. Rules 1.1 1.2 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing, The following will apply Windsurfing Racing Rules of Sailing 2013 -2016 The International Funboard Class Association Class Rules 2009 Kiteboarding Racing Rules of Sailing 2013-2016 IKA Twin Tip Racing Class Rules 2013 The Notice of Race as amended and as changed by these Sailing Instructions. These Sailing Instructions In case of conflict between any of the above, succeeding items take precedence. This changes RRS 63.7 2. Notices to Competitors and Communications 2.1 2.2 Notices to Competitors will be posted on the Official Notice Board atGreenyards Race Results will be displayed on the Official Notice Board each evening. Results may also be displayed at the Regatta website. The schedule of heats shall be posted on the official notice board nolater than 30 minutes before the starting signal for the first heat. The boards in each heat shall be announced by the RaceCommittee, no later than 10 minutes before the starting signalfor the first heat. 2.3 2.4 3. Changes to Sailing Instructions A change to the Sailing Instructions will be posted on the Official Notice Board before 0830 hrs on the day it will take effect, except that any change to the schedule of races willbe posted by 2030 on the day before it will take effect. 4. Signals Made Ashore 4.1 4.2 4.3 Signals made ashore will be displayed on a flag pole at Race Control infront of Greenyard. Signals for the Speed Competition will be made at Race Control and at the Timing Platform When flag AP is removed, the Attention Flag (Heat Number) will be displayed in not less than 15 minutes The Flag ‘W’ will be displayed with the Heat Numberto warn competitors that the Attention Flag will be displayed in 3 minutes. 4.4 5. Schedule of Races 5.1 The first Attention Signal will not be before 0900 on any race day and the last Attention Signal will not be after 1730 on any race day Racing will take place from Tuesday 27to Saturday 31January 5.2 -1 23/03/2016 6. Clearing the Racing Area To inform competitors on a course that a race is to commence shortly, a jet-ski will display a Z Flag (multicoloured) and make intermittent sound signals. Competitors and any boards or kites in the course area shall move away from the course area. Failure to do so may lead to a discipline hearing. 7. Racing Area The Racing Area will be in Bulabog Bay 8. Courses 8.1 The Slalom Course will start at the bamboo Starting Platform in front of Greenyards and near the edge of the reef and finish off the beach in front of Greenyards StarStart Platform O Red buoy O Red Triangle Buoy Red Triangle Buoy O O Red Triangle Buoy O Black Flag on Finish Boat Red Flag -2 23/03/2016 8.2 The Speed Course will be at the southern end of Bulabog Beach. Boards (and Kites) shall sail directly towards the Speed Board Platform and past within 50 metres of the Platform for their speed to be recorded and their identity verified. Entry Gate Δ Δ Speed Course Platform Boracay Rock 9. Marks 9.1 9.2 The marks of the courses will be inflatable buoys as described in paragraph 8. The Starting and Finishing Marks will be as stated in Paragraph 8. 10. Start 10.1 The Starting Line will be between a staff displaying an orange flag on the Starting Platform atthe Starboard end, and the starting mark (ODM) at the Port end.. Boards whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. Slalom races shall be started by using the following signals. (b) If the race committee identifies the board, she shall be disqualified without ahearing, even if the race or heat is abandoned. The racecommittee shall hail or display her sail number, and sheshall leave the course area immediately. If the race orheat is restarted or re-sailed, she shall not sail in it. (c) If a slalom race or heat was completed but was laterabandoned by the protest committee and if the race orheat is re-sailed, a board disqualified under rule 29.3(b)may sail in it. -3 23/03/2016 10.5 11. Starting System for Speed Competition Rounds shall be started and ended by using the following signals. Flags will be displayed at Race Control in front of Greenyards. When the course is open the Flag ‘S’ will be displayed on the Speed Platform Signal Course closed Flag No Flag Meaning Course closed Course open Flag ‘S’ Course Open Round Ends No Flag Course Closed Communications during the Race A board retiring from a race must at the earliest opportunity notify the Race Committee of this by hail, message or telephone. 12. The Finish The Finish line for Slalom races will be between the staff displaying an red flag on the Beach at the Starboard end and the Port-end Red Finishing mark. Black Flag on the Finish Boat. 13. Exoneration Penalty System A board that may have broken a Rule of Part 2 or 42 may, after finishing the race concerned and before the start of a related protest hearing, notify the Race Committee that she accepts a 20% scoring penalty as stated in Rule 44.3 (c), (except the minimum penalty is two places if that does not result in a score worse that DNF). This penalty does not reverse an OCS score, a disqualification under Rule 30.3 or apenalty under Appendix P. It is not available for a breach of Rule 2 or for gross misconduct under Rule 69. Nor is it available to a boat that caused injury or serious damage, or gained a significant advantage by her beach. In these circumstances, her penalty is to retire. When an Exoneration Penalty is accepted Neither the boat nor the Protest Committee may then revoke or remove the penalty The boat shall not be penalized further in a protest hearing when the protest Committee decide it was appropriate to the facts found and applicable rules. 15. Protests and Requests for Redress 15.1 A boat that wishes to protest or seek redress shall advise the Race Committee at Race Office no later than 15 minutes after finishing orretiring. Protests and requests for redress or reopening shall be delivered to the Race Office within the appropriate Time Limit. Protest Forms are available at the Race Office. Sail / Board Measurement Protests will only be accepted up to the end of the Protest Time of Race 1. On the last day of the Regatta, a request forreopening a hearing shall be delivered a) withinthe protest time limit if the requesting party was informed of the decision on the previous day b) no later than 30 minutes after the requesting party was informed of the decision on that day This changes RRS 66 Breaches of instructions 6, 10.4,and 18 will not be grounds for a protest by a board. This changes RRS 60.1 (a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.2 15.3 15.4 15.5 -4 23/03/2016 16. Scoring For Slalom Races3 rouinds are required to be completed to constitute a series. 16.1 Kite Boarding Races will have a maximum Fleet number of 10 Competitors. There will be multiple Fleets per Division. Kites will race 4 Qualification rounds and will then be ranked into a 3 Medal Race Series for the Finals. 16.2 Discards. Dependent upon the number of discards permitted, the highest then second highest scores are discarded. The lowest total score, with discards, if any taken into account, wins. Safety Regulations and Scrutineering 17.1 17.3 At the time of registration, each competitor shall sign-in for the Regatta on the appropriate form. At registration boardsthat are required to bring sails to the Measurer for check measuring will be informed of where and when the measuring will take place All boardsshall be liable for inspection before and during the Regatta, 18 Advertising 17.2 Boards and Competitors shall display advertising supplied by the Organizing Authority as directed. 19. Prizes 19.1 19.2 19.3 Daily prizes will be awarded at the locations posted on the Official Notice Board Overall Trophiesfor each class will be presented during the Awards Party on Saturday evening, 29 February. Other prizes may be awarded at the discretion of the Organising Committee. 20. Disclaimer of Liability Participants compete entirely at their own risk; see RRS 4, Decision to Race. The Organising Committee, Regatta Volunteers, Regatta Sponsors and their representatives, officers, and members accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Regatta. 21.
